Nod for

fuel stop

NPD is building asecond 24hour fuel 

station in Rangiora on aprime site on 

the north side of town. 

It has been given consent by the 

Waimakariri District Council to build 

and operate an unmanned station on 

the corner of Ashley and Edward 

streets, on asite which was formerly a 

car sales yard. 

There will be five doublesided 

pumps and two underground fuel 

storage tanks on the 1240squaremetre 

site. 

Planning officer Ian Carstens, in a 

report to planning manager Matt 

Bacon, who approved the application, 

said vehicles will use both Ashley and 

Edwards streets to enter and leave the 

service station. 

Mr Carstens says in the report the 

anticipated environmental effects ‘‘are 

considered less than minor’’, and the 

proposal would not have an adverse 

effect on the efficient and effective 

function of the adjoining roads, or the 

safety of road users. 

The signage would be in keeping 

with the existing character of the area, 

and noise levels were not expected to 

breach the permitted noise standards 

in the District Plan. 

Only downfacing lights would be 

used under the canopy for forecourt 

illumination. 

Development work on the site can be 

done only from Monday to Saturday 

between 7am and 6pm. 

Nelsonbased NPD already has a 

fuel station on the southern side of 

the town at Southbrook, which has 

been operating since September 

2019.

Clinghan was inspired to write 

his book, Jenny and the Eddies, 

afterNew Zealand’s 2019 

measles epidemic. 

The comic bookabout viruses 

and vaccinespromotesvaccine 

safety and confronts conspiracy 

theorists who oppose their use. 

‘‘I wanted to help reassure 

concerned parents in anonconfrontational 

manner, whilst 

providing vaccinesupportive 

parents withmoreinformation 

to help them to standupfor 

truthand confront conspiracy 

theorists,’’ he says. 

Richard, whowas born in 

Northern Ireland and is now a 

general practitioner at the 

Oxford Community Health 

Centre, initially wanted to 

create abook thatwas colourful 

and bright for his waiting room. 

However, as work 

progressed,hebegantohope 

the book couldhaveawider 

audience. 

The book idea came to 

Richard duringexercise on a 

treadmillatthe gym. 

He also did the illustrations 

for thebookproject,which took 

18 months to complete. 

‘‘I waspretty good at artat 

school but Igave it up for 

science to becomeadoctor. 

‘‘Writing and illustratingthe 

book was the fun part.’’ 

Marketingand promotion is 

much tougher. ‘‘The marketing 

part is incredibly hard, and the 

worldofpublishingisbrutal,’’ 

he saidduring arecenttalk at 

the KaiapoiLibrary. 

The book is selfpublished, 

printed in New Zealand, and is 

alreadyattracting good reviews 

on his Facebookpage, 

includingone from John 

Gillies, aretired physician who 

is also an artist.

Sheep rustlers suspected 


AClarkville landowner is urging 

people to watch for rustlers. 

Howard Williams, who has aproperty 

in North Eyre Road, Swannanoa, said 

he discovered two prime hoggets shut 

in his cattle yards last Thursday. 

Mr Williams had gone to check his 

lambing ewes at 9.30pm and suspects 

he, or someone earlier, had disturbed 

the wouldbe thief. 

He does not normally leave sheep 

near the yards at this time of year, 

having been the victim of rustlers three 

times in the past four years in the leadup 

to Christmas. 

‘‘I usually keep the sheep away from 

the yards, but it’s awee way to 

Christmas, and this mob was in a 

holding paddock near the yards. 

‘‘They have been run into the yards. 

‘‘It would appear they know my 

movements, and it could be the same 

people returning each year,’’ Mr 

Williams says. 

If anyone has information that may 

help identify the rustler, Mr Williams 

asks them to call the police, who are 

aware of the incident.

Last week’s Armistice Day commemoration 

service provided the first opportunity for 

the Rangiora RSA to gather with the 

community this year. 

Rangiora RSA president Ian Thompson 

was pleasedwith the turnout at the 

Rangiora Cenotaph on Wednesday, 

November 11. 

AnzacDay services in April had been 

cancelled because of Covid19. 

Armistice Day marks the trucethat came 

into effect at 11am on November 11, 1918, 

and saw soldierslay downtheir arms, 

putting an end to fighting on the western 

frontduring World War 1. 

In his address, Salvation Army band 

master Bill Peck saidthe fouryearwar 

resulted in ninemillion soldiers dying and

local people. The Belgians have not

New vehicle fits the bill 


The Rangiora Community Patrol service 

has anew vehicle,which will make 

trainingvolunteers easier. 

Its formervehicle, a2012 SuzukiVitara, 

had its back passenger seat removed by a 

previous owner. 

This meant it could not be used for a 

trainingvehiclebecause two fully trained 

personnel—adriver and observer—must 

always be present during patrols, Rangiora 

CommunityPatrolchairmanJohn de Wys 

says. 

The replacementvehicle, a2015 Toyota 

Rav 4, was bought about amonth ago with 

moneyraised mainlyfrom sausage sizzles. 

‘‘We scrimped and saved,’’ John said. 

The vehicle then had to be fitted with a

Opportunist thieves have been hitting 

Rangiora in recent weeks, stealing property 

from driveways and garages. 

Two mountain bikeswere stolen from 

Sequoia Way in Oxford Estate at 3am last 

Tuesday. 

In anotherincident,amountain bike was 

stolen from the back of acar in Percival 

Street whileits owner was at ameeting.The 

heavyduty lock on the carrier was sawn 

through, causing slight damage to thecar. 

Ajet ski was stolen in the earlyhours of 

Sunday, November 15, fromaBelmont 

Avenue property in Rangiora.Itwas on the 

back of acar, blocked in by two other 

vehicles, on ahightrailer. 

The owner said in aFacebook post it 

wouldnormallyhave been stored in a 

garage, but ‘‘as luck wouldhave it, sadly not 

last night’’. 

He appealed for information on the 

movements of asilver 1996 Subaru Impreza, 

and asked if anyone had security cameras 

that may have captured its movements. 

Acar and afourwheeldrive have also 

been stolen in recent weeks.

Area for dog 

park identified 

The Oaks Reserve in Oxford isthe 

preferred location for adog park 

in the town. 

The reserve came out top dog 

after the OxfordOhoka 

Community Board considered 

several potential sites for an offlead 

exercise area for dogs. 

Whetherthe park becomes a 

reality will dependupon the 

outcomeofasubmission to the 

council’s 20212031 LongTerm 

Plan (LTP) for funding. 

Aplan is now being designed 

and asubmission to the LTP 

drafted. 

Looking ahead,the board wants 

to ensure the community can 

access and enjoy The Oaks 

Reserve regardless of the LTP 

decision. 

It previously agreed to develop 

asection of the reserve through its 

general landscaping budget. This 

will create amore usable area 

among the oaks forrecreation.

It was aprivilege to be announced as 

National’s spokesperson for climate 

change last weekbypartyleader Judith 

Collins. 

It is exciting to have the opportunityto 

engage with MPs, the public, businesses

developing sound environmental policy. 

It is my viewthat successful economic 

and environmental policy can and must

Think ahead with alcohol 

It is in everyone’s interests for local 

events to run to plan. 

However, there are various tasks and 

deadlines to meet, which means 

organisers can easily overlook applying 

for aspecial licence in atimely manner. 

December through to March is 

traditionally abusy time in the Hurunui 

district for events. 

Organisers would be wise to carry out 

some early planning, particularly if the 

event requires aspecial licence to 

supply alcohol. 

The Sale and Supply of Alcohol Act 

2012 requires that aspecial licence must 

be lodged at least 20 working days before 

the event. The time allows the 

application to be assessed by the police, 

the medical officer of health, and the 

licensing inspector before the 

determination by the licensing 

committee. 

The act defines the period between 

December 20 and January 15 as nonworking 

days. Therefore, applications 

for events early in 2021 must have their 

applications lodged well in advance to 

meet the 20 working day requirement. 

This can easily catch organisers out as 

it means that an event held on or before 

January 18, 2021, should be lodged no 

later than November 20 this year.

how it is worded in our Agefriendly 

Plan. 

Amember of the Agefriendly 

Advisory Group and someofour 

volunteers met to discuss how our 

district could lookinthe future. 

They realise that not everyone wants 

to go to meetings or be involved with 

groups. Some havehealth or disability 

issues, are not confident, or don’t have 

transport. Often, they simply don’t 

knowwhat is available. Othersdon’t 

liketoask. 

The WaimakaririDistrictCouncil has 

agreat pamphletcalled Staying 

Socially Connected,which lists 

activitiesthroughout the community.

yet the rewardsare great. How many 

people in your street or area do you 

know? 

The end of the year is agreat time for 

community gettogethers; perhaps a 

potluckpicnic in apark, for example. 

We can do this in New Zealand, where 

Christmas is in summertime.Have fun.

If alate application is lodged —that is,

written request to the district licensing 

committee providing avalid reason for 

lateness, which adds another step in the 

process. 

We appreciate and understand that 

sometimes there are valid reasons, but 

often alate application is received for 

an event planned and scheduled well in 

advance. 

My advice is to plan and prepare early 

to meet the licensing requirements. 

In the uncertain Covid19 climate, we 

appreciate that sometimes planning can 

be curtailed by governmentimposed 

restrictions under the alertlevel 

regime. 

However, early planning for licensing 

requirements is appreciated, with the 

knowledge that postponements or 

cancellations are “on the cards”. On 

these occasions it can be worked 

through by speaking with the licensing 

staff at the Hurunui District council, or 

by emailing licensing@hurunui.govt.nz. 

As the festive season edges closer, I 

urge you to consider safe and successful 

eventplanning.

Waimakariri Mayor Dan Gordon 

introduced the‘‘Mayor’s Award’’,with Mr 

Ayersbeing one of the first recipientsin 

recognition of his 36 years in local 

government,included nine as mayor. 

Mrs Ayers received acommunity service 

awardinrecognition of her work as 

mayoress,her involvementinCommunity 

Watch, fundraising for Dudley Pool, with 

the Rangiora and Districts Early Records 

Society, the Methodist Churchand 

Rangiora Rotary. 

The other recipients of the Mayor’s 

Awardwere GaryBoot and BrianHoult. 

Mr Bootprovided 18 years of service to 

the council as utilitiesmanagerfrom2002 

and project delivery manager after the 

quakes, overseeingthe infrastructure 

recoverywork in Kaiapoi. 

Mr Hoult has served on the Community 

Arts Council since 1988,and was central in 

settingupthe WaimakaririArt Collection 

Trustin1995 and art exhibitions in the 

Chamber Gallery since 1997.

Seftonbased artist and art tutor Corina 

Hazlett has launched achildren’s book 

inspired by the events of Covid19. 

When The World StayedHome is arecord of 

lockdown illustrated by children, and it is 

already in its second print. 

Corinawas looking at ways to be creative 

when lockdowncame, and her art classes 

were closed. So she set about writingabook 

capturing events as they unfolded. 

She put out acall 

on socialmedia 

channels for New 

Zealand children 

to sendher 

photographs of 

their artworks, 

which she has 

woven into astory 

with chapters 

covering Anzac 

Day, Easter, 

Mothers’ Day and 

even birthdays in

taking turns in the quality 

control and approval of the

Event draws arecord 600 educators 

North Canterbury teachers 

and other school staff attended 

the Puketeraki staffonly day 

in Rangiora last week. 

Although the annual gettogether 

is usually ateachersonly 

day, this year all school 

staff from the 17 North 

Canterbury primary schools 

which contribute to Rangiora 

High School, plus staff from 

the early childhood centres, 

were invited. It resulted in a 

record attendance of 600. 

The gathering brought 

schools and early childhood 

centres together to celebrate 

the work done over the year 

and discuss matters of mutual 

interest, looking at the things 

they can do better together 

than alone. 

Humour played abig role 

during the event at the 

Rangiora Baptist Church Hall 

last Thursday. 

There were uplifting and 

entertaining presentations by 

the guest speakers, Ministry 

of Education disability 

facilitator Gary Endacott and 

mental health advocate Mike 

King.

Amberley’s NEST Arts 

Collective cofounder 

Laura Hewetson is 

working with 

Hurunui’s Broomfield 

School pupils to 

create amural for the 

school. 

The children visited 

the NEST workshop 

in Amberley for two 

weeks from the 

beginning of this 

month to work on the 

mural, which was 

designed by Laura. 

Each child created 

atriangle board using 

avariety of paint 

effects and 

techniques under 

Laura’s tuition. The 

triangles will be 

arranged to create a 

landscape mural 

which will then be 

installed on awall at 

the school. 

‘‘The children had 

loads of fun learning 

different painting 

techniques and 

effects,’’ Laura said. 

‘‘It was exciting to 

see NEST bustling 

with such enthusiastic 

and creative energy. 

‘‘The mural will be a 

great showcase of the 

community 

involvement that 

forms part of the 

NEST Arts Collective

Growing up on asheep and beef farm, 

Emma Higgins never imagined she would 

have acareer advising dairy farmers. 

The RaboResearch dairy analyst had 

ambitions to be alawyer while growing 

up on the family farm. 

‘‘I always thoughtIwould neverbe 

involved in agriculture. Istudied law at 

Canterbury (University) and got ajob in 

Wellington working with corporate 

clients and it was fun for afew years, but 

Ifelt the draw to comeback to 

agriculture. 

‘‘So Iended up working with cows in 

North Canterbury —‘the dark side’,as 

my dad put it.’’ 

Her job drawsonher legal skills and 

research skills, as she seekstomake 

sense of the global dairy markets and 

dairy issues, and report back to 

Rabobank and its clients,dairy farmers 

and the media. 

The job, as the only New Zealandbased 

dairy analystfor RaboResearch, a 

division of Rabobank, requires alot of 

travel. 

‘‘In ordinary times, outsideofCovid, I 

travel the length of the countryvisiting 

farmers and going on farm, and talk to 

processors, trying to get afeel for what 

New Zealand’s production looks like. 

‘‘I coverthe New Zealandside of 

things, but Ihave colleagues around the 

worldwho cover the dairy industry in 

theirregions,soweput it all together and 

see what the supply and demand of milk 

around the world looks like.’’ 

It means Rabobank can predictwhat 

the farmgate milk price might look like 

for Kiwifarmers, though it is ‘‘quite 

challenging and complex’’ to get it right, 

she says. 

The conservative predictionatthe 

moment is $6.35 per kilogramofmilk 

solids, but alot depended on the 

fluctuations in the global dairy trade over 

the next few months and how much 

demand there is in China. 

‘‘There has beenvery strong buying in 

Chinaacross most of this year. 

‘‘We are seeing China’s localmilk 

productionrise, so there is aconcern if 

they do decide to change their buying 

strategy, it will presentsome risk. 

‘‘We think their stock levels are at the 

highest they havebeen since 2014,soit’s 

unusual.’’ 

New Zealand’s success in managing the 

outbreak of Covid19 means it is seen as 

‘‘a safeand reliable market’’, whichadds 

‘‘another layer to the provenance story’’ 

for Kiwi farmers ‘‘and that’s wherethe 

opportunity lies’’,Emma says. 

Environmentalregulations will also 

have an impact, she says. 

‘‘Change is needed, but the devilisin 

the detail. We don’t argueagainst the 

reform, but it’s about providing more 

tools in the toolbox so they(farmers) can 

meet their environmental obligations.’’

Cows judged on farms

Dairy cows on five North Canterbury 

farms were put through their paces 

during judging for last week’s 

Canterbury A&P Association OnFarm 

Dairy Competition. 

Organiser Peter Gilbert was pleased 

with the support for the competition, 

organised after the New Zealand 

Agricultural Show was cancelled 

because of Covid19. In all, 92 cattle from 

11 farms were entered. 

‘‘When we first came up with the idea, 

Ihoped we would get 100 entries and 

we’ve got 92, so I’m really pleased. 

‘‘Over the last couple of years we’ve 

had 50 to 60 dairy cattle entries, but it’s 

been alittle bit difficult with 

Mycoplasma bovis. 

‘‘We’ve got two people who have never 

shown at Canterbury before and a 

couple of others who haven’t shown for a 

long time.’’ 

Being judged onfarm was easier for 

the farmers, as it was cheaper and, once 

judging was finished, they could return 

the cows to the paddock, Mr Gilbert says. 

‘‘But it’s still quite alot work. They 

still have to be prepared and clipped as

The breed winners and the supreme 

champion dairy cattle winners were 

announced at abarbecue on Friday 

evening, providing amuchneeded 

social gettogether, but it wasn’t the 

same as being at the show, Mr Gilbert 

says. 

Otorohanga farmer Corey Ferguson 

came down to judge the dairy cattle and 

was impressed. ‘‘We just came out of a 

pretty strong show at Waikato and, from 

what I’ve seen here so far, the quality is 

on par.’’ 

Judging onfarm provided its 

challenges, as the judge was unable to 

see the top cows standing in the ring 

together. But Mr Ferguson said he took 

plenty of notes and was accompanied by 

two photographers to help him 

remember the top cows. 

Another guest was Duncan Pipe, from 

Waikato, who had organised onfarm 

dairy cattle competition for the Waikato 

A&P Show in 2018 and 2019.

Three generations of the Dalley family 

turned out to play tennis for Scargill, in 

North Canterbury, at arecent interclub 

fixture at Waiau. 

Mum Jean Dalley, daughter, Jo Loe 

and granddaughter Elsie Loe, aged 12, 

made up nearly half the Scargill team. 

All three contributed good wins for 

Scargill, but Waiau held on for an overall 

victory. 

When the Dalley family moved from 

Oxford to Hurunui, Jean continued her 

tennis at the Willoughby Club. 

The club was where her three girls — 

Lynda, Jo and Karen —learnt the game. 

Over the last 42 years, Jean and her 

three daughters have all continued their 

tennis, playing for the Willoughby, 

Hawarden, Cheviot, Scargill and Kirwee 

clubs. 

They have also represented Hurunui 

and Selwyn during representative 

fixtures. 

Jo now plays for Scargill, as do her 

daughters Elsie and Josie. Jean, who is a 

member of the Glenmark Presidents 

Grade, also plays for Scargill when 

needed. 

Eldest daughter Lynda plays for 

Cheviot, as do her two sons, while Karen 

has hung up her racket for the time 

being, but her three children all 

continue to play in Kirwee.

New hub for charity

Satisfy Food Rescue has secured more 

space to meet agrowing need in the 

community. 

The food rescue organisation, founded 

in 2014, has grown significantly this year. 

It has now moved into its own 

premises at 122 Williams Street, 

Kaiapoi. 

Previously, the group was based at 

Kaiapoi Community Support. 

The new space gives the organisation 

the capacity to expand. 

‘‘It was lovely to collaborate with 

Kaiapoi Community Support and it’s 

really sad to move,’’ chairwoman 

Phillipa Hunt says. 

‘‘But this new space is exciting. 

‘‘The quantity of food we managed to 

process in the (old) space we had was 

just incredible, but this new space will 

give us alot more scope.’’ 

The new premises provides 120 square 

metres of warehouse space, plus an 

80 sq mshopfront, as well as achiller 

and walkin freezer out back. 

Over the last six years the group has 

established relationships with 

supermarkets, food retailers, 

wholesalers and growers, rescuing more 

than 320 tonnes of food. 

The food is redistributed back into the 

community via food banks throughout 

North Canterbury and into 

Christchurch. 

The move to the new premises may be 

temporary, Phillipa says, ‘‘because 

there’s an exciting new space in the 

pipeline’’. The Waimakariri District 

Council is proposing anew community 

hub as aregeneration project in next 

year’s 2021/31 Long Term Plan, which 

would include food security initiatives. 

‘‘This new space gives us the 

opportunity to work out what we need, so 

the next space can be purposebuilt to 

meet our needs,’’ Phillipa says.

Squadron 88 Rangiora Air Cadetsare 

this year’s recipientsofthe prestigious 

RSA Community ServicesNational 

Awardannounced recently. 

The award recognises the cadets’ 

ongoingservice to the communityfor 

PoppyDay, AnzacDay and 

PasschendaeleDay paradesinRangiora 

and Kaiapoi, and assistingothers such 

as Rotary clubs, the Ashley Gorge track 

groupand community groups. 

One of the cadet leaders,Sergeant 

Artemis Hingston, says the squadron is 

holdingopen nightsduringNovember, 

with the last two being tonight 

(Thursday)and next Thursday, from 

6.30pm to 9pm at the RangioraAirfield. 

‘‘Aircadetsisopen to those aged 13 to 

15 years and our focus is to develop our 

cadets through acombination of fun and 

challenging activitieswithin a 

disciplined and safe environment.’’ 

Cadets are taughtbushcraftand 

survival skills, firearms safety and 

marksmanship skills, as well as aviation 

training and leadership. 

As cadets get older they can go on 

juniorand senior noncommissioned 

officer training courses. 

The group will hold its endofyear 

parade on December17.

Rangiora EV Charging Stations 

Being Installed 

In December last year Council approved the use 

of Council land in Rangiora, Kaiapoi, Oxford and 

Woodend for the installation of commercial EV 

charging stations. 

We have been working with Meridian Energy to 

secure the first agreement for Rangiora and are 

pleased to say work to install two EVcharging 

stations servicing four EV-only parks in the Council 

car park near the Rangiora Library started this 

week. 

The charging stations and car parks will be available 

for use in the coming weeks. We’ll keep you updated 

as further charging stations are installed. 

Cust Boil Water Notice 

Aboil water notice was issued for the Cust Water 

Supply last week. 

Following the discovery of E. coli during routine 

testing, emergency chlorination has been put in 

place. At this stage it is considered the headworks 

site is the most likely source. 

We are carrying out adetailed assessment of 

the tanks and wider system to identify any 

potential faults or sources. We will continue daily 

sampling at the source, the headworks and in the 

reticulation, to test if water is clear of E. coli and 

the chlorine is being effective.

ABid for Dog Park Funding 

Oxford’s proposed dog park now has alocation but 

whether or not the proposal will become areality 

is to be decided on by asubmission tothe 2021- 

31 Long Term Plan (LTP) for funding. 

The Oaks Reserve came out top dog aer the 

Board considered anumber of potential sites 

for anoff-lead exercise area for dogs. Nestled in 

behind the Oxford Cemetery, the reserve ticked a 

number of boxes with area size, risk/safety to dogs 

and other animals, proximity to users and land 

ownership all adding to the mix. 

With facilities already in Rangiora, Pegasus and 

Kaiapoi, the Oxford community are eager to 

see asimilar space locally for their own canine 

companions. 

Looking ahead, the Board want to ensure the 

community can access and enjoy The Oaks 

Reserve regardless of the LTPdecision. They have 

previously agreed to develop asection of the 

reserve through their General Landscaping Budget. 

This will create amore usable area among the 

towering oaks for recreation.
