Nod for<br />

second<br />

fuel stop<br />

NPD is building asecond 24­hour fuel<br />

station in Rangiora on aprime site on<br />

the north side of town.<br />

It has been given consent by the<br />

Waimakariri District Council to build<br />

and operate an unmanned station on<br />

the corner of Ashley and Edward<br />

streets, on asite which was formerly a<br />

car sales yard.<br />

There will be five double­sided<br />

pumps and two underground fuel<br />

storage tanks on the 1240­square­metre<br />

site.<br />

Planning officer Ian Carstens, in a<br />

report to planning manager Matt<br />

Bacon, who approved the application,<br />

said vehicles will use both Ashley and<br />

Edwards streets to enter and leave the<br />

service station.<br />

Mr Carstens says in the report the<br />

anticipated environmental effects ‘‘are<br />

considered less than minor’’, and the<br />

proposal would not have an adverse<br />

effect on the efficient and effective<br />

function of the adjoining roads, or the<br />

safety of road users.<br />

The signage would be in keeping<br />

with the existing character of the area,<br />

and noise levels were not expected to<br />

breach the permitted noise standards<br />

in the District Plan.<br />

Only down­facing lights would be<br />

used under the canopy for forecourt<br />

illumination.<br />

Development work on the site can be<br />

done only from Monday to Saturday<br />

between 7am and 6pm.<br />

Nelson­based NPD already has a<br />

fuel station on the southern side of<br />

the town at Southbrook, which has<br />

been operating since September<br />

measles epidemic.<br />

The comic bookabout viruses<br />

and vaccinespromotesvaccine<br />

safety and confronts conspiracy<br />

theorists who oppose their use.<br />

‘‘I wanted to help reassure<br />

concerned parents in anonconfrontational<br />

manner, whilst<br />

providing vaccine­supportive<br />

parents withmoreinformation<br />

to help them to standupfor<br />

truthand confront conspiracy<br />

theorists,’’ he says.<br />

Richard, whowas born in<br />

<strong>North</strong>ern Ireland and is now a<br />

general practitioner at the<br />

Oxford Community Health<br />

Centre, initially wanted to<br />

create abook thatwas colourful<br />

and bright for his waiting room.<br />

However, as work<br />

progressed,hebegantohope<br />

the book couldhaveawider<br />

audience.<br />

The book idea came to<br />

Richard duringexercise on a<br />

treadmillatthe gym.<br />

He also did the illustrations<br />

for thebookproject,which took<br />

18 months to complete.<br />

‘‘I waspretty good at artat<br />

school but Igave it up for<br />

science to becomeadoctor.<br />

‘‘Writing and illustratingthe<br />

book was the fun part.’’<br />

Marketingand promotion is<br />

much tougher. ‘‘The marketing<br />

part is incredibly hard, and the<br />

worldofpublishingisbrutal,’’<br />

he saidduring arecenttalk at<br />

the KaiapoiLibrary.<br />

The book is self­published,<br />

printed in New Zealand, and is<br />

alreadyattracting good reviews<br />

on his Facebookpage,<br />

includingone from John<br />

Gillies, aretired physician who<br />

is also an artist.<br />

Sheep rustlers suspected<br />

AClarkville landowner is urging<br />

people to watch for rustlers.<br />

Howard Williams, who has aproperty<br />

in <strong>North</strong> Eyre Road, Swannanoa, said<br />

he discovered two prime hoggets shut<br />

in his cattle yards last Thursday.<br />

Mr Williams had gone to check his<br />

lambing ewes at 9.30pm and suspects<br />

he, or someone earlier, had disturbed<br />

the would­be thief.<br />

He does not normally leave sheep<br />

near the yards at this time of year,<br />

having been the victim of rustlers three<br />

times in the past four years in the leadup<br />

to Christmas.<br />

‘‘I usually keep the sheep away from<br />

the yards, but it’s awee way to<br />

Christmas, and this mob was in a<br />

holding paddock near the yards.<br />

‘‘They have been run into the yards.<br />

‘‘It would appear they know my<br />

movements, and it could be the same<br />

people returning each year,’’ Mr<br />

Williams says.<br />

If anyone has information that may<br />

help identify the rustler, Mr Williams<br />

asks them to call the police, who are<br />

aware of the incident.<br />

Last week’s Armistice Day commemoration<br />

service provided the first opportunity for<br />

the Rangiora RSA to gather with the<br />

community this year.<br />

Rangiora RSA president Ian Thompson<br />

was pleasedwith the turnout at the<br />

Rangiora Cenotaph on Wednesday,<br />

<strong>November</strong> 11.<br />

AnzacDay services in April had been<br />

cancelled because of Covid­<strong>19</strong>.<br />

Armistice Day marks the trucethat came<br />

into effect at 11am on <strong>November</strong> 11, <strong>19</strong>18,<br />

and saw soldierslay downtheir arms,<br />

putting an end to fighting on the western<br />

frontduring World War 1.<br />

New vehicle fits the bill<br />

The Rangiora Community Patrol service<br />

has anew vehicle,which will make<br />

trainingvolunteers easier.<br />

Its formervehicle, a2012 SuzukiVitara,<br />

had its back passenger seat removed by a<br />

previous owner.<br />

This meant it could not be used for a<br />

trainingvehiclebecause two fully trained<br />

personnel—adriver and observer—must<br />

always be present during patrols, Rangiora<br />

CommunityPatrolchairmanJohn de Wys<br />

says.<br />

The replacementvehicle, a2015 Toyota<br />

Rav 4, was bought about amonth ago with<br />

moneyraised mainlyfrom sausage sizzles.<br />

‘‘We scrimped and saved,’’ John said.<br />

Opportunist thieves have been hitting<br />

Rangiora in recent weeks, stealing property<br />

from driveways and garages.<br />

Two mountain bikeswere stolen from<br />

Sequoia Way in Oxford Estate at 3am last<br />

Tuesday.<br />

In anotherincident,amountain bike was<br />

stolen from the back of acar in Percival<br />

Street whileits owner was at ameeting.The<br />

heavy­duty lock on the carrier was sawn<br />

through, causing slight damage to thecar.<br />

Ajet ski was stolen in the earlyhours of<br />

Sunday, <strong>November</strong> 15, fromaBelmont<br />

Avenue property in Rangiora.Itwas on the<br />

back of acar, blocked in by two other<br />

vehicles, on ahightrailer.<br />

The owner said in aFacebook post it<br />

wouldnormallyhave been stored in a<br />

garage, but ‘‘as luck wouldhave it, sadly not<br />

last night’’.<br />

He appealed for information on the<br />

movements of asilver <strong>19</strong>96 Subaru Impreza,<br />

and asked if anyone had security cameras<br />

that may have captured its movements.<br />

Acar and afour­wheel­drive have also<br />

been stolen in recent weeks.<br />

patrol.’’<br />

The RangioraCommunity Patrol is one<br />

of morethan 170 patrolsthroughoutNew<br />

Zealand, staffed by volunteers who provide<br />

extra ‘‘eyes and ears” for police and other<br />

agencies in building safer local<br />

communities.<br />

Area for dog<br />

park identified<br />

The Oaks Reserve in Oxford isthe<br />

preferred location for adog park<br />

in the town.<br />

The reserve came out top dog<br />

after the Oxford­Ohoka<br />

Community Board considered<br />

several potential sites for an offlead<br />

exercise area for dogs.<br />

Whetherthe park becomes a<br />

reality will dependupon the<br />

outcomeofasubmission to the<br />

council’s 2021­2031 LongTerm<br />

Plan (LTP) for funding.<br />

Aplan is now being designed<br />

and asubmission to the LTP<br />

drafted.<br />

Looking ahead,the board wants<br />

to ensure the community can<br />

access and enjoy The Oaks<br />

Reserve regardless of the LTP<br />

decision.<br />

It previously agreed to develop<br />

asection of the reserve through its<br />

general landscaping budget. This<br />

will create amore usable area<br />

among the oaks forrecreation.<br />

developing sound environmental policy.<br />

It is my viewthat successful economic<br />

and environmental policy can and must<br />

work together to provide acleaner,<br />

greener and brighter future for all New<br />

Zealanders.<br />

Our naturalenvironment will be<br />

critical to our economic recoveryfrom<br />

the worst recession our nation has seen.<br />

It is obvious that New Zealanders want<br />

Think ahead with alcohol<br />

It is in everyone’s interests for local<br />

events to run to plan.<br />

However, there are various tasks and<br />

deadlines to meet, which means<br />

organisers can easily overlook applying<br />

for aspecial licence in atimely manner.<br />

December through to March is<br />

traditionally abusy time in the Hurunui<br />

district for events.<br />

Organisers would be wise to carry out<br />

some early planning, particularly if the<br />

event requires aspecial licence to<br />

supply alcohol.<br />

The Sale and Supply of Alcohol Act<br />

2012 requires that aspecial licence must<br />

be lodged at least 20 working days before<br />

the event. The time allows the<br />

application to be assessed by the police,<br />

the medical officer of health, and the<br />

licensing inspector before the<br />

determination by the licensing<br />

committee.<br />

The act defines the period between<br />

December 20 and January 15 as nonworking<br />

days. Therefore, applications<br />

for events early in 2021 must have their<br />

applications lodged well in advance to<br />

meet the 20 working day requirement.<br />

This can easily catch organisers out as<br />

it means that an event held on or before<br />

January 18, 2021, should be lodged no<br />

later than <strong>November</strong> 20 this year.<br />

defines an age­friendly community as a<br />

place where peoplecan stayconnected,<br />

healthy, active and respected, whatever<br />

their age.<br />

Peopleneed thatsense of<br />

“belonging” to livewell, particularly as<br />

we age. Respect and Social Inclusion is<br />

how it is worded in our Age­friendly<br />

Plan.<br />

Amember of the Age­friendly<br />

Advisory Group and someofour<br />

volunteers met to discuss how our<br />

district could lookinthe future.<br />

They realise that not everyone wants<br />

to go to meetings or be involved with<br />

groups. Some havehealth or disability<br />

issues, are not confident, or don’t have<br />

transport. Often, they simply don’t<br />

knowwhat is available. Othersdon’t<br />

liketoask.<br />

agreat pamphletcalled Staying<br />

Socially Connected,which lists<br />

activitiesthroughout the community.<br />

shopping during lockdown.<br />

village. They have what he calls cabinfever<br />

get­togethers.<br />

On Sunday afternoons in the winter,<br />

severalofthe residents meet for<br />

afternoon tea. It can be as simple as<br />

that.<br />

It takes an efforttobea“community”,<br />

yet the rewardsare great. How many<br />

people in your street or area do you<br />

know?<br />

The end of the year is agreat time for<br />

community get­togethers; perhaps a<br />

potluckpicnic in apark, for example.<br />

We can do this in New Zealand, where<br />

Christmas is in summertime.Have fun.<br />

possible to avoid disappointment.<br />

If alate application is lodged —that is,<br />

committee providing avalid reason for<br />

lateness, which adds another step in the<br />

process.<br />

We appreciate and understand that<br />

sometimes there are valid reasons, but<br />

often alate application is received for<br />

an event planned and scheduled well in<br />

advance.<br />

My advice is to plan and prepare early<br />

to meet the licensing requirements.<br />

In the uncertain Covid­<strong>19</strong> climate, we<br />

appreciate that sometimes planning can<br />

be curtailed by government­imposed<br />

restrictions under the alert­level<br />

regime.<br />

However, early planning for licensing<br />

requirements is appreciated, with the<br />

knowledge that postponements or<br />

cancellations are “on the cards”. On<br />

these occasions it can be worked<br />

through by speaking with the licensing<br />

staff at the Hurunui District council, or<br />

by emailing licensing@hurunui.govt.nz.<br />

As the festive season edges closer, I<br />

urge you to consider safe and successful<br />

event­planning.<br />

lockdown illustrated by children, and it is<br />

already in its second print.<br />

Corinawas looking at ways to be creative<br />

when lockdowncame, and her art classes<br />

were closed. So she set about writingabook<br />

capturing events as they unfolded.<br />

and other school staff attended<br />

the Puketeraki staff­only day<br />

in Rangiora last week.<br />

Although the annual gettogether<br />

is usually ateachersonly<br />

day, this year all school<br />

staff from the 17 <strong>North</strong><br />

<strong>Canterbury</strong> primary schools<br />

which contribute to Rangiora<br />

High School, plus staff from<br />

the early childhood centres,<br />

were invited. It resulted in a<br />

record attendance of 600.<br />

The gathering brought<br />

schools and early childhood<br />

centres together to celebrate<br />

the work done over the year<br />

and discuss matters of mutual<br />

interest, looking at the things<br />

they can do better together<br />

than alone.<br />

during the event at the<br />

Rangiora Baptist Church Hall<br />

last Thursday.<br />

There were uplifting and<br />

entertaining presentations by<br />

the guest speakers, Ministry<br />

of Education disability<br />

the NEST workshop<br />

in Amberley for two<br />

weeks from the<br />

month to work on the<br />

mural, which was<br />

designed by Laura.<br />

Each child created<br />

atriangle board using<br />

avariety of paint<br />

effects and<br />

techniques under<br />

Laura’s tuition. The<br />

triangles will be<br />

arranged to create a<br />

landscape mural<br />

which will then be<br />

installed on awall at<br />

the school.<br />

‘‘The children had<br />

loads of fun learning<br />

different painting<br />

techniques and<br />

effects,’’ Laura said.<br />

‘‘It was exciting to<br />

see NEST bustling<br />

with such enthusiastic<br />

and creative energy.<br />

Growing up on asheep and beef farm,<br />

Emma Higgins never imagined she would<br />

have acareer advising dairy farmers.<br />

The RaboResearch dairy analyst had<br />

ambitions to be alawyer while growing<br />

up on the family farm.<br />

‘‘I always thoughtIwould neverbe<br />

involved in agriculture. Istudied law at<br />

<strong>Canterbury</strong> (University) and got ajob in<br />

Wellington working with corporate<br />

clients and it was fun for afew years, but<br />

Ifelt the draw to comeback to<br />

agriculture.<br />

‘‘So Iended up working with cows in<br />

<strong>North</strong> <strong>Canterbury</strong> —‘the dark side’,as<br />

my dad put it.’’<br />

Her job drawsonher legal skills and<br />

research skills, as she seekstomake<br />

sense of the global dairy markets and<br />

dairy issues, and report back to<br />

Rabobank and its clients,dairy farmers<br />

and the media.<br />

The job, as the only New Zealandbased<br />

dairy analystfor RaboResearch, a<br />

division of Rabobank, requires alot of<br />

travel.<br />

‘‘In ordinary times, outsideofCovid, I<br />

travel the length of the countryvisiting<br />

farmers and going on farm, and talk to<br />

processors, trying to get afeel for what<br />

New Zealand’s production looks like.<br />

‘‘I coverthe New Zealandside of<br />

things, but Ihave colleagues around the<br />

worldwho cover the dairy industry in<br />

theirregions,soweput it all together and<br />

see what the supply and demand of milk<br />

around the world looks like.’’<br />

It means Rabobank can predictwhat<br />

the farmgate milk price might look like<br />

for Kiwifarmers, though it is ‘‘quite<br />

challenging and complex’’ to get it right,<br />

she says.<br />

The conservative predictionatthe<br />

moment is $6.35 per kilogramofmilk<br />

solids, but alot depended on the<br />

fluctuations in the global dairy trade over<br />

the next few months and how much<br />

demand there is in China.<br />

‘‘There has beenvery strong buying in<br />

Chinaacross most of this year.<br />

‘‘We are seeing China’s localmilk<br />

productionrise, so there is aconcern if<br />

they do decide to change their buying<br />

strategy, it will presentsome risk.<br />

‘‘We think their stock levels are at the<br />

highest they havebeen since 2014,soit’s<br />

unusual.’’<br />

New Zealand’s success in managing the<br />

outbreak of Covid­<strong>19</strong> means it is seen as<br />

‘‘a safeand reliable market’’, whichadds<br />

‘‘another layer to the provenance story’’<br />

for Kiwi farmers ‘‘and that’s wherethe<br />

opportunity lies’’,Emma says.<br />

Environmentalregulations will also<br />

have an impact, she says.<br />

‘‘Change is needed, but the devilisin<br />

the detail. We don’t argueagainst the<br />

reform, but it’s about providing more<br />

tools in the toolbox so they(farmers) can<br />

meet their environmental obligations.’’<br />

the La Ninaweatherpattern forecast in<br />

<strong>North</strong> <strong>Canterbury</strong>, it willalso have an<br />

impact.<br />

‘‘When we first came up with the idea,<br />

Ihoped we would get 100 entries and<br />

we’ve got 92, so I’m really pleased.<br />

‘‘Over the last couple of years we’ve<br />

had 50 to 60 dairy cattle entries, but it’s<br />

been alittle bit difficult with<br />

Mycoplasma bovis.<br />

‘‘We’ve got two people who have never<br />

shown at <strong>Canterbury</strong> before and a<br />

couple of others who haven’t shown for a<br />

long time.’’<br />

Being judged on­farm was easier for<br />

the farmers, as it was cheaper and, once<br />

judging was finished, they could return<br />

the cows to the paddock, Mr Gilbert says.<br />

‘‘But it’s still quite alot work. They<br />

still have to be prepared and clipped as<br />

The breed winners and the supreme<br />

champion dairy cattle winners were<br />

announced at abarbecue on Friday<br />

evening, providing amuch­needed<br />

social get­together, but it wasn’t the<br />

same as being at the show, Mr Gilbert<br />

says.<br />

Otorohanga farmer Corey Ferguson<br />

came down to judge the dairy cattle and<br />

was impressed. ‘‘We just came out of a<br />

pretty strong show at Waikato and, from<br />

what I’ve seen here so far, the quality is<br />

on par.’’<br />

Judging on­farm provided its<br />

challenges, as the judge was unable to<br />

see the top cows standing in the ring<br />

together. But Mr Ferguson said he took<br />

plenty of notes and was accompanied by<br />

two photographers to help him<br />

remember the top cows.<br />

Another guest was Duncan Pipe, from<br />

Waikato, who had organised on­farm<br />

dairy cattle competition for the Waikato<br />

A&P Show in 2018 and 20<strong>19</strong>.<br />

Three generations of the Dalley family<br />

turned out to play tennis for Scargill, in<br />

<strong>North</strong> <strong>Canterbury</strong>, at arecent inter­club<br />

fixture at Waiau.<br />

Mum Jean Dalley, daughter, Jo Loe<br />

and granddaughter Elsie Loe, aged 12,<br />

made up nearly half the Scargill team.<br />

All three contributed good wins for<br />

Scargill, but Waiau held on for an overall<br />

victory.<br />

When the Dalley family moved from<br />

Oxford to Hurunui, Jean continued her<br />

tennis at the Willoughby Club.<br />

The club was where her three girls —<br />

Lynda, Jo and Karen —learnt the game.<br />

Over the last 42 years, Jean and her<br />

three daughters have all continued their<br />

tennis, playing for the Willoughby,<br />

Hawarden, Cheviot, Scargill and Kirwee<br />

clubs.<br />

They have also represented Hurunui<br />

and Selwyn during representative<br />

fixtures.<br />

Jo now plays for Scargill, as do her<br />

daughters Elsie and Josie. Jean, who is a<br />

member of the Glenmark Presidents<br />

Grade, also plays for Scargill when<br />

needed.<br />

Eldest daughter Lynda plays for<br />

Cheviot, as do her two sons, while Karen<br />

has hung up her racket for the time<br />

being, but her three children all<br />

continue to play in Kirwee.<br />

New hub for charity<br />

Satisfy Food Rescue has secured more<br />

space to meet agrowing need in the<br />

community.<br />

The food rescue organisation, founded<br />

in 2014, has grown significantly this year.<br />

It has now moved into its own<br />

premises at 122 Williams Street,<br />

Kaiapoi.<br />

Previously, the group was based at<br />

Kaiapoi Community Support.<br />

The new space gives the organisation<br />

the capacity to expand.<br />

‘‘It was lovely to collaborate with<br />

Kaiapoi Community Support and it’s<br />

really sad to move,’’ chairwoman<br />

Phillipa Hunt says.<br />

‘‘But this new space is exciting.<br />

‘‘The quantity of food we managed to<br />

process in the (old) space we had was<br />

just incredible, but this new space will<br />

give us alot more scope.’’<br />

Over the last six years the group has<br />

established relationships with<br />

supermarkets, food retailers,<br />

wholesalers and growers, rescuing more<br />

than 320 tonnes of food.<br />

The food is redistributed back into the<br />

community via food banks throughout<br />

<strong>North</strong> <strong>Canterbury</strong> and into<br />

Christchurch.<br />

The move to the new premises may be<br />

temporary, Phillipa says, ‘‘because<br />

there’s an exciting new space in the<br />

pipeline’’. The Waimakariri District<br />

Council is proposing anew community<br />

hub as aregeneration project in next<br />

year’s 2021/31 Long Term Plan, which<br />

would include food security initiatives.<br />

‘‘This new space gives us the<br />

opportunity to work out what we need, so<br />

the next space can be purpose­built to<br />

meet our needs,’’ Phillipa says.<br />

Squadron 88 Rangiora Air Cadetsare<br />

RSA Community ServicesNational<br />

Awardannounced recently.<br />

The award recognises the cadets’<br />

ongoingservice to the communityfor<br />

PoppyDay, AnzacDay and<br />

PasschendaeleDay paradesinRangiora<br />

and Kaiapoi, and assistingothers such<br />

as Rotary clubs, the Ashley Gorge track<br />

groupand community groups.<br />

One of the cadet leaders,Sergeant<br />

Artemis Hingston, says the squadron is<br />

holdingopen nightsduring<strong>November</strong>,<br />

with the last two being tonight<br />

(Thursday)and next Thursday, from<br />

6.30pm to 9pm at the RangioraAirfield.<br />

‘‘Aircadetsisopen to those aged 13 to<br />

15 years and our focus is to develop our<br />

cadets through acombination of fun and<br />

challenging activitieswithin a<br />

disciplined and safe environment.’’<br />

Cadets are taughtbushcraftand<br />

survival skills, firearms safety and<br />

marksmanship skills, as well as aviation<br />

training and leadership.<br />

As cadets get older they can go on<br />

juniorand senior non­commissioned<br />

Rangiora EV Charging Stations<br />

Being Installed<br />

In December last year Council approved the use<br />

of Council land in Rangiora, Kaiapoi, Oxford and<br />

Woodend for the installation of commercial EV<br />

charging stations.<br />

We have been working with Meridian Energy to<br />

secure the first agreement for Rangiora and are<br />

pleased to say work to install two EVcharging<br />

stations servicing four EV-only parks in the Council<br />

car park near the Rangiora Library started this<br />

week.<br />

The charging stations and car parks will be available<br />

for use in the coming weeks. We’ll keep you updated<br />

as further charging stations are installed.<br />

Cust Boil Water Notice<br />

Aboil water notice was issued for the Cust Water<br />

Supply last week.<br />

Following the discovery of E. coli during routine<br />

testing, emergency chlorination has been put in<br />

place. At this stage it is considered the headworks<br />

site is the most likely source.<br />

We are carrying out adetailed assessment of<br />

the tanks and wider system to identify any<br />

potential faults or sources. We will continue daily<br />

sampling at the source, the headworks and in the<br />

reticulation, to test if water is clear of E. coli and<br />

the chlorine is being effective.<br />

ABid for Dog Park Funding<br />

Oxford’s proposed dog park now has alocation but<br />

whether or not the proposal will become areality<br />

is to be decided on by asubmission tothe 2021-<br />

31 Long Term Plan (LTP) for funding.<br />

The Oaks Reserve came out top dog aer the<br />

Board considered anumber of potential sites<br />

for anoff-lead exercise area for dogs. Nestled in<br />

behind the Oxford Cemetery, the reserve ticked a<br />

number of boxes with area size, risk/safety to dogs<br />

and other animals, proximity to users and land<br />

ownership all adding to the mix.<br />

With facilities already in Rangiora, Pegasus and<br />

Kaiapoi, the Oxford community are eager to<br />

see asimilar space locally for their own canine<br />

companions.<br />

Looking ahead, the Board want to ensure the<br />

community can access and enjoy The Oaks<br />

Reserve regardless of the LTPdecision. They have<br />

previously agreed to develop asection of the<br />

reserve through their General Landscaping Budget.<br />
