THROUGH PARTICIPATION ON THE LAND ENGINEER<br />

PROFESSIONAL DEVELOPMENT PROGRAM (LEPDP)<br />

The LEPDP has been developed as part <strong>of</strong> the wider<br />

implementation <strong>of</strong> Army’s revised technical regulatory framework<br />

and encourages land engineers to enhance their pr<strong>of</strong>essional<br />

development through participation on the pr<strong>of</strong>essional<br />

development program delivered through Engineers Australia (EA).<br />

The LEPDP is open to all full time practicing four-year engineering<br />

degree qualifi ed pr<strong>of</strong>essional land based engineers in Army or the<br />

Army program.<br />

Pr<strong>of</strong>essional engineers wishing to take part in the LEPDP should<br />

complete an application form, which can be downloaded from<br />

the HQTC-A website and fax or mail the application to the contact<br />

address below for approval.<br />

A CDF Leadership Forum recently<br />

held at the Command and Staff<br />

College in Canberra brought about<br />

90 ORs from all three Services<br />

together to focus on retention and<br />

leadership issues.<br />

Comprised <strong>of</strong> corporals to WO1s<br />

and their equivalents, mixed-service<br />

syndicate groups brainstormed topics<br />

ranging from retention to leadership<br />

culture before returning to<br />

present their findings to the assembled<br />

group.<br />

RSM-A WO Stephen Ward said<br />

the intent <strong>of</strong> the two-day forum was<br />

to seek points <strong>of</strong> view on relevant<br />

and topical subjects important to<br />

<strong>Defence</strong> from junior leaders <strong>of</strong> the<br />

three Services.<br />

“Subjects for this year’s forum<br />

focused on how the <strong>Defence</strong> Force’s<br />

leadership culture can more positively<br />

impact upon retention <strong>of</strong> the right<br />

people, whether the ADF prepares<br />

individuals for their role as leaders<br />

and how the ADF can address the<br />

retention and recruitment <strong>of</strong> more<br />

women,” he said.<br />

A participant in the forum, Cpl<br />

Shaun Webb, DPTC, said while he<br />

initially felt he was being dirked for<br />

something onerous, he eventually<br />

came to value the opportunity he<br />

was given.<br />

STOPPING a vehicle for a random<br />

breath test is fairly routine for most<br />

police, but when that vehicle is a<br />

1943 Greyhound armoured reconnaissance<br />

vehicle, it’s a somewhat<br />

gutsy move.<br />

This happened to Tpr Stephen<br />

Davis, Australian Federation Guard<br />

member and avid militaria collector,<br />

on a trip from Canberra to Cooma<br />

recently.<br />

Tpr Davis has been collecting<br />

militaria since he was a young kid<br />

and the Greyhound is part <strong>of</strong> that<br />

collection.<br />

“It has a bit <strong>of</strong> history,” he said.<br />

“It served in Italy with the Americans<br />

who gave it to the Italians as a gift<br />

after the war. It was later imported<br />

into Australia by a collector. I bought<br />

“Actually, I was expecting to be<br />

talked at for two days, but we were<br />

split into syndicates, left to discuss<br />

the three topics and come up with<br />

our own thoughts and ideas,” he<br />

said.<br />

“On the topic <strong>of</strong> leadership and<br />

training, for example, the Navy and<br />

RAAF guys said they don’t do subject<br />

courses like we do and they<br />

seemed quite keen to have their<br />

it from a bloke in Sydney for $40,000<br />

a while back.”<br />

Tpr Davis is a member <strong>of</strong> the<br />

Australian Armoured Vehicles<br />

Association and the Australian<br />

Military Vehicle Collectors Society.<br />

He said he was on a run from<br />

Canberra to Cooma with four mates<br />

when he was stopped by NSW<br />

Police.<br />

“They said it was a random<br />

breath test but they just wanted to<br />

check it out and take a few pictures,”<br />

he said.<br />

Other interesting items in his collection<br />

include a never-fired .303 rifle<br />

made at Lithgow after the war, and<br />

an M3A1 White Scout Car, bought<br />

from a collector at Nowra for $8000<br />

in 2003.<br />

Tpr Davis is a qualified driver and<br />

crew commander on M<strong>11</strong>3s.<br />

ORs talk leadership<br />

Services adopt that kind <strong>of</strong> training.<br />

“Another thing that was widely<br />

agreed upon in relation to retention<br />

was that families should be included<br />

in Service benefits – childcare for<br />

example.<br />

“I also found it interesting to see<br />

how things are looked at from a bigger-picture<br />

point <strong>of</strong> view – there are<br />

people out there in the Army prepared<br />

to test and adjust for problems<br />

and issues we see at the ground<br />

level. And leadership probably is<br />

one <strong>of</strong> those big issues.”<br />

Cpl Webb said he understood<br />

that effecting change in an organisation<br />

as big as <strong>Defence</strong> could take a<br />

long time and that, as an individual,<br />

his opinion could easily be overlooked.<br />

But, he did feel that the<br />

forum <strong>of</strong>fered him a voice in a context<br />

where it may eventually have<br />

some impact.<br />

“More importantly, though, I<br />

think that a forum like this could<br />

cause change on its own,” he said.<br />

“I actually came away from this<br />

with a changed attitude towards a<br />

lot <strong>of</strong> things – especially leadership<br />

– and I think if everyone who<br />

attended took a little bit away from<br />

the forum and change a few things<br />

around them because <strong>of</strong> it, it could<br />

have a real ripple effect from the<br />

ground up.”<br />
