Relationship expert Dr. Laura Berman recently experienced<br />

tragedy when her 16 year old son was poisoned by fake Zanax<br />

pill laced with fentanyl and died. The pill was purchased by him<br />

via the social media platform, SnapChat, when he was solicited<br />

by a drug dealer .<br />

Shockingly, it takes just four, tiny salt-like grains of fentanyl to kill<br />

an adult. Sadly, Samuel Berman Chapman joins more than 230<br />

victims poisoned by fentanyl every single day while 40 others die<br />

from drug overdoses from drugs on a daily basis, as well. That’s<br />

270 per day and 100,000 in 2020, alone!<br />

We are asking you to join us in educating our country by<br />

A warm welcome to The Global Recovery Movement’s public health<br />

crisis campaign, “Stop <strong>Fentanyl</strong> <strong>Poisoning</strong> and the Opioid Epidemic”!<br />

We are asking you to commit to the power of 10 by making 10 phone<br />

calls and sending 10 postcards to 10 local leaders including your police<br />

chief that you either have or can develop relationships with. Since<br />

warm introductions work best, if you know someone who knows your<br />

Police Chief or Mayor, please ask them to introduce you or ask if you<br />

can use their name when making the calls.<br />

To help make this urgent campaign successful, it's important that you<br />

keep these impactful numbers in mind:<br />

PAARI (Police Assisted Addiction Recovery Initiatives) is a great<br />

organization that you can introduce them to. Your leaders can<br />

contact them by going to https://paariusa.org/police or<br />

emailing info@paariusa.org. They will discuss how to start a<br />

program and assist with executing the model in your community<br />

for non - arrest pathways to recovery. PAARI is in 630 police<br />

departments. The police and peer counselors follow up after<br />

overdoses and encourage people to get treatment. They also<br />

place willing people in treatment.<br />

Think of yourselves as storytellers. The first story you are telling them<br />

may be the loss of a loved one to fentanyl or other opioids.<br />

Additionally, we ask you to invite another person to send 10 postcards<br />

and make 10 calls, as well. There is strength in numbers and we<br />

believe the power of 10 multiplied by every one of us committed to<br />

reducing the number of overdose deaths in our country can do this<br />

WE ARE NOW LOSING KIDS AS YOUNG AS 12 YEARS OF AGE!<br />

Dear Parents:<br />

Operation Dunkirk is what we have dubbed our mission to reach our<br />

nation’s local mayors, police departments and school boards in an effort<br />

to help educate their residents about the immediate dangers of fentanyl<br />

poisoning. This is happening NOW as I write to you.<br />

Unbeknownst to many, fake pills along with most street drugs, such as<br />

cocaine, meth, crack, cannabis, etc. can be laced with fentanyl and are in<br />

circulation targeting teens.<br />

As parents, we ask you to warn your children NOT to take anything from<br />

anyone. This includes their peers! No pills, powders, drugs or even candy,<br />

not even if it’s in the wrapper.<br />

Your local leaders can use this information and share it via their<br />

newsletters, social media, posters/programs in the schools along with<br />

sitting down with local media to spread the word about these fake pills<br />

and fentanyl poisoning. They can send our postcard or a version of it or<br />

put it in their newsletters.<br />

Here’s an analogy to help it make sense: If chicken was poisoned and we<br />

didn’t know it, we would continue buying chicken. Once we did become<br />

aware that it was indeed poisoned, we would steer clear of it. We must<br />

adopt this same mindset and instill it within our children, teens and<br />

young adults!<br />

They don’t know about fentanyl’s existence and the perils of it including<br />

instant death and/or severe brain damage. Sadly, it is easily available for<br />

purchase via social media including SnapChat and Craig's List. Dealers are<br />

on these platforms and can easily manufacture using a pill press<br />

(available on Amazon). These pills can be made to resemble Xanax,<br />

Oxycontin, Percocet, Adderall, Ecstasy and other meds and shipped<br />

straight to your home just as Amazon packages are sent!<br />

Because this can happen to any family we suggest having narcan on hand.<br />

You have under 8 min. to save a teen. Narcan must be in our schools now.<br />

It is a simple nose spray.<br />

Parents like Dr. Laura Berman, who recently found her 16-year-old son,<br />

Sammy, dead in his bedroom, are telling their stories daily. Sammy bought<br />

the pill on Snapchat from a drug dealer and it was delivered to their home.<br />

Additionally, Oregon recently lost four teens within 18 months from fake<br />

pills laced with fentanyl. The alarming rise has driven Beaverton School<br />

District to host a virtual community conversation, asap. Beaverton School<br />

District Superintendent Don Grotting participated in a panel with law<br />

enforcement and Multnomah County health experts because his campuses<br />

are dealing with the harmful synthetic opioids. Grotting said that in the<br />

past 18 months, fentanyl has had a deadly impact on their middle school<br />

and high school students.<br />

The campaign has two parts. A phone call to ask permission to send a postcard,<br />

Make your asks - Support the <strong>Fentanyl</strong> <strong>Poisoning</strong> and Drug Epidemic Public Health<br />

Crisis campaign. Our goal is to make as many people aware, globally, as we can<br />

about this fast-moving global health emergency and that fentanyl is poison.<br />

Hundreds of children under 12 are dying from fentanyl poisoning. Many, many<br />

teens and young adults are taking fake pills with fentanyl thinking they are Xanax,<br />

Oxycontin, Percocet, Adderall, and now Ecstacy. Most fake pills are pure fentanyl.<br />

It only takes 2mg to kill an adult. Our entire illicit drug supply is laced with fentanyl<br />

poison. We are losing an airplane full of kids every single day. That’s 250+ a day!<br />

Four teens recently died from fake pills from the Beaverton School District in<br />

Oregon. Another four died at Ole' Miss. this past January 2021 while seven were<br />

miraculously saved.<br />

School Board/Superintendent: Make a presentation about placing Student<br />

Assistance Counselors in schools, PTAs leading prevention programs and<br />

disseminating educational information to parents and students on fentanyl<br />

poisoning, fake pills thought to be Xanax, Oxycontin (M30s), Percocet, Adderall<br />

and Ecstacy. We have a video for you to show at School Board or PTA meetings. It<br />

is imperative that we convey opioid addiction started from the overprescribing of<br />

opioids to young people to deal with pain from wisdom teeth removal and<br />

sports/other injuries. Parents must understand how easily kids have become<br />

addicted to these pain killers rather than simply using an ice pack and Tylenol. This<br />

method is sufficient for dealing with wisdom teeth removal. Start a<br />

School/Community Coalition. Support the availability of Narcan in schools. These<br />

fake pills are everywhere now. Kids are taking them to school. How highly<br />

addictive opioids and, especially fentanyl, the most powerful opioid, are. And, that<br />

fentanyl is in most illicit drugs now. No illicit drug is safe now. NJ has had SAC's -<br />

Student Assistance Counselors in high schools and middle schools for 30 years.<br />

They identify at risk children and get them help. 1 in 4 children are being affected<br />

by someone's substance abuse. 1 in 10 teens are addi ted to alcohol or drugs.<br />

District Attorney: Understand the urgency to stop fentanyl poisoning and the drug<br />

epidemic by seeking non arrest pathways to recovery rather than jail or anything<br />

punitive for small amounts. We know many who have been placed in a jail cell<br />

rather than a treatment bed without withdrawal or cravings medication after an<br />

overdose. Some have died. We know many who have overdosed and died right<br />

after leaving prison. In the United States, Dayton, Montgomery Co., Ohio uses a<br />

Command-Center Approach. They publish overdose deaths in real time. They have<br />

successfully cut their overdose numbers in half, making it the only county in the<br />

USA to do so.<br />

Tips For Calling Your Local Leaders And<br />

Police<br />

If contacting your state’s Congress members, they can be reached through<br />

the U.S. Capitol Switchboard at (202) 224-3121. When you call, ask to be<br />

connected to the office of your state’s legislator(s).<br />

Other leaders in your city/town/county, can be Googled.<br />

Think carefully about the reason for your call before you pick up the<br />

phone. The goal is to clearly state what action you want your recipient to<br />

take. The call will be brief, so you want to know exactly what you're asking<br />

and the information you are sharing so you can get right to the point.<br />

Identify yourself, make sure they understand that you are a concerned<br />

voter and tell the aide you would like to leave a brief message, for<br />

example: "Please tell Senator/Representative (Name) that I support the<br />

USA FLIP, moving treatment from the criminal justice system to the<br />

healthcare system and would like to discuss the subject further with<br />

her/him/them. I would also like to discuss planting a Memorial Tree in our<br />

town/city/state with (Name) in remembrance of the one million loved ones<br />

who have died from this man-made opioid epidemic.<br />

Ask to speak with the aide who handles y<br />

our issue. If you want to do more than leave a simple message, you want<br />

to make sure you're talking to the person who works on the issue. Usually,<br />

a staff member, not the specific leader you are calling, will take your<br />

telephone calls. Make clear your position and the action you think your<br />

member should take. Feel free to ask questions and share information<br />

about your issue, but be concise and considerate.<br />

Remember:<br />

Timing is very important. If the legislation you are concerned<br />

about is imminent, contacting your legislator quickly by phone or<br />

email can be very effective. However, if you have time, take<br />

advantage of several influence techniques, such as writing a<br />

letter, or meeting with your elected Members of Congress and/or<br />

their staff members. The key is to use timing to your advantage.<br />

Meet with staffers. Staffers are the key to getting work done. It<br />

is important to develop a working relationship with staffers who<br />

are assigned to your issue. When it comes time for action,<br />

knowing someone to call will pay off. The key is to develop a<br />

network that can put your action into play.<br />

Voice your position. Legislators frequently act on behalf of their<br />

constituency, even if your legislator does not currently support<br />

your position it can be extremely helpful to contact them. Make<br />

your concerns vocal, and solicit support from your community<br />

leader.<br />

Know the issue. Legislators and local leaders have several<br />

issues they are concerned with at any given time. Be sure that<br />

you have ready information based on sound, scientific research.<br />

Ask questions about your leaders' feelings toward a particular<br />

issue, and be ready for your legislators to ask you questions<br />

about your position. Knowledge is power.<br />

Prevention Program<br />

We partnered with the Beaverton Police Department, the Washington<br />

County Sheriff's Office and the Washington County Public Health<br />

Department to raise awareness about the dangers of buying pills on<br />

social media. We posted on the district's and schools' social media<br />

accounts. Our middle, high and option school students received<br />

fentanyl-related lessons in their health and advisory classes. Our<br />

administrators and staff received specific fentanyl training. And<br />

we engaged in a Community Conversation about the dangers of fentanyl<br />

with local experts and impacted family members.<br />

THE PORTUGAL MODEL during their opioid epidemic in 1999:<br />

Michigan is the same size as Portugal, but, sadly, had 2,600 overdose<br />

deaths in 2019. In 2020, overdose deaths shot up more than 20 %!<br />

Support legislation for a physician-led, Command-Center approach<br />

just like Portugal’s.<br />

Dayton, Montgomery County, Ohio uses a Command-Center<br />

approach. They publish overdose deaths in real time. They have<br />

successfully cut their overdose death numbers in half, making it the<br />

only county in the USA, pre-COVID-19, to do so.<br />

Vermont is our most successful state! They have cut overdose deaths<br />

by 25%. They accomplished this with the police referring and taking<br />

people to treatment and lowered barriers to prescribing<br />

buprenorhine and Narcan, everywhere.<br />

Why is OREGON our HOPE?<br />

The Oregon Model (Bill 110) is pretty much a copy of the Portugal Model.<br />

It began Feb. 1, 2021. The way it works is $100M from marijuana tax<br />

money will be deposited solely for treatment and recovery services in<br />

October into Oregon's coffers. Money that is desperately needed<br />

for immediate treatment and medicines (MAT's).<br />

We can give you every stat possible about why the proven Portugal<br />

Model works. However, we won’t know Oregon’s stats until a year from<br />

now.<br />

WHERE IS THE HOPE?<br />

Oregon is our new experiment. By simply not arresting users for small<br />

amounts of drugs, Oregon will flip addiction from the wrong system -<br />

criminal justice to the right system - healthcare.<br />

Two Scenarios:<br />

CLOSE YOUR EYES #1<br />

Your son or daughter is picked up with drugs (under a 10-day supply.)<br />

Your child will end up with a felony, which carries a 1-10 year sentence to<br />

prison and a lifelong record in most states. Your child could be thrown in<br />

a jail cell without withdrawal or craving medicines and die. Or, go to<br />

prison and die on their way out the door from overdose because their<br />

bodies can not handle the powerful drugs after an abstinence period. If<br />

your child wants treatment, there are waits for beds and very little long<br />

term treatment. Your child's chances of dying now in our system are 90%<br />

from addiction or fentanyl poisoning.<br />

Your son or daughter is picked up with drugs (under a 10-day supply.) In<br />

Oregon, your child will be given a citation with a $100 fine and receive a<br />

phone number with a 24/7 hotline. The $100 fine is waived if your child<br />

receives a medical evaluation to determine if they have an addiction.<br />

Your child can get help or treatment immediately or reject it without any<br />

penalty. If your child needs withdrawal or cravings medication they can<br />

go to the emergency room right away without fear. If your child rejects<br />

help they will just pay the $100 fine.<br />

Your child may not be ready for treatment. With this system in Portugal<br />

83% accept the help or treatment and only 5% ever return.<br />

These common scenarios are killing 270 kids a day in America. The land<br />

of the free. Now your child is a criminal on top of having a life<br />

threatening disease and the risk of fentanyl poisoning. Climbing this<br />

mountain when you are suffering is way too hard if not impossible.<br />

Possession for small amounts usually do not end up in the drug courts.<br />

We will still have drug courts for more serious offenses. But, why not get<br />

people help earlier? At the beginning of their addiction. On their first<br />

brush with the law.<br />

Studies show that treatment works best when a person chooses to get<br />

treatment. Not when they are hammered into it.<br />

Which scenario would you choose for your beloved child?<br />

We will have the verdict when Oregon works.<br />

We already have the verdict on Portugal. Portugal stopped their heroin<br />

epidemic 20 years ago. Overdose deaths declined by 90% in a couple of<br />

years. They have held their overdose death numbers for 20 years. In 2019<br />

Portugal had 34 overdose deaths - Michigan had 2600. Michigan and<br />

Portugal are the same size. Portugal's prison population (with people<br />

incarcerated with this disease) is 75% less. The savings go into treatment.<br />

Portugal uses their <strong>National</strong> Lottery money to pay for this. We are the<br />

richest country on earth. We will beat Covid quickly. We found the money<br />
