THE MAYOR’S message
ROLLIN D. BARNARD PARK
The Rollin D. Barnard park located at 1001 E. Orchard
Road was originally named Horseman’s Park. This property
was acquired in 1973 as part of the Green Oaks subdivision
platting process. The park was renamed after
Mayor Barnard in 1993. Rollin Bernard, one
of the first Village residents, lived on Long
Road, loved horses, and served as Mayor from
1989 until 1993. He also served the Village on
City Council and the Planning & Zoning
Commission.
His professional career included serving as
United States Deputy Postmaster General,
Vice Chairman and President of Western
Capital Investment Corporation, CEO of
George Lantz
glantz@
greenwoodvillage.com
303-486-5741
Midland Federal Savings and Loan, and as an
instructor at the University of Denver.
The park offers 13 acres of open space and
equestrian facilities featuring a cross country
jump course and an outdoor arena. The Big Dry Creek
riparian corridor runs through the park preserving the natural
environment and protecting the wildlife habitat. Ride-in
equestrian access is available from Clarkson Street and
Littleton Boulevard, Green Oaks Drive, and there is an
Orchard Road parking lot for unloading.
ARTS SURVEY —
NEED YOUR INPUT
The Greenwood Village Arts and Humanities Council
(GVAHC) will be conducting a survey to gain input on a
long-term Village Cultural Arts Plan. The GVAHC would
like to understand what cultural arts offerings residents
would like to see in Greenwood Village. Ideas being
considered include Curtis Center art classes, gallery
exhibits, concerts, and special outdoor events. For your
convenience, you can complete the survey online at
greenwoodvillagevoices.com or a printed survey will be
mailed to residents in early March. Thank you in advance for
taking the time to help establish the future direction of our
cultural arts program. If you have any questions, please call
the Curtis Center at 303-797-1779.
COVID-19 UPDATE —
DON’T LET YOUR
GUARD DOWN YET
While the vaccination process is not moving as quickly as we
would like, we are seeing some positive signs. Arapahoe
County’s COVID numbers have improved allowing
restaurants, gyms, etc. to increase their occupancy. This
improvement has enabled 5-Star approved businesses to
operate in the “Blue Level.” This means a 5-Star restaurant’s
capacity has been raised to either 50% of fire code capacity
or 175 people whichever is less and gyms up to 175 people.
Please continue to support our local business community.
CODES
BUILDING PERMITS
The Village is dedicated to protecting
the health, safety and well-being of the
community by ensuring that all
construction is completed consistently
and within safety standards. A
building permit is generally required
for:
• Any new building, addition,
alteration, repair, or
• Exterior site improvements
If your construction project does not
comply with building codes, the value
of your investment could be reduced.
If you decide to sell a home that has
modifications without a permit, you
may be required to tear down the
addition or conduct costly repairs.
Your first step is to hire a licensed
contractor. The property owner is
responsible for verifying building
permits have been secured prior to the
commencement of any work.
HOW TO APPLY
FOR A PERMIT
You can submit your building permit
application to the Community
Development Department online at
greenwoodvillage.com, or by email at
comdev@ greenwoodvillage.com. Plans
need to accurately and clearly reflect
all work proposed.
must include a site plan for the
property.
Any exterior work
ISSUANCE OF PERMIT
The permit is required to be posted
within view of the public, until all
inspections have been completed and a
certificate has been issued.
ASBESTOS
If your house was built before October
12, 1988, an asbestos report for the
area of work will be required in
accordance with Colorado Department
of Public Health and Environment.
HELPFUL TIPS FOR
HIRING CONTRACTORS
• Check references to make sure the
contractor is qualified for the
project.
• Check with Community
Development to verify your
contractor is licensed.
• Verify that the contractor has
workers’ compensation, liability
insurance, and the building permit
before any work begins on your
project.
• Any agreement you make with your
contractor should be in writing.
Requiring a written contract will
ensure that your project will be
completed with the desired results,
within the time frame specified,
and within the price range you
agreed to pay.
The best way to find out if you need a
permit is to call the Community
SPRING COYOTE BEHAVIOR
Wildlife experts indicate that most coyote and human
conflicts have been a direct result of human behavior such as
feeding coyotes, walking a dog without a leash, or leaving
food or water outside for your pets. Although these behaviors
may seem innocent, they are actually harmful to you and
your family, and to the health and safety of the coyote
population.
DO NOT FEED COYOTES
The feeding of coyotes by humans is one of the most harmful
actions man can inflict on coyotes and wild animal
populations. It is essential to minimize human/coyote
conflict as well as the health and well-being of coyotes to not
be fed by humans. Coyotes used to being fed become
habituated to human-provided food and alter their foraging
and hunting behavior. The feeding of coyotes encourages
them to remain in residential areas, increasing their
encounters with pets and humans.
What You Can Do:
• Never feed coyotes! Intentionally feeding coyotes is
illegal and these laws will be enforced.
• Keep pet food and water inside.
• Discourage others from feeding coyotes.
PG. 10 GV NEWSLETTER | MARCH 2021

GOVERNMENT
• Do not touch young coyotes. A coyote that appears
orphaned most often is not; the mother is usually nearby.
• Teach children not to feed, play with, or pet coyotes.
• Do not give coyotes the opportunity to get into your
garbage; keep garbage in sealed containers with secure lids.
• Remove attractants from your yard such as pet food, water
sources, bird feeders and fallen fruit.
• Fully enclose gardens and compost piles.
KEEP YOUR DOGS ON A LEASH
As coyotes adapt to their surroundings, they have discovered
that humans provide a sufficient source for food, water, and
IF A COYOTE APPROACHES YOU
Be as Big, Mean, and Loud as possible
• Wave your arms and throw objects at the coyote
• Shout in a deep, loud and authoritative voice
• DO NOT RUN or turn your back on the coyote
• Face the coyote and back away slowly
• If attacked, fight back with your fists and feet
shelter. Coyotes will feed on whatever is available to them,
including your household pets. While some attacks on pets
have been known to occur in backyards, many coyote-pet
interactions occur when a household pet is allowed to roam
free.
What You Can Do:
• Keep pets on a six-foot leash when walking at all times.
It is illegal to have your dog off a leash and the law will
be enforced.
• Never allow your pets to “play” with a coyote.
• Pick up small pets if confronted by a coyote.
• Always supervise your pet when outside, especially at
dawn and dusk.
• Never leave cats or dogs outside after dark.
• If you must leave your pet outside, secure it in a fully
enclosed kennel.
• Keep your pets up-to-date on vaccinations.
REPORT COYOTE
BEHAVIOR AND ACTIVITY
Please call the Greenwood Village Police Department at
303-773-2525 with information on coyote sightings. The
Police Department is actively keeping a record of coyote
activity in the Village which will assist the Village in tracking
the coyote population. GV
Vaccine supply is growing, but still substantially lower than
the number of people wanting vaccine, and providers are
vaccinating people as quickly as they can.
Tri-County Health Department (TCHD) clinics are open for
healthcare workers, first responders, and licensed childcare
workers and pre-K-12 educators. Their open scheduling
appointments are primarily for licensed childcare workers
since they have not had the same opportunity as school
STATE ADDS COUNTY-
LEVEL DATA TO
VACCINE DASHBOARD
covid19.colorado.gov/
vaccine-data-dashboard
The goal of the expanded data
dashboard is part of the state’s
commitment to prioritize data
transparency throughout the COVID-
19 response, to inform an equitable
vaccine distribution process, and
ensure accountability. The new beta
version of the county-level vaccine
administration includes:
• Number of doses administered
Doses administered shows the total
number of doses administered to
individuals who reside in each
county. The county that a person is
assigned to is based on their home
address information recorded in the
Colorado Immunization
Information System (CIIS). This
counts doses and not people fully
vaccinated, so some of the doses
counted are second doses. When
you click on a county, you will see
that county’s demographic
information like age, sex, and
race/ethnicity. To prevent the
release of potentially identifying
information, demographic
information is given for counties or
regions with populations of at least
with a population less than
100,000 are grouped together in
regions whose total population
sums to 100,000 or more people.
• Number of doses administered per
100,000 population
Doses Administered per 100,000
shows the rate of doses
administered per 100,000 to
individuals who reside in each
county. Doses administered per
100,000 does not equate to actual
doses administered. It is a rate that
adjusts the number of administered
doses by each county’s population.
The numerator is the actual doses
administered multiplied by
100,000. The denominator is the
county’s population. The purpose
of this section of data is to show a
comparable statistic for every
county. The number of doses
administered per county is based on
what has been reported to the
Colorado Immunization
Information System (CIIS).
• Doses distributed
Doses distributed shows the total
number of doses that have been
shipped to providers in each
county. Occasionally, doses shipped
to a provider in one county are
redistributed to a provider in a
different county. Those
redistributions are not accounted
for in these numbers. Doses
distributed only includes doses
ordered by Colorado and does not
include federal programs like the
Federal Retail Pharmacy Program
for COVID-19 Vaccination.
• Doses distributed per 100,000
people
Doses distributed per 100,000
shows the rate number of doses per
100,000 that have been shipped to
providers in each county. Doses
distributed per 100,000 people
does not equate to actual doses
administered. It is a rate that
adjusts the number of distributed
doses by each county’s population.
• Difference between percent of
doses distributed and percent of
state population
This shows how many doses are
distributed to a county compared
to that county’s population. In
most cases, the percent distributed
and percent of state population
align. The outliers occur because
sometimes doses are distributed to a
large provider in one county that
then distributes them to other
providers or hosts large mass
vaccination clinics that serve people
from many counties.
