laws <strong>of</strong> <strong>Florida</strong> as a motorcycle rights<br />
organization or MRO.<br />
<strong>ABATE</strong> <strong>of</strong> <strong>Florida</strong>, <strong>Inc</strong>. currently is the only<br />
political MRO in <strong>Florida</strong> representing the<br />
interests <strong>of</strong> it's members and the motorcycling<br />
public at large.<br />
<strong>ABATE</strong> <strong>of</strong> <strong>Florida</strong>, <strong>Inc</strong>. is dedicated to securing<br />
and protecting the rights <strong>of</strong> all motorcyclists in<br />
the state.<br />
The corporation has retained the services <strong>of</strong> a full time<br />
lobbyist.<br />
It is the duty <strong>of</strong> the lobbyist to coordinate with the<br />
legislative trustee on matters <strong>of</strong> legislative interest and to<br />
put forth these interests to the legislators in Tallahassse.<br />
The lobbyist works closely with the Legislative Trustee and<br />
the state Board <strong>of</strong> Directors to formulate favorable bills and<br />
pursue getting the bills enacted into law.<br />
The lobbyist is also responsible for finding a willing and<br />
suitable sponsor in the <strong>Florida</strong> House and Senate for the<br />
aforementioned bills.<br />
In the area <strong>of</strong> education <strong>ABATE</strong> <strong>of</strong> <strong>Florida</strong>, <strong>Inc</strong>. has<br />
copyrighted a Motorcycle Safety and Awareness Program.<br />
The program is designed to be presented in schools and<br />
other public forums to better educate students and the<br />
general public. <strong>ABATE</strong> <strong>of</strong> <strong>Florida</strong> findings, show a greater<br />
need for public awareness due to the increased numbers<br />
<strong>of</strong> motorcycles on the streets and highways <strong>of</strong> <strong>Florida</strong>.<br />
We will endeavor to enlist the cooperation and<br />
participation <strong>of</strong> all organizations and individuals who<br />
share a similar interest in preserving our American<br />
tradition <strong>of</strong> freedom.<br />
The corporation through its chapters enlists the talents <strong>of</strong><br />
it's members to promote a positive public image and lobby<br />
at the local level by contacting their respective legislators.<br />
The corporation aligns itself with other organizations and<br />
individuals who are pursing the same rights and freedoms<br />
as guaranteed by the Constitutions <strong>of</strong> the United States<br />
and the State <strong>of</strong> <strong>Florida</strong>.<br />
We will involve ourselves in fund raising to achieve our<br />
goals.<br />
The corporation raises money from memberships and fund<br />
raising events at both the state and chapter level.<br />
At the state level the main fund raising event is the<br />
campground during Bike Week at Daytona.<br />
The chapters hold fund raising events throughout the year<br />
across the state and use these funds to help the state<br />
organization pursue its goals at the local level.

<strong>Spooks</strong> ’n <strong>Scoots</strong> is fast approaching. As you all know this<br />
is the major fundraising event for our chapter. I would like<br />
to take this time to encourage all members to support your<br />
chapter by attending this event. Even if you don’t wish to<br />
volunteer any hours you can still show support by paying<br />
the entrance fee and having a great time at the event.<br />

The board <strong>of</strong> directors and the <strong>Spooks</strong> committee has been<br />
working hard to get everything ready for this year’s event<br />
and I would like to give them all a big thank you. We are<br />
back on the normal date and hopefully the weather will be<br />
good and we are able to get a good number <strong>of</strong> people to<br />
attend. Due to the economy and conflicting events <strong>Spooks</strong> has suffered the last couple <strong>of</strong><br />
years. Attendance to this event is the key to success, so please put Oct. 7-9 on your calendar,<br />
grab a friend or two and come out and have a good time. If every member came and brought a<br />
friend we would have the most successful event ever. Please consider this my personal invitation<br />
to come and enjoy one <strong>of</strong> the best biker events that has ever been held in <strong>Florida</strong>. Hope to<br />

Hello to everyone:<br />
<strong>Spooks</strong> n <strong>Scoots</strong> is next month, we have been working hard on the<br />
preparations for quite some time now. We will be setting up the campground<br />
on Thursday Oct, 6 and it would be nice to have some help<br />
from our members. This event is what allows our Chapter to operate and helps provide our presence<br />
in Tallahassee via our Lobbyist. We all have to work to preserve our freedoms to ride free.<br />
There are many politicians that want us in helmets and even more restraining attire; we have to<br />
keep vigilant which requires funds from events like <strong>Spooks</strong> and <strong>Scoots</strong>.<br />
Please come to <strong>Spooks</strong> and enjoy the camaraderie <strong>of</strong> our fellows bikers, and a little volunteering<br />
would be nice too.<br />

Good Bye to Summer – Welcome to the Fall!<br />
Ahhhhh, it’s that time <strong>of</strong> year again….many bikers around the Tampa Bay area and further away<br />
places are making plans to attend their favorite Autumn event known as <strong>Spooks</strong> N <strong>Scoots</strong>…..wow,<br />
where did this past year go ? Each and every member should be doing their best to attend and help<br />
(work) to make this – our 31st Annual – the biggest and best event yet. Please see Becky Speer<br />
(Products Tent), Jim Cass (Sgt. <strong>of</strong> Arms – Security), or Bob M. (Bev.Tent) to sign up to help. The key<br />
word for our event this year is Continuity. Webster’s dictionary (on-line) gives the definition for this<br />
word as followed: con-ti-nu-i-ty, noun 1 a: uninterrupted connection, succession, or union b:<br />
something that has exhibits or provides continuity as: a script or a scenario in the performing arts or as transitional spoken or musical<br />
matter especially for a radio or TV program. Synonyms include: abidance, ceaselessness, continuousness, durability, duration, endurance,<br />
persistence and subsidence. Antonyms include: cessation, close, discontinuance, discontinuity, end, ending, expiration, finish,<br />
stoppage, surcease and termination. Please read those Synonyms & Antonyms again. Quite simply put, this<br />
event is all about the people and their continuity. Remove the continuity <strong>of</strong> the people managing this event and the result is stoppage,<br />
cessation, expiration and termination. Our event’s success will be monitored and/or “graded” by how well we all manage our continuity<br />
and by how many members will be there continuant for the same goal. Whether we are aware <strong>of</strong> it or not, our peers, the press<br />
and out guests will be “judging” all <strong>of</strong> us on this simple principle as well. We welcome any member to help, attend or be there as part<br />
<strong>of</strong> our chapter. But we also ask that you be very mindful on the success <strong>of</strong> our event. Just be there - help and enjoy yourself. On<br />
another note - Have you bought your “Drawing Ticket” yet? <strong>ABATE</strong> <strong>of</strong> <strong>Florida</strong>, <strong>Inc</strong>. is sponsoring a drawing where the prize is<br />
$10,000. No gimmicks, no brass – just plain old cold hard cash. What could be simpler? Buy a drawing ticket and you become eligible<br />
to win (as long as you 18 and have proper ID). You don’t even have to be present to collect (at the Bike Week campground in March)<br />
to win. So - do your part and get yours as soon as possible. Heck at $5 each – these tickets can make very nice gifts, stocking stuffers,<br />
etc. – what a deal! This is one <strong>of</strong> our organization’s largest fund raisers and only 7500 tickets are being sold, so your odds are<br />
good!I also want to welcome & thank John Lowe for stepping up as our Chapter’s Newsletter Editor. As you read this, please note<br />
that this is the first edition. When you see him – thank him and let him know what you think. In closing, I want to remind everyone<br />
that no matter how bad you think it is going for you right now, there is someone else out there who has it much worse than you do.<br />
Be Kind – Be Gentle and put a smile on your face. Be grateful for what you do have, instead <strong>of</strong> worrying about what you don’t (it adds<br />
up to be a lot more than you think it does). I hope I see you at <strong>Spooks</strong> N <strong>Scoots</strong>…..<br />

<strong>Spooks</strong>-n-<strong>Scoots</strong> is almost upon us! This year will be a nice one,<br />
because we are planning for a smaller crowd, which means we<br />
don't have to spread ourselves too thin. We'll still need your help<br />
though if we expect to get a break from work to enjoy ourselves,<br />
even if just for a little bit. Please sign up for at least one shift with<br />
Security, Products, the Beverage tent, or even the registration<br />
building up front. We'll also need some help with hosting the bike<br />
games Saturday afternoon. If you've never worked a shift, this will be the year to do it. We will be<br />
hosting a smaller format, much more like the old days <strong>of</strong> <strong>Spooks</strong> 'n' <strong>Scoots</strong>, in case any <strong>of</strong> you can<br />
remember back that far! Here's the scoop on free entry for work: you must sign up (and actually<br />
work) (3) 6-hour shifts to have your entry fee waived--trust me, that's a lot. Most <strong>of</strong> us will just want<br />
to pay our entry, then just volunteer a shift, or even just give someone a few hours relief, then go<br />
back to the party. This is a great idea, and it helps everyone involved. If you're considering coming<br />
out, make it a great camping weekend. Bring your RV, camper, tent, or whatever, and some friends<br />
and have a great time. <strong>Spooks</strong> 'n' <strong>Scoots</strong> is an affordable way to unwind and have a great time<br />
once a year. All we really ask is that you respect your neighbor and keep things friendly.<br />

Well its getting that time <strong>of</strong> year again. <strong>Spooks</strong> n <strong>Scoots</strong> is Oct. 7-9 and hopefully<br />
the weather will be a little cooler. It’s going to be great running into old<br />
friends and meeting new ones. I would like to see most <strong>of</strong> our members<br />
there, and new faces to volunteer. We could always use the help relieving<br />
others for a couple <strong>of</strong> hours.<br />
As <strong>of</strong> now we have 208 members. In May we had 3 members become life members, Rev. John Lowe Sr., Bill Nasrallah<br />
and Steve Nasrallah. June, new life member Jo-el Dampier Jr. My next membership drive will be Sept. 10, 2011 in<br />
Zephyrhills Music and Motorcycles from 4-9 pm. There is one more this year Nov. 12, 2011 at the same place. I<br />

This time <strong>of</strong> year, even if you only seldom ride,<br />
you're likely to get caught in the rain. It's usually no<br />
big deal--you either have a rain suit with you, or you<br />
don't--you get wet either way. A few things to consider<br />
though: Make sure your tires still have plenty<br />
<strong>of</strong> tread, and they have the proper air pressure.<br />
Also, make sure your tail/brake lights are<br />
working--it's hard for others to see when it's raining,<br />
even in the daylight. And keep in mind that <strong>Florida</strong><br />
drivers can't drive in the rain (not like they can drive well when it's dry either), so not<br />
only will they use the "I didn't see you" excuse, they'll also use the "I lost control" excuse,<br />
or they won't turn on their lights, making it harder for you to see them, etc,<br />
etc. Use extra caution by giving yourself more room around you, and increasing your<br />
following distance behind others. Hopefully these common sense tips will help to<br />
keep you "shiny-side up".<br />

MEETING MINUTES - DATE: 8/07/2011<br />
This meeting was called to order at 1:11pm. Board Members present were: Richard<br />
Nasrallah, James Sewell, Bill Nasrallah, Jim Cass, Steve Nasrallah, Judy Verano and<br />
Patti Nasrallah.<br />
1. INTRODUCTIONS & PRESIDENTS REPORT: Richard welcomed all guests and<br />
visitors. Richard led pledge <strong>of</strong> allegiance and a moment <strong>of</strong> silence.<br />
2. VICE PRESIDENT’S REPORT: James Sewell – Nothing to Report.<br />
3. SECRETARY’S REPORT: Beamer was absent – Patti Nasrallah filled in to record<br />
the minutes. She reported that there were no changes submitted for the chapter<br />
meeting minutes. Motion made by James Sewell that last month’s minutes will be<br />
printed in the newsletter and therefore do not need to be read to the chapter at this<br />
time – motion seconded by Ted Hillstad - Chapter voted & this motion carried.<br />
4. TREASURER: Bill Nasrallah reported and announced that chapter expense and<br />
balance report is available for any member to review after the meeting. Motion made<br />
by Patti Nasrallah to accept the treasurer’s report – Bob M. seconded the motion –<br />
Chapter voted & this motion carried.<br />

10. STATE BUSINESS: Delegates for the August State Meeting next weekend in<br />
Middleburg will be Steve Nasrallah and Milton Gonzalez. Steve N. announced that<br />
the Tallahassee Freedom Rights Rally will be in February instead <strong>of</strong> April. Also the<br />
next National Ride to Work Day will be on June 20 th , 2012.<br />
11. SAFETY TRUSTEE: Jim Cass discussed precautions needed when riding in this<br />
summer heat - staying hydrated is number one. He also discussed how excessive<br />
heat can cause tire leaks and/or changes in your bike’s tires. Check your tire pressure<br />
before you ride.<br />
12. NEWSLETTER EDITOR: Position Vacant.<br />
13. WEB MASTER: Patti Nasrallah reported that she will be replacing the <strong>Spooks</strong><br />
Flyer on the chapter website w/ the current 2 sided version.<br />

This meeting was called to order at 1:11pm. Board Members present were: Richard Nasrallah, James<br />

1. INTRODUCTIONS & PRESIDENTS REPORT: Richard welcomed all guests and visitors. He also<br />
introduced & welcome John Lowe as the chapter’s new Newsletter Editor. Richard led pledge <strong>of</strong> allegiance<br />
and a moment <strong>of</strong> silence.<br />
2. VICE PRESIDENT’S REPORT: James Sewell – Nothing to Report.<br />
3. SECRETARY’S REPORT: Beamer reported that there were no changes submitted for the chapter<br />
meeting minutes. Motion made by Milton Gonzalez that last month’s minutes will be printed in the newsletter<br />
and therefore do not need to be read to the chapter at this time – motion seconded by James<br />
Sewell - Chapter voted & this motion carried.<br />
4. TREASURER: Bill Nasrallah reported that due to the ongoing expenses for <strong>Spooks</strong> N <strong>Scoots</strong> that a<br />
monthly treasury report was not available at this time. Bill stated that if any member had any questions<br />
on the chapter’s financial position to please see him after the meeting. Motion made by Patti to accept<br />
the treasurer’s report – Mike Speer seconded the motion – Chapter voted & this motion carried.<br />

them). She has a sign-up sheet for volunteers for <strong>Spooks</strong> N <strong>Scoots</strong> for the Products Tent and urged<br />
people to help. She also let everyone know that if they needed anything to please let her know.<br />

9. PR/COMMUNICATIONS TRUSTEE: “Beamer” reported on some changes with the hearse event we<br />
usually do with the Zephyrhills Main St. & Music rallies. They can no longer do an exchange for the<br />
booth site (ad in our newsletter for the booth site) and will be charging $100 for each <strong>of</strong> the 3 events they<br />
hold each year. They do <strong>of</strong>fer a 3 event “deal” where vendors can purchase all 3 dates for $100 in advance.<br />
During the Board Meeting earlier today, the board voted to do this purchase. This Saturday,<br />
9/10/11, we will be doing a hearse event at Main St. Music & Motorcycles -- asked for volunteers for setup<br />
and take down and for hours during the event. Please see Steve N. if you can help.<br />
10. STATE BUSINESS: Steve spoke on highlights from the August State Meeting.<br />
11. SAFETY TRUSTEE: Jim Cass reported that he is working on getting some <strong>of</strong> the new safety supplies<br />
for our chapter. He also discussed how to become certified as an Instructor for the MSAP. Discussion<br />
followed on the “roadblocks” for us to be able to do the MSAP in Hillsborough Co. schools. Jim is<br />
looking for other types <strong>of</strong> venues.<br />
12. NEWSLETTER EDITOR: John Lowe reported that he needs articles from the chapter <strong>of</strong>ficers & trustees.<br />
He announced that the deadline for the next newsletter is this Wednesday, 9/7/11.<br />
13. WEB MASTER: Patti Nasrallah reported that the current <strong>Spooks</strong> Flyer is on our chapter website.<br />
14. OLD BUSINESS: Richard and James reported on progress for our upcoming <strong>Spooks</strong> N <strong>Scoots</strong><br />
event. Richard and James will lead a ride up to Sertoma after the October chapter meeting to mark rope<br />
<strong>of</strong>f vendor and <strong>of</strong>ficial areas for <strong>Spooks</strong> N <strong>Scoots</strong>, any member is welcome to attend and help. Richard<br />
also let everyone know that Thursday, 10/6/11 is a work day for <strong>Spooks</strong> and we need as many members<br />
as possible there for help unloading the trailer and setting up the work areas in the tents, stage prep, etc.<br />
Richard reminded members that a motion was passed at the August Meeting to have our November<br />
chapter meeting at the Webster Flea Market. He asked for a show <strong>of</strong> hands from the members present<br />
on how many members would be interested in doing this. Response was favorable; details will follow at<br />
October chapter meeting.<br />

<strong>Florida</strong>'s Voting Laws<br />
If you are a resident <strong>of</strong> <strong>Florida</strong> and feel strongly about many <strong>of</strong> the political issues that<br />
face you, your family, <strong>Florida</strong> and the entire nation right now it is critical that you register<br />
to vote and make sure that your voice is heard.<br />
The Registration Process<br />
In <strong>Florida</strong>, you can register to vote at any time. But keep in mind that <strong>Florida</strong> maintains a closing date for<br />
registration to vote in a particular election. This is important for voters to realize because if you miss the<br />
closing date you can’t vote in the election. This is why it’s critical to register to vote as soon as possible.<br />
Closing dates in <strong>Florida</strong> are 29 days prior to the elections or, July 26, 2010 for the primary election <strong>of</strong> August<br />
24, 2010, and October 4, 2010 for the general election <strong>of</strong> November 2, 2010. In other words, register to<br />
vote today! If you wish to vote in a primary, <strong>Florida</strong> is a “closed primary state”, you must be a registered<br />
member <strong>of</strong> one <strong>of</strong> the political parties for which you intend to vote. For example, voters registered as independent,<br />
or a member <strong>of</strong> the “Green Party”, can’t vote in the Republican or Democratic primaries. The only<br />
exception to this rule is a 1998 <strong>Florida</strong> constitutional amendment that states that if all candidates share the<br />
same party affiliation, all registered voters regardless <strong>of</strong> party can vote in the primary election.<br />
The General Election Process<br />
The General Election is always held in November <strong>of</strong> even-numbered years with the Primary Election taking<br />
place 10 weeks before the General Election. During presidential election years, every four years, the presidential<br />
primary in <strong>Florida</strong> is held in January. Keep in mind that the presidential primary and the Primary<br />
Election are two different voting events. So if you would like to vote in the presidential primary, you need to<br />
make sure you are registered in time. In other words, register to vote today!<br />
The Absentee Ballot Process<br />
If you are a resident <strong>of</strong> <strong>Florida</strong> but will not be in <strong>Florida</strong> during the election, you have the right to request an<br />
absentee ballot. To obtain an absentee ballot simply contact your local <strong>of</strong>fice <strong>of</strong> Supervisor <strong>of</strong> Elections either<br />
in person, in writing, or over the phone and request a ballot. It’s very important to include all <strong>of</strong> the required<br />
information or your request can be denied. After you send in your request, make sure to call the <strong>of</strong>fice<br />
to follow up with the process. Don’t assume that you will receive your ballot until you’ve received confirmation<br />
back in writing.<br />
Change <strong>of</strong> Address Process<br />
If you moved and have a change <strong>of</strong> address to another county, you need to fill out a <strong>Florida</strong> Voter Registration<br />
Application again to provide notice <strong>of</strong> your new address. This application can be obtained from your<br />
local <strong>of</strong>fice <strong>of</strong> Supervisor <strong>of</strong> Elections. It’s important to have your correct address on file because <strong>Florida</strong> law<br />
requires you to vote in the precinct where you live. If you go to the wrong precinct, you won’t be allowed to<br />
vote. Make sure you are aware <strong>of</strong> your correct voting precinct before Election Day so that you don’t run into<br />
any problems.<br />
Voting is a Right<br />
Remember, voting is a right and not a privilege; no one can stop you from voting. However, you still need to<br />
follow and obey <strong>Florida</strong>’s voting laws in order to enjoy that right. The laws are in place in order to keep elections<br />
fair for all candidates. Make sure you understand the rules, register early, and on election night, make<br />
your voice heard!

A Few Words About Our Newsletter Editor<br />
For those <strong>of</strong> you who don’t know me, My name is John Lowe AKA “Rambo”. I am not new to<br />
<strong>ABATE</strong> nor Motorcycling. My interest in motorcycles, particularly Harley Davidsons goes<br />
back to when I was 16 years old. I bought my first motorcycle in 1983 when I was 20 years<br />
old. It was a 1979 Suzuki GT-380 Triple. I stopped riding about 2 years later when one <strong>of</strong> my<br />
friends was killed on his bike. I started riding again in 1991, after getting my head screwed<br />
on straight and have pretty much stayed with it as long as I could keep a scooter up and<br />
running. I was nicknamed Rambo in 1991, I was working construction and found BDUs or<br />
fatigues made great work clothes and didn’t show the dirt too badly. Plus I had the attitude<br />
to go with the moniker. I started riding with CMA in 1993 my membership number is 40,283<br />
and was very involved with that group for several<br />
years. In 1993 I tried talking the Covenant<br />
riders into visiting <strong>Spooks</strong> ‘n <strong>Scoots</strong> and 3 <strong>of</strong> us<br />
rode out. Myself Michelle Life (now Taylor) and<br />
Al Perry and spent the day there, I was riding<br />
one <strong>of</strong> my favorite old bikes, a 1972 Honda 754<br />
on a Savoir frame with a 45 degree rake. Eventually<br />
the Chapter warmed up to <strong>ABATE</strong> and found<br />
several <strong>of</strong> our members now working members<br />
<strong>of</strong> <strong>ABATE</strong>. In 1995 I was Blessed with a 1984<br />
1200 Goldwing Aspencade, that I toured the<br />
Southeastern United States on. I have toured a<br />
total <strong>of</strong> 11 states on a motorcycle, 8 <strong>of</strong> them solo<br />
and 3 with a passenger. In 1995 I also became President <strong>of</strong> the Covenant Riders . I spent<br />
only one year at this post and I will tell you why. Being the President is more responsibility<br />
than you can imagine. It is a lot <strong>of</strong> work and a lot <strong>of</strong> time helping members deal with problems.<br />
I had more literal headaches in that one year than all the other years <strong>of</strong> my life. So be<br />
kind to our President Richard. He does more than you know. I was also privileged to be the<br />
first CMAer to bring the Word at <strong>Spooks</strong> ’n <strong>Scoots</strong>. That was one <strong>of</strong> the roughest weekends I<br />
remember up there. So the following year we started riding up to Sertoma and praying over<br />
the camp grounds a week before the event. What a difference that made. I think that was<br />
the same year that CMA began providing activities for the children. They have become a<br />
great asset to <strong>ABATE</strong> and make up a large part <strong>of</strong> our membership. In 1996 one <strong>of</strong> our<br />
members Jerry “Papa Smurph” McDaniel was critically injured in a motorcycle accident that<br />
eventually took his life 18 months later. I was one <strong>of</strong> his Paul Bearers and rode with <strong>ABATE</strong><br />
in the Funeral procession from St. Pete to Tampa. Shortly after that I joined <strong>ABATE</strong> and<br />
served as Chaplain for several years. In 2000 I got rid <strong>of</strong> my Goldwing and Bought a 1994<br />
Harley Davidson FLHTCU Ultra Classic Electraglide. I held 2 other jobs with HCC, I was Sgt<br />
at Arms for a short time and also products. After dealing with some personal problems, I left<br />
HCC and dropped out <strong>of</strong> membership for about 5 years. I had been an inactive member for a<br />
year or 2 and decided at the first <strong>of</strong> this year to return. I was in between bikes at the time and<br />
presently I have 2 bikes. A 2001 Suzuki Savage and a 1996 Harley Davidson 1200 Sportster.<br />
In June I signed up as a Life Member.

Tri-County area are listed on Page 29. If you live in another county, we are glad to have you<br />
as a member and an easy way to find your State Representative, State Senator, or US Congress<br />

scroll down to the box listed as “find your legislators”. Enter your zip code and hit Go. Once<br />
you have found your legislator’s webpage, I recommend you “bookmark” it .<br />
Another important tool is being on the Legislative E-mail list now available to all members. Go<br />
to our main page at: http://www.abateflorida.com/ At the top in the choices on the left, click on<br />
the new selection “Legislative Info Center”. Once you are in the new Legislative Info Center, at<br />
the top left, you cannot miss the SIGN UP NOW message. Click on that and proceed with the<br />
sign up as indicated. It helps if you have your Voter ID card handy when you do this.<br />
