INCREASING CRIME AND<br />

PENDING LEGISLATION<br />

Recently, our Chief of Police brought to the<br />

City Council and my attention a significant<br />

increase in crime. The Chief and every law<br />

enforcement agency in Arapahoe and Douglas<br />

County correlated this increase to jail<br />

restrictions put in place to reduce the spread of<br />

COVID-19 in the jails. Since the restrictions<br />

were imposed, <strong>Greenwood</strong> <strong>Village</strong> has seen:<br />

• 96% Increase in Robberies<br />

• 23% Increase in Thefts<br />

• 34% Increase in Burglaries<br />

• 157% Increase in Auto Thefts<br />

The City Council and I recently sent letters to<br />

greenwoodvillage.com<br />

303-486-5741 our state legislative representatives expressing<br />

concerns over two bills currently under<br />

consideration. The first, Senate Bill 21-62, will make<br />

permanent the temporary COVID-19 jail restrictions by<br />

prohibiting custodial arrest for crimes listed above as well as<br />

for kidnapping, assault with serious injury, and sexual<br />

assault.<br />

Our Chief of Police Dustin Varney, who has 30 years of law<br />

enforcement training and experience, has stated, “If Senate<br />

Bill SB21-062 passes, there is a strong possibility that law<br />

enforcement will have significant issues preventing or<br />

reducing the rise in crime that we are seeing metro wide,<br />

putting the future of public safety in question.” Law<br />

Enforcement agencies throughout the Denver Metro area<br />

have not only seen similar increases in crime since the jail<br />

restrictions were put in place but have also seen subjects’<br />

actions being more egregious as it became known they would<br />

not face arrest. Along with the City Council’s letter, Chief<br />

Varney and every law enforcement agency in Arapahoe and<br />

Douglas County sent a letter opposing the bill. This letter<br />

accompanied the letters from Police Chiefs and Sheriffs<br />

across the state.<br />

The second bill of concern, Senate Bill 21-182, limits school<br />

disciplinary options. This bill will prohibit schools from<br />

contacting the police for harassment, theft, menacing, assault,<br />

or possession of weapons, drugs or alcohol on school grounds<br />

or at school activities. If the police are called by a parent of a<br />

student who was victimized by another student on school<br />

grounds or at a school activity the police will be unable to act<br />

unless the student was severely injured or sexually assaulted.<br />

The intent of the bill is to keep students from entering the<br />

criminal justice system, but removing consequences for<br />

criminal behavior in the school environment can lead to an<br />

unsafe learning environment for the students, staff, and<br />

community.<br />

MARCH <strong>2021</strong> BLIZZARD<br />

During winter storms I am always pleased and proud to<br />

return to the <strong>Village</strong>’s boundary where I know the streets will<br />

be clear. The recent blizzard was no exception. City Council<br />

and I would like to extend our appreciation to the<br />

departments and employees of Public Works; Parks, Trails and<br />

Recreation; Police; and Community Development for their<br />

efficient, professional, and quality response to the blizzard.<br />

You may be unaware how much planning and preparation go<br />

into a big snow event. In the days ahead of a storm planning<br />

meetings are held, hotel rooms are reserved for the street and<br />

trail crews, and food purchased so it may be prepared and<br />

crews fed at our Maintenance Facility. The crews inspect and<br />

repair the equipment to be utilized during a storm. Our staff<br />

is outfitted with cold-weather personal protective equipment,<br />

including snowsuits, jackets, snow boots, snow goggles,<br />

insulated gloves, hand warmers, hearing protection, and twoway<br />

radios and cell phones.<br />

As the event draws near, staff is mobilized and the snow<br />

removal equipment is loaded with sand or other material.<br />

During the storm, we set up an operation center to keep up<br />

with the rapidly changing conditions. Many crews work<br />

double shifts to keep our roadways clear.<br />

I am pleased to report the staff kept the major roadways and<br />

main arterials open throughout the storm and the day after the<br />

storm they were cleaning up the neighborhoods.<br />

SPRING ILLUMINATION<br />

The Parks, Trails, and Recreation Department has a special<br />

evening for you and your family! Registration is now open for<br />

the Spring Illumination Event at Carson Park. This event was<br />

originally planned for December. However, due to COVID-19<br />

restrictions the event was delayed and re-engineered as a Spring<br />

event. Please join us as we illuminate Carson Park while you<br />

enjoy a magical storybook stroll. Register at<br />

AMERICAN RESCUE PLAN ACT<br />

In March, Congress passed the COVID-19 Stimulus<br />

Package, also known as the American Rescue Plan Act. This<br />

package will provide relief to state, county and local<br />

governments. It is expected federal aid of nearly $130.2<br />

billion will be distributed across the country based on<br />

population. Although we do not have confirmation, we<br />

anticipate <strong>Greenwood</strong> <strong>Village</strong> will receive approximately<br />

$3.3 million in relief funds. At this time, the guidelines,<br />

regulations and restrictions along with the exact funding<br />

have not been finalized. As these elements are completed,<br />

the City Council will determine how to use these funds. I<br />

will keep you updated.<br />

BICYCLE SAFETY<br />

AVOID A COSTLY MISTAKE<br />

Before you take to the road with your<br />

bicycle, it’s imperative to know and<br />

practice all the fundamentals of riding a<br />

bicycle. Did you know bicyclists are<br />

subject to the same rules, laws and<br />

regulations as motor vehicles? Ignoring<br />

rules of the road that regulate passing,<br />

riding abreast, use of hand signals, stop<br />

signs, and other etiquette will determine<br />

your fate on the roadway. If all else fails,<br />

always adhere to the lug nut rule: he who<br />

has the most lug nuts wins. In other<br />

words, a car will always win over a<br />

bicycle. So ride carefully and cautiously<br />

to avoid a costly mistake and a crash<br />

course in bicycling.<br />

• Always ride on the RIGHT.<br />

Remember to “go with the traffic<br />

flow.” Never ride against traffic. Cars<br />

will not be expecting to find a biker<br />

when they round a corner or go over a<br />

hill.<br />

• Ride single file. When passing other<br />

bikers or pedestrians, let them know<br />

your position by shouting something<br />

like, “On your left!”<br />

• When riding two abreast, do not<br />

impede the movement of traffic. If you<br />

are on a road with lanes, you must ride<br />

within a single lane.<br />

• Always check behind you when<br />

changing lanes.<br />

• Watch out for dangerous things on the<br />

roadways or on trails. Road litter,<br />

puddles of water, loose gravel, and<br />

storm gates can cause you to lose<br />

• Stop at all stop signs and traffic lights.<br />

Be extra careful at crossroads. Walk<br />

your bicycle across busy intersections.<br />

• Always signal before making a left or<br />

right turn. To make a left turn, look<br />

behind you, hold your left arm straight<br />

out and proceed carefully. For a right<br />

turn, hold your left arm out and up in<br />

an “L” shape.<br />

• Keep control of your bike. Do not<br />

swerve or make sudden turns. Drivers<br />

may not be able to react fast enough to<br />

avoid colliding with you.<br />

• Ride at least three feet away from<br />

parked cars. Someone could open his or<br />

her door unexpectedly.<br />

• Listen for cars approaching from the<br />

side or behind you.<br />

• Do not follow cars too closely (you may<br />

be in their blind spot).<br />

• Know your road signs and obey them.<br />

A smart bicyclist follows the rules of the<br />

road.<br />

• Always be prepared to stop. Keep your<br />

hands on or close to the brakes.<br />

• Do not forget to wear your helmet!<br />

And do not wear headphones; you will<br />

not be able to hear what is going on<br />

around you.<br />

BLIZZARD FUN FACTS<br />

• GV snowplows drove over 7,235 miles during the blizzard.<br />

• Crews of operators worked around the clock from March<br />

14-16 keeping the streets accessible.<br />

• From March 17-19 crews hauled over 225 truck loads of<br />

snow out of the residential neighborhoods.<br />

• Trail snow crews cleared approximately 40 miles of trails,<br />

paths, sidewalks, and parking lots.<br />

• Trail snow crews consist of 13 to 16 staff members.<br />

• Trail snow crews use pickup trucks with plows, ATVs, UTVs,<br />

Skid Steers, small and large Tractors, walk-behind<br />

Snowblowers, and hand shovels to clear and remove snow.<br />

MOVES TO LESS-RESTRICTIVE<br />

LEVEL BLUE ON THE<br />

STATE’S COVID-19 DIAL<br />

On Sunday, March 14, <strong>2021</strong>, Arapahoe County/<strong>Greenwood</strong><br />

<strong>Village</strong> was moved to Level Blue on the State’s COVID-19<br />

Dial after meeting the required public health metrics. This<br />

meant that all County/<strong>Greenwood</strong> <strong>Village</strong> businesses can<br />

operate at higher capacities, and/or with fewer restrictions, on<br />

the state’s dashboard dial. The move included increased levels<br />

of patrons at restaurants; gyms; group sports and camps; and<br />

outdoor events and entertainment; restaurants and indoor<br />

and outdoor events, including religious services.<br />

STATE UPDATES<br />

PUBLIC HEALTH ORDER<br />

Effective March 7, Colorado Department of Public Health<br />

and Environment (CDPHE) released an amended public<br />

health order that include:<br />

• A new disease incidence metric buffer allows counties to<br />

exceed their Dial level’s disease incidence metric and<br />

remain in that level as long as they do not exceed the<br />

minimum of the next more restrictive Dial level’s<br />

incidence rate by more than 15% for five consecutive<br />

days. This creates more predictability with Dial moves and<br />

prevents counties moving back and forth unnecessarily by<br />

ensuring a consistent trend is present first.<br />

• Restaurants and seated indoor events (including at<br />

casinos) in Level Blue may expand capacity to 225 people<br />

without using the distancing space calculator.<br />

• Restaurants and seated indoor events (including at<br />

casinos) in Level Yellow may expand capacity to 150<br />

people without using the distancing space calculator.<br />

• Seated indoor events in Level Red may calculate<br />

distancing without using the distancing space calculator.<br />

• Last call to order alcohol at restaurants has been expanded<br />

from levels Blue to Red:<br />

– Level Blue: 2 a.m.<br />

– Level Yellow: 1 a.m.<br />

– Level Orange: 12 a.m.<br />

– Level Red: 10 p.m.<br />

• Masks may be removed in a school classroom setting for<br />

the purpose of playing a musical instrument that cannot<br />

otherwise be played while wearing a mask, but students<br />

must continue to physically distance. Performers with<br />

masks can be 12 feet away and without masks 25 feet —<br />

and instrument players with bell covers could be 12 feet<br />

apart and without 25.<br />

• Performers at events who are wearing masks may be a<br />

minimum of 12 feet away from spectators. Performers not<br />

wearing masks must remain a minimum of 25 feet away.<br />

• 5 Star-certified businesses in Level Blue may expand<br />

capacity limits by 50 people above the Level Blue caps.<br />

to balance the urgent need to contain the virus with the need<br />

for localized guidance during the pandemic. Learn more<br />

COLORADO’S COVID-19<br />

DIAL 3.0 RELEASED<br />

As more Coloradans are eligible to get vaccinated and choose<br />

to do so, the Colorado Department of Public Health and<br />

Environment (CDPHE) released the latest update to the<br />

State’s COVID1-9 Dial framework: Dial 3.0 The updated<br />

dial public health order was effective on March 24, <strong>2021</strong> and<br />

will remain in effect until mid-<strong>April</strong>, at which point the state<br />

plans to retire the dial and implement a new public health<br />

order that gives greater control over capacity restrictions to<br />

local public health agencies.<br />

The dial framework, originally implemented on September<br />

15, 2020, standardizes the levels of openness or restrictions<br />

on a county level, based on the metrics of disease<br />

transmission, the level of local testing, and hospitalizations.<br />

It is a tool that allows Colorado to tailor its response on a<br />

county level, recognizing that conditions will vary locally.<br />

Dial 3.0 makes it easier for counties to move into Level<br />

Green: Protect Our Neighbors, the least restrictive level on<br />

the dial. It also removes many of the restrictions that<br />

currently apply at that level. Additionally, several restrictions<br />

in Level Blue are loosened in Dial 3.0.<br />

The main changes in the Dial 3.0:<br />

• The metrics for Level Green: Protect Our Neighbors have<br />

changed. These changes make it easier for counties to<br />

achieve Protect Our Neighbors status. Now, counties<br />

qualify for Protect Our Neighbors if they have up to 35<br />

COVID-19 cases per 100,000 people — up from 15<br />

cases.<br />

• There is no longer a certification process for Level Green:<br />

Protect Our Neighbors. Counties will be moved into<br />

Level Green once they maintain the appropriate metrics<br />

for at least one week.<br />

• Most restrictions in Level Green: Protect Our Neighbors<br />

are now removed. Bars and indoor events must still adhere<br />

to a 50% capacity limit or a 500-person cap, whichever is<br />

fewer.<br />

• The metrics range for Level Blue is now 36-100 COVID-<br />

19 cases per 100,000 people.<br />

• Bars can now open under Level Blue. The capacity limit is<br />

25% capacity or 75 people, whichever is fewer.<br />

• Outdoor events in Levels Green and Blue no longer have<br />

state-level capacity restrictions under the dial. Counties<br />

may choose to implement capacity restrictions on outdoor<br />

events at the local level.<br />

• Retail, offices, and non-critical manufacturing in Level<br />

Blue may now open to 75% capacity, up from 50%.<br />

• There is no longer a state limit on personal gathering<br />

sizes. The state will follow CDC’s guidance on personal<br />

gatherings. The CDC still strongly recommends avoiding<br />

larger gatherings and crowds to prevent the spread of<br />

COVID-19.<br />

• 5 Star restaurants and gyms in Levels Blue and Yellow may<br />

operate at 100% capacity with 6 feet of distance between<br />

parties as a way to provide businesses with increased<br />

flexibility, while still limiting indoor mass gatherings. The<br />

state expects that maintaining a 6 foot distancing<br />

requirement will be a limiting factor for most indoor<br />

spaces.<br />

• 5 Star certified seated and unseated indoor events may<br />

operate at 50% capacity with a 500-person limit in Level<br />

Blue. 5 Star seated indoor events in Level Yellow may<br />

operate at 50% capacity with a 225 person limit and<br />

unseated indoor events in Level Yellow may operate at<br />

50% capacity with a 175 person limit.<br />

VACCINE<br />

DISTRIBUTION PLAN<br />

EXPANDED IN STATE<br />

On Friday, March 19, the State moved<br />

into Phase IB.4 of the State’s Vaccine<br />

Distribution plan. This next phase<br />

includes people ages 50 to 59;<br />

restaurant employees; postal workers;<br />

faith leaders; manufacturing employees;<br />

frontline journalists; and those over the<br />

age of 16 with one high-risk condition.<br />

Essential workers should contact their<br />

employers to get a COVID-19 vaccine,<br />

and people 50 and older or those with<br />

high-risk conditions should get the shot<br />

from a vaccine provider.<br />

Starting Friday, <strong>April</strong> 2, all Coloradans<br />

16 and up are now eligible to receive<br />

the Pfizer vaccine and those 18 and up<br />

are eligible for the Moderna and<br />

Johnson & Johnson vaccine.<br />

Animal Control of the Police<br />

Department is here to help people and<br />

animals live harmoniously together in<br />

the community. Nevertheless, there are<br />

times when certain behaviors disrupt<br />

residents’ peaceful enjoyment of their<br />

homes and property and is prohibited<br />

in <strong>Greenwood</strong> <strong>Village</strong>. It is the<br />

responsibility of all pet owners to<br />

comply with all local laws at all times.<br />

LICENSING<br />

<strong>Greenwood</strong> <strong>Village</strong> no longer requires<br />

citizens to register their dogs. The<br />

<strong>Village</strong> does recommend that all pets<br />

have an identification tag on their<br />

collar in case the pet was to get lost.<br />

LEASH LAW<br />

There are no off-leash facilities/parks<br />

in <strong>Greenwood</strong> <strong>Village</strong>. Pet owners are<br />

required to follow the <strong>Village</strong> leash law<br />

requiring all dogs to be secured with a<br />

pet leash in public areas of <strong>Greenwood</strong><br />

<strong>Village</strong>.<br />

DOG FECES<br />

It is illegal for pet owners to leave their<br />

pet waste on public property in<br />

<strong>Greenwood</strong> <strong>Village</strong>. Leaving your pet’s<br />

waste in the grass or on the trail is not<br />

only discourteous to others, but is very<br />

harmful to public health and the<br />

environment. Dog feces, is not<br />

fertilizer, not biodegradable, and<br />

cannot be flushed down the drain.<br />

Trash receptacles are provided at all<br />

<strong>Village</strong> parks and along trails. If there<br />

is no trash receptacle nearby, keep a<br />

bag with you and dispose of it when<br />

you get home.<br />

CALLING GREENWOOD VILLAGE ARTISTS FOR STUDIO TOUR<br />

In 2014, a group of artists located in rural <strong>Greenwood</strong><br />

<strong>Village</strong> joined forces to begin what is now known as the<br />

Women of Steele Studio Tour. These women had been<br />

surprised to learn that between them they had four active art<br />

studios within a few hundred yards of each other. The<br />

circumstances were ideal for an event that would celebrate<br />

these artists’ work and workspaces. Thus began their annual<br />

tradition of opening their art studios to the public for a day.<br />

Now in its sixth year, the studio tour has become a muchanticipated<br />

event with golf cart rides on dirt roads and guest<br />

artists. Today that tradition has grown to encompass more<br />

neighborhoods and more artists.<br />

The City of <strong>Greenwood</strong> <strong>Village</strong>’s Cultural Arts Program is<br />

seeking artists residing in <strong>Greenwood</strong> <strong>Village</strong> to participate<br />

in the <strong>Greenwood</strong> <strong>Village</strong> Studio Tour on Saturday and<br />

Sunday, September 11 and 12, from 10 a.m.-5 p.m. Accepted<br />

artists will have the choice of opening their home/studio to<br />

the public as part of the tour or to show their work at “Art<br />

on the Green,” an art festival setting that will take place in<br />

Curtis Park on the same dates.<br />

Interested artists must meet the following criteria. Artwork<br />

must be original and completed within the last five years.<br />

Work done by a production studio or mass-produced items<br />

are not acceptable. All work must be designed and executed<br />

by the accepted artist. All work exhibited must be of the<br />

quality, category, and body of work of that has been<br />

presented. Artwork produced with commercially acquired<br />

casts, molds, prefabricated forms, studio volume production<br />

or other commercial methods will not be permitted.<br />

Accepted media categories include: ceramics, digital art,<br />

drawing, fiber, glass, jewelry, metal, mixed media, painting,<br />

photography, printmaking, sculpture and wood.<br />
