New Delta Science & Tech varsity to
commence September —Okowa

Okowa of Delta has
said that the new University of
Science and Technology, Ozoro,
would take off in September.
Speaking at Ozoro on Wednesday
during the grand finale of
the Peoples Democratic Party,
PDP, campaign rally for Saturday's
House of Assembly by
election in Isoko North constituency
where over 100 APC
members defected to the party,
Okowa expressed satisfaction
with the facilities currently in
the institution.
Announcing that a Project
Management Committee had
been inaugurated to ensure
smooth take-off of the institution,
he said "With the extent
of the facilities they have, I am
convinced that the place is
ready to go fully as a University
of Science and Technology.
"There is no doubt that we
have a few things that we will
be needing in the future for the
purpose of expansion but with
what they have, we are all fully
set for the initial take off."
While promising to pressurize
the contractor handling the
Ozoro market project to return
to site to ensure its early completion
and commissioning, he
assured that his administration
would build an emergency
ward in the Ozoro General
Hospital to enhance health
care service delivery in the
area.
Thanking the people of the
constituency for their continued
support for the PDP,
Okowa said "you have made
me proud and am very glad that
the crowd at the various rallies
has put fear in the hearts of
the opposition."

Chief Kingsley Esiso who received

a party that was synonymous
with insecurity and poverty.
Expressing optimism that the

GSK, Lagos Health Ministry train health workers
on IMCI
LAGOS — GSK in
collaboration with Lagos
Ministry of Health conducted
a 6-day training for health
workers from Ikorodu Local
Government Area (LGA) on Integrated
Management of
Childhood Illnesses(IMCI).
The training is part of the capacity
building process of the
INSPIRING project of Save the
Children International to build
capacity of 210 health workers
on effective management of
common under-5 illnesses. The
training has been scheduled to
hold in batches to ensure
smaller manageable groups, effective
learning, coordination
and observance of COVID-19
prevention measures.
The first batch of training
took place between 15th – 20th
March 2021 with clinical session
in Lagos State University

LAGOS—AS part of activi
ties marking the 69th birthday

Progressives Congress (APC),
Asiwaju Bola Tinubu, a nongovernmental
organization, Bola
Ahmed Tinubu (BAT) Foundation,
has donated relief materials
to orphanage homes across
Lagos and Ogun States.
The relief materials handed
over to SOS Children’s Village
in Isolo, Little Saints Orphanage
in Abule-Egba, Ijamido Motherless
Home, Ota, Ogun state, and
other orphanage homes include:
bags of rice, cartons of noodles,
and several cartons of beverages
and toiletries, were donated
to cushion their daily expenses.
The donated materials, facilitated

Obasa, were handed out by the
BAT Director-General, Ahmed
Omisore, who explained that the

Anambra: Reward faithful party,

AHEAD of Anambra

Secondus-led National Working
Committee, NWC, of the Peoples
Democratic Party, PDP, has been
charged to reward faithful
members of the party.
The Anambra Concerned
Citizens, which gave this charge
in Abuja, noted that some
members of the party contesting
for the governorship election are
there to see what they can take
from the party.
The Concerned Citizens in a
statement by its Chairman, Paul
Okeke, further noted that some
members of the party, such as
Chris Azubogu and others have
been toiling for the party and
refused to move even when there
was crisis.
The group said it would be
unfair for some members, who
have been jumping from one
party to the others to have the
same treatment with loyal
members, who refused to move
even at difficult times.

Cape Verde: Why Africa
should be worried over
detained diplomat

On June 12, 2020, a
Venezuelan diplomat,
Mr Saab Moran was
detained in Cape Verde by
Interpol over allegations of
money laundering. Saab is
a Colombian national but
has Venezuelan and Antiguan
citizenship. He was on
a mission to procure food,
medical supplies and other
goods for the care of Venezuelan
Covid-19 pandemic
but was arrested during a
technical stopover in Cape
Verde. This was notwithstanding
the fact that there
was no code red in Interpol
system at the time.
After Saab’s arbitrary arrest,
Interpol issued an untimely
arrest warrant on
June 13 to justify the detention,
without regard to the
diplomatic immunity granted
to an agent of a sovereign
government under international
law. Worried by
the action of Interpol, Venezuela
using diplomatic
channels sought the release
of Saab but to no avail.
Late last year, human
rights lawyer, Femi Falana,
SAN, filed a suit before the
ECOWAS court in Abuja,
Nigeria challenging the arbitrary
arrest and detention
of the diplomat and argued
that as a diplomat, Saab
should have enjoyed diplomatic
immunity and should
not be subjected to imprisonment
and legal proceedings
by Cape Verde.
Delivering judgment on
the matter on March 15,
2021, the ECOWAS court
described Saab’s arrest and
subsequent detention as illegal
and ordered Cape Verde
to release him while halting
all processes of extradition
to the United States.
The court also directed the
Cape Verdean government
to pay him $200,000 as
compensation for his
illegal arrest and detention
and ‘discontinue all proceedings
and processes
aimed at extraditing the
Applicant to the USA’.
In a sharp contrast to the
ECOWAS court order, the
Cabo Verde’s Supreme
Court on March 18, 2021
gave an order authorizing
the extradition of Saab to
the US. The court held that
Cape Verde was not legally
bound by the regional
court’s decisions.
From all indications, it is
clear that Cape Verde is determined
to go against all
internationally recognized
norms and treaties to extradite
Saab to US. Saab maybe
a Venezuelan diplomat
but the greater implication
of Cape Verde’s action is
that any African diplomat
can be arrested, detained
and extradited to the West
without regards to diplomatic
norms. The impunity
displayed by Cape Verde in
undermining the age long
immunity of diplomats of
sovereign nations should
also be source of worry for
all Africa nations. It is pertinent
to note that Cape Verde
had earlier obeyed a ruling
of ECOWAS court ordering
the relocation of
Saab from detention

Speaking recently with
journalists on the grave implications
of Cape Verde’s
action, President of African
Bar Association, Uwaifo
Hannibal warned that
unless the Cape Verdean
authorities are immediately
called to order and pursue
the path of the Rule of
Law and respect for the
Vienna Convention, the
ECOWAS region and the AU
will soon be thrown into a
crisis of monumental proportion
which may turn the
sub-region and the continent
into a laughing stock with
dire consequences for the
diplomatic community.
He said: “The illegal behaviour
of the Cape Verde
Government may not only
bring ECOWAS and the AU
into disrepute, but also open
the way for big countries to
violate the diplomatic status
of our diplomats for
flimsy excuses or political
convenience. This
unacceptable situation may
also encourage other countries
within ECOWAS and
the AU to succumb to illegal
pressures, violate ECOWAS
Protocols and treaties and
the Geneva Convention.
“This in turn will lead to
chaos and a total breakdown
of our much-cherished
cohesion as a sub-regional
group. AFBA finds this situation
embarrassing as defenders
and custodians of
the rule of law and due process
in the ECOWAS Region
and African Continent.
“In defense of Africa’s
much cherished non-aligned
position the African Bar Association
calls on the President
of the African Union
Commission to take
immediate steps to ensure
that the diplomatic privileges
of African Diplomats are
not put in jeopardy as Ambassador
Saab am accredited
Diplomat to the African
Union is currently being detained
in an African Country,
Cape Verde.”
Also expressing worries
over the implications of Cape
Verde’s position, Femi Falana
said Cape Verde’s behavior
is unacceptable and flies
in the face of its international
obligations as well as centuries-old
international law
governing the movement of
diplomats and political
agents.
“If Cape Verde is allowed
to continue down the path
which it is currently travelling
the consequences for the
conduct of global diplomacy
will be catastrophic.”
He also highlighted some
clauses why the Supplementary
Protocol 2005 which authorises
ECOWAS Court to
hear human rights cases
emanating from member
states is binding on Cape
Verde.
