Castlegar clean-up 

The City of Castlegar is inviting the community 

to help clean-up the City April 18-26 as 

part of 2021 PITCH-IN week. 

This is the 54th annual PITCH-IN community 

clean-up across Canada. In 2020, over 

1 million Canadians participated in the program, 

cleaning up over 5 million pounds of 

litter. PITCH-IN is the largest environmental 

improvement campaign in Canada. 

Castlegar has participated in this annual 

event for 4 years. Things will look different 

during the COVID-19 pandemic and the City 

is asking everyone to wear masks and practice 

physical distancing while helping clean-up Castlegar. 

PITCH-IN bags are available at both City 

Hall and Civic Works offices, free of charge. All 

waste collected can be disposed of in a bin at 

Pioneer Arena (925 Columbia Avenue) thanks 

to Waste Management which is donating a 

40-yard bin for this event. Find more information

Bear-Proof Garbage 

Bins in West Trail & 

Glenmerry 

Spring has sprung and bears are becoming 

active in the area. Local non-profit agency Natural 

Control Alternatives Society (NCA) and the 

City of Trail have placed two bear-proof garbage 

bins for public use. 

One is located in 

West Trail on Old 

Rossland Avenue 

next to the Bocce 

facility, and the 

other is placed 

in Glenmerry on 

Highway Drive 

at the entrance of 

the Public Works 

facility. 

City of Trail residents 

who don’t 

have access to a 

secure area before 

their scheduled 

garbage collection 

date can use these 

bins to dispose 

of their garbage. 

This is an additional 

service to 

curb side garbage 

pickup; therefore, 

users are asked to make a $5/bag payment in 

the secure money collection box located on the 

front of the bins. The moneys collected will help 

offset the tipping and maintenance fees that will 

be incurred by the NCA and the city. 

NCA and the city would like to remind residents 

to use the bins responsibly by securely 

pinning the bins after use. We thank you for 

helping keep our community and the bears safe.

Introducing Kootenay 

Farms Food Hub 

Farmers around the Columbia Basin already 

produce delicious, healthy food. Soon, the local 

food sector will have a new way to expand its 

offerings thanks to the upcoming Kootenay 

Farms Food Hub. Located in Creston, this facility 

will provide space and equipment for producers 

from across the region to create a wide 

variety of value-added foods and drinks. 

“People in the Basin have always been aware 

of the importance of local food security, and the 

pandemic has brought this issue even more to 

the forefront,” said Katie Kendall, Senior Manager 

of Special Initiatives at Columbia Basin 

Trust. “This facility will help increase the locally 

made food and beverage options available in 

the region, benefiting the people who live here, 

helping the region’s producers expand and creating 

local employment.”

up to $500,000 to purchase food-processing 

equipment and cover other start-up costs. 

The project is also supported by the Regional 

District of Central Kootenay and is the result 

of years of research and development encouraged 

and aided by the region’s agricultural 

community. 

“We’re excited to provide a service that 

encourages collaboration and communication 

among food processors in the region,” said Elizabeth 

Quinn, Executive Director, Fields Forward 

Society, who will be speaking at the third 

annual Basin Food & Buyers Expoon April 9th. 

“This hub will enable processors to cut costs 

and scale up to service new markets.” 

The facility will include equipment to process 

dry foods, such as dehydrators, blenders 

and mills, and equipment to process wet foods, 

such as kettles and pasteurizers. It will be built 

in Creston based on a 2019 Trust-funded study 

that found regional producers preferred this 

location. 

The project addresses the Trust’s strategic 

priority to increase Basin residents’ access 

to healthy foods that are locally grown, produced 

and processed. Through collaborations, 

producers will be able to improve aspects like 

marketing, packaging, transportation and distribution. 

By making value-added products, 

they will be able to reduce waste by creating 

new items from foods that might otherwise 

have been discarded.

KOOTENAY LAKE HISTORICAL SOCIETY 

has been successful in its application for a 

CERIP grant through Heritage BC to build 

three small Canadian Pacific 

historic style buildings at the 

SS Moyie National Historic site. 

These buildings will be used for new 

displays to tell the story of the shipyards that built these ships, 

of their railway connections and also for storage.

Financial boost 

for Selkirk College 

students 

To ensure learners receive the financial 

support required to continue studies 

through the challenges of the COVID-19 

pandemic, the provincial government is providing 

increased emergency assistance to 

Selkirk College. 

Earlier this month, the Ministry of 

Advanced Education & Skills Training 

announced additional emergency funding 

for all 25 public post-secondary institutions 

in British Columbia. Selkirk College will 

receive $175,000 in funding for 2021 to go 

along with the $159,500 provided in 2020. 

The non-repayable emergency assistance 

can be used to help with a broad range of 

costs, including living expenses, food, travel, 

portable computers and other supports for 

students who are returning to campuses for 

2021-22. Part of the $9 million invested by 

the province since March 2020 to help BC 

post-secondary students, the Selkirk College 

funds include $47,500 specifically allocated 

for Indigenous learners. 

Connecting students with vital resources 

With accessibility and student well-being 

at the forefront of planning over the last 12 

months, Selkirk College provided more than 

$800,000 in scholarships/bursaries, emergency 

funding and technology access grants 

in the 2020-2021 fiscal year. Easily eclipsing 

the average of $460,000 in annual scholarships/bursaries, 

the additional funds were 

provided through the generosity of donors 

who gave to the COVID-19 Student Relief 

Campaign last spring, provincial emergency 

funding and the ongoing Forward Together 

campaign. 

Though provincial government emergency 

funding is specifically earmarked for 

British Columbia residents, the additional 

funds raised ensure that both out-of-province 

students and international learners have 

access to financial relief. 

“We know that the pandemic continues to 

provide significant challenges for all students 

and this additional funding will assist those 

having the hardest time,” says John Kincaid, 

Vice President of Students & Advancement. 

“As an example, through technology access 

grants we have been able to provide 68 laptops 

to low-income students so they have the tools 

they need to successfully 

adapt their learning to the 

altered environment we find 

ourselves in. We will continue 

to do everything in our power 

to make sure we help students 

reach their academic goals 

through access to this type of 

financial assistance.” 

With almost $16,000 in 

emergency funding distributed 

to Indigenous students 

on all Selkirk College campuses 

in the region last year, 

the additional round of provincial 

funding will push the 

total to $47,500 and comes at 

the right time. 

“Indigenous students overcome 

many challenges to 

attend post-secondary and 

emergency funding bursaries 

ensure students can meet 

basic needs for themselves 

and their family while studying,” 

says Dianne Biin, Manager 

of Indigenous Education 

& Engagement at Selkirk College. 

“We are thankful these 

provincial funds exist as they 

provide equitable access and 

support for Indigenous students 

to build future paths.”

9 Easy Foods to Grow during the Pandemic! 

1. Beans - Full sun, regular waterings 

and moderately rich soil is all they 

need. You don’t need a big garden to 

grow green beans if you choose pole 

varieties. Make a tipi for the vines to 

grow on from branches (8 ft tall at 

least) or suspend some netting and 

grow them on a sunny wall against 

the house. Soak the beans (seeds) 

in water the day before you intend to 

plant them. 

5. Cucumbers - Another crop that can 

be a great space saver. Cucumber 

vines will climb a fence or trellis, just 

like pole beans. Wait to sow seeds 

until the soil is reliably warm - mid to 

late May. Sow directly into moist, fertile 

soil with tons of sun. 

8. Tomatoes - With so many different 

varieties available at the local nursery, 

you can have a cornucopia of colours 

and fl avours growing in your garden. 

Tomatoes (like pepper plants) also do 

very well in containers. The containers 

should be large so that the roots 

have at least 8 inches in which to grow 

down. 5 gallon buckets are a good 

choice. Tomato plants love full sun and 

well drained, slightly acidic soil.

plants like full sun, and moist welldrained 

soils amended with compost. 

Make sure you give each plant lots 

of room - a circle 3’ in diameter with 

3 seedling in the middle should be 

enough 

3. Radishes - Rewarding, since the 

seeds are quick to sprout, often within 

a week! Some varieties are ready to 

harvest within just three weeks after 

planting. Radishes thrive in a sunny 

areas with loose soil. 

4. Leaf Lettuce - Best for beginners. 

Lettuce plants grow quickly, like full 

sun but will tolerate shade. Sow directly 

in early spring and water regularly. 

Another great thing about lettuce plant, 

is that they keep on giving if you harvest 

just a bit here and there in your 

patch. 

6. Onions - Buy “onion sets” which 

are tiny onions that were grown in the 

previous year and then stored. Did you 

know that mature onions will let you 

know they are ready? When their tops 

turn yellow and bend over, pull bulb, 

brush off soil and allow to cure for 7-10 

days in a warm, dry, ventilated space. 

If you don’t want to wait that long you 

can pull earlier and use the small 

plants as green onions. 

7. Peas - When selecting your peas, 

choose a disease-resistant variety. 

Plant them early. Like beans, soak the 

seeds for 24 hours before planting. 

Water regularly to keep them happy! 

Pick often to keep them producing. 

9. Potatoes - Start with seed potatoes, 

cut them into chunks, and dry overnight 

before planting. Potato plants 

love full sun and regular light watering. 

Easiest way to grow potatoes is 

a grow bag fi lled with rich potting soil 

and compost. When plants are about 

eight inches tall add more soil to the 

bag. Repeat this process until the bag 

is full. When the foliage yellows, stop 

watering, wait a week and dig up your 

potatoes. It’s like a treasure hunt!

100K to secure future for iconic Rossland Church 

For the last eight months, St Andrew’s 

United Church in Rossland has been undergoing 

major development works as part of a 

$344,000 renovation project funded by a Built 

Heritage Columbia Basin Trust grant. Having 

been unsuccessful in its latest grant bid to 

finish off the works, it is calling on its community 

to dig deep and help it raise the 100K 

shortfall that would complete upgrades and 

qualify it for occupation. 

Faced with a situation familiar to many 

churches across Canada, with a historic 

building too large for its congregation but in 

need of revitalisation, the iconic 120-yearold 

building with its landmark 1950s Red 

Roof, sits on the corner of Queen Street and 

1st Avenue in Rossland. Over the years it has 

been a place of worship and has served the 

community by sharing its space with countless 

groups like scouts, guides, parents and 

tots. It has also hosted dinners, concerts, and 

provided the stage for major life events for 

local people. 

In the summer of 2017 Seven Summits 

Centre for Learning (7S) moved in, infusing 

new purpose to the heritage building. Its high 

school student cohort has been breathing life, 

laughter, song, drama and future proofed 

learning practices into it ever since. 

With extensive renovations to the sanctuary 

and basement now complete, the stewards 

of this community asset have successfully 

created a flexible space that will elevate the 

relationship with the public, strengthen ties, 

and attract even more artists, music, social 

events and community groups to the building 

seven days a week. 

“We’re in the process of preparing for the 

future and getting our church building ready 

for its community and congregation for the 

next hundred years!” says Carol Hobbs DeRosa 

who sits on the project management 

team for St Andrew’s United Church, which 

belongs to the Communities in Faith Pastoral 

Charge (CIF). 

This project team, with members from 

the church, 7S, and the community, planned 

improvements which K2 Contracting Ltd has 

worked hard and well to complete. These have 

included replacing 100-year-old wooden 

foundations with concrete, creating a proper 

basement under 60% of the sanctuary, preparing 

a new mechanical / electrical room, 

levelling the sanctuary floor and improving 

physical accessibility. The fixed pews 

have also been removed in favour of flexible 

stacked seating. “We’re committed to getting 

the building ready for occupation by the end 

of the year and need our community’s help to 

get us over the final hurdle,” adds Carol. 

A new electrical panel to service the sanctuary 

and basement as well as an HVAC system 

- airflow and furnace - needs to be installed to 

make the sanctuary and basement a warmer, 

comfortable and habitable space. 

Gyproc must be added to the basement 

walls and ceiling for fireproofing. The 

Sanctuary could also benefit from a painted 

facelift on its walls and new flooring. 

To make the rehabilitation project of 

the church complete, the works need to be 

financed through grants and charitable giving.

with up to a 46% tax rebate.

Born on April 3, 1932 in Kimberley, B.C. 

to Agnes and Thomas Murphy. One of 

Tom’s greatest joys was swimming, for 

which he was well known. In 1955, at 

the age of 23, he swam 22 miles of the 

treacherous length of Kootenay Lake’s 

West Arm from Proctor to Nelson in just 

over 12 hours. 

His love of traveling with his wife, Marie, 

took them to a variety of destinations 

near and far. Canoeing on Kootenay 

Lake with his children filled in 

many of his precious recreation hours 

as well the many years he spent creating 

stunning rock wall terraces on his 

property on Kootenay Lake. His children, 

all talented in different art mediums, 

inherited Tom’s passion for painting 

landscapes. All of these qualities were 

shadowed by the impression everyone 

immediately got from Tom and that was 

his unique sense of humour and his 

ability to turn a mundane event into an 

entertaining story. 

Tom worked as a firefighter 

in Nelson and 

was recently honoured 

for his heroism in rescuing 

3 young boys 

from the roof of the 

burning Strathcona 

hotel in 1955. He then 

worked in mining underground 

in the Bluebell 

Mine in Riondel 

and finally at the Sullivan 

Mine in Kimberley where he retired. 

Through his health challenges with 

COPD, he found comfort in his devotion 

to God, and appreciated the connection 

with the Catholic Church. He continued 

to have a crusty sense of humour 

throughout his challenging days, and 

became quite a chef serving pork roasts, 

and steaks to his family. 

Tom is predeceased by his loving wife, 

Marie, his son Tom Junior, and his sister 

Patricia Mclaughlin. Tom is survived 

and dearly missed by his four daughters: 

Shannon Murphy, Jo-Anne Wajer (Tom), 

Pam Murphy and Erin Murphy (Jim Upchurch); 

four grandchildren, Charles and 

Michelle Ratcliffe and Chloe and Everett 

Smith; and his brothers 

John and Jim, his 

sister Kathleen; and 

Don Lawson and many 

nieces and nephews. 

The family wishes to

Coletti for her loving 

care, his close friend 

Anne Harris, along 

with his neighbours 

and friends Cathy and 

Brad McIntosh, Nurse 

Practitioner Amanda

Health Community Care team; all of 

whom deeply cared for him and enjoyed 

his great sense of humour which he never 

lost. You all contributed to Tom’s wish 

of being able to stay at home. 

In Lieu of flowers, the family welcomes 

donations to a charity that 

helps children, which was Tom’s and 

Marie’s passion. 

The funeral, due to Covid 19, was for just 

family at the graveside, held at the Nelson 

cemetery on April 15, 2021.

Joan Ruth 

It is with great sadness and heartfelt 

loss that we announce the passing 

of Joan Ruth Martin on March 25, 

2021 at the age of 81, with family 

at her side. 

Joan was a courageous warrior who 

battled cancer for the last 10 months. 

We are fortunate that she was able 

to spend the last 4 months with Don 

at Columbia View Lodge, surrounded 

by all of the caring staff. 

She will be forever missed by her loving 

family including her husband Don 

Martin, son Mark (Mary-Ellen) Martin, 

daughter Marlese Hutter (Kevin 

Campbell), grandchildren Andrew 

(Ashley) Martin, Kayla Martin, Kassandra 

and Alixandria Hutter as well 

as great-grandchildren Aaliyah and 

Rylan, adopted sister Linda McDermid, 

sister-in-law and brother-in-law 

Nancy and Dick Lopaschuck, sister-inlaw 

Elaine Martin and all of her nieces 

and nephews. She was predeceased 

by her parents, her son David Martin, 

her brothers-in-law Bruce and Allen

Joan was born in Trail, BC. When she 

was 16 she met Don. They married 

and bought a home in Rossland and 

then welcomed their three children 

David, Mark and Marlese into the 

world. They moved to Woodbury 

Resort on Kootenay Lake and became 

snowbirds for 15 years. They 

spent lots of time at Riverside Adventure 

Trails Resort in Bullhead City 

but also travelled to Lake Havasu, 

Loughlin, Fort Mojave, Yuma, Death 

Valley, Palm Springs and the California 

coast. Joan loved camping, golfing, 

exploring historic sites, cooking 

and was extremely talented and had

many passions and did every craft 

that is out there. 

Joan was known for her Heart of 

Gold ♥. Her door was always open. 

There are simply not enough words 

to express or capture what she 

meant to us and how many people’s 

lives she impacted. She will be 

remembered for her great sense of 

humor and the shenanigans she was 

involved in. 

A Celebration of Life will be held at 

a later date at Woodbury Resort on 

Kootenay Lake once Covid Restrictions 

are lifted. 

As an expression of sympathy, those

OPEN LETTER 

Dear Pennywise folks: 

I must respond to the dreadful advertisement 

on the back page of the March 22 issue 

of Pennywise, posed by the misleadingly-titled 

Kootenay Wildlife Heritage Fund of Kimberley. 

It characterizes scientists as deploring 

we evil humans because our pick-ups, quads, 

bikes & snowmobiles will kill every critter 

we encounter. No scientist has ever said anything 

like that; and animals are not critters, 

a degrading word also not used by scientists. 

It decries the incorrect assumption that parks 

are good, roads bad for wildlife. It claims we 

need access to control predators to ensure we 

have healthy populations of big game, while 

maintaining sufficient access to our natural 

resources. It claims, again falsely, that the idea 

that nature will balance itself without human 

intervention is absurd. Forest harvesting provides 

large quantities of food for numerous 

species and likewise that parks become predator 

pits, wolves, bears and cougars love these 

no-go zones. If these areas were opened and 

properly managed we may still have out caribou 

today. 

In reply: Scientists work from fact, not 

opinion, and are not inclined to slander. The 

damage by noisy vehicles to wildlife populations, 

especially during the stress of winter, 

are well documented, not speculative. Forest 

harvesting by the continued bad practice of 

clearcut blocks generates overpopulation of 

deer which depredate young cedars (Haida 

Gwaii). Parks do not become predator pits, 

another deeply unscientific slander. As for 

the idea that nature will balance itself without 

human intervention is absurd: how ever did 

nature manage to survive for millions of years 

without 20th century technology? 

This is an attack against proper wilderness 

management, and offers nothing for wildlife 

heritage despite its lying title. Conservation is 

a nice word, but its roots are in turn-of-the 

20th cnetury Gilded Age efforts to have areas 

of wilderness set aside for hunting, not for 

broad species preservation. 

When it comes to Truth in Advertising, 

the Fund fails miserably. Shame on Carmen 

Purdy.

President Kootenay Wildlife Heritage Fund, 

I am offended by the disinformation that 

you published in the March 22, 2021 Pennywise 

with the Kootenay Wildlife Heritage 

Fund advertisement and again on April 5. 

Scientific studies have shown that human 

encroachment through roads, logging and 

other industrial activities and recreation is the 

main cause of the decline of mountain caribou. 

These unique animals have evolved to 

avoid predators by moving to deep snow and 

rugged habitat, and roads allow the predators 

easy access. Nature has managed this balance 

without humans very well for millennia. 

I am not against hunting. We ourselves 

hunt, fish, and recreate in BC’s wildlands, and 

we appreciate easy access into these areas, but 

we do not need to go everywhere. Wildlife is 

not merely a “resource” whose only value is 

in the exploitation by humans; they have an 

intrinsic right to exist. 

The extirpation of mountain caribou in 

southern BC is the shame of our generation. 

We know what needs to be done to get them 

back; protect the remaining herds from predators 

by restricting human access and activities, 

deactivating existing roads, and as a last 

resort, captive breeding. Your advocation for 

unfettered exploitation will result in no wildlife 

heritage for our children!

To the Editor, 

I read the Letter from the Kootenay Wildlife 

Heritage Fund in which urges our MLA, 

Katrine Conroy to convince the BC Legislature 

to do something to control predator populations, 

specifically, grizzly and black bears, 

wolves, coyotes, and cougars to stop them 

from killing our caribou, moose, elk, deer, 

and sheep. According to Mr. Purdy, some 

urban-based groups are calling for “the protection 

of predators generally”. 

I live in a rural community where I have 

farmed and hunted for the last 40 years. It 

is true that all wildlife in BC legally belongs 

to the Crown, but I have never accepted that 

they belong to us. The bears, wolves, coyotes 

and cougars were here long before we came 

along, and their very lives depend on caribou, 

moose, elk, deer, and sheep, so I figure they 

have a much stronger claim of ownership. 

If I don’t kill a deer, I am unlikely to die of 

hunger.…they, on the other hand very well 

might. Our environment will always find a 

way to balance predator /prey numbers as long 

as we don’t interfere. To blame predators, for 

the extermination of the caribou is to fail to 

recognize that we humans built the roads and 

highways, and are invading our backcountry 

with snow machines in the winter and quads 

in the summer on the logging roads we used 

to chop down and remove all the old growth 

forest that those animals depended on. 

Actually, we were so concerned about the 

loss of caribou that we hired people in helicopters, 

and payed thousands of dollars per 

hour to shoot those nasty wolves, but we 

never did get around to reducing the 100 km 

per hour speed limit on the Salmo/Creston 

Skyway. I read recently that we slaughtered 

476 wolves in BC last year. In 40 years of 

farming, hunting, fishing, berry picking, hiking, 

and firewood gathering I have seen only 

two wolves, and I have never heard a single 

wolf howl from my farm. Wolves are beautiful 

animals, so I hope there are still a few 

out there. From what I have seen they are not 

very thick on the ground. 

Mr. Purdy, the least we could do is take 

responsibility for our destruction. We are 

responsible, for the demise of the caribou, 

to suggest otherwise is just pathetic. I prefer 

wilderness that supports all wildlife, to a 

big game farm managed for human hunters. 

Katrine, if we want to conserve wildlife, I suggest 

we outlaw the use of off road vehicles on 

Crown land. Killing predators so that there 

are more ungulates for humans to shoot is a 

terrible idea.

regional airports that provide regional 

forest fire services and medical safety 

services from April 1, 2021 - March 31, 

2022. 

The airport also received $375,000 as 

part of the Province of B.C.’s COVID- 

19 economic recovery plan and the B.C. 

Air Access Program which support 

essential upgrades to regional airports. 

This funding is dedicated to installing 

runway edge lighting to improve safety 

and reliability at the airport which has 

challenging terrain. 

“This funding is very welcome news 

and ensures the airport is in a stable 

financial position to recover from 

COVID-19,” says Chris Barlow, Chief 

Administrative Officer. “For now, we’re 

continuing to operate for essential services 

and travel but this funding positions 

the regional airport for a strong 

recovery when travelers take to the skies 

again.” 

The airport is an essential service to 

the region that supports medevac services. 

This funding ensures that critical 

maintenance activities that keep 

the airport within Transport Canada’s 

guidelines will not be affected. The 

funding also ensures that the airport 

will continue to run as a standalone 

business with no impact on taxation. 

During the COVID-19 pandemic, the 

total passenger traffic was reduced by 

87% compared to 2019, resulting in 

revenue losses of $900,000 in 2020. The 

City projects additional revenue losses 

of $1.2 million in 2021. 

The airport remains focused on 

providing a healthy and safe travel 

experience during the pandemic and 

delivering on a 25-year Airport Master 

Plan which focuses on improving reliability, 

maximizing revenue, improving 

airport operations, and providing 

affordable travel options to connect 

West Kootenay residents to their 

destinations.

Funding to support community arts festivals helps recovery 

New Democrat MLA Brittny Anderson 

says grants for Nelson-Creston arts 

festivals will support artists in community 

events over the next year while following 

COVID-19 safety protocols. 

“Artists of all kinds here in the Kootenays 

make our lives and communities 

richer. After a difficult year for most of 

them, I’m glad to see that many festivals 

will be returning to our area over the 

next few months, some with a different 

format, where we will all be able to enjoy 

them safely.” 

The grants will support community 

arts festivals and installations by providing 

compensation to performing and 

visual artists for their performances and 

works. Many of these festivals and events 

were cancelled last year and are adapting 

their formats to ensure everyone in the 

community is kept safe. 

Grants coming to Nelson-Creston total 

$20,000: 

Starbelly Jam Society - $5,000 – Outdoor 

dinner or online concert series 

Massif Music Festival Society - $5,000 

– Artist Compensation 

Renascence Arts and Sustainability 

Society - $5,000 – Tiny Lights Mixed 

Tape Escape 

Nelson and District Arts Council - 

$5,000 – Nelson International Mural 

Festival 

The BC Arts Council is providing a 

total of $1.19 million through three grant 

programs: the Community Arts Festivals, 

Visual Artists, and Co-op Placements. 

These grants streams are just three of 

more than 40 grants programs offered 

through the BC Arts Council. 

In addition to regular grants, the New 

Democrat government distributed a total 

of $35 million from StrongerBC through 

the BC Arts Council to help artists and 

arts and culture organizations keep their 

lights on and adapt to the challenges of 

the pandemic.
