A LABOUR COUNTY COUNCIL WILL:Check-CiCheck-CiCheck-CiCheck-CiCheck-CiCheck-CiCheck-CiCreate a population health strategy with agreedtimeframes, staffing and resources, positioningpublic health as the system leader for reduction ofhealth inequalities.Scale up public health over the next 5 years,seeking match funding from partners, Trusts andthe ICS to deliver wide-ranging initiatives to tacklehealth inequalities.Adopt a ‘Health in All Policies’ approach (WHO), soall new County Council policies are reviewed toensure there is no negative impact on populationhealth and wellbeing.Improve partnership working with adult social careso that the public health dimension of initiatives isfully planned.Increase funding for early intervention andsupport services to meet the needs of residentsexperiencing mental health issues.Oppose any move to enable ICS privatisation andcampaign for a properly funded and integratedpopulation health system, with local authorities asequal partners with the NHS.Ensure contracts are benchmarked, fully fundedand monitored, with community-based providersnot disadvantaged in bidding.
ENVIRONMENT AND SUSTAINABILITYLabour will discard the current Conservative climate change target date of2050, which is too little, too late. Instead, we will accelerate the Council’sinitiatives so that we reach net carbon zero by 2030. This will require fasterprogress to be made in cutting emissions and our carbon footprint .We willwork in partnership with farmers, local communities, green businesses andvoluntary groups to protect and enhance the County’s natural resources. Wewill review the biodiversity targets to assess the scope for a more ambitiousgoal.Labour endorses and will continue the enterprising work of the County EnergyUnit including its programme of the use, and generation, of green energy. Wewill support the further development of solar farms, solar panels and heatexchange pumps for Cambridgeshire schools and the expansion of solarpanels at Park and Ride sites to power electric buses. Pioneering work todevelop green energy for communities currently dependent on oil needs to besupported in the short term so that green energy become the norm across theCounty.Reduction of plastic waste is a pressing environmental issue. Labour leda successful campaign for a ban on all single use plastics in the CountyCouncil. We will work with contractors, other businesses, our partners andcommunities for reduction in plastic use. We will work with Water ResourcesEast (WRE) on water conservation and flood prevention. We will introducea major tree planting programme, working with partner councils to getnational funding for this essential contribution to fighting climate change andprotecting biodiversity.
