Many of us have 

heard of scammers 

pretending 

to be from the 

Canada Revenue 

Agency. You 

may have even 

received a call or 

email yourself. But how do you know 

what you can trust? 

Avoiding this common scam is easier 

when you know what the agency will 

and won’t do. The agency will never 

threaten you with immediate arrest or 

jail for a tax debt, and never uses text 

or instant messaging to communicate 

about taxes. It will never demand that 

you settle tax debt by buying gift cards 

or prepaid credit cards, or using cryptocurrency 

like Bitcoin, or offer to pay 

you a refund by e-transfer. 

Remain vigilant when you receive 

communication from someone claiming 

to be from the CRA, especially 

when asked for personal information 

such as a social insurance, credit card, 

bank account or passport number. If 

you are unsure that the person on the 

phone is a legitimate agency employee, 

ask for the agent’s phone number and 

badge number and call 1-800-959-8281 

to validate the caller.

When Seniors Share, Students 

Care 

“When seniors 

and students meet 

face to face, everyone 

benefits,”

teacher Linda Out. 

Grade 5 and 6 

students at Winlaw 

Elementary school 

have just completed 

a series of documentary 

films that showcase 

the life work, a 

story, or an achievement of a group of elders and seniors living 

in the Slocan Valley. The goal of the project was to interview 

role models of active citizenship so that in turn, students could 

connect to the local history of where they live and develop 

intergenerational relationships. 

With an ArtStarts funding grant, students learned documentary 

film making skills from local filmmaker Brian Lye. Lye 

guided the students through the steps of filmmaking including 

research, writing interview questions, camera use, story 

boarding, editing, recording voice overs and incorporating 

B-roll photos. 

“The most important and exciting part of this project for 

me, is that the students are being taught a filmmaking practice 

that focuses on the importance of creating and maintaining 

respectful relationships with their subjects”, says Lye. “And that 

the students can include their personal voice and insights on 

what they have learned into the films.” 

In total, 11 short documentary style films have been produced, 

highlighting a vast array of dedicated volunteers and 

knowledge keepers in the valley. Each film reveals merits of 

volunteering, the history of how community resources came 

to be and an appreciation of local altruism. Stories of how the 

rail trail came to be, housing initiatives for seniors, the Slocan 

River Streamkeepers and messages from local indigenous 

Elders Marilyn James and Pat Bruderer are among the series of 

interviews conducted.

“Learning to be an active informed citizen is an important 

part of the Social Studies curriculum,” says teacher Linda Out 

“ And based on the student reflections at the end of each film, 

many of our students are maturing beyond themselves and 

developing an interest in global and local citizenship.” 

A direct outcome of the film project has been student inspiration 

to take action. Val Mayes, a volunteer with the Grassroots 

Grammas – the Slocan Valley chapter of the Stephen Lewis 

Foundation, is acting on an inquiry that came out of her interview 

with the Winlaw students. Mayes explains in her interview 

how the group of Canadian grandmothers and grand-others 

are raising awareness and mobilizing support in Canada for 

those caring for orphaned children of the Aids pandemic in 

Africa. “After the interview, they asked me what they could do 

to help, and whether students could become grand-others and 

help our cause” shared Mayes. The entire Grade 5-6 Winlaw 

class is now organizing to participate in a Stride to turn the 

Tide walk in June. Donations to support their efforts can be

This project was supported by an Artists in the Classroom 

Grant disbursed by Artstarts in Schools and funded by the 

Province of British Columbia and the BC Arts Council.

Board of Education of School District No. 8 

(Kootenay Lake), on Friday, May 14, 2021, 

the Board passed its 2021-2022 annual budget. 

Board Chair Lenora Trenaman said, “The 

Board is pleased to pass a balanced budget 

for next year under challenging financial 

circumstances.” 

Given decreasing revenues and increasing 

costs anticipated for 2021-2022, the primary 

approaches taken in preparing the budget 

were to create a balanced budget that continues 

funding of core educational services and 

conserves supports for vulnerable students. 

At the same special open meeting, the 

Board also authorized a $27,000 contribution 

towards the “Wildcat Solar Panel Plan”, which 

will be part of the Board’s separate Capital 

Operations Budget for 2021-2022.

In partnership with Interior Health, third-year 

Nursing Program students Kara Farrell and Jennifer 

Matthews spent four months digging deeper into 

how programs at Selkirk College can benefit from 

enhanced social media outreach. 

Tapping into an underutilized prescription 

for strengthening healthcare in rural British 

Columbia, a pair of Selkirk College nursing 

program students have laid the groundwork 

for bolstering healthy communities through 

communications-focused social media. 

Third-year nursing program students concluded 

practicums in late-April that focused 

on promoting community and societal 

health. From the outreach nursing program to 

research on poverty reduction and reducing

Indigenous communities, learners engaged 

in a multitude of four-month preceptorships 

across the region that focus on health promotion 

and community empowerment. 

To showcase the important role Selkirk 

College plays in training a skilled workforce 

through healthcare-related programs, students 

Kara Farrell and Jennifer Matthews 

embarked on a pilot project with Interior 

Health that highlights opportunities for 

future health careers. With emphasis on 

social media, the results of their efforts will 

roll out on Facebook, Instagram and Twitter 

during National Nursing Week that takes 

place between May 10 and 16. 

“It’s not the first thing that comes to mind 

in terms of healthcare, but social media is a 

phenomenal platform for providing information 

and resources,” says Matthews. “It is 

accessible to a wide range of people and using 

this to keep residents of our region in the 

loop about what is going on with healthcare 

makes it an important part of the system.” 

Prior to being assigned to the project, both 

Matthews and Farrell were not active social 

media users. “The focus of this semester is 

the health of populations in communities and 

there is a huge online community we have to 

consider. It really required us to be adaptable 

in our nursing approach in terms of connecting 

with this community because this is an 

important way to reach an audience and ultimately 

support people.”

non-invasive, support birds and attract pollinators. 

Wildlife attractant issues, such as 

attracting bears, are detailed on the list. All 

the plants are available from local suppliers 

and were chosen by local experts to ensure 

success by gardeners and landscapers alike. 

CKISS hopes to have EcoGarden demonstration 

gardens throughout the region, to 

showcase the beauty and utility of planting 

for the future. If you are interested in creating 

a demonstration garden, contact CKISS 

for more information. One of the greatest 

challenges of the project is the lack of accessibility 

and supply of native plants within our 

region. As this project moves forward we 

hope this gap can be addresses and the supply 

and selection of native plants increases in the

Explore links between music 

and the brain 

The Alzheimer Society of BC continues to provide Kootenay 

residents affected by dementia with practical tips and information 

through its regular webinar series. Upcoming June events 

include sessions on music and dementia, as well as the opportunity 

to hear directly from people living with dementia as they 

reflect on what they have learned through their experience of the 

disease. 

Music and the brain: Key considerations for dementia takes place 

on Wednesday, June 9 at 10 am. Guest speaker Chelsea Mackinnon 

will talk about how music may contribute to decreasing the 

risk of developing dementia, and the links it has with connection 

and communication. 

An instructor at McMaster University, she educates students, 

health-care providers and family members about how they can 

use music within their own caring practices. 

The next offering in the Society’s “Lived experience” webinar 

series is on Thursday, June 24 at 10 am. In this session, Jim Mann, 

Myrna Norman and Craig Burns – advocates and community 

members who are living with dementia – will share tips and strategies 

on how to learn to live well with the disease and will touch 

on topics including problems with telling time, lack of initiative, 

resistance to hygiene, loss of abilities and more. 

The “Lived experience” webinar series is a valuable opportunity 

to hear directly from people with lived experience and gain a 

deeper understanding of the issues they face.

Susan Stark 

passed away 

on May 7, 2021 

at her home in Kaslo, B.C. She was 

exactly where she wanted to be when 

her time came, home at Lakewood Inn, 

surrounded by loved ones, flowers and 

music. 

Born in Barrie, Ontario on May 11, 1954 

to Willard and Ruth Kinzie, Susan was 

the younger sister to brothers Bob and 

George. In 1974 she moved to Vancouver 

Island, where she met and married 

her first husband, Brian Kimola, with 

whom she had two children, Rachael in 

1980 and Kyle in 1982. In 1986, she and 

Brian divorced and a few years later 

she reconnected with her childhood 

sweetheart and the love of her life, 

Doug Stark. 

In 1992, she moved with her children 

to the Western Kootenays so she and 

Doug could start a new life together. A 

few years later, they discovered a beautiful 

piece of property just outside the 

town limits. (Rachael maintains that they 

only found it because it was the site of 

a highschool field trip she took in 1995.) 

In 1996, she and Doug purchased the 

Lakewood Inn and settled into a joyful 

life as resort owners, happily renting out 

log cabins and campsites to locals and 

tourists looking to enjoy the beautiful 

scenery of Kootenay Lake. She and 

Doug finally married in June of 1998, 

saying their long overdo ‘I do’s’ under a 

floral archway in front of the main house 

at Lakewood. (Kyle would often say the 

part of the wedding he liked best was 

getting to wear a kilt for the first time.) 

Susan was in her element at Lakewood, 

making lifelong friends with many of the 

visitors who would come back every 

year and delighting in the acres of green 

space to garden. Her legendary green 

thumb was never without something 

to plant or prune and every time Doug 

and Kyle would clear the bush from a 

new area on the property, she was right 

behind them (sometimes literally right 

behind them) with a wagonful of plants 

to turn the space into a new garden. 

She and Doug began travelling every 

year to Mexico, sometimes spending a 

month or more at a time in various small 

villages along the coast. Sitting on a 

beach with a good book (and a glass of 

wine) while the sun beat down on her 

was one of her happy places. 

In 2014, one of Susan’s dreams came 

true when she became a grandmother 

as granddaughter Kaelynn Kimola was 

born to Kyle and his wife Kara. Few 

things delighted her more than being 

called Granny Sue by the spunky little 

redhead. 

In the early 2010s, both she and Doug 

began battles with cancer within a 

couple years of each other. Doug lost 

his fight with throat cancer in February 

of 2018, while Susan fought both lung 

and bladder cancer, continually defying 

the odds given by her doctors. Her 

well known stubborn nature and fierce 

independence is credited by those who 

loved her as the reason she held on so 

long. 

Due to the current Covid situation, the 

family has decided to hold off on any 

memorial service until all those who 

knew and loved Susan can attend safely. 

In lieu of flowers, donations can be 

made in Susan’s name to the Royal Victorian 

Hospital in Kaslo, or the Canadian 

Cancer Society.

Fishing Report 

The weather has been awesome, and 

the fishing has been awesomer! Haha, a 

little humour never hurt anyone. 

With this great, spring weather, we 

have been spending plenty of time on 

the water. 

So, here’s your latest fishing report: 

Kootenay Lake: 

The creeks are flowing and the water 

levels are rising. This is the beginning of 

our spring fishery. With the levels rising 

and new food items appearing in the 

water daily, the fish are starting to come 

alive. It’s like a switch just turned on. A 

week ago, the fishing seemed spotty, but 

we had a few good days. However, this 

week seems like the fish have put the 

feed bags on. 

A couple great days with over 20 fish 

to the boat has made for some new 

found excitement. It seems that all the 

fish are looking up. So, our presentation 

has been mainly on the surface. 

Our trolling speeds are picking up, 

which makes for some exciting hits. 

The fish have to commit when you’re 

trolling faster, so expect some screaming 

reels. 

With travel restrictions in place, 

We’re hosting a conference call to provide information about our Columbia facility operations. Topics to 

be discussed include information about forecasted inflows and our expected operations of our facilities 

including Mica Dam and Kinbasket Reservoir, Revelstoke Dam and Revelstoke Reservoir, Hugh L. 

Keenleyside Dam and Arrow Lakes Reservoir, and the Columbia River flows at Birchbank.

has been. 

One day last week we celebrated an 

18th birthday with a family and they 

were rewarded with plenty of action. 

Mostly rainbows right now, however the 

odd bull trout is making an appearance. 

The next trip out, we celebrated a 

7th birthday with a family, and again 

were rewarded with some awesome fish 

and lots of excitement. These trips are 

becoming some of our favourite trips. 

With lots of excitement and lots of 

memories being made. 

A typical day 

on the lake lately 

has seen up to 

20 rainbows 

between 2 – 4 

lbs, and the odd 

bull trout up to 

10 lbs. 

The water 

temperature 

hasn’t quite 

reached that 

optimal number, 

so we’re really 

looking forward 

to what the next 

month has in 

store for us. 

Columbia Operations 

Update conference call 

New this spring: look for some tagged 

rainbows and bull trout that may have 

some reward tags in them. Fisheries is 

conducting a project to help collect data 

in hopes that these tagged fish will be 

reported by the fishermen. Keep your 

eyes peeled for the orange or green tags 

that could be worth some $$. Just need 

to clip the tag off and phone in with 

your tag number. The fish can be kept 

or released. 

May and June are my favourite 

months of the spring fishery.

Columbia River: 

The river is still low and the fish are 

still holding in the usual spots. 

Fly fishing for rainbows has been 

good using indicators with nymphs, 

as well as swinging a woolly bugger on 

a sinking line. Most tail outs are producing 

well and some of the bigger fish 

have moved into the deeper holes. This 

is big fish season on the Columbia. 

The walleye fishing has been hit and 

miss, but we’re still getting a few right

float the river. 

What are they biting on? 

On the lake the rainbows are coming 

to life and everything is on the surface. 

Our favourite techniques are buck tailing 

on top, or dragging spoons a couple 

feet down. Lately its been a quick 

morning bite on the Gibbs/Delta croc, 

and then later in the day switching up 

to the buck tails. Our favourite croc 

has switched to 

the Gibbs/Delta

And the lucky

The bull trout 

have been fewer, 

but starting to 

see some quality 

ones. They have 

been slowly coming 

to the surface 

as well. In fact, we’ve been catching 

a few on the Gibbs/Delta Skinny G 

trolled long line with a couple ounce 

weight. Our favourite colours have 

been the ‘Outfitter’, ‘Irish cream’, and 

‘No Bananas’. 

Usually the bulls don’t spend too 

much time up top, but this water temperature 

is prime for them to come 

up. They will retreat back down to 

the depths once the water warms a bit 

more. We’re also catching them on the 

down riggers between 100ft and 150ft. 

Best presentation has been the Highliner 

flasher in Lemon lime or STS pattern, 

followed by the green hoochie. 

On the river, its been a mix of fly 

fishing and spin casting. The shore fishermen 

are having luck with the Gibbs 

bottom bouncer with bait. And, on 

the boat, its been good swinging flies 

for rainbows or bottom bouncing for 

walleye.

Whole School children reach out 

The Whole School is an amazing little alternative school and 

magical spot. We are a small class that is a part of a vibrant, interconnected 

community. A community which we would like to

As a part of our school program each year, the students participate 

in a creating and carrying out a generosity project. This 

project acts as a way of recognizing and developing the important 

value of unselfish giving. Generosity can come in many forms - 

giving of our time, our attention, empathy and compassion, or 

our possessions. Generosity is often about taking note of and 

doing the little things that let others know you care. 

This year, things have to look a little different for us, and we 

have been brainstorming ways of giving back to our community 

while still keeping everyone safe.

Last fall a district-wide inventory of literacy 

resources was conducted to identify 

which schools needed additional early levelled 

books for primary grades. $14,000 in 

funding for literacy resources for emerging 

and early readers was distributed to schools 

throughout the district, creating equity 

across all families of schools through the 

inventory process. Wildflower teacher Emma 

White exclaimed, “Thank you so much for 

the funds we were given to purchase levelled 

readers this year. I know the books will help

There are not many words to 

express my gratitude! Thank you 

for caring and going above and 

beyond—literally!!!! I am forever 

grateful to Hope Air.

Hope Air receives from people 

around Canada, including in the 

Basin—people who, with Hope 

Air’s support, have been able to 

receive vital medical care. 

“Hope Air is Canada’s only 

national charity that provides free 

flights and accommodation – for 

patients of all ages and medical 

needs – so they can travel to medical 

care,” says Alanna Scott, vice president 

of development. “We focus on patients who 

are living on a low income who would have a 

challenge coming up with the funds to travel 

to the medical care that they need.” 

The free flights and accommodation are 

possible thanks to partnerships with airlines, 

the Radisson Hotel Group and many donations 

and grants from individuals, corporations 

and foundations. The Trust has been 

one of these partners since 2014. 

One of the people in the Basin who has 

benefited is a woman named Kathryn. Living 

in Salmo at the time, Kathryn was suffering 

from increasing memory loss and confusion 

and needed to travel to Vancouver for 

a diagnosis, which turned out to be vascular 

dementia. 

“Hope Air offered support by paying for my 

daughter to accompany me and for arranging 

for accommodations,” she says. “I cannot 

tell you the ease and comfort I felt being 

supported. This was huge in my struggle for 

health and wellness.” 

In small and rural communities, essential 

services may not be available. Therefore, 

many patients must travel long distances to 

obtain a diagnosis, get medical treatment or 

attend follow-up appointments. 

“Even if you have great health care locally,” 

Scott says, “if you need to access a specialist, 

or specialized medicine, or a specialized 

machine, you’ll often have to travel to major 

cities.” 

Without a free flight, a patient may be faced 

with an unwelcome choice: travel far by road, 

possibly in bad weather; incur debt to pay for 

a flight themselves; or postpone or cancel the 

appointment altogether, risking their health. 

Another Basin patient, from Creston, 

needed care to treat eye cancer. “Thank you 

for the seamless travel by air for medical 

appointments in Vancouver,” she says. “The 

fact that there was assistance with accommodations 

allowed me to relax as I anticipated 

my medical appointments.”

Since 1986, Hope Air has provided over 

155,000 free flights throughout Canada. In 

2020, 397 of these were for people in the 

Basin, along with 91 nights of accommodation. 

The flights generally head to Vancouver, 

Kelowna or Calgary, and over the years have 

been required for issues like cancer, musculoskeletal 

disorders, injuries, cardiovascular 

disease and high-risk pregnancy. 

Because of the pandemic, the 2020 numbers 

are lower than average, but Hope Air 

is still fully operational and helping patients 

reach care. “There’s more virtual medicine, 

and some people are also a little reluctant 

to travel if 

they don’t 

have to,” says 

Scott. But

services are 

still crucial 

for many 

– for example, 

people 

with cancer 

– “because 

they do need 

to get to 

medical care 

that cannot 

be done virtually 

and 

cannot be 

delayed until 

after the 

pandemic.”

And when restrictions lift and 

life restarts, Scott doesn’t think 

that Hope Air’s services will simply 

bounce back to their usual numbers 

– she thinks they’ll increase. 

“Our mission is more critical than 

ever because the pandemic has 

affected so many families’ abilities 

to work and many, many Canadian’s 

incomes. This means that some 

people are going to be even less 

likely to be able to afford big costs 

for travel for medical care.”

A new home for the Kootenay Gallery 

The Kootenay Gallery staff and board are

staff hold a vision for a welcoming, engaging 

and accessible contemporary art gallery

With Covid restrictions still in place the 

West Kootenay Camera Club decided to cancel 

their annual photo competition and show 

for the second year, but the club wanted to do 

something to help raise people spirits. 

The decision was to change the WKCC 

photo show to a photo exhibition open to 

photos from WKCC members. With subjects 

ranging from abstract to landscapes and all 

themes in between, the WKCC exhibition will 

highlight the WKCC members’ own favourite 

pictures. 

The exhibition will be at the 

Kootenay Gallery of Art at 120 

Heritage Way, Castlegar from June 

4 to June 11. The Gallery is closed 

on Monday. WKCC members 

will be present during the opening 

weekend to explain about the 

camera club and also on the photos 

exhibited.
