New meat licensing system
supports farming families
New Democrat MLA Brittny Anderson says new meat licensing
system will make it easier for B.C. families to buy, serve, and
enjoy locally raised beef, pork, and poultry. Farmers in rural
parts of BC will benefit under this new meat licensing system that
increases opportunities for them to sell meat products in their
home communities and in turn, supports local economies and
regional food security.
The new licensing system reflects the diversity in size of B.C.
meat processing and livestock businesses. The three new license
categories include:
• A farmgate license that allows farmers to sell from their
farmgate or at farmers markets within their regional district
and at farmers markets within a 50 kilometre radius of their
farm if they border a different regional district;
• A farmgate plus license that replaces current Class D and
E licenses. It is available provincewide and helps alleviate
ranchers’ and producers’ concerns about accessing processing
services, as well as provide new sales opportunities at farmers
markets, retail shops and restaurants;
• An abattoir license that replaces current Class A and B
licenses. It is synchronized with existing business and license
procedures and will continue to offer fully inspected meat
production with no restriction on volume or sales within BC.
The new licence framework follows in-depth consultation with
ranchers, abattoir operators, local governments and meat producer
organizations.
All licences will be valid for a five-year term and will be effective
Oct. 1, 2021, with existing licensees transitioning automatically.

IN LOVING MEMORY OF THOMAS “TOM” AMATTO, 1962-2020:
Mr. Tom Amatto of Lethbridge,
Alberta passed away June 3,
2020 at the age of 57. Tom
was born in Nelson, BC and
his heart was always in the
Kootenays, a place he called
home more than once in his
life. Though he passed away
in Alberta he lived in Nelson
and Kaslo for years. Tom was
a talented Auto Body mechanic
and painter, and loved to
restore and deck out classic
cars. He was thrilled when he
opened his own shop in Kaslo
called “Mel and Joe’s Modefetorium”,
a dream for him.
Tom’s humour was sharp and
quick witted, and he loved to
share this with all his many
friends. Football and sports
were a passion for Tom and
you could always catch him in
front of a game. Tom was most
proud of his daughter and
grandchildren, affectionately
known as Grampa Tommy
Gun. Tom was a great and loyal
friend and kept in touch with
many people. Tom is survived
by his daughter Jaime (Greg)
Bratland of Okotoks, Alberta,
their children Jack and Georgia;
as well as his sister Geri
(Glen) Pottinger and their son
Josh. Tom was predeceased by
his parents Mel and Joe Amatto,
and his Grandparents Tom
and Harriett Hawes and Frank
and Marietta Amatto. Tom is
greatly missed by numerous
friends and family in BC and
Alberta. Finally, Internment
will be Wednesday, August 4,
2021 at 11am in the Nelson
cemetery. All are welcome to
come and celebrate Tom’s life.

The youth Kootenay
Lake Angler Incentive
Program is running for
the summer. By fishing
for rainbow and bull trout in the main
body of Kootenay Lake, kids 15 and under
are actively contributing to local conservation
efforts to protect the iconic kokanee.
So far there are 30+ age-appropriate
kids’ prizes, like kayaks, fishing rods and
zipline adventure packets to be divided
between the two kids’
prize draws – one on
August 1 and one on
October 1.
Encouraging anglers
of all ages to catch and
retain Kootenay Lake
trout gives the juvenile
kokanee a chance to
grow. The rainbow and
bull trout are suppressing
the survival of the kokanee, the primary
food source of these predators.
In the first year of the program, more
than 11,000 rainbow and bull trout heads
were submitted, greatly assisting juvenile
kokanee recovery in Kootenay Lake.

The lake has warmed up to a nice, comfortable swimming temperature.
That’s usually not the best for fishing temperature, however
our guides have been busy and they are catching fish.
Most morning trips have produced a few fish each day. The surface
fishing has slowed down, so we have been fishing mostly deep
lately. Bull trout have been consistent and a few rainbows have been
chomping in the early morning or later in the evening.
What are they biting on? On Kootenay Lake, it’s been croc spoons on
the surface for rainbows and bulls in the early morning or late evening.
And throughout the day, it’s been better on the down riggers.
Anywhere between 100 – 160 ft has been producing.

Tourism relief fund
The Tourism Relief Fund, administered by Canada’s regional
development agencies and Innovation Science and Economic
Development Canada (ISED), supports tourism businesses,
non-profits, and organizations to adapt operations to meet
public health requirements while investing in products and
services to facilitate future growth.
With a budget of $500 million over two years (ending
March 31, 2023), including $50 million specifically dedicated
to Indigenous tourism initiatives, and $15 million for national
initiatives, this fund will position Canada to be a destination
of choice when domestic and international travel is once again
safe by:
• empowering tourism operators to create new or
enhance existing tourism experiences and products to
attract more local and domestic visitors
• helping the sector reposition itself to welcome international
visitors by offering the best Canadian tourism
experiences we have to offer the world
Tourism Relief Fund projects will focus on:
• Product development: For example, projects that
enhance tourism experiences; help tourism businesses
adapt to the ‘new normal’ and modernize their offerings;
and, encourage the adoption of more environmentally
sustainable and inclusive practices.
• Destination development: For example, projects that
position communities to take advantage of post-pandemic
opportunities through strategic planning for
medium- to long-term investments, as well as supporting
destination development prospects in line with objectives
set out in the Federal Tourism Growth Strategy.

Nelson Mural Festival is back
From August 13-15, Nelson BC will host
their 4th annual International Mural Festival
which has already hosted over 95 performances
- AND - has had their featured
muralists’ creations grace over 20 walls in the
local Nelson area.
With over 400 national and international
muralists applying to take part in this year’s
festival – 2021 promises to be yet another
stellar event, with acclaimed artists such
as BACON, Kai Cabödyna and PJ Gilhuly
being selected to paint. BACON is a world
renowned street art hero with pieces being
found from the West Kootenays, to Miami,
to Denmark. Kai is from the Kootenay region
and draws his inspiration from the complexities
of nature and the flawed beauty that exists
within it. PJ is a self-taught Ktunaxa artist

Indigenous-led water

Living Lakes Canada (LLC) has been working
internally to learn about Indigenous
knowledge systems with Michele Sam, a Ktunaxa
scholar and consultant who has over 25
years of active research with Indigenous Peoples
across Canada.
In an Indigenous pre-engagement training
held over two three-hour sessions in May
and April 2021, LLC team members began to

respectful cross cultural partnerships with
place-based Indigenous Peoples. This includes
the development of the Indigenous-led Water

Selkirk College researchers
focus on rural public
transportation
The federal government’s effort to create a stronger and
more sustainable public transportation system nationwide
is getting some analytical assistance from Selkirk College’s
Aplied Research & Innovation Centre.
With a team of researchers and post-secondary partners
from across Canada, Dr. Sarah-Patricia Breen’s application
to the Social Sciences & Humanities Research Council’s
(SSHRC) knowledge synthesis grant on mobility and public
transportation was ranked first amongst the 27 funding
recipients. Work started last month on the Navigating Rural:
Place-Based Transit Solutions for Rural Canada project that
will synthesize and critically assess existing rural transit literature
in order to clearly identify the range of rural barriers
and how these barriers vary by place.
“There are so many new and innovative options related to
transit these days, it’s so far beyond traditional fixed-route
transit,” says Breen, who is the Selkirk College-based BC
Regional Innovation Chair in Rural Economic Development.
“However, rural communities continue to struggle
with establishing and maintaining sustainable public transit.
Given the amount of new funding that the federal government
will be distributing in support of transit in the coming
years, it’s exceptionally important that we provide a clear
understanding of the range of barriers rural communities
face and how current and future programs can best help
address these gaps.”

Murray Pearson’s
siblings donate $20K
to museum
The Lardeau Valley Historical Society is
pleased to receive a large donation in honour
of the late Murray Pearson who died last year
in a tragic backcountry accident.
Following discussions
with the museum board, Murray’s
siblings, Nona Flemming
and Jim Pearson, are directing
this substantial contribution as
seed money toward creating an
outdoor pavilion interpreting
the history of fishing and fisheries
management in the upper
Kootenay Lake region.
“Indigenous peoples
depended on local fish since
time immemorial, and then
European settlers arrived and
gradually turned fishing into
a tourist resource,” says Peter
Jonker, LVHS president. “This
museum project aims to interpret
and raise public awareness
of that history.” The project
will bring focus to six themes:
(1) Significance of fishing to
pre-contact Indigenous peoples;
(2) Significance of fishing
to pioneers and settlers; (3)
The variety of local fish species,
their ecology, and historical
population trends; (4) Increasing
involvement of federal &
provincial governments and
scientists via egg collection
and hatcheries; (5) Impacts
of Duncan Dam on fish and
fisheries; and (6) History and
success of Meadow Creek
Spawning Channel. Multiple
agencies are expected to provide
various levels of support
and input, and local volunteers
are stepping up to help with
the required research. Total
project hard costs are expected
to be in the $40-50K range.
“Our family is honoured to
have a small part in this fisheries history project,”
states Jim Pearson. “It will not only summarize
events and a description of resources in
the area but will also be a legacy for Murray
who was involved with the spawning channel
for over 30 years. We heard many appreciative

Together with partners from the University
of Guelph, Simon Fraser University and the
Canadian Rural Revitalization Foundation, a
project team of three post-secondary student
researchers are undertaking work that ranges
from mapping out innovative examples from
across rural Canada to better understanding
challenges with existing funding programs
to doing a detailed analysis of all the barriers
rural communities face when it comes
to transit. Largely desktop work, the team is
compiling and analyzing existing information,
articles, reports and websites.
“Transit literature is often dominated by
rural places that are very close to large urban
centres, so we have a better understanding of
those places,” says Breen. “Our project team
wants to build that understanding to bring in
the full range of different rural communities
across Canada. Because the challenges and
needs here in the mountains of south-eastern
British Columbia can be very different from
coastal communities or from prairie farming
communities. It’s important that we don’t
treat rural communities like they’re the same
thing.”

Rota (née
Rooney.)
Margaret was
born April 21, 1923 in Grangecom, Downpatrick,
Northern Ireland. She immigrated to
Canada with her parents and three siblings on
the S.S. Regina in July 1927, settling on a farm
near Saltcoats, Saskatchewan.
During WWII, she installed windshields into
aircraft in Vancouver. After the war, she worked
at the Royal Bank and decided that she wanted
to work her way around the world. Her first
stop was Calgary where she met her future
husband, Sam Rota at a Calgary Stampede
dance. After a whirlwind two week courtship,
she agreed to marry him in November and
move to Creston, BC.
Margaret had many varied interests. She
was a voracious reader and could quote long
passages of poetry by memory. She knitted
project. Other topics being explored through
this round of knowledge synthesis grants at
post-secondary institutions across the country
include focus on e-bike infrastructure,
equity and justice in public transit, active
transportation, and more. The projects will
be compiled into reports that will be received
by policy and decision makers at federal, provincial
and local levels of government.
“From a rural economic development perspective,
transit and mobility are incredibly
important,” Breen says of the Selkirk College-lead
project. “The availability and functionality
of transit systems can create jobs,
help retain residents, improve access to goods
and services, as well as helping reduce greenhouse
gas emissions.”
Breen and her team will be presenting the
findings of the Navigating Rural: Place-Based
Transit Solutions for Rural Canada project at
a national conference this fall and the report
will be made available to the public by the end
of 2021.

Margaret Jane Rota April 21, 1923—July 1, 2021
sweaters and socks and crocheted many beautiful
afghans that are treasured by her family.
Her children have paintings that she created in
her early years of retirement. Margaret canned
fruit for her family and was an excellent baker
of cinnamon buns, pies, fruitcake and whole
wheat bread. She was an original healthy
living advocate.
Margaret returned to Northern Ireland with
her sister Sally in 1977, visiting her McGouran
and Rooney cousins in Belfast and County
Down. In 1994, she toured Italy with Sam,
spending time in Calabria with his Curcio and
Rota cousins.
Margaret enjoyed contributing to her
community. She was a member of the CWL
and was the chairperson of the Kaslo PTA. She
was willing to lend a helping hand to anyone
in need. Her door was always open to her
children’s friends.
She was a loving, cherished mother. Each of
her children grew up secretly believing in her/
his heart, “I am Mom’s favourite.” It was well
into adulthood before they realized that they
all shared the same belief. When asked about
her advice for raising children, she said, “Just
love them.” ♥
Margaret is survived by her children: Debbie
(Ken), Gloria (Eckart), Mark, Sharon (Ken), Jim
and Connie. Her grandchildren loved and will
miss their loving and supportive Grandma:
Derek (Jenn), James (Leah), Kathleen (Leigh),
Greg (Katie), Kevin (Shelley), Erika (Alex),
Ryan (Jordi), Lauren (Matt), Heather, Angele,
Colette, Sheldon and 15 great-grandchildren.
Margaret was predeceased by her loving
husband of 63 years, Sam; young son Gregory;
parents Margaret Jane and John Rooney;
sisters Mary, Catherine, Ann, Susan, Sally, Josephine,
Bridget, Rosaline; brothers John, James,
Patrick, Nick; sisters-in-law Barbara, Joyce;
brothers-in-law Earl, Jimmy, Don, Art, Ross.
Margaret will be missed by her surviving
family: sisters Eileen and Sheila; sisters-in-law
Barbara, Paddy; brothers-in-law Gordie, Al and
the extended Rooney Family. Margaret will
also be missed by the Rota Family.
In lieu of flowers, donations may be made to
the Swan Valley Lodge Recreation Department,
818 Vancouver St., Creston, BC V0B 1G4.
At Margaret’s request, there will be no service.

Interior Health nearing
million dose milestone
Interior Health (IH) is nearing its millionth
dose of COVID-19 vaccine being administered
throughout the Interior region as the
#journey2immunity campaign continues.
“Our COVID-19 immunization campaign
is nearing the incredible milestone of one
million doses,” said Interior Health president
and CEO Susan Brown. “I want to thank the
teams throughout IH for their incredible
efforts at deploying this vaccine throughout
the region and I especially want to thank
everyone who have protected themselves
from COVID-19 by getting vaccinated.”
In total, 969,810 doses of COVID-19 vaccine
have been administered throughout
Interior Health to date. This includes over
557,598 first doses and 412,212 second doses.
“For anyone who has not had the chance
to get immunized, it’s not too late.” added
Brown. “Whether you schedule an appointment
or simply drop-in to
any of our immunization
clinics, we are continuing
to make the vaccine available
across the Interior. As
the wildfire season intensifies,
get immunized sooner
rather than later, and protect
yourself and your loved ones
from illness.”
The Interior’s vaccine rollout is a coordinated
effort between Interior Health and the
First Nations Health Authority.
How to get vaccinated
People can also get their first or second
dose of a COVID-19 vaccine by dropping in
to any IH immunization clinic or by making
an appointment.
