New meat licensing system<br />

supports farming families<br />

New Democrat MLA Brittny Anderson says new meat licensing<br />

system will make it easier for B.C. families to buy, serve, and<br />

enjoy locally raised beef, pork, and poultry. Farmers in rural<br />

parts of BC will benefit under this new meat licensing system that<br />

increases opportunities for them to sell meat products in their<br />

home communities and in turn, supports local economies and<br />

regional food security.<br />

The new licensing system reflects the diversity in size of B.C.<br />

meat processing and livestock businesses. The three new license<br />

categories include:<br />

• A farmgate license that allows farmers to sell from their<br />

farmgate or at farmers markets within their regional district<br />

and at farmers markets within a 50 kilometre radius of their<br />

farm if they border a different regional district;<br />

• A farmgate plus license that replaces current Class D and<br />

E licenses. It is available provincewide and helps alleviate<br />

ranchers’ and producers’ concerns about accessing processing<br />

services, as well as provide new sales opportunities at farmers<br />

markets, retail shops and restaurants;<br />

• An abattoir license that replaces current Class A and B<br />

licenses. It is synchronized with existing business and license<br />

procedures and will continue to offer fully inspected meat<br />

production with no restriction on volume or sales within BC.<br />

The new licence framework follows in-depth consultation with<br />

ranchers, abattoir operators, local governments and meat producer<br />

organizations.<br />

All licences will be valid for a five-year term and will be effective<br />

Oct. 1, 2021, with existing licensees transitioning automatically.<br />

IN LOVING MEMORY OF THOMAS “TOM” AMATTO, 1962-2020:<br />

Mr. Tom Amatto of Lethbridge,<br />

Alberta passed away June 3,<br />

2020 at the age of 57. Tom<br />

was born in Nelson, BC and<br />

his heart was always in the<br />

<strong>Kootenay</strong>s, a place he called<br />

home more than once in his<br />

life. Though he passed away<br />

in Alberta he lived in Nelson<br />

and Kaslo for years. Tom was<br />

a talented Auto Body mechanic<br />

and painter, and loved to<br />

restore and deck out classic<br />

cars. He was thrilled when he<br />

opened his own shop in Kaslo<br />

called “Mel and Joe’s Modefetorium”,<br />

a dream for him.<br />

Tom’s humour was sharp and<br />

quick witted, and he loved to<br />

share this with all his many<br />

friends. Football and sports<br />

were a passion for Tom and<br />

you could always catch him in<br />

front of a game. Tom was most<br />

proud of his daughter and<br />

grandchildren, affectionately<br />

known as Grampa Tommy<br />

Gun. Tom was a great and loyal<br />

friend and kept in touch with<br />

many people. Tom is survived<br />

by his daughter Jaime (Greg)<br />

Bratland of Okotoks, Alberta,<br />

their children Jack and Georgia;<br />

as well as his sister Geri<br />

(Glen) Pottinger and their son<br />

Josh. Tom was predeceased by<br />

his parents Mel and Joe Amatto,<br />

and his Grandparents Tom<br />

and Harriett Hawes and Frank<br />

and Marietta Amatto. Tom is<br />

greatly missed by numerous<br />

friends and family in BC and<br />

Alberta. Finally, Internment<br />

will be Wednesday, August 4,<br />

2021 at 11am in the Nelson<br />

cemetery. All are welcome to<br />

come and celebrate Tom’s life.<br />

<strong>Lake</strong> Angler Incentive<br />

Program is running for<br />

the summer. By fishing<br />

for rainbow and bull trout in the main<br />

body of <strong>Kootenay</strong> <strong>Lake</strong>, kids 15 and under<br />

are actively contributing to local conservation<br />

efforts to protect the iconic kokanee.<br />

So far there are 30+ age-appropriate<br />

kids’ prizes, like kayaks, fishing rods and<br />

zipline adventure packets to be divided<br />

between the two kids’<br />

prize draws <strong>–</strong> one on<br />

August 1 and one on<br />

October 1.<br />

Encouraging anglers<br />

of all ages to catch and<br />

retain <strong>Kootenay</strong> <strong>Lake</strong><br />

trout gives the juvenile<br />

kokanee a chance to<br />

grow. The rainbow and<br />

bull trout are suppressing<br />

the survival of the kokanee, the primary<br />

food source of these predators.<br />

In the first year of the program, more<br />

than 11,000 rainbow and bull trout heads<br />

were submitted, greatly assisting juvenile<br />

kokanee recovery in <strong>Kootenay</strong> <strong>Lake</strong>.<br />

The lake has warmed up to a nice, comfortable swimming temperature.<br />

That’s usually not the best for fishing temperature, however<br />

our guides have been busy and they are catching fish.<br />

Most morning trips have produced a few fish each day. The surface<br />

fishing has slowed down, so we have been fishing mostly deep<br />

lately. Bull trout have been consistent and a few rainbows have been<br />

chomping in the early morning or later in the evening.<br />

What are they biting on? On <strong>Kootenay</strong> <strong>Lake</strong>, it’s been croc spoons on<br />

the surface for rainbows and bulls in the early morning or late evening.<br />

And throughout the day, it’s been better on the down riggers.<br />

Anywhere between 100 <strong>–</strong> 160 ft has been producing.<br />

There are a few public goings-on in the next two months that<br />

we wanted to share, including calls for volunteer support and<br />

The Columbia Basin Culture Tour on August 7 and 8. The<br />

Vallican Whole is pleased to be a venue on the Columbia Basin<br />

Culture Tour, a self-guided tour of the region’s arts & culture<br />

venues and creators. The Whole will be featuring visual art, a<br />

retrospective photography exhibit of RARTS history, and perhaps<br />

some live performance art-in-progress!<br />

The Tourism Relief Fund, administered by Canada’s regional<br />

development agencies and Innovation Science and Economic<br />

Development Canada (ISED), supports tourism businesses,<br />

non-profits, and organizations to adapt operations to meet<br />

public health requirements while investing in products and<br />

services to facilitate future growth.<br />

With a budget of $500 million over two years (ending<br />

March 31, 2023), including $50 million specifically dedicated<br />

to Indigenous tourism initiatives, and $15 million for national<br />

initiatives, this fund will position Canada to be a destination<br />

of choice when domestic and international travel is once again<br />

safe by:<br />

• empowering tourism operators to create new or<br />

enhance existing tourism experiences and products to<br />

attract more local and domestic visitors<br />

• helping the sector reposition itself to welcome international<br />

visitors by offering the best Canadian tourism<br />

experiences we have to offer the world<br />

Tourism Relief Fund projects will focus on:<br />

• Product development: For example, projects that<br />

enhance tourism experiences; help tourism businesses<br />

adapt to the ‘new normal’ and modernize their offerings;<br />

and, encourage the adoption of more environmentally<br />

sustainable and inclusive practices.<br />

• Destination development: For example, projects that<br />

position communities to take advantage of post-pandemic<br />

opportunities through strategic planning for<br />

medium- to long-term investments, as well as supporting<br />

destination development prospects in line with objectives<br />

set out in the Federal Tourism Growth Strategy.<br />

Nelson Mural Festival is back<br />

From August 13-15, Nelson BC will host<br />

their 4th annual International Mural Festival<br />

which has already hosted over 95 performances<br />

- AND - has had their featured<br />

muralists’ creations grace over 20 walls in the<br />

local Nelson area.<br />

With over 400 national and international<br />

muralists applying to take part in this year’s<br />

festival <strong>–</strong> 2021 promises to be yet another<br />

stellar event, with acclaimed artists such<br />

as BACON, Kai Cabödyna and PJ Gilhuly<br />

being selected to paint. BACON is a world<br />

renowned street art hero with pieces being<br />

found from the West <strong>Kootenay</strong>s, to Miami,<br />

to Denmark. Kai is from the <strong>Kootenay</strong> region<br />

and draws his inspiration from the complexities<br />

of nature and the flawed beauty that exists<br />

knowledge systems with Michele Sam, a Ktunaxa<br />

focus on rural public<br />

transportation<br />

The federal government’s effort to create a stronger and<br />

more sustainable public transportation system nationwide<br />

is getting some analytical assistance from Selkirk College’s<br />

Aplied Research & Innovation Centre.<br />

With a team of researchers and post-secondary partners<br />

from across Canada, Dr. Sarah-Patricia Breen’s application<br />

to the Social Sciences & Humanities Research Council’s<br />

(SSHRC) knowledge synthesis grant on mobility and public<br />

transportation was ranked first amongst the 27 funding<br />

recipients. Work started last month on the Navigating Rural:<br />

Place-Based Transit Solutions for Rural Canada project that<br />

will synthesize and critically assess existing rural transit literature<br />

in order to clearly identify the range of rural barriers<br />

and how these barriers vary by place.<br />

“There are so many new and innovative options related to<br />

transit these days, it’s so far beyond traditional fixed-route<br />

transit,” says Breen, who is the Selkirk College-based BC<br />

Regional Innovation Chair in Rural Economic Development.<br />

“However, rural communities continue to struggle<br />

with establishing and maintaining sustainable public transit.<br />

Given the amount of new funding that the federal government<br />

will be distributing in support of transit in the coming<br />

years, it’s exceptionally important that we provide a clear<br />

understanding of the range of barriers rural communities<br />

face and how current and future programs can best help<br />

involvement of federal &<br />

provincial governments and<br />

scientists via egg collection<br />

and hatcheries; (5) Impacts<br />

of Duncan Dam on fish and<br />

fisheries; and (6) History and<br />

success of Meadow Creek<br />

Spawning Channel. Multiple<br />

agencies are expected to provide<br />

various levels of support<br />

and input, and local volunteers<br />

are stepping up to help with<br />

the required research. Total<br />

project hard costs are expected<br />

to be in the $40-50K range.<br />

“Our family is honoured to<br />

have a small part in this fisheries history project,”<br />

states Jim Pearson. “It will not only summarize<br />

events and a description of resources in<br />

the area but will also be a legacy for Murray<br />

who was involved with the spawning channel<br />

for over 30 years. We heard many appreciative<br />

comments about Murray’s dedication and hard<br />

work at the channel and also his character and<br />

Together with partners from the University<br />

of Guelph, Simon Fraser University and the<br />

Canadian Rural Revitalization Foundation, a<br />

project team of three post-secondary student<br />

researchers are undertaking work that ranges<br />

from mapping out innovative examples from<br />

across rural Canada to better understanding<br />

challenges with existing funding programs<br />

to doing a detailed analysis of all the barriers<br />

rural communities face when it comes<br />

to transit. Largely desktop work, the team is<br />

compiling and analyzing existing information,<br />

articles, reports and websites.<br />

“Transit literature is often dominated by<br />

rural places that are very close to large urban<br />

centres, so we have a better understanding of<br />

those places,” says Breen. “Our project team<br />

wants to build that understanding to bring in<br />

the full range of different rural communities<br />

across Canada. Because the challenges and<br />

needs here in the mountains of south-eastern<br />

British Columbia can be very different from<br />

coastal communities or from prairie farming<br />

communities. It’s important that we don’t<br />

treat rural communities like they’re the same<br />

thing.”<br />

Rota (née<br />

Rooney.)<br />

Margaret was<br />

born April 21, 1923 in Grangecom, Downpatrick,<br />

Northern Ireland. She immigrated to<br />

Canada with her parents and three siblings on<br />

the S.S. Regina in <strong>July</strong> 1927, settling on a farm<br />

near Saltcoats, Saskatchewan.<br />

During WWII, she installed windshields into<br />

aircraft in Vancouver. After the war, she worked<br />

at the Royal Bank and decided that she wanted<br />

to work her way around the world. Her first<br />

stop was Calgary where she met her future<br />

husband, Sam Rota at a Calgary Stampede<br />

dance. After a whirlwind two week courtship,<br />

she agreed to marry him in November and<br />

move to Creston, BC.<br />

Margaret had many varied interests. She<br />

was a voracious reader and could quote long<br />

passages of poetry by memory. She knitted<br />

project. Other topics being explored through<br />

this round of knowledge synthesis grants at<br />

post-secondary institutions across the country<br />

include focus on e-bike infrastructure,<br />

equity and justice in public transit, active<br />

transportation, and more. The projects will<br />

be compiled into reports that will be received<br />

by policy and decision makers at federal, provincial<br />

and local levels of government.<br />

“From a rural economic development perspective,<br />

transit and mobility are incredibly<br />

important,” Breen says of the Selkirk College-lead<br />

project. “The availability and functionality<br />

of transit systems can create jobs,<br />

help retain residents, improve access to goods<br />

and services, as well as helping reduce greenhouse<br />

gas emissions.”<br />

Breen and her team will be presenting the<br />

findings of the Navigating Rural: Place-Based<br />

Transit Solutions for Rural Canada project at<br />

a national conference this fall and the report<br />

will be made available to the public by the end<br />

of 2021.<br />

Margaret Jane Rota April 21, 1923—<strong>July</strong> 1, 2021<br />

sweaters and socks and crocheted many beautiful<br />

afghans that are treasured by her family.<br />

Her children have paintings that she created in<br />

her early years of retirement. Margaret canned<br />

fruit for her family and was an excellent baker<br />

of cinnamon buns, pies, fruitcake and whole<br />

wheat bread. She was an original healthy<br />

living advocate.<br />

Margaret returned to Northern Ireland with<br />

her sister Sally in 1977, visiting her McGouran<br />

and Rooney cousins in Belfast and County<br />

Down. In 1994, she toured Italy with Sam,<br />

spending time in Calabria with his Curcio and<br />

Rota cousins.<br />

Margaret enjoyed contributing to her<br />

community. She was a member of the CWL<br />

and was the chairperson of the Kaslo PTA. She<br />

was willing to lend a helping hand to anyone<br />

in need. Her door was always open to her<br />

children’s friends.<br />

She was a loving, cherished mother. Each of<br />

her children grew up secretly believing in her/<br />

his heart, “I am Mom’s favourite.” It was well<br />

into adulthood before they realized that they<br />

all shared the same belief. When asked about<br />

her advice for raising children, she said, “Just<br />

love them.” ♥<br />

Margaret is survived by her children: Debbie<br />

(Ken), Gloria (Eckart), Mark, Sharon (Ken), Jim<br />

and Connie. Her grandchildren loved and will<br />

miss their loving and supportive Grandma:<br />

Derek (Jenn), James (Leah), Kathleen (Leigh),<br />

Greg (Katie), Kevin (Shelley), Erika (Alex),<br />

Ryan (Jordi), Lauren (Matt), Heather, Angele,<br />

Colette, Sheldon and 15 great-grandchildren.<br />

Margaret was predeceased by her loving<br />

husband of 63 years, Sam; young son Gregory;<br />

parents Margaret Jane and John Rooney;<br />

sisters Mary, Catherine, Ann, Susan, Sally, Josephine,<br />

Bridget, Rosaline; brothers John, James,<br />

Patrick, Nick; sisters-in-law Barbara, Joyce;<br />

brothers-in-law Earl, Jimmy, Don, Art, Ross.<br />

Margaret will be missed by her surviving<br />

family: sisters Eileen and Sheila; sisters-in-law<br />

Barbara, Paddy; brothers-in-law Gordie, Al and<br />

the extended Rooney Family. Margaret will<br />

also be missed by the Rota Family.<br />

In lieu of flowers, donations may be made to<br />

the Swan Valley Lodge Recreation Department,<br />

Interior Health nearing<br />

million dose milestone<br />

Interior Health (IH) is nearing its millionth<br />

dose of COVID-19 vaccine being administered<br />

throughout the Interior region as the<br />

#journey2immunity campaign continues.<br />

“Our COVID-19 immunization campaign<br />

is nearing the incredible milestone of one<br />

million doses,” said Interior Health president<br />

and CEO Susan Brown. “I want to thank the<br />

teams throughout IH for their incredible<br />

efforts at deploying this vaccine throughout<br />

the region and I especially want to thank<br />

everyone who have protected themselves<br />

from COVID-19 by getting vaccinated.”<br />

In total, 969,810 doses of COVID-19 vaccine<br />

have been administered throughout<br />

Interior Health to date. This includes over<br />

557,598 first doses and 412,212 second doses.<br />

“For anyone who has not had the chance<br />

to get immunized, it’s not too late.” added<br />

Brown. “Whether you schedule an appointment<br />

or simply drop-in to<br />

any of our immunization<br />

clinics, we are continuing<br />

to make the vaccine available<br />

across the Interior. As<br />

the wildfire season intensifies,<br />

get immunized sooner<br />

rather than later, and protect<br />

yourself and your loved ones<br />

from illness.”<br />

The Interior’s vaccine rollout is a coordinated<br />
