Freedom camping changes likely<br />

hearings panel<br />

PUBLIC SUBMISSIONS on<br />

the freedom camping bylaw<br />

covering Banks Peninsula are<br />

being considered this week.<br />

The hearings panel began<br />

considering the 97 public submissions<br />

on potential changes to<br />

the Freedom Camping Bylaw on<br />

Monday.<br />

The bylaw was introduced five<br />

years ago.<br />

The proposed bylaw changes<br />

include creating a specified<br />

area at Naval Point in Lyttelton<br />

where freedom campers can<br />

stay and limiting the number<br />

of freedom camping spots to 18<br />

vehicles.<br />

It also includes creating a City<br />

Coastal Restricted Zone – where<br />

freedom campers could stay for<br />

up to four nights in any 30-day<br />

period.<br />

This new zone would prevent<br />

campers using the current 500m<br />

rule to move short distances<br />

every few days and stay in the<br />

coastal area for extended periods<br />

of time.<br />

Furthermore, it would introduce<br />

a new rule to encourage<br />

campers to be more careful<br />

about how they set up their<br />

camping vehicles and any other<br />

camping gear. The rule would<br />

prevent campers from blocking<br />

thoroughfares and spreading<br />

out.<br />

A report prepared by<br />

city council staff for the<br />

hearings panel said most of<br />

the submissions received are<br />

generally supportive of the<br />

proposed bylaw changes,<br />

although some disagreed, and<br />

others put forward suggestions<br />

to further improve the bylaw.<br />

The hearings panel will<br />

consider all matters raised in<br />

the submissions and seek advice<br />

from city council staff before<br />

making recommendations to<br />

the city council on the final<br />

form of the bylaw.<br />

The aim is to have an<br />

updated Freedom Camping<br />

Bylaw in place by the start of the<br />

summer.<br />

DONATIONS WANTED<br />

Estuary Fest 2022 will be held<br />

on February 26 from 1-5pm. The<br />

Mt Pleasant Community Centre<br />

has an expanded co-ordinating<br />

team working on plans for the<br />

festival. To join the team email<br />

estuaryfestchch@gmail.com.<br />

The team is also fundraising<br />

for the event and are looking<br />

for donations of old tools, nails<br />

and nuts and bolts, ornaments,<br />

cutlery, pots and pans, tins and<br />

mugs, DVDs, vinyl records, CDs,<br />

or jackets, shoes or handbags.<br />

People are asked to drop the<br />

supplies at the community centre.<br />

EVENT POSTPONED<br />

THe Sculpture on the Peninsula<br />

finale event has been postponed<br />

to January 28-30 next year. The<br />

art event was due to be held from<br />

November 5-7. However, the<br />

postponement comes after the<br />

uncertainty of ongoing alert level<br />

restrictions. New Zealand needs<br />

to be at alert level 1 in order for<br />

the event to run.<br />

A stop control sign will be<br />

placed against Totara Dr at its<br />

intersection with Monarch Dr<br />

in Duvauchelle after the area<br />

has recently seen increased<br />

development and increased traffic<br />

movements, resulting in raised<br />

concerns from the community<br />

about safety.<br />
