Sept 30 Orange Shirt Day, evolves into a 

National Day for Truth and Reconciliation 

St. Joseph’s Mission Residential School 

survivor Phyllis Webstad witnessed history 

in Ottawa when Bill C-369, a bill proposing 

that September 30 be recognized as a 

National Day for Truth and Reconciliation, 

was presented to congress. That Bill died in 

the senate in 2019. The Bill was re-introduced 

as Bill C-5 which became law in June 

of this year. 

Phyllis, the Founder/Ambassador of 

Orange Shirt Society, shares her story (learn 

more at www.orangeshirtday.org): 

I went to the Mission for one school year 

in 1973/1974. I had just turned 6 years old. 

I lived with my grandmother on the Dog 

Creek reserve. We never had very much 

money, but somehow my granny managed 

to buy me a new outfit to go to the Mission 

school. I remember going to Robinson’s 

store and picking out a shiny orange shirt. 

It had string laced up in front, and was so 

bright and exciting – just like I felt to be 

going to school! 

When I got to the Mission, they stripped 

me, and took away my clothes, including 

the orange shirt! I never wore it again. I 

didn’t understand why they wouldn’t give it 

back to me, it was mine! The color orange 

has always reminded me of that and how my 

feelings didn’t matter, how no one cared and 

how I felt like I was worth nothing. All of us 

little children were crying and no one cared. 

I was 13.8 years old and in grade 8 when 

my son Jeremy was born. Because my 

grandmother and mother both attended 

residential school for 10 years each, I never 

knew what a parent was supposed to be like. 

With the help of my aunt, Agness Jack, I was 

able to raise my son and have him know me 

as his mother. 

I went to a treatment centre for healing 

when I was 27 and have been on this healing 

journey since then. I finally get it, that 

the feeling of worthlessness and insignificance, 

ingrained in me from my first day 

at the mission, affected the way I lived my 

life for many years. Even now, when I know

still sometimes feel that I don’t matter. Even 

with all the work I’ve done! 

I am honored to be able to tell my story 

so that others may benefit and understand, 

and maybe other survivors will feel comfortable 

enough to share their stories.

Phyllis Webstad is Northern Secwpemc 

(Shuswap) from the Stswecem’c Xgat’tem 

First Nation (Canoe Creek Indian Band). 

She comes from mixed Secwepemc and 

Irish/French heritage, was born in Dog 

Creek, and lives in Williams Lake, BC. 

Today, Phyllis is married, has one son, a 

step-son and five grandchildren. She is the 

Executive Director of the Orange Shirt Society, 

and tours the country telling her story 

and raising awareness about the impacts 

of the residential school system. She has 

now published two books, the “Orange 

Shirt Story” and “Phyllis’s Orange Shirt” for 

younger children. 

She earned diplomas in Business Administration 

from the Nicola Valley Institute 

of Technology; and in Accounting from 

Thompson Rivers University. Phyllis received 

the 2017 TRU Distinguished Alumni Award 

for her unprecedented impact on local, 

provincial, 

national and 

international 

communities 

through 

the sharing 

of her orange 

shirt story.

Sustainability 

challenge: especially 

for kids 

Talking to children about complex issues, 

like sustainability, can be daunting. Many 

young people are becoming exposed to climate 

change and its impacts through social 

media and conversations around them, making 

it an important discussion for families 

to have to help kids understand and address 

future challenges. 

Sustainability is about building 

a better world for all, ensuring 

resources last for future generations, 

and promoting positive 

environmental and social impact 

focused on eliminating poverty, 

reducing inequalities and fighting 

climate change. 

Scouts Canada is launching 

an eight-week sustainability-themed 

challenge called 

Around the World in 60 Days and 

is inviting young people across 

Canada to join in – they don’t 

have to be Scouts to participate. 

Through fun and engaging 

activities rooted in sustainability, 

children and youth will embark 

on exciting story-driven adventures 

set virtually in eight different 

countries. The activities 

EVERY CHILD 

MATTERS 

will introduce topics such as inequality, food 

security, melting icecaps, mental and physical 

heath; and encourage creative problem 

solving and reflection to drive awareness 

and development outcomes. The challenge 

runs October 4 – November 28, with a video 

released every Monday to launch each weekly 

challenge at scouts.ca/around-the-world.

Best Wishes to Bill Yeo 

Bill Yeo, former President of 

the Kootenay Lake Historical 

Society and Board member for 

15 years, has recently retired 

from the Society. Bill has been 

an invaluable member of the 

KLHS team, and we would like 

to acknowledge his great many 

accomplishments and contributions 

to the SS Moyie site 

and our historical society. 

Bill graduated from the University 

of Alberta with a degree 

in history and archeology, after 

which point, he taught for a 

couple of years. He returned 

to Queens where he obtained 

his master’s degree and subsequently 

worked in Ottawa for 

Canada’s Public Archives. 

He joined Parks Canada in 

1978, at which time he moved 

to the Calgary office, where 

he worked until 2003. It was 

during this time he was sent 

to Kaslo to look at the Moyie 

for the very first time. It seems 

Bill may have been smitten on 

his first visit to the ship and has 

been a loyal and engaged member 

from that moment. He and 

his wife, Penny, made 

a permanent move to 

Kaslo in 2005. 

Bill served as Treasurer 

of the KLHS for 

5 years and became 

the President upon 

the resignation of 

former President 

Irene Parker. Bill 

held the position 

of President for 10 years and 

oversaw the KLHS through 

many changes and challenges, 

including keeping the Society

Bill’s steadfast, dedicated 

nature has been the glue

storyteller, his passion 

would become evident when 

regaling the Board members 

with anecdotes or providing 

tours of the ship for our many 

visitors. His knowledge on the 

ship and history of the area is 

extensive and highly regarded. 

Although no longer serving 

on the KLHS Board, Bill 

continues to support the Society 

and remains a valued and 

respected source of inspiration 

and information. He remains 

passionate about local history, 

and the protection of the few 

remaining connections to the 

rail and steamship history of 

the Kaslo area.

offering a 17-week Bridge Watch Rating Enhanced Program that is 

supported by Transport Canada. This course is being offered free for 

women and Indigenous learners and will run for approximately one 

year. The program will be limited to 16 students per year, so, if you are 

interested in pursuing a career at sea, this may be an opportunity for 

those eligible candidates. 

For those interested, it is recommended that you apply expeditiously as 

limited seats are available. Due to the popularity of the Bridge Watch 

Program only completed applications with required documentation 

will be considered by BCIT. 

Opportunities from this program can include work in a variety of different 

sectors such as: ferries, ecotourism, commercial fishing, tug boats,

Basin care deeply about the environment 

and the impacts of climate change. To support 

Basin communities in preparing for, 

responding to and adapting to challenges 

associated with our changing environment, 

the Trust has created a new Climate Resilience 

Program for collaborative projects in 

the region.

that the Trust needs to support our communities 

to become more climate resilient 

and we are pleased to announce this new 

program specifically for that purpose,” said

James Edward Green 

October 20, 1945-July 31, 2021 James was born in Kimberley 

BC, the first of four 

children. His parents, Earl and Evelyn 

Green were part of the exodus of 

many young families to the mining 

camp of Riondel in September of 

1949. The purpose of this move was 

to provide workers for the Bluebell 

Mine and populate the town. They 

lived, for those first years, in a tent 

house (wood walls and canvas 

roof), while his father worked in the 

mine by day, and spent any spare 

time constructing their permanent 

home. Over the years, James took 

on the responsibility of all major 

improvements to that original family 

home. 

Upon completion of his education 

at J.A. Cochran/Crawford Bay 

Secondary School, he enrolled at 

the Southern Alberta Institute of 

Technology (S.A.I.T.) in the Culinary 

Chef program. It was there that he 

became proficient in the art of cake 

decorating and a master of the 

piping bag. He created many elaborate 

wedding cakes for family and 

friends in the years that followed. 

At the conclusion of his 2nd year 

It is with sadness that we announce the sudden passing of James Green. 

at S.A.I.T., he earned the award for 

highest marks in his class. 

After working at various hotels in 

Calgary, he returned to BC and cooked 

in camps on Vancouver Island. In the 

late 70's, James made a career change 

by gaining employment with Fording 

Coal at Elkford, BC. He retired after 33 

years as a Shovel Operator, with the 

reputation of consistently loading no 

less than 300 trucks every single shift. 

He took part in many hunting and 

fishing excursions with his dad and 

brothers. Duck hunting was his favorite, 

especially in his younger years. 

Upon his retirement, he began to 

take over the maintenance of the 

family home yard and garden. James 

was particularly proud to enter his 

produce and flowers in the Crawford 

Bay Fall Fair, for which he won numerous 

top awards year after year. James 

was also the primary caregiver for his 

mother, Evelyn, in her later years. 

James was predeceased by his father, 

Earl in 1981, and his mother, Evelyn 

in 2019. He is survived by his sister, 

Connie and her children; Kris (Melanie) 

Kirkham, Kelli Kirkham, K'Arlee 

(Darren) O'Neill and their twins Jack 

& Saoirse, and Dane Morison. His 

brother Fred (Sherlynne) and nephew 

Nick (Laura). 

His youngest brother Richard (Karen) 

and nieces April Green and 

Crystal (Gary) Janzen and their 

daughter Hannah. 

James was a lifelong member of the 

little white catholic church in Riondel, 

to which he faithfully donated the 

flowers for Sunday mass (a practice 

he carried on from his mother). In 

lieu of flowers, should anyone wish 

to do so, a donation to the Most Holy 

Redeemer Church in Riondel would be 

appreciated. 

A private family mass will be conducted 

at the Cathedral of Mary 

Immaculate in Nelson, followed by 

interment in the family plot at Nelson 

Memorial Park. 

A memorial celebration will be held 

in Riondel at a later date, in accordance 

with current guidelines.

Donald Edward 

MARTIN 

It is with great sadness and 

heartfelt loss that we announce the 

passing of our dad Donald Edward 

Martin at the age of 84, on September 10th 2021 with 

family at his side, at Columbia View Lodge. 

He leaves behind and will be forever and deeply missed 

by his son Mark (Mary Ellen), daughter Marlese (Kevin), 

grandchildren; Andrew (Ashley), Kayla, Kassandra and 

Alixandria as well as his great-grandchildren Aaliyah 

and Rylan, sister Nancy (Dick) and all of his nieces and 

nephews. He has now joined his wife Joan, son David, 

brother Bruce, brother Allen and his wife Karen and 

their son Jeff. 

Don was a mechanic and a jack of all trades. He loved 

tinkering as well as fishing, golfing, travelling south, and 

relaxing in the comfort of his home. 

We would like to thank all the amazing staff at Columbia 

View Lodge who provided compassionate care to both 

Dad and Mom. 

A celebration of life will be held for both Mom and Dad 

at a later date at Woodbury Resort on Kootenay Lake 

once Covid Restrictions are lifted.

CFNKLS treasure fund 

donated to the Langham 

The Community Fund of North Kootenay Lake Society 

(CFNKLS), with additional sponsorship from Pennywise 

and Dr. Barney Gilmore, organised its fifth annual annual 

treasure hunt in Area D. A hand-crafted treasure box containing 

$250.00 was hidden somewhere in the area, and 

daily clues appeared on a treasure hunt website. Additionally, 

a treasure 

fund was created 

by local 

donors. The 

finder of the 

treasure kept 

the $250 and 

the box while 

donating the 

fund to a local 

charity of their 

choice. This 

year the treasure 

hunt began 

July 1st and the 

box was found 

quite quickly, 

a few kilometers 

south of 

Kaslo by Rick 

Galbraith of 

Kaslo, ably 

assisted by Steve 

Fawcett also of Kaslo. The 2021 Treasure Fund amounted 

to $2,325.00 and Rick chose The Langham Cultural Centre 

as the recipient. The money will be used to create a Community 

Theatre Fund that supports locally created and presented 

theatre productions.

Kaslo Arena Season 2021-22 

The Kaslo and District Arena Association is 

gearing up for the upcoming season. As we 

are REQUIRED to implement Public Health 

Orders the following protocols need to be 

followed: 

* Players of organized Youth Recreational 

Sports including hockey and dance and 

all volunteers and parents associated with 

those sports do NOT need to show Proof of 

Vaccination. 

* Volunteers and parents associated with 

youth sports ARE REQUIRED to WEAR 

MASKS, on and off the ice. 

* Public Skating participants are NOT 

REQUIRED to show Proof of Vaccination, but 

MASKS MUST BE WORN ON AND OFF THE 

ICE for participants 12 years and up. 

* Adult hockey players are REQUIRED TO 

SHOW PROOF OF VACCINATION. 

Regular adult hockey players will be required 

to show proof of vaccination to be put on their 

team. We will make a list of players and record 

their proof of vaccination before the season 

starts. You will not need to show them again 

unless you are a drop-in player and have not 

previously shown proof of vaccination. Drop 

in players will be required to show proof to 

either arena employees or team captains. Skills 

and Drills players will need to show proof of 

vaccination as well. 

We will be making up a master list of players. 

On SEPTEMBER 23, 24 a KDAA board member 

will be at the arena lobby between 6 and 7pm 

for players to bring proof of vaccination. You can 

use your vaccination card and DL to show proof 

until September 26. After that you will need 

your passport or QR code from your phone. 

We are hoping to have all lists made up before 

the season starts for scheduling purposes. If 

you are unable to get to the arena on those 

dates, you can email proof of vaccination with 

identification to:

If you have only one vaccination, you will need 

to show second dose by October 24, 2021. 

Sanitizing, mask wearing and distances are still 

required for entry into the building.

What is the background of the predator-prey imbalance 

in the main Kootenay Lake Fishery? 

Gordie Grunerud, President of the West Arm Outdoors 

Club summarizes: “Prior to 2010, Kootenay Lake fisheries 

were in balance. The return of Rainbow trout to Gerrard 

spawning area averaged 350-450 spawners per year and 

kokanee returns averaged 0.5 -1.2 million. When in balance, 

the number of predators caught each year averaged 

about 25,000.” These numbers are based on the FLNRORD 

ministry update from January 2021. 

Science-based efforts to maintain the predator-prey 

balance in Kootenay Lake had been going on for decades 

prior to 2010. For example, in the 1980s, fisheries scientists 

noted declining nutrients that are important for kokanee 

survival. As a result, Kootenay Lake has been “fertilized” 

with these nutrients since the 1980s to support the kokanee 

and therefore the trout. 

But, according to Grunerud and the January 2021 ministry 

update, “The numbers of Gerrard trout started to 

increase and peaked in 2012 at 1,600 (3-4 times the 50-year 

average). With the increased number of predators, scientists 

and fishers saw a rapid decline in kokanee to only 

12,000 in 2017, way down from the more than 1 million 

returning kokanee in 2012. The reported catch numbers 

of Rainbow and Bull trout was also decreasing. In 2018, 

approximately 3,400 Rainbow and Bull trout were caught – 

well below the average of 25,000 per year of previous years.” 

Gerrard Rainbow and Bull trout populations had 

increased so much their predation forced kokanee to near 

extinction, and consequently the predators decreased in 

size and condition. The FLNRORD ministry states: “Abundant 

kokanee predators [Gerrard Rainbow and Bull trout] 

are the main factor in kokanee collapse and continue to 

significantly reduce kokanee survival.”

By 2018, “Predators were actually eating themselves out 

of house and home, and fishing effort had greatly declined,” 

stated Gord. “No more trophy-sized fish were being caught.” 

“In a similar fishery challenge in Idaho, Lake Pend Oreille 

biologists knew what to do. Using a multifaceted approach 

to predator reduction, it took them just six years to bring 

back a balance between predators and prey,” says Andrusak. 

Today many former Kootenay Lake anglers travel to Idaho 

instead of being able to fish their heritage and support local 

businesses. 

How does the Kootenay Lake Angler Incentive Program 

fit in? 

In 2019, the WAOC had become frustrated with lack 

of ministry action to implement measures to reset the 

imbalance. “Timid regulation changes were made with little 

action towards seriously reducing the predators,” says 

Andrusak. 

Based on the science from Lake Pend Oreille’s Fish 

Recovery Project, the West Arm Outdoors Club took action 

in 2020. They secured funding from Habitat Conservation 

Trust Foundation and the Freshwater Fisheries Society of 

B.C. to launch the KLAIP aimed at reducing predator numbers 

by providing major prize incentives for fishers to keep 

more trout and char. In the first year of the project, 12,000 

trout and char were retained, a considered success story. 

“The West Arms Outdoor Club remains deeply concerned 

that kokanee recovery is moving too slowly. After 

nearly ten years there has been no appreciable change to 

kokanee numbers. The science-based solution is at hand: 

reduce the predators to the point when kokanee survival in 

the lake starts to increase,” writes Grunerud. 

Andrusak says: “The ministry seems paralyzed to implement 

what the science already tells us as evidenced with the 

Lake Pend Oreille story. The Pend Oreille Project did not 

just rely on angler derbies to reduce the number of predatory 

trout; they also used gill netting and trapping for predator 

reduction, and yearly egg planting to increase kokanee. 

On Kootenay Lake the ministry seems to want to rely solely 

on the club’s (WAOC) project.” 

The WAOC has stated that its project is only part of the 

solution, and that the ministry must do a great deal more. 

Short-term kokanee egg plants and aggressive removal of 

predators must be done to return Kootenay Lake back to 

the once world-renowned fishery for giant Rainbow trout. 

How can fishers help? 

Phone and write to the Honourable Katrine Conroy, the 

Minister of Forests, Lands, Natural Resource Operations 

and Rural Development and call for concrete action on further 

removal of predators and regular planting of kokanee 

eggs in spawning channels. Here are the BCWF Best Practices
