<strong>Sept</strong> 30 Orange Shirt Day, evolves into a<br />

National Day for Truth and Reconciliation<br />

St. Joseph’s Mission Residential School<br />

survivor Phyllis Webstad witnessed history<br />

in Ottawa when Bill C-369, a bill proposing<br />

that <strong>Sept</strong>ember 30 be recognized as a<br />

National Day for Truth and Reconciliation,<br />

was presented to congress. That Bill died in<br />

the senate in <strong>20</strong>19. The Bill was re-introduced<br />

as Bill C-5 which became law in June<br />

of this year.<br />

Phyllis, the Founder/Ambassador of<br />

Orange Shirt Society, shares her story (learn<br />

more at www.orangeshirtday.org):<br />

I went to the Mission for one school year<br />

in 1973/1974. I had just turned 6 years old.<br />

I lived with my grandmother on the Dog<br />

Creek reserve. We never had very much<br />

money, but somehow my granny managed<br />

to buy me a new outfit to go to the Mission<br />

school. I remember going to Robinson’s<br />

store and picking out a shiny orange shirt.<br />

It had string laced up in front, and was so<br />

bright and exciting <strong>–</strong> just like I felt to be<br />

going to school!<br />

When I got to the Mission, they stripped<br />

me, and took away my clothes, including<br />

the orange shirt! I never wore it again. I<br />

didn’t understand why they wouldn’t give it<br />

back to me, it was mine! The color orange<br />

has always reminded me of that and how my<br />

feelings didn’t matter, how no one cared and<br />

how I felt like I was worth nothing. All of us<br />

little children were crying and no one cared.<br />

I was 13.8 years old and in grade 8 when<br />

my son Jeremy was born. Because my<br />

grandmother and mother both attended<br />

residential school for 10 years each, I never<br />

knew what a parent was supposed to be like.<br />

With the help of my aunt, Agness Jack, I was<br />

able to raise my son and have him know me<br />

as his mother.<br />

I went to a treatment centre for healing<br />

when I was 27 and have been on this healing<br />

journey since then. I finally get it, that<br />

the feeling of worthlessness and insignificance,<br />

ingrained in me from my first day<br />

at the mission, affected the way I lived my<br />

life for many years. Even now, when I know<br />

nothing could be further than the truth, I<br />

still sometimes feel that I don’t matter. Even<br />

with all the work I’ve done!<br />

I am honored to be able to tell my story<br />

so that others may benefit and understand,<br />

and maybe other survivors will feel comfortable<br />

enough to share their stories.<br />

Phyllis Webstad is Northern Secwpemc<br />

(Shuswap) from the Stswecem’c Xgat’tem<br />

First Nation (Canoe Creek Indian Band).<br />

She comes from mixed Secwepemc and<br />

Irish/French heritage, was born in Dog<br />

Creek, and lives in Williams <strong>Lake</strong>, BC.<br />

Today, Phyllis is married, has one son, a<br />

step-son and five grandchildren. She is the<br />

Executive Director of the Orange Shirt Society,<br />

and tours the country telling her story<br />

and raising awareness about the impacts<br />

of the residential school system. She has<br />

now published two books, the “Orange<br />

Shirt Story” and “Phyllis’s Orange Shirt” for<br />

younger children.<br />

She earned diplomas in Business Administration<br />

from the Nicola Valley Institute<br />

of Technology; and in Accounting from<br />

Thompson Rivers University. Phyllis received<br />

the <strong>20</strong>17 TRU Distinguished Alumni Award<br />

for her unprecedented impact on local,<br />

provincial,<br />

national and<br />

international<br />

communities<br />

Sustainability<br />

challenge: especially<br />

for kids<br />

Talking to children about complex issues,<br />

like sustainability, can be daunting. Many<br />

young people are becoming exposed to climate<br />

change and its impacts through social<br />

media and conversations around them, making<br />

it an important discussion for families<br />

to have to help kids understand and address<br />

future challenges.<br />

a better world for all, ensuring<br />

resources last for future generations,<br />

and promoting positive<br />

environmental and social impact<br />

focused on eliminating poverty,<br />

reducing inequalities and fighting<br />

climate change.<br />

Scouts Canada is launching<br />

an eight-week sustainability-themed<br />

challenge called<br />

Around the World in 60 Days and<br />

is inviting young people across<br />

Canada to join in <strong>–</strong> they don’t<br />

have to be Scouts to participate.<br />

Through fun and engaging<br />

activities rooted in sustainability,<br />

children and youth will embark<br />

on exciting story-driven adventures<br />

set virtually in eight different<br />

countries. The activities<br />

will introduce topics such as inequality, food<br />

security, melting icecaps, mental and physical<br />

heath; and encourage creative problem<br />

solving and reflection to drive awareness<br />

and development outcomes. The challenge<br />

runs October 4 <strong>–</strong> November 28, with a video<br />

released every Monday to launch each weekly<br />

challenge at scouts.ca/around-the-world.<br />

Best Wishes to Bill Yeo<br />

Bill Yeo, former President of<br />

the <strong>Kootenay</strong> <strong>Lake</strong> Historical<br />

Society and Board member for<br />

15 years, has recently retired<br />

from the Society. Bill has been<br />

an invaluable member of the<br />

KLHS team, and we would like<br />

to acknowledge his great many<br />

accomplishments and contributions<br />

to the SS Moyie site<br />

and our historical society.<br />

Bill graduated from the University<br />

of Alberta with a degree<br />

in history and archeology, after<br />

which point, he taught for a<br />

couple of years. He returned<br />

to Queens where he obtained<br />

his master’s degree and subsequently<br />

worked in Ottawa for<br />

Canada’s Public Archives.<br />

He joined Parks Canada in<br />

1978, at which time he moved<br />

to the Calgary office, where<br />

he worked until <strong>20</strong>03. It was<br />

during this time he was sent<br />

to Kaslo to look at the Moyie<br />

for the very first time. It seems<br />

Bill may have been smitten on<br />

his first visit to the ship and has<br />

been a loyal and engaged member<br />

from that moment. He and<br />

his wife, Penny, made<br />

a permanent move to<br />

Kaslo in <strong>20</strong>05.<br />

Bill served as Treasurer<br />

of the KLHS for<br />

5 years and became<br />

the President upon<br />

the resignation of<br />

former President<br />

Irene Parker. Bill<br />

held the position<br />

of President for 10 years and<br />

oversaw the KLHS through<br />

many changes and challenges,<br />

including keeping the Society<br />

united despite tumultuous<br />

times, bringing the major fire<br />

suppression project to successful<br />

completion, and above all,<br />

helping to preserve the Moyie<br />

and other historic artefacts for<br />

over a decade.<br />

Bill’s steadfast, dedicated<br />

nature has been the glue<br />

holding our Society together<br />

during difficult times. A talented<br />

storyteller, his passion<br />

would become evident when<br />

regaling the Board members<br />

with anecdotes or providing<br />

tours of the ship for our many<br />

visitors. His knowledge on the<br />

ship and history of the area is<br />

extensive and highly regarded.<br />

Although no longer serving<br />

on the KLHS Board, Bill<br />

continues to support the Society<br />

and remains a valued and<br />

respected source of inspiration<br />

and information. He remains<br />

passionate about local history,<br />

and the protection of the few<br />

remaining connections to the<br />

rail and steamship history of<br />

the Kaslo area.<br />

Western Pacific Marine has been made aware that BCIT is currently<br />

offering a 17-week Bridge Watch Rating Enhanced Program that is<br />

supported by Transport Canada. This course is being offered free for<br />

women and Indigenous learners and will run for approximately one<br />

year. The program will be limited to 16 students per year, so, if you are<br />

interested in pursuing a career at sea, this may be an opportunity for<br />

those eligible candidates.<br />

limited seats are available. Due to the popularity of the Bridge Watch<br />

Program only completed applications with required documentation<br />

will be considered by BCIT.<br />

climate resilience<br />

Local communities around the Columbia<br />

Basin care deeply about the environment<br />

and the impacts of climate change. To support<br />

Basin communities in preparing for,<br />

responding to and adapting to challenges<br />

associated with our changing environment,<br />

the Trust has created a new Climate Resilience<br />

Program for collaborative projects in<br />

James Edward Green<br />

October <strong>20</strong>, 1945-July 31, <strong>20</strong>21 James was born in Kimberley<br />

BC, the first of four<br />

children. His parents, Earl and Evelyn<br />

Green were part of the exodus of<br />

many young families to the mining<br />

camp of Riondel in <strong>Sept</strong>ember of<br />

1949. The purpose of this move was<br />

to provide workers for the Bluebell<br />

Mine and populate the town. They<br />

lived, for those first years, in a tent<br />

house (wood walls and canvas<br />

roof), while his father worked in the<br />

mine by day, and spent any spare<br />

time constructing their permanent<br />

home. Over the years, James took<br />

on the responsibility of all major<br />

improvements to that original family<br />

home.<br />

Upon completion of his education<br />

at J.A. Cochran/Crawford Bay<br />

Secondary School, he enrolled at<br />

the Southern Alberta Institute of<br />

Technology (S.A.I.T.) in the Culinary<br />

Chef program. It was there that he<br />

became proficient in the art of cake<br />

decorating and a master of the<br />

piping bag. He created many elaborate<br />

wedding cakes for family and<br />

friends in the years that followed.<br />

At the conclusion of his 2nd year<br />

It is with sadness that we announce the sudden passing of James Green.<br />

at S.A.I.T., he earned the award for<br />

highest marks in his class.<br />

After working at various hotels in<br />

Calgary, he returned to BC and cooked<br />

in camps on Vancouver Island. In the<br />

late 70's, James made a career change<br />

by gaining employment with Fording<br />

Coal at Elkford, BC. He retired after 33<br />

years as a Shovel Operator, with the<br />

reputation of consistently loading no<br />

less than 300 trucks every single shift.<br />

He took part in many hunting and<br />

fishing excursions with his dad and<br />

brothers. Duck hunting was his favorite,<br />

especially in his younger years.<br />

Upon his retirement, he began to<br />

take over the maintenance of the<br />

family home yard and garden. James<br />

was particularly proud to enter his<br />

produce and flowers in the Crawford<br />

Bay Fall Fair, for which he won numerous<br />

top awards year after year. James<br />

was also the primary caregiver for his<br />

mother, Evelyn, in her later years.<br />

James was predeceased by his father,<br />

Earl in 1981, and his mother, Evelyn<br />

in <strong>20</strong>19. He is survived by his sister,<br />

Connie and her children; Kris (Melanie)<br />

Kirkham, Kelli Kirkham, K'Arlee<br />

(Darren) O'Neill and their twins Jack<br />

& Saoirse, and Dane Morison. His<br />

brother Fred (Sherlynne) and nephew<br />

Nick (Laura).<br />

His youngest brother Richard (Karen)<br />

and nieces April Green and<br />

Crystal (Gary) Janzen and their<br />

daughter Hannah.<br />

James was a lifelong member of the<br />

little white catholic church in Riondel,<br />

to which he faithfully donated the<br />

flowers for Sunday mass (a practice<br />

he carried on from his mother). In<br />

lieu of flowers, should anyone wish<br />

to do so, a donation to the Most Holy<br />

Redeemer Church in Riondel would be<br />

appreciated.<br />

A private family mass will be conducted<br />

at the Cathedral of Mary<br />

Immaculate in Nelson, followed by<br />

interment in the family plot at Nelson<br />

Memorial Park.<br />

A memorial celebration will be held<br />

in Riondel at a later date, in accordance<br />

with current guidelines.<br />

Donald Edward<br />

MARTIN<br />

It is with great sadness and<br />

heartfelt loss that we announce the<br />

passing of our dad Donald Edward<br />

Martin at the age of 84, on <strong>Sept</strong>ember 10th <strong>20</strong>21 with<br />

family at his side, at Columbia View Lodge.<br />

He leaves behind and will be forever and deeply missed<br />

by his son Mark (Mary Ellen), daughter Marlese (Kevin),<br />

grandchildren; Andrew (Ashley), Kayla, Kassandra and<br />

Alixandria as well as his great-grandchildren Aaliyah<br />

and Rylan, sister Nancy (Dick) and all of his nieces and<br />

nephews. He has now joined his wife Joan, son David,<br />

brother Bruce, brother Allen and his wife Karen and<br />

their son Jeff.<br />

Don was a mechanic and a jack of all trades. He loved<br />

tinkering as well as fishing, golfing, travelling south, and<br />

relaxing in the comfort of his home.<br />

We would like to thank all the amazing staff at Columbia<br />

View Lodge who provided compassionate care to both<br />

Dad and Mom.<br />

A celebration of life will be held for both Mom and Dad<br />

at a later date at Woodbury Resort on <strong>Kootenay</strong> <strong>Lake</strong><br />

once Covid Restrictions are lifted.<br />

As an expression of sympathy, donations may be made<br />

in Dad’s honour to Columbia View Lodge, Trail, BC.<br />

CFNKLS treasure fund<br />

donated to the Langham<br />

The Community Fund of North <strong>Kootenay</strong> <strong>Lake</strong> Society<br />

(CFNKLS), with additional sponsorship from <strong>Pennywise</strong><br />

and Dr. Barney Gilmore, organised its fifth annual annual<br />

treasure hunt in Area D. A hand-crafted treasure box containing<br />

$250.00 was hidden somewhere in the area, and<br />

daily clues appeared on a treasure hunt website. Additionally,<br />

a treasure<br />

fund was created<br />

by local<br />

donors. The<br />

finder of the<br />

treasure kept<br />

the $250 and<br />

the box while<br />

donating the<br />

fund to a local<br />

charity of their<br />

choice. This<br />

year the treasure<br />

hunt began<br />

July 1st and the<br />

box was found<br />

quite quickly,<br />

a few kilometers<br />

assisted by Steve<br />

Fawcett also of Kaslo. The <strong>20</strong>21 Treasure Fund amounted<br />

to $2,325.00 and Rick chose The Langham Cultural Centre<br />

as the recipient. The money will be used to create a Community<br />

Theatre Fund that supports locally created and presented<br />

theatre productions.<br />

The Kaslo and District Arena Association is<br />

gearing up for the upcoming season. As we<br />

are REQUIRED to implement Public Health<br />

Orders the following protocols need to be<br />

followed:<br />

* Players of organized Youth Recreational<br />

Sports including hockey and dance and<br />

all volunteers and parents associated with<br />

those sports do NOT need to show Proof of<br />

Vaccination.<br />

* Volunteers and parents associated with<br />

youth sports ARE REQUIRED to WEAR<br />

MASKS, on and off the ice.<br />

* Public Skating participants are NOT<br />

REQUIRED to show Proof of Vaccination, but<br />

MASKS MUST BE WORN ON AND OFF THE<br />

ICE for participants 12 years and up.<br />

* Adult hockey players are REQUIRED TO<br />

SHOW PROOF OF VACCINATION.<br />

Regular adult hockey players will be required<br />

to show proof of vaccination to be put on their<br />

team. We will make a list of players and record<br />

their proof of vaccination before the season<br />

starts. You will not need to show them again<br />

unless you are a drop-in player and have not<br />

previously shown proof of vaccination. Drop<br />

in players will be required to show proof to<br />

either arena employees or team captains. Skills<br />

and Drills players will need to show proof of<br />

vaccination as well.<br />

We will be making up a master list of players.<br />

On SEPTEMBER 23, 24 a KDAA board member<br />

will be at the arena lobby between 6 and 7pm<br />

for players to bring proof of vaccination. You can<br />

use your vaccination card and DL to show proof<br />

until <strong>Sept</strong>ember 26. After that you will need<br />

your passport or QR code from your phone.<br />

We are hoping to have all lists made up before<br />

the season starts for scheduling purposes. If<br />

you are unable to get to the arena on those<br />

dates, you can email proof of vaccination with<br />

identification to:<br />

If you have only one vaccination, you will need<br />

to show second dose by October 24, <strong>20</strong>21.<br />

Sanitizing, mask wearing and distances are still<br />

required for entry into the building.<br />

What is the background of the predator-prey imbalance<br />

in the main <strong>Kootenay</strong> <strong>Lake</strong> Fishery?<br />

Gordie Grunerud, President of the West Arm Outdoors<br />

Club summarizes: “Prior to <strong>20</strong>10, <strong>Kootenay</strong> <strong>Lake</strong> fisheries<br />

were in balance. The return of Rainbow trout to Gerrard<br />

spawning area averaged 350-450 spawners per year and<br />

kokanee returns averaged 0.5 -1.2 million. When in balance,<br />

the number of predators caught each year averaged<br />

about 25,000.” These numbers are based on the FLNRORD<br />

ministry update from January <strong>20</strong>21.<br />

Science-based efforts to maintain the predator-prey<br />

balance in <strong>Kootenay</strong> <strong>Lake</strong> had been going on for decades<br />

prior to <strong>20</strong>10. For example, in the 1980s, fisheries scientists<br />

noted declining nutrients that are important for kokanee<br />

survival. As a result, <strong>Kootenay</strong> <strong>Lake</strong> has been “fertilized”<br />

with these nutrients since the 1980s to support the kokanee<br />

and therefore the trout.<br />

But, according to Grunerud and the January <strong>20</strong>21 ministry<br />

update, “The numbers of Gerrard trout started to<br />

increase and peaked in <strong>20</strong>12 at 1,600 (3-4 times the 50-year<br />

average). With the increased number of predators, scientists<br />

and fishers saw a rapid decline in kokanee to only<br />

12,000 in <strong>20</strong>17, way down from the more than 1 million<br />

returning kokanee in <strong>20</strong>12. The reported catch numbers<br />

of Rainbow and Bull trout was also decreasing. In <strong>20</strong>18,<br />

approximately 3,400 Rainbow and Bull trout were caught <strong>–</strong><br />

well below the average of 25,000 per year of previous years.”<br />

Gerrard Rainbow and Bull trout populations had<br />

increased so much their predation forced kokanee to near<br />

extinction, and consequently the predators decreased in<br />

size and condition. The FLNRORD ministry states: “Abundant<br />

kokanee predators [Gerrard Rainbow and Bull trout]<br />

are the main factor in kokanee collapse and continue to<br />

significantly reduce kokanee survival.”<br />

By <strong>20</strong>18, “Predators were actually eating themselves out<br />

of house and home, and fishing effort had greatly declined,”<br />

stated Gord. “No more trophy-sized fish were being caught.”<br />

“In a similar fishery challenge in Idaho, <strong>Lake</strong> Pend Oreille<br />

biologists knew what to do. Using a multifaceted approach<br />

to predator reduction, it took them just six years to bring<br />

back a balance between predators and prey,” says Andrusak.<br />

Today many former <strong>Kootenay</strong> <strong>Lake</strong> anglers travel to Idaho<br />

instead of being able to fish their heritage and support local<br />

businesses.<br />

How does the <strong>Kootenay</strong> <strong>Lake</strong> Angler Incentive Program<br />

fit in?<br />

In <strong>20</strong>19, the WAOC had become frustrated with lack<br />

of ministry action to implement measures to reset the<br />

imbalance. “Timid regulation changes were made with little<br />

action towards seriously reducing the predators,” says<br />

Andrusak.<br />

Based on the science from <strong>Lake</strong> Pend Oreille’s Fish<br />

Recovery Project, the West Arm Outdoors Club took action<br />

in <strong>20</strong><strong>20</strong>. They secured funding from Habitat Conservation<br />

Trust Foundation and the Freshwater Fisheries Society of<br />

B.C. to launch the KLAIP aimed at reducing predator numbers<br />

by providing major prize incentives for fishers to keep<br />

more trout and char. In the first year of the project, 12,000<br />

trout and char were retained, a considered success story.<br />

“The West Arms Outdoor Club remains deeply concerned<br />

that kokanee recovery is moving too slowly. After<br />

nearly ten years there has been no appreciable change to<br />

kokanee numbers. The science-based solution is at hand:<br />

reduce the predators to the point when kokanee survival in<br />

the lake starts to increase,” writes Grunerud.<br />

Andrusak says: “The ministry seems paralyzed to implement<br />

what the science already tells us as evidenced with the<br />

<strong>Lake</strong> Pend Oreille story. The Pend Oreille Project did not<br />

just rely on angler derbies to reduce the number of predatory<br />

trout; they also used gill netting and trapping for predator<br />

reduction, and yearly egg planting to increase kokanee.<br />

On <strong>Kootenay</strong> <strong>Lake</strong> the ministry seems to want to rely solely<br />

on the club’s (WAOC) project.”<br />

The WAOC has stated that its project is only part of the<br />

solution, and that the ministry must do a great deal more.<br />

Short-term kokanee egg plants and aggressive removal of<br />

predators must be done to return <strong>Kootenay</strong> <strong>Lake</strong> back to<br />

the once world-renowned fishery for giant Rainbow trout.<br />

How can fishers help?<br />

Phone and write to the Honourable Katrine Conroy, the<br />

Minister of Forests, Lands, Natural Resource Operations<br />

and Rural Development and call for concrete action on further<br />

removal of predators and regular planting of kokanee<br />
