human rights is a fundamental right. Even though war brings in HR violations, it is unconstitutional to oppose<br />
investigations in to these violations. that act itself shows poor democratic values and a culture <strong>of</strong> impunity. Not<br />
everything can be justified by war. If GOSL assumes a UN commission is irrelevant, the GOSL should take immediate<br />
steps to conduct an impartial inquiry into the violations. That can only be done through enforcing the 17th amendment.<br />
Without independent police commissions, any one can influence police action. A HR commission is a must or GOSL<br />
should adopt better mechanisms to be transparent and impartial in its investigations.<br />
