Trail and Beaver <strong>Valley</strong><br />

residents<br />

The City of Trail and the Regional District<br />

of Kootenay Boundary Beaver <strong>Valley</strong> Regional<br />

Parks and Regional Trails Service (BVPARTS)<br />

are pleased to announce they have successfully<br />

negotiated and approved a 5-year (60 months)<br />

recreation services agreement. The reciprocal<br />

agreement permits residents in the Beaver<br />

<strong>Valley</strong> (Montrose and Fruitvale) and Electoral<br />

Area A to access the city’s recreational facilities<br />

and programs at the reduced Trail Resident<br />

Program fee and allows City of Trail residents<br />

to access all Beaver <strong>Valley</strong> recreational facilities<br />

and programs.<br />

All City of Trail recreational facilities, services,<br />

and programs are covered in the agreement,<br />

including the Trail Aquatic & Leisure<br />

Centre, the Trail Memorial Centre, and the<br />

Willi Krause Fieldhouse. “We all benefit when<br />

we work together as neighbours. This agreement<br />

allows all Beaver <strong>Valley</strong> and Area A<br />

residents to continue to enjoy access to high<br />

quality recreation facilities and programming.<br />

Children can learn to swim year-round and<br />

our communities can take advantage of the<br />

excellent recreation opportunities available. I<br />

encourage everyone to stay active this winter<br />

Snow removal in Trail<br />

Trail has 76 kilometers (<strong>15</strong>2 lane kilometers)<br />

of roads to maintain and has 14 pieces of equipment<br />

including loaders, sand spreaders, snow<br />

plows, and a grader. From mid-<strong>Nov</strong>ember to<br />

March, the city has at least one employee on duty<br />

24 hours a day, 7 days a week. The number of<br />

employees involved in snow removal is dependent<br />

on the amount and duration of snowfall.<br />

Snow Removal Priorities<br />

City streets are maintained on a priority basis<br />

as follows:<br />

#1 Priority - Major collectors and emergency<br />

routes, i.e. Hospital Hill, Warfield Hill Road<br />

(from Warfield Teck Operations to Highway 22),<br />

Fifth Avenue Hill, and hills with extreme gradients<br />

and significant volume, i.e. Green Avenue.<br />

#2 Priority - Bus routes.<br />

#3 Priority - Downtown core, including<br />

downtown parking lots and the Trail & Leisure<br />

Aquatic Centre.<br />

#4 Priority - Hills with lighter traffic volumes,<br />

i.e. Lilac Crescent, Park Street.<br />

#5 Priority - All remaining residential streets<br />

and parking lots.<br />

When all 5 priorities have been accomplished,<br />

lanes will be plowed and all other streets will be<br />

widened.<br />

SnowRemoval<br />

Afterschool care coming<br />

to Winlaw<br />

Winlaw Elementary School will be supporting<br />

their youngest learners and families with<br />

the Seamless Day Kindergarten pilot program,<br />

slated to begin providing after-school<br />

care services this coming January, 2022.<br />

The new childcare, Kindergarten and support<br />

services facility has been supported by<br />

the Ministry of Education and Columbia<br />

Basin Trust and is part of the government’s<br />

10-year Childcare BC plan, as the province<br />

works to build an inclusive universal childcare<br />

system that meets growing childcare<br />

needs in BC communities.<br />

The childcare pilot program at Winlaw Elementary<br />

will launch in the new year,offering<br />

space for 12 students and will be limited to<br />

after-school care only at this time. Winlaw<br />

students, aged Kindergarten to Grade 5, are<br />

eligible to apply and parents are encouraged<br />

to contact the school principal, Monica<br />

Doyle, at monica.doyle@sd8.bc.ca<br />

“Our participation in this pilot will improve<br />

access to after school care that parents genuinely<br />

need in our district,” said Superintendent<br />

Trish Smillie. “It is an example of a<br />

community coming together to support our<br />

youngest learners. I am looking forward to<br />

how this program will provide the ability for<br />

busy parents to get to work and knowing their<br />

children are cared for and learning.”<br />

The Kootenay Lake Board of Education will<br />

continue to work with parents, the Ministry<br />

of Education, and municipal governments to<br />

be innovative about how to create supportive<br />

environments for early learners.<br />
