The City of Trail and the Regional District
of Kootenay Boundary Beaver Valley Regional
Parks and Regional Trails Service (BVPARTS)
are pleased to announce they have successfully
negotiated and approved a 5-year (60 months)
recreation services agreement. The reciprocal
agreement permits residents in the Beaver
Valley (Montrose and Fruitvale) and Electoral
Area A to access the city’s recreational facilities
and programs at the reduced Trail Resident
Program fee and allows City of Trail residents
to access all Beaver Valley recreational facilities
and programs.
All City of Trail recreational facilities, services,
and programs are covered in the agreement,
including the Trail Aquatic & Leisure
Centre, the Trail Memorial Centre, and the
Willi Krause Fieldhouse. “We all benefit when
we work together as neighbours. This agreement
allows all Beaver Valley and Area A
residents to continue to enjoy access to high
quality recreation facilities and programming.
Children can learn to swim year-round and
our communities can take advantage of the
excellent recreation opportunities available. I
encourage everyone to stay active this winter

Snow removal in Trail
Trail has 76 kilometers (152 lane kilometers)
of roads to maintain and has 14 pieces of equipment
including loaders, sand spreaders, snow
plows, and a grader. From mid-November to
March, the city has at least one employee on duty
24 hours a day, 7 days a week. The number of
employees involved in snow removal is dependent
on the amount and duration of snowfall.
Snow Removal Priorities
City streets are maintained on a priority basis
as follows:
#1 Priority - Major collectors and emergency
routes, i.e. Hospital Hill, Warfield Hill Road
(from Warfield Teck Operations to Highway 22),
Fifth Avenue Hill, and hills with extreme gradients
and significant volume, i.e. Green Avenue.
#2 Priority - Bus routes.
#3 Priority - Downtown core, including
downtown parking lots and the Trail & Leisure
Aquatic Centre.
#4 Priority - Hills with lighter traffic volumes,
i.e. Lilac Crescent, Park Street.
#5 Priority - All remaining residential streets
and parking lots.
When all 5 priorities have been accomplished,
lanes will be plowed and all other streets will be
widened.

SnowRemoval
Afterschool care coming
to Winlaw
Winlaw Elementary School will be supporting
their youngest learners and families with
the Seamless Day Kindergarten pilot program,
slated to begin providing after-school
care services this coming January, 2022.
The new childcare, Kindergarten and support
services facility has been supported by
the Ministry of Education and Columbia
Basin Trust and is part of the government’s
10-year Childcare BC plan, as the province
works to build an inclusive universal childcare
system that meets growing childcare
needs in BC communities.
The childcare pilot program at Winlaw Elementary
will launch in the new year,offering
space for 12 students and will be limited to
after-school care only at this time. Winlaw
students, aged Kindergarten to Grade 5, are
eligible to apply and parents are encouraged
to contact the school principal, Monica
Doyle, at monica.doyle@sd8.bc.ca
“Our participation in this pilot will improve
access to after school care that parents genuinely
need in our district,” said Superintendent
Trish Smillie. “It is an example of a
community coming together to support our
youngest learners. I am looking forward to
how this program will provide the ability for
busy parents to get to work and knowing their
children are cared for and learning.”
The Kootenay Lake Board of Education will
continue to work with parents, the Ministry
of Education, and municipal governments to
be innovative about how to create supportive
environments for early learners.
