Heavy industry alarm for Mona Vale
Development of the new
Mona Vale Place Plan has
been thrown a curve ball
with the State Government
proposing changes to Local
Environmental Planning (LEP)
Employment Zones across the
Northern Beaches.
The mooted reforms have
the potential to impact all
beaches residents who live adjacent
to areas currently used
by light industry businesses,
with changes that would enable
heavy industry to take
place as well.
Council is particularly
opposed to the proposal to
combine the B1 Neighbourhood
Centre and B2 Local
Centre business zones and the
IN1 General Industrial and IN2
Light Industrial zones.
Council says the reforms
would reduce its control over
development in smaller local
shopping centres and small
industrial areas – with uses
such as function centres and
entertainment facilities, which
Council believes should be
prohibited outright because
of impacts such as noise and
traffic, permitted with Council
approval in small shopping
centres like Bayview and Bilgola
Plateau.
Another example was smash
repair and machinery businesses
which would be permitted
in smaller industrial areas;
an example in Mona Vale is on
Bassett Street, where currently
only “light industry” is permitted
on the south side of the
road and the other residential
housing. The reforms would
permit “heavy industry” in this
industrial area.
Northern Beaches Mayor
Michael Regan said the reforms
were a recipe for disaster that
could undermine the local
character of communities.
“These changes will reduce
Council’s power in strategically
planning for the future,” Mayor
Regan said. “Council warned
the State Government on
numerous occasions that these
reforms may negatively impact
our local businesses and residents.
But the Department has
ignored key elements of our
submissions and is proceeding
with their reforms, which are
expected to be introduced by
the end of the year.”
Kelvin Auld and Marcia
Rackham from Mona Vale
Residents Association say the
association supports the status
quo and the protection of residential
amenity from incompatible
industrial uses.
Pittwater Ward Councillor
Michael Gencher told Pittwater
Life he hoped the reforms
would not see the light of day.
“It is so important to
residents and Mona Vale that
the protection of the current
residential amenity remains,”
he said.
“At a time when we are currently
working on the Mona
Vale Place Plan, and a singular,
unified set of DCPs and LEPs
for the Northern Beaches – it
is imperative to support the
status quo.”
Council has written to the
State Government and local MP
Rob Stokes State to express its
concerns.
