Kite Surfing22Over the years, PHC has opted for aneducational and support approach, whichincluded regular meetings with the kite surfingcommunity and being involved in the setting upof the Poole Kite Surfing Club and the creationof a Code of Practice. This went some way toimproving the safety of the sport.However over recent years popularity hasincreased and accidents have occurred,therefore greater regulation was deemednecessary. Following months of consultationwith the kite surfing community, the British KiteSports Association (BKSA), Borough of Poole,Natural England and the RNLI, Poole HarbourCommissioners (PHC) introduced a GeneralDirection in April 2014, which empowers a kitesurfing permit scheme in Poole Harbour.GENERAL DIRECTIONKITESURFING WITHIN THE POOLE HARBOURCOMMISSIONERS’ AREA OF JURISDICTION1. This direction is given pursuant to article 12 ofthe Poole Harbour Revision Order 2012 (“the 2012Order”) in respect of any surfboard or similarvessel powered by a kite(“a Kite Surfer”).This direction shall apply in all parts of theHarbour, as defined by article 4 of the 2012Order (“the Harbour”).2. No Kite Surfer shall be operated in the Harbourby any person who is not in possession of a“Kite Surfing Permit”. Such a permit denotesa declaration that the holder has at least 3rdThe Poole Harbour and Marina Guide 2022party public liability insurance, a competencystatement to confirm ability to self-rescue anddeep water pack down, has paid the relevantdues and agrees to abide by appropriate termsand conditions issued by the Harbour Master3. Students of BKSA registered schools whileundergoing training under the direct supervisionof a BKSA accredited instructor will be exemptfrom the requirement to purchase a permit,however they must wear a “rash” vest providedby their school.4. Persons issued with a “Kite Surfing Permit”must display the supplied tag at all times whenkite surfing. It is recommended that owners marktheir equipment with their mobile numbers inindelible ink. This assists the emergency servicesif equipment is lost and usually sees the itemsbeing reunited with the owner.5. Any person in charge of a Kite Surfer, or isotherwise responsible for its management oroperation who fails to comply with this Directionshall be guilty of an offence pursuant to article15 of the 2012 Order and may be prosecuted.Permits can be purchased online via the PHCwebsite. Daily Permits are also available topurchase from Easy Riders and Poseidon.Daily £7.50, Annual £35 inc.
