The Higher Education
Loans Board (HELB) is a
state body established by
an Act of Parliament – CAP
213A in 1995 mandated to
provide loans, bursaries and
scholarships to Kenyans
pursuing higher education
in recognized Universities
and Colleges in Kenya and
the East African region
and to recover the same
upon maturity to facilitate
establishment of a revolving
fund. The Board is therefore
well aligned to Chapter
4, Section 43 (1) (f) of the
Constitution of Kenya 2010,
that every person has the
right to education.
HELB has been experiencing
a suppression of loan
recoveries due to the
prevailing effects of the
COVID-19 pandemic. HELB,
in the spirit of Ubuntu – I am
because you are, has therefore
extended a helping hand to
its beneficiaries by waiving
all outstanding penalties
to make it easier for the
beneficiaries to repay their
loans in lumpsum. The Higher
Education Loans Board
[HELB] officially unveiled the
2022 100% COVID-19 Penalty
Waiver Campaign dubbed
#KamilishaMalipoYaHELB
on 1 st March 2022 and will
end on 30 th June 2022.
The Penalty Waiver is
also a move intended to
appreciate loanees for their
commitment to repay their
loans, even with the effects of
the COVID-19 pandemic, and
at the same time encourage
the loanees who haven’t
started repaying their loan to
do so and repay in lumpsum.
The funds collected will be
used to assist in plugging
the deficit between the
Government Capitation and
demand for HELB funding
which has since substantially
risen due to reduced family
incomes caused by job
losses, salary reductions,
underemployment,
retrenchments, failed
businesses, and general
rise in the cost of living for
Kenyans.
“We wish to sincerely thank the
loanees who have since responded
to our Covid-19 Penalty Waiver
Campaign and have repaid
their loans in full. We also take
this opportunity to remind all
beneficiaries to honor their
repayment obligations to enable
us to empower the dreams of the
75,000 students who are at risk of
not being funded this year,” said
Mr. Ringera.
#KamilishaMalipoYaHELB. Take
advantage of this waiver that is
ongoing till 30 th June 2022 and
let us build back together!
