The time has come for us to say goodbye to the present Castlegar<br />

and District Visitors Centre building. Built in 1986, the<br />

building has fallen in to disrepair due to severe foundation issues.<br />

It has been quite the journey, with thirty-six years of delivering<br />

services to the region, community, businesses and visitors. With<br />

an average of 12,500 visitors/annually, the Visitors Centre has<br />

serviced an impressive 450,000 people during its operation, offering<br />

directions, promotion of the region and referrals to all of our<br />

tourism assets. During the same period, the Chamber of Commerce<br />

serviced over 8,640 businesses through a variety of advocacy<br />

and support programs that assist businesses to sustain and<br />

prosper. Over the years, the Chamber of Commerce expanded<br />

its services to include Destination Castlegar our local destination<br />

marketing organization and economic development services. We<br />

are incredibly proud of the services that we have offered and for<br />

the staff, board of directors, and volunteers that made things happen,<br />

including the creation of the current building.<br />

Demolition work is set to begin this week and will be done by<br />

local business, Civil Tech Services Limited. The demolition will<br />

include the building and the entire parking lot with a dedicated<br />

gravel pathway to the north EV charging stations.<br />

We look forward to sharing our new building, the Confluence<br />

of Tourism and Economic Development which will be a community<br />

space located on the same lot. The tender process will start<br />

by September 2022 with completion in 2023. The Confluence<br />

is a one of a kind, 7000 square foot, passive certified, primarily<br />

mass timber building that brings together a North Wing which<br />

will house the Destination Marketing Organization, Chamber<br />

of Commerce, Economic Development Program, and organizations<br />

via satellite offices that service the business and community<br />

in the Mercer Celgar board room. The South Wing offers the<br />

first co-working space in Castlegar’, which will be a 24/7 accessible<br />

space for those wanting to utilize it on a monthly and/or<br />

daily basis. This wing also hosts lease offices expected to attract<br />

tech-related businesses, a lounge/kitchen and meeting spaces.<br />

The two wings are brought together with the iconic West <strong>Kootenay</strong><br />

Visitors Centre that will service the entire region. We anticipate<br />

a high volume of traffic, domestic and international, through<br />

the new Confluence building.<br />

Newsies’ at The Capitol Theatre<br />

For the last 34 years, <strong>July</strong> has seen The Capitol Theatre transformed<br />

into a theatre school for youth aged 12 and up. This <strong>July</strong><br />

is no different. For our 34th annual Summer Youth Program, 35<br />

local summer students are gathering to put on Disney’s “Newsies”.<br />

Tickets are on sale now for the four performances taking<br />

place <strong>July</strong> 28-30th at 7:30 pm, and <strong>July</strong> 31st at 2:00 pm.<br />

Set in turn-of-the century New York City, ‘Newsies’ is the<br />

rousing tale of Jack Kelly, a charismatic newspaper deliverer<br />

and leader of a band of teenaged “newsies.” When titans of publishing<br />

raise distribution prices at the deliverers’ expense, Jack<br />

rallies newsies from across the city to strike against the unfair<br />

conditions and fight for what’s right. Based on the 1992 motion<br />

picture and inspired by a true story, Newsies features a Tony<br />

Award-winning score by Alan Menken and Jack Feldman and<br />

a book by Tony Award winner Harvey Fierstein. Newsies is<br />

packed with non-stop thrills and a timeless message, perfect for<br />

the whole family and every audience. This show features 35 local<br />

youth who will blow you away with their talent, and is directed<br />

by Heather Shippit, Musical Direction by Malaika Horswill, and<br />

Choreography by Carly Brandel with Assistant Director, Jessie<br />

Greenway and Assistant Musical Director, Sapphire Guthrie.<br />

Protection of riparian areas<br />

At just over 400 square kilometres, <strong>Kootenay</strong> <strong>Lake</strong> is the<br />

fifth largest lake in British Columbia. This biologically unique<br />

watershed is home to a diverse amount of fish species and<br />

wetlands, while boasting over 400 kilometres of shoreline. In<br />

order to protect the shoreline, as well as the flora and fauna in<br />

and around <strong>Kootenay</strong> <strong>Lake</strong>, the Regional District of Central<br />

<strong>Kootenay</strong> (RDCK) is currently reviewing its Environmental<br />

Development Permit Areas (EDPA) on the <strong>Lake</strong>.<br />

The goal of an EDPA is not to prevent property owners from<br />

building near the lake, but rather to ensure it is done sensitively<br />

to protect riparian areas, which are the transition areas<br />

between land and water. Riparian areas improve water quality<br />

by filtering runoff and preventing sediments and contaminants<br />

from entering the lake, they are home to deep rooted<br />

trees and shrubs that protect lakeshore areas against wind and<br />

wave action, and they act as enormous sponges, soaking up as<br />

much as 45 cm of rain to help mitigate against flood damage<br />

and shoreline erosion. The RDCK has four Electoral Areas on<br />

<strong>Kootenay</strong> <strong>Lake</strong>; three have EDPA’s - Area A, D and E. There is<br />

currently no EDPA for Area F.<br />

“The purpose of an EDPA is to ensure development activities<br />

on shoreline properties are undertaken in a way that is<br />

consistent with a community’s expectations, which should be<br />

embedded into an EDPA’s guidelines,” said Corey Scott, RDCK<br />

Planner. “While it is preferred to avoid disturbance of riparian<br />

areas altogether, development within them is not prohibited.<br />

The bears are back in town!<br />

(and so is Wildsafe BC) WildSafeBC Nelson, Kaslo and Area D is<br />

now up and running for 2022.<br />

WildSafeBC is the provincial leader in preventing conflict with wildlife<br />

through collaboration, education and community solutions. It is a<br />

program managed and delivered by the BC Conservation Foundation in<br />

communities across BC. Lisa Thomson, as the WildSafeBC coordinator<br />

for WildsafeBC Nelson, Kaslo & Area D program, will be working in the<br />

community of Nelson and Kaslo to reduce human-wildlife conflict for the<br />

upcoming season. WildSafeBC acknowledges the land these programs<br />

operate on as the unceded traditional territories of the Sinixt, Syilx and<br />

Ktunaxa peoples.<br />

From May to November 30 2022, Lisa will be involved in a number of<br />

initiatives including education programs, training sessions and outreach at<br />

various events. You will see her at events around town as she spreads the<br />

word about how to safely keep wildlife wild and communities safe. After<br />

emerging from their winter dens in April, bears will seek out protein-rich<br />

food sources in the valley bottoms where many communities are situated.<br />

There have already been several reports of black bears in the area and some<br />

of these bears have been observed accessing unnatural sources of food.<br />

When bears have access to garbage and other unnatural food sources, conflict<br />

situations can develop. Bears may become food conditioned, and/or<br />

habituated to people. Habituated bears tolerate humans in much closer<br />

proximity than what is safe for both bears and humans. Food-conditioned<br />

bears may become very motivated to access unnatural food sources, which<br />

can lead to property damage or increased concerns regarding public safety.<br />

It is particularly unfortunate to see sow bears teaching cubs to forage for<br />

unnatural food among people <strong>–</strong> potentially leading to future conflicts and<br />

shorter lives.<br />

The most effective action we can take to keep bears wild and our communities<br />

safe is to keep all attractants secure, including:<br />

• Do not store garbage or other organic waste outdoors. If you have<br />

curbside collection, only put the containers out on the morning<br />

of collection day <strong>–</strong> never the night before. Make sure recyclables<br />

have been cleaned.<br />

• Protect fruit trees with electric fencing or pick fruit early and do<br />

not let windfall accumulate. Ensure your compost is well-managed<br />

and does not smell.<br />

• Avoid feeding birds when bears are most active (April to November)<br />

and ensure birdfeeders are always inaccessible to non-target<br />

species such as bears, deer, squirrels and raccoons. Do not let seed<br />

accumulate that may<br />

attract rats and other<br />

rodents.<br />

• Feed pets indoors<br />

and keep pets inside<br />

at night.<br />

• Keep your barbecue<br />

clean by burning off<br />

uncooked food and<br />

emptying the grease<br />

container.<br />

When professionals are ready to take a new step in their careers, it’s wise to revisit their old résumés and see<br />

what can be done to update them for the current day and age. This is especially true for people who may have<br />

been out of the job-seeking arena for some time.<br />

Writing a résumé can be complicated. The rules for fi nding a new job are continually evolving, and résumés<br />

remain a big component of that process. The following are some current résumé trends that will help professionals<br />

stand out from the masses.<br />

Consider design<br />

Design your résumé so it will look good whether it’s viewed on a screen or a mobile phone or printed on paper.<br />

Classic serif style fonts can make a résumé seem dated, so select modern fonts that are crisp. The idea<br />

is for the résumé to look balanced and clear, without being overdone with modifi cations, like italics and bold<br />

lettering. However, a spot of color could provide much-needed attention.<br />

Be brief yet effective<br />

A concise design is key. Many recruiters spend little to no time reviewing the hordes of résumés they receive.<br />

In fact, automated résumé bots may initially screen the documents to thin the crowd. According to data from<br />

the 12th annual Mystery Job Candidate survey by CareerXRoads, the average recruiter spends six seconds<br />

looking at a résumé. If a résumé is lengthy or doesn’t attract attention, it will likely be ignored. Stick to a single-page<br />

and make sure wording is brief but meaty.<br />

Keep juicy details up top<br />

Format the résumé so the most pertinent information is within the top one-third of the document. Beef up a<br />

summary statement and use it in lieu of an objective. Make sure that summary includes keywords that promote<br />

your skills and experience to potentially lure the recruiter into reading more.<br />

Tweak job titles<br />

Mimic phrasing from the job listing to beat the bots and get résumés fl agged for review. Slightly change job<br />

position titles so they mirror the wording used. For example, if a recruiter is looking for a “fi nancial account<br />

manager,” and you have the experience, list your title as something like “Senior manager of new financial<br />

accounts.”<br />

Who you know<br />

Landing a new job is often about what you know, but getting a foot in the door is also largely infl uenced by<br />

who you know. Include any professional groups to which you belong or alumni associations. Who knows? The<br />

recruiter may have the same alma mater, and you can bond over your shared mascot.<br />

Keywords, phrasing, formatting, and having the right skills for the job can ensure a résume is seen by a recruiter,<br />

and perhaps even lead to a new career.<br />

happening on residential lands at the individual property<br />

level,” said Scott. “We want to revise the EDPA in a way that<br />

makes sense and is rigorous where it needs to be. This will<br />

allow us to develop a pathway to work with property owners<br />

to get approved for a permit, while ensuring the protection<br />

of riparian areas. We find that most property owners’ intentions<br />

are aligned with shoreline stewardship principles, but<br />

the actions they can take to uphold those principles may not<br />

be clear. The EDPA for the lake will help provide that clarity.”<br />

Changes to the EDPA would not affect current property<br />

owners who previously developed within the permit area;<br />

however, any future building, soil disturbance, or vegetation<br />

removal could trigger the need for a permit.<br />

Child care improvements.<br />

Child care providers across the Basin are getting a boost from<br />

Columbia Basin Trust to increase access to child care and make<br />

improvements to their facilities by expanding the number of spaces,<br />

strengthening their workforce and making their buildings more<br />

energy efficient. “Every day, child care providers and early childhood<br />

educators help families care for their children and create early learning<br />

environments that are essential for healthy development,” said<br />

Nicole MacLellan, delivery of benefits manager with Columbia Basin<br />

Trust. “Having access to quality and affordable care enables parents<br />

to work, supports businesses to retain employees, and helps our communities<br />

thrive, all of which we heard are important to Basin residents.”<br />

With funding from both the Trust and the Province of BC, the<br />

Village of Fruitvale is building the Beaver Valley Child Care Centre in<br />

the heart of the community. The Trust also provided support during<br />

the development stages of this project. The new centre will add 37<br />

child care spaces and help meet the critical need for child care in<br />

Fruitvale and the area. The centre, which will be operated by the Beaver<br />

Valley Nursery School, is expected to open in the summer 2023.<br />

“The Beaver Valley Child Care Centre aims to assist all families—<br />

including the parents of children requiring extra support, Indigenous<br />

residents, vulnerable populations, newcomers to Canada and young<br />

parents—so that they can attend work and school and do other<br />

important tasks,” said Kelli Tuttle, the Village’s Chief Administrative<br />

Officer. “It will seek to develop self-confidence and self-esteem in the<br />

children, and social and emotional skills that lead to future success.”<br />

Category 2 burning to be prohibited<br />

Effective at noon PST on Friday, <strong>July</strong> 15, 2022, Category 2 open<br />

fires will be prohibited throughout the Southeast Fire Centre to<br />

help prevent human-caused wildfires and protect public safety.<br />

Anyone who has been conducting Category 2 open burning<br />

anywhere in the Southeast Fire Centre must extinguish any such<br />

fire by the deadline. This prohibition will remain in place until<br />

Oct. 15, 2022 or until the public is otherwise notified.<br />

to present Of Light Itself<br />

showcasing the life and work of<br />

the eclectic Japanese Canadian<br />

artist Tsuneko Kokubo who<br />

was born in Steveston, B.C. in<br />

1937, and since 1994, has been<br />

living on the shores of Slocan<br />

<strong>Lake</strong> in Silverton. Fondly<br />

known as ‘Koko’, her creativity<br />

and knowledge in several arenas of experience and study<br />

are reflected in her multiple bodies of work, both visual<br />

and in performance physical theatre.<br />

The exhibition is a 66-year survey of Koko’s creative life,<br />

which includes paintings from her earlier art school days<br />

to her current works in oils and acrylics. Parallel to her<br />

visual work, the exhibition includes sample video clips<br />

of past choreographed performances over the years,<br />

and interviews, expanding her dynamic vision through<br />

multiple mediums. Curated by Maggie Tchir.<br />

Debbie Guerin<br />

It is with great sadness that we announce the peaceful<br />

passing of Mrs. Debbie Guerin of Slocan, BC on <strong>July</strong> 2, 2022<br />

at the age of 65 years.<br />

Debbie loved a lot, but most of all, her family, friends, her<br />

cats, who were practically her children, and being in nature;<br />

enjoying as much as she could. She will be so sadly missed,<br />

but never ever forgotten.<br />

Debbie was survived by her brothers, Glen and Mark (Lisa)<br />

Solecki, sisters, Bev (Keith) Yoxall and Laurie (Marc) Septav,<br />

brother-in-laws, Robert and Kelvin, sister-in-law, Donna,<br />

as well as many nieces, nephews, and good friends. She<br />

was predeceased by her husband, Gerry Guerin, and her<br />

parents, Harry and Mary Solecki, as well as her brother, Jim.<br />

As per Debbie’s request, there will be no funeral.<br />
