3 Introduction<br />

The <strong>Advanced</strong> <strong>Metering</strong> <strong>Infrastructure</strong> <strong>Security</strong> (AMI-SEC) Task Force was established August<br />

2007 under the Utility Communications Architecture International Users Group (UCAIug) to<br />

develop consistent security guidelines <strong>for</strong> the initial AMI portion of the <strong>Smart</strong> Grid. The Task<br />

Force set <strong>for</strong>th an aggressive schedule <strong>for</strong> 2008, with voluntary resources and found this was not<br />

sufficient to maintain the desired pace; there<strong>for</strong>e, several utilities expressed the need <strong>for</strong> further<br />

and faster assistance with AMI security. In response, the AMI-SEC leadership defined a project<br />

to accelerate and augment the work of the Task Force, referred to as ASAP.<br />

The <strong>Advanced</strong> <strong>Security</strong> Acceleration Project <strong>Smart</strong> Grid (ASAP-SG) has evolved to a<br />

collaborative ef<strong>for</strong>t between EnerNex Corporation, multiple major North American utilities, the<br />

National Institute of Standards and Technology, and the United States Department of Energy<br />

(DOE), including resources from Oak Ridge National Laboratory and the Software Engineering<br />

Institute of Carnegie Mellon University. The Electric Power Research Institute (EPRI) played a<br />

major role in bringing their utility membership to the original ASAP project and they may do so<br />

again with ASAP-SG.<br />

Now with the objectives defined in the American Reinvestment and Recovery Act of 2009,<br />

utilities are under greater pressure to aggressively deploy smart grid technologies and<br />

applications. Additionally the President of the United States, U.S. Congress, the Federal Energy<br />

Regulatory Commission, the DOE, and numerous other authoritative entities have identified<br />

cyber security <strong>for</strong> the smart grid as a top priority. This project addresses both the<br />

recommendation by the utilities of the <strong>Open</strong> <strong>Smart</strong> Grid Committee and government entities to<br />

take the next step to produce actionable, understandable, and targeted guidance <strong>for</strong> securing the<br />

smart grid.<br />
