PAGE 8 - SOUTH MESSENGER - August 21, 2022 Eastland-Fairfield free and reduced lunch program Eastland-Fairfield Career & Technical Schools announced its 2022-23 program year policy for Free and Reduced Price Meals for students unable to pay the full price of meals served under the National School Lunch and School Breakfast Program. Each school office and the central office has a copy of the policy, which may be reviewed by any interested party. The Federal Income Eligibility Guidelines will be used to determine eligibility. Children from families whose annual income is at or below the federal guidelines are eligible for free and reduced-price meals. Application forms are distributed to all homes in a letter to parents or guardians. To apply for free and reduced-price benefits, households should complete an application and return it to the school. Additional copies are available at the principal’s office in each school. A complete application is required. Households that currently receive Special Nutrition Assistance Program Benefits or Ohio Works First funds for a child must provide the child’s name, the SNAP or OWF case number and signature of an adult household member on the application. Anyone who has an Ohio Medicaid card is already receiving these services. The information provided on the application is confidential and will only be used for the purpose to determine eligibility and may be verified at any time during the school year by school or other program officials. To discourage the possibility of misrepresentation, the application forms contain a statement above the space for signature certifying that all information furnished is true and correct. Applications are being made in connection with the receipt of federal funds. Schools or other officials may check the information on the application at any time during the school year. Deliberate misrepresentation of information may subject the applicant to prosecution under applicable state and federal laws. Households will be notified of the approval or denial of benefits. Foster children are categorically eligible for free meal benefits regardless of the household’s income. If a family has foster children living with them and wishes to apply for such meals or milk for them, contact the school for more information. Under the provision of the policy, Eastland-Fairfield Career & Technical Schools will review applications and determine eligibility. If a parent or guardian disagrees with the decision on the application or the result of verification, the decision may be discussed with the determining official on an informal basis. If a formal appeal is desired, the household has the right to a fair hearing. No Kidding program The Franklin County commissioners voted to accept a $1 million grant from the U.S. Department of Health and Human Services to operate a three-year program to address economic mobility and responsible parenting with teens and young adults. The county’s Child Support Enforcement Agency (CSEA) will administer the grant and provide instruction using the No Kidding Ohio curriculum to promote economic mobility, build parenting and healthy relationship skills, reduce unplanned pregnancies, and prevent relationship violence. “Each of us commissioners has kids and we know that, even in the best of circumstances, parenting can be really tough. For young people who are still figuring themselves and their relationships out, and who might not yet have a career or other resources to fall back on, it’s even more difficult,” said board of commissioners president Erica Crawley. “And once you’ve started a family, it can be even tougher to get ahead, so with this program, we aim to help give young people the tools and confidence they need to thrive.” In addition to material from child support experts, the program will use a peerto-peer approach, employing young parents to augment its lessons with their own firsthand experience. It will include a social media and digital marketing campaign to further the message and reach teens and young adults with the knowledge, skills, and resources that will help them achieve their goals, move up the ladder of economic mobility, and to be successful, responsible parents. Franklin County’s teen birth rate is more than twice the state and national averages, with 41.6 births per 1,000 women aged 15-19. The grant will fund two fulltime positions in CSEA, which will partner with several other county and community agencies to provide a full suite of wraparound services to the program participants. The new program will be stood up over the course of the next year, with programing set to begin in the fall of 2023. In addition, the Attorney General’s Ohio School Threat Assessment Training Program continues to teach law enforcement officers and school officials how to recognize and act on behavioral warning signs before they lead to violence. Funding is still available for school resource and DARE officers who wish to complete the training. Yost encourages all law enforcement officers to complete the training; to date, 2,200 officers have done so. Since 2020, the Attorney General's Office has provided a combined $1 million in grant funding for Ohio law enforcement for taking Ohio School Threat Assessment Training and conduct vulnerability assessments on school buildings.
