Institutional Resilience in Puerto Rico: A First Look at Efforts by Puerto Rican HSIs

FINDINGS ON INSTITUTIONAL<br />

RESILIENCE EFFORTS<br />

In this section, we summarize the resilience efforts of five <strong>Puerto</strong> <strong>Rican</strong> <strong>HSIs</strong> with<strong>in</strong> the<br />

context and challenges they have faced. Follow<strong>in</strong>g this summary, we provide a five-year<br />

overview of d<strong>at</strong>a on fall enrollment, retention, faculty, degree completion, revenues and<br />

expenditures, and cost of <strong>at</strong>tendance and f<strong>in</strong>ancial aid for each of the five <strong>in</strong>stitutions.<br />

We follow this d<strong>at</strong>a profile with key takeaways from the <strong>in</strong>terviews with <strong>in</strong>stitutional<br />

leadership, highlight<strong>in</strong>g the approaches each <strong>in</strong>stitution has taken to address these<br />

challenges. These approaches are not exhaustive but r<strong>at</strong>her <strong>in</strong>dic<strong>at</strong>ive of <strong>in</strong>stitutional<br />

efforts over the past five years up until the time of the <strong>in</strong>terviews.<br />

Wh<strong>at</strong> is the oper<strong>at</strong><strong>in</strong>g context for<br />

these <strong>HSIs</strong>?<br />

These five particip<strong>at</strong><strong>in</strong>g <strong>HSIs</strong> <strong>in</strong> <strong>Puerto</strong> <strong>Rico</strong><br />

face the compounded impacts of a multitude of<br />

economic, political, environmental, health, and<br />

demographic challenges over the last five years.<br />

In 2016, the United St<strong>at</strong>es Congress declared<br />

<strong>Puerto</strong> <strong>Rico</strong>’s nearly $72 billion debt unpayable,<br />

lead<strong>in</strong>g to the establishment of a fiscal control<br />

board to restructure <strong>Puerto</strong> <strong>Rico</strong>’s debt. As part<br />

of this debt restructur<strong>in</strong>g, the federal government<br />

began implement<strong>in</strong>g budget cuts to the University<br />

of <strong>Puerto</strong> <strong>Rico</strong> system. Student strikes emerged<br />

across UPR campuses protest<strong>in</strong>g these budget<br />

cuts. The political unrest stemm<strong>in</strong>g from the<br />

strikes caused some of the UPR campuses to<br />

temporarily shut down. Months l<strong>at</strong>er, Hurricanes<br />

Irma and Maria ravaged the island <strong>in</strong> a span of<br />

weeks, cutt<strong>in</strong>g residents’ access to electricity,<br />

w<strong>at</strong>er, and transport<strong>at</strong>ion. The damages caused<br />

<strong>by</strong> the hurricanes aga<strong>in</strong> disrupted the normal<br />

oper<strong>at</strong>ions of colleges and universities across<br />

the island, delay<strong>in</strong>g some students’ educ<strong>at</strong>ional<br />

progress and result<strong>in</strong>g <strong>in</strong> other students mov<strong>in</strong>g<br />

to the ma<strong>in</strong>land, often with family members,<br />

to f<strong>in</strong>ish their educ<strong>at</strong>ion. Recovery efforts<br />

were slow and were only exacerb<strong>at</strong>ed <strong>by</strong> the<br />

subsequent earthquakes, which led to severe<br />

<strong>in</strong>frastructure damages and loss of life. Then <strong>in</strong><br />

early 2020, the COVID-19 pandemic brought<br />

about unprecedented challenges of f<strong>in</strong>ancial<br />

precarity, distress, and isol<strong>at</strong>ion across these <strong>HSIs</strong><br />

and <strong>in</strong>stitutions around the globe. Throughout this<br />

time, the demographic composition of the island<br />

has changed, result<strong>in</strong>g <strong>in</strong> the migr<strong>at</strong>ion of many<br />

young people and families. This has cre<strong>at</strong>ed an<br />

<strong>in</strong>creas<strong>in</strong>gly older residential popul<strong>at</strong>ion. These<br />

cumul<strong>at</strong>ive challenges present a unique context<br />

<strong>in</strong> which these <strong>Puerto</strong> <strong>Rican</strong> <strong>HSIs</strong> oper<strong>at</strong>e,<br />

prompt<strong>in</strong>g them to pivot to <strong>in</strong>nov<strong>at</strong>ive ways to<br />

adapt and thrive.<br />

Wh<strong>at</strong> challenges are these <strong>in</strong>stitutions<br />

fac<strong>in</strong>g and how have they adapted to<br />

be resilient <strong>in</strong> their current context to<br />

cont<strong>in</strong>ue to serve their students?<br />

SUPPORTING STUDENT PATHWAYS<br />

CHALLENGE #1: Decl<strong>in</strong>es <strong>in</strong> enrollment. All<br />

five <strong>HSIs</strong> discussed how enrollment has decreased<br />

<strong>at</strong> their <strong>in</strong>stitution over the past few years. Their<br />

difficulty <strong>in</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g past enrollment levels has<br />

caused a substantial reduction <strong>in</strong> tuition revenue<br />

necessary to cover core expenses, balance their<br />

budget, and fund normal oper<strong>at</strong>ions (e.g., facility<br />

ma<strong>in</strong>tenance, staff<strong>in</strong>g).<br />

Response A: Increas<strong>in</strong>g enrollment through<br />

<strong>in</strong>tentional recruitment efforts. These <strong>HSIs</strong><br />
