and head of the Climate Laboratory at the University
of Alicante. Areas designated as flood zones
in Spain are being increasingly built upon with
roads, houses, parking lots, and industrial facilities.
Drainage systems are inadequately designed, and
during heavy rainfall, depressions and dry areas
suddenly transform into raging rivers. This has

Alcanar serves as a prime example. Sixty percent
of Catalonia's coast is developed within the first
100 meters from the sea, primarily for tourism.

Unfortunately, heavy rainfall does not alleviate
drought conditions. The renowned Massachusetts
Institute of Technology (MIT) has analyzed various
climate models for the Mediterranean region
and consistently arrives at the same conclusion:
precipitation in the Mediterranean region will decrease
by 40 percent during winter in the coming
decades. Two probable consequences of climate
change are at play here.
One is the alteration of the atmospheric flow dynamics
in the upper atmosphere, and the other
is the reduction of the temperature difference between
water and land. The regions most affected
by drought will likely be northeastern Africa, including
Morocco, as well as the western Mediterranean
region and Turkey.
