Iread with interest the latest<br />

report from the NSSF regarding<br />

the National Instant Criminal<br />

Background Check System (NICS)<br />

check for the month of August <strong>2023</strong>.<br />

Looking at NICS data is a fairly<br />

reliable way to determine how many<br />

people are buying guns in the US<br />

and therefore the current trend of the<br />

market. NICS were brought in back in<br />

1993 and 32 States participate.<br />

The August <strong>2023</strong> numbers show a<br />

decrease from this time last year, by<br />

just over 13 per cent, which is hardly<br />

surprising given the huge rise in gun<br />

ownership during and Covid and post<br />

Covid times. The crazy high numbers<br />

were never going to continue.<br />

A decrease can be seen as a negative<br />

in some quarters, but given the<br />

unprecedented demand, shortages in<br />

stock, and general panic this huge<br />

upsurge in purchasing has had, I’m<br />

willing to bet some companies out<br />

there will be happy that this slow down<br />

gives them time to plan and focus on<br />

other parts of their business, rather<br />

than a mad dash to provide guns, gun<br />

parts, ammunition to their hordes of<br />

new customers.<br />

The Covid boom has provided a shot<br />

in the arm for countless manufacturers<br />

and numbers are still way higher than<br />

pre Covid – all growth can be seen<br />

as great but steady growth represents<br />

a realistic and achievable long-term<br />

objective.<br />

We have seen many companies<br />

grow too quickly over the years here<br />

at GTW and, unfortunately, this often<br />

concludes with the same ending.<br />

I’d like to think that the two to<br />

three-year boost has given many<br />

companies across the globe that<br />

increased level of income to allow<br />

investment across the company, rather<br />

than just trying to get stock out of the<br />

door. Take a breather, reassess, plan,<br />

and move forward.<br />

“Wolf Hunt”, the European<br />

Commission (EC) is now<br />

inviting local communities,<br />

scientists and all interested<br />

parties to submit up-to-date<br />

data on wolf populations and<br />

their impact complementing<br />

a request already made to<br />

Member States in April <strong>2023</strong>.<br />

These developments are in<br />

response to two European<br />

Parliament resolutions calling<br />

for a procedure to amend<br />

the annexes of the Habitats<br />

Directive (under Article<br />

19) for large carnivores.<br />

MEPs - many of them part<br />

of the European Parliament’s<br />

“Biodiversity, Hunting,<br />

Countryside” Intergroup -<br />

worked hard to make these<br />

resolutions a reality.<br />

Based on these updates<br />

on technical and scientific<br />

progress, the EC will consider,<br />

where appropriate, a proposal<br />

to change the protection<br />

status, to update the legal<br />

framework, and to introduce<br />

further flexibility in line with<br />

the Habitats Directive.<br />

Fully implementing Article<br />

19 is something FACE<br />

(European Federation for<br />

Hunting & Conservation) and<br />

other rural groups have long<br />

called for. Another key request<br />

set out in FACE’s recent<br />

#SignForHunting campaign<br />

is for “accurate assessments<br />

of large carnivore populations<br />

based on suitable criteria”.<br />

So, what’s the EC going to do<br />

with all this new scientific<br />

data gathered from local<br />

communities, scientists and<br />

other parties?<br />

From FACE’s perspective,<br />

there are two different roads<br />

the EC could take:<br />

- Recognise the positive<br />

trends that are scientifically<br />

established and move forward<br />

with a procedure to amend the<br />

annexes.<br />

or…<br />

- Business as usual.<br />

Continue to assess the<br />

conservation status of<br />

wolf using inappropriate<br />

biogeographical units (link),<br />

which gives an impression<br />

of a worsening status rather<br />

than one with a continuous<br />

population growth and<br />

expansion. So far, this approach<br />

has led to increased protection<br />

and conflict at national level.<br />

Leaving aside the status<br />

of Europe’s healthy wolf<br />

population, which is clearly<br />

reaching a social carrying<br />

capacity in many parts of<br />

Europe, the core problem<br />

remains a practical and<br />

legal one. Annex IV (strict<br />

protection) is creating a near<br />

impossible situation: EC<br />

guidance is unclear, national<br />

courts are highly precautionary<br />

and the EC remains active in<br />

pursuing legal infringements,<br />

and all this is frustrating rural<br />

communities.<br />

hard to couple the statement<br />

from Commission President<br />

Von der Leyen: “I urge local<br />

and national authorities to take<br />

action where necessary” with<br />

the same Commission, which<br />

legal action when such moves<br />

are taken at national level. To<br />

move forward, there must be<br />

clear recognition that the wolf<br />

is doing well, and Article 19 of<br />

the Habitats Directive must be<br />

implemented”.<br />

NSSF-ADJUSTED NICS BACKGROUND<br />

CHECKS FOR AUGUST <strong>2023</strong><br />

The August <strong>2023</strong> NSSFadjusted<br />

National Instant<br />

Criminal Background Check<br />

System (NICS) figure of<br />

1,117,824 is a decrease of<br />

13.1 percent compared to<br />

the August 2022 figure of<br />

1,286,816. For comparison,<br />

the unadjusted August <strong>2023</strong><br />

FBI NICS figure 2,047,515<br />

reflects a -16.4 per cent<br />

percent decrease from the<br />

unadjusted FBI NICS figure<br />

of 2,450,616 in August 2022.<br />

August <strong>2023</strong> marks the 49th<br />

month in a row that has<br />

exceeded 1 million adjusted<br />

background checks in a single<br />

month.<br />

Please note: Twenty-four<br />

states currently have at least<br />

one qualified alternative<br />

permit, which under the<br />

Brady Act allows the permitholder,<br />

who has undergone a<br />

background check to obtain<br />

the permit, to purchase a<br />

firearm from a licensed dealer<br />

without a separate additional<br />

background check for that<br />

transfer. The number of NICS<br />

checks in these states does not<br />

include these legal transfers<br />

based on qualifying permits<br />

and NSSF does not adjust for<br />

these transfers.<br />

The adjusted NICS data<br />

were derived by subtracting<br />

out NICS purpose code<br />

permit checks and permit<br />

rechecks used by states for<br />

CCW permit application<br />

checks as well as checks on<br />

active CCW permit databases.<br />

NSSF started subtracting<br />

permit rechecks in February<br />

2016.<br />

Though not a direct<br />

correlation to firearms sales,<br />

the NSSF-adjusted NICS<br />

data provide an additional<br />

picture of current market<br />

conditions. In addition to<br />

other purposes, NICS is used<br />

to check transactions for sales<br />

or transfers of new or used<br />

firearms.<br />

It should be noted that<br />

these statistics represent<br />

the number of firearm<br />

background checks initiated<br />

through the NICS. They do<br />

not represent the number of<br />

firearms sold or sales dollars.<br />

Based on varying state laws,<br />

local market conditions and<br />

purchase scenarios, a oneto-one<br />

correlation cannot<br />

be made between a firearm<br />

background check and a<br />

firearm sale.<br />

WESTERN AUSTRALIA IGNORING THE<br />

NATIONAL FIREARMS AGREEMENT<br />

The Shooting Industry<br />

Foundation of Australia<br />

(SIFA) is concerned over plans<br />

the West Australian Police<br />

Minister is set to abandon<br />

specific sections of the<br />

National Firearms Agreement<br />

(NFA) in rewriting the state’s<br />

gun laws.<br />

Australia’s National Firearms<br />

Agreement has been in<br />

effect for the last 27 years,<br />

with all Australian states<br />

and territories committed to<br />

upholding this agreement. The<br />

success of this agreement has<br />

seen governments across the<br />

political divide, declaring this<br />

agreement and its cornerstone<br />

principle of a nationally<br />

consistent approach to firearms<br />

regulation, as what keeps<br />

Australian’s safe from gun<br />

violence.<br />

Under the NFA, and<br />

currently in place in all<br />

jurisdictions across Australia,<br />

persons with a firearms license<br />

who want to acquire a firearm<br />

must demonstrate a genuine<br />

reason or need to acquire a<br />

firearm. Only if this reason<br />

or need is established can the<br />

Police then issue a permit to<br />

acquire.<br />

Yet, despite this system<br />

working for 27 years, and<br />

without producing a shred of<br />

evidence to the contrary, the<br />

WA police minister is looking<br />

to abandon this nationally<br />

consistent approach, in favour<br />

of introducing a set limit on<br />

the number of guns a license<br />

holder can own, regardless<br />

of whether there is a genuine<br />

reason or need to acquire.<br />

SIFA CEO James Walsh<br />

commented: “Questions need<br />

to be asked as to why WA is<br />

moving away from the NFA<br />

and looking to introduce a<br />

framework of inconsistent laws,<br />

the very thing the NFA sought<br />

to eliminate”.<br />

SIFA has raised concerns of<br />

the unintended consequences<br />

that will occur, across Australia<br />

if WA moves further away<br />

from the terms specified within<br />

the NFA, and what this will<br />

mean for plans for a National<br />

Firearms Registry, given<br />

consistent regulation is key to<br />

the success of this initiative.<br />

“We are concerned that with<br />

WA ignoring the NFA, this<br />

will signal to other jurisdictions<br />

that they too can regulate<br />

away from this agreement,<br />

which will remove any further<br />

attempts at seeking a nationally<br />

consistent approach to firearms<br />

regulation” Mr Walsh said.<br />

The topic of firearms limits<br />

was also examined in 2016<br />

during the WA Law Reform<br />

Commission – Review of The<br />

Firearms Act 1973 (WA)<br />

Project 105.<br />

The final report into this<br />

review found that “The<br />

Commission is satisfied that<br />

there are sufficient safeguards<br />

built into the genuine<br />

reason (including reasonable<br />

justification) and genuine need<br />

tests to prevent the unjustified<br />

stockpiling of firearms and<br />

recommends that there be<br />

no upper limit on firearms<br />

numbers”.<br />

Several West Australian<br />

firearms dealers and their<br />

local trader’s association<br />

have told SIFA that their<br />

farming, hunting and sporting<br />

customers have expressed<br />

concern that given Western<br />

Australia already has the<br />

strictest firearms regulation<br />

in the country, a further<br />

move away from a nationally<br />

consistent approach will only<br />

disenfranchise law abiding<br />

people in Western Australia<br />

further.<br />

“At a time where the rest of<br />

Australia is working together,<br />

seeking national consistency<br />

in firearms regulation to<br />

implement a National<br />

Firearms Register, it is simply<br />

extraordinary that a single<br />

Boost for Hungarian hunters<br />

The Hungarian government substantially<br />

amended its hunting regulations,<br />

ushering in a new age for youth and bow<br />

hunting. Effective since 13 June <strong>2023</strong>,<br />

these changes underscore a commitment<br />

to nurturing traditional hunting practices<br />

alongside encouraging technological<br />

advancements.<br />

Under the new legal framework, young<br />

individuals (aged 16 and over) are now<br />

eligible to partake in hunting activities<br />

in Hungary, provided they meet the<br />

necessary prerequisites. This includes<br />

passing the standard examination and,<br />

for those interested in bow hunting or<br />

falconry, the completion of additional,<br />

specialised exams.<br />

The new regulations stipulate that<br />

youths can only hunt big game with a<br />

bow. To ensure the best context for safety<br />

and expertise in the field, the young bow<br />

hunter must be accompanied by a hunter<br />

who has held a certified bow hunting<br />

exam for at least five years.<br />

For small game hunting, the<br />

regulations allow the use of shotguns<br />

and 0.22 caliber rifles, but only when<br />

the young hunter is accompanied by an<br />

ATA SHOW REGISTRATION OUTPACING LAST YEAR<br />

Retailer registration continues to<br />

increase for the 2024 ATA (Archery<br />

<strong>Trade</strong> Association) Show, with numbers<br />

outpacing this time last year. The US<br />

industry’s largest celebration of archery<br />

and bowhunting will take place in St.<br />

Louis January 11-13, 2024.<br />

More than 400 different brands have<br />

already registered to showcase their<br />

products and meet with customers, which<br />

is also outpacing last year’s numbers,<br />

making the ATA Show the best place<br />

to see the latest innovations and access<br />

special Show deals.<br />

“After a 21 per cent increase in<br />

attendance last year, we are excited to<br />

see our registration numbers continue<br />

to climb,” said Jeff Poole, ATA president<br />

and CEO. “The face-to-face business<br />

environment continues to be an invaluable<br />

Welsh gamebird release decision pushed back by NRW<br />

The British Association for Shooting<br />

and Conservation (BASC) has<br />

welcomed an announcement by<br />

Natural Resources Wales (NRW)<br />

that is has halted plans to licence the<br />

release of gamebirds next season.<br />

This follows a huge response by<br />

the shooting community to a public<br />

consultation that proposed banning<br />

the release of pheasants and redlegged<br />

partridge as early as next year.<br />

The proposals were described as a<br />

ban on shooting in Wales by the<br />

backdoor.<br />

NRW has today said that because<br />

of the volume of responses to the<br />

consultation, it needs at least another<br />

year to consider its advice to the<br />

relevant minister.<br />

BASC urges NRW to release<br />

details of the consultation responses<br />

before that minister decides.<br />

BASC’s ‘Act Now’ campaign<br />

led to a huge response from the<br />

shooting and rural community to<br />

the consultation. The campaign was<br />

supported by BASC’s Fighting Fund.<br />

NRW are currently analysing and<br />

considering what they described as<br />

“some very detailed and technical<br />

submissions” before any decision will<br />

be made. It was initially announced<br />

that licensing would be in place in<br />

time for the 2024/25 season but that<br />

is seen as no longer “achievable” by<br />

NRW.<br />

BASC Wales director Steve<br />

Griffiths, said: “NRW’s decision to<br />

delay its advice for a year is a sensible<br />

and pragmatic approach, but we<br />

still firmly believe that regulation is<br />

unnecessary.<br />

“We urge NRW to release details<br />

of the responses to the consultation<br />

and will continue to fight to make<br />

sure that shooting’s voice is heard.<br />

“The consultation proposals<br />

threatened the future of shooting in<br />

Wales and the size of the response is<br />

indicative of the seriousness which<br />

the shooting and rural community<br />

considered that threat.”<br />

HAVA holds Veterans’ event<br />

Honored American Veterans Afield<br />

(HAVA) recently held its 2nd Annual<br />

event at the Tacoma Sportsman’s<br />

Club, USA. The 84 attendees enjoyed<br />

participating in a variety of shooting<br />

events including crossbow, trap<br />

shooting, lever action rifles, 9mm<br />

semi-automatic pistols and single<br />

action revolvers. These activities were<br />

safely managed by a cadre of HAVA<br />

volunteers from all over the United<br />

States.<br />

Attendees were treated to food<br />

and prizes that included firearms,<br />

optics and other high-end raffle items<br />

donated by supportive manufactures.<br />

Each also received stuffed backpacks<br />

with a variety of products.<br />

“This annual event is a collaborative<br />

to support disabled veterans and<br />

honour their families for their<br />

EXPANSION ISN’T JUST<br />

UNCONSTITUTIONAL<br />

– IT’S UNFEASIBLE<br />

The Biden administration is forcing the federal agency charged with overseeing the strictly<br />

regulated firearm industry to tighten a vice grip on private gun owners, claiming if they<br />

privately sell guns and offer to sell more, they’re “engaged in the business.”<br />

This is just the latest salvo<br />

from President Joe Biden,<br />

who declared from the debate<br />

stage in 2019 that the firearm<br />

industry is “the enemy.”<br />

Now, as the Bureau of Alcohol,<br />

Tobacco, Firearms and Explosives<br />

(ATF) is snuffing out firearm retailers<br />

at a record pace due to an unrelenting<br />

attack of historically high firearm license<br />

revocations under the guise of its “zerotolerance”<br />

policy, the administration has<br />

unilaterally proposed an expansion of the<br />

definition of who is required to obtain<br />

a dealer’s license and therefore run a<br />

National Instant Criminal Background<br />

Check System (NICS) verification to<br />

transfer a firearm. Recall, failing to<br />

obtain a dealer’s license when required<br />

by law is a crime.<br />

This latest gambit does more than<br />

exceed the ATF’s statutory authority.<br />

It’s an unfeasible requirement. There is<br />

no way ATF could keep up with another<br />

328,000 federal firearm licensees.<br />

President Joe Biden continues to<br />

barrel around Congress to generate<br />

unconstitutional laws when Congress<br />

stands against him trampling on<br />

citizens’ rights. That’s after conceding<br />

he’s powerless to do anything without<br />

Congressional action.<br />

Unilaterally Making Law and Criminals<br />

U.S. Attorney General Merrick Garland<br />

announced the proposed rule that would<br />

redefine who qualifies as “engaged in<br />

the business” and would require a federal<br />

firearms license (FFL) and run a NICS<br />

background check when selling or<br />

transferring a gun, as well as to maintain<br />

all the required records and paperwork.<br />

This is a thinly-veiled attempt to create<br />

a universal background check scheme –<br />

which even the Department of Justice<br />

(DOJ) has admitted would necessitate a<br />

federal firearm registry to work. That’s<br />

forbidden by federal law.<br />

The irony is, Congress clarified the<br />

“engaged in the business” definition in<br />

the Bipartisan Safer Communities Act<br />

(BSCA). Congress made a one-word<br />

change to the “engaged in the business”<br />

definition by removing the word<br />

“livelihood” the courts had effectively<br />

read out of the statute. The law still<br />

defines a firearm dealer as, “a person who<br />

devotes time, attention and labour to<br />

dealing in firearms as a regular course of<br />

trade or business to predominantly earn<br />

“This language is tailored towards<br />

individuals regularly selling guns to<br />

strangers with the predominant motive<br />

of making money through a side<br />

business, like the person who sold the<br />

Midland shooter his weapon, and it is<br />

drafted in such a way that prosecutors<br />

will need to prove specific intent on<br />

the part of the unlicensed seller,” said<br />

officials at U.S. Sen. John Cornyn’s<br />

(R-Texas) office. “The Biden admin<br />

should expect for this rule to be struck<br />

down because it is unconstitutional.”<br />

Sen. Joni Ernst’s (R-Iowa) staff said<br />

any efforts to move beyond the previous<br />

boundaries for licensing would go<br />

against Congress’s intent.<br />

“President Biden is twisting the law<br />

to fit his liberal gun-grabbing agenda,”<br />

the senator’s staff told media. “His<br />

administration’s latest attack on lawful<br />

gun owners clearly oversteps both<br />

the intent and the text of the law, at<br />

the expense of the average gun seller.<br />

Senator Ernst has repeatedly defended<br />

FFL holders and will continue to stand<br />

up against the Biden administration’s<br />

attack on Second Amendment rights.”<br />

There wasn’t a need for the<br />

administration to publish 108 pages to<br />

clarify a definition that was just updated<br />

unless the administration is attempting<br />

to snatch away Second Amendment<br />

rights from Congress and “The People.”<br />

Yet, the Biden administration is<br />

overreaching, claiming they have orders<br />

from Congress when they clearly don’t.<br />

“This proposed rule implements<br />

Congress’s mandate to expand the<br />

definition of who must obtain a license<br />

and conduct a background check before<br />

selling firearms,” AG Garland said.<br />

The proposed rule, subject to public<br />

comment and final approval, would<br />

require any individual selling firearms<br />

online or at gun shows to be licensed<br />

and run background checks before<br />

completing the transaction, according<br />

to Fox News. The Associated Press<br />

reported that ATF estimates the<br />

proposed rule sweeps up as many as<br />

328,000 private citizens.<br />

Congressional Brushback<br />

In a move not unique to this<br />

administration, the Biden<br />

administration’s legal contortions of<br />

the BSCA have gone over like a lead<br />

balloon. The proposal strains under its<br />

own weight and Congress is brushing<br />

Focus on Criminals<br />

The unilateral expansion of the firearm<br />

dealer definition is unconstitutional<br />

and a violation of the Administrative<br />

Procedures Act (APA) that will be<br />

struck down by the courts. It is also a<br />

misallocation of valuable resources and<br />

time that should be devoted to going<br />

after criminals who wilfully break the<br />

law. ATF enforcement efforts shouldn’t<br />

be used to track down a firearm<br />

hobbyist who sells an occasional firearm<br />

or an uncle who gifts a cherished<br />

hunting rifle to his niece. <strong>Gun</strong>smithing<br />

and building firearms at home, of<br />

course, have been common hobbyist<br />

activities since before the country was<br />

founded.<br />

Expanding the dealer definition<br />

means ATF would now be charged with<br />

monitoring and requiring registration<br />

of up to 328,000 Americans it now<br />

deems as “firearm dealers” even though<br />

they only make occasional firearm<br />

sales, exchanges or purchases for the<br />

enhancement of a personal collection<br />

or a hobby, or who sells all or part of a<br />

personal firearm collection. Congress<br />

did not change the requirement that<br />

to be a “dealer,” a person must devote<br />

time, attention, and labour to dealing in<br />

rifle market compared to the previous<br />

year. While the rimfire market occupies<br />

a smaller niche compared to centrefire<br />

rifles, it remains a formidable force that<br />

should not be underestimated. Whether<br />

for casual backyard plinking, precision<br />

target shooting, or pest control, the<br />

unassuming rimfire holds its own as a<br />

Here, gun <strong>Trade</strong> <strong>World</strong> frameworks the significant characteristics<br />

Hunting is extremely<br />

popular in Spain,<br />

which has over<br />

35m hectares<br />

of hunting land, including<br />

national parks, national<br />

hunting reserves, national<br />

preserves, and numerous<br />

private game reserves.<br />

The best hunting areas<br />

are the Atlantic coast, the<br />

Pyrenees, and parts of<br />

Andalusia, where big game<br />

includes mountain goat (cabra<br />

hispánica), various species of<br />

deer, ibex, roebuck, chamois,<br />

stag, wild boar, wolf and bighorned<br />

mountain sheep.<br />

The hunting season for all<br />

game is strictly defined and<br />

there are large fines for anyone<br />

caught hunting out of season.<br />

The hunting season for small<br />

game runs from mid-October<br />

to early February and includes<br />

grouse, quail, ring dove, turtle<br />

dove, red-legged partridge,<br />

pheasant, duck, geese, bustard,<br />

waterfowl, pigeon, hare, and<br />

rabbit.<br />

There are several kinds of<br />

hunting land, ranging from<br />

free zones where only a<br />

general licence is necessary,<br />

to municipal-owned local<br />

reserves, private reserves,<br />

and national reserves, where<br />

a special licence is required.<br />

To hunt in a national reserve,<br />

you need a hunting permit,<br />

issued by the provincial or<br />

regional office of the Ministry<br />

of the Environment. Special<br />

permission is also required<br />

to hunt in a private reserve.<br />

The best way to hunt in Spain<br />

is to join a local club. When<br />

hunting is prohibited, it’s<br />

usually denoted by a square<br />

sign divided diagonally into<br />

black and white halves.<br />

Hunters need a medical<br />

certificate obtainable from<br />

special clinics, a firearms<br />

permit and third party<br />

insurance. <strong>Gun</strong>s must be<br />

broken and bagged when<br />

transported on public land and<br />

they may not be used within<br />

500m (1,600ft) of a house<br />

or in any urban zone (often<br />

ignored).<br />

There is perhaps no animal more<br />

synonymous with the hunting in<br />

Spain than the Ibex. This mountain<br />

goat is defined by its hugely<br />

impressive horns and is a prize<br />

trophy for hunters around the world.<br />

It is well suited to the dry and arid<br />

conditions in Spain and is often<br />

found on high, mountainous ground,<br />

particularly in the north and northeast<br />

of Spain. The two main subspecies<br />

are the Beceite Ibex and the<br />

Gredos Ibex. To hunt these animals,<br />

you will need to have astute<br />

hunting skills, good stamina and a<br />

powerful rifle to be able to find a<br />

good shot of them in their naturally<br />

difficult-to-traverse habitat.<br />

shotgun is held in great regard<br />

not permitted with these types<br />

of guns, their affordability and<br />

the strength of target shooting<br />

in Spain means this is one of<br />

the biggest markets here. You<br />

just need to look at the brands<br />

that were born here – some of<br />

the biggest names in the global<br />

airgun market – to get a full<br />

impression of the strength of<br />

Law Enforcement<br />

There are three main police<br />

forces in Spain, which are<br />

defined by not only the<br />

uniforms they wear but also<br />

their appearance and the roles<br />

they undertake.<br />

Local or Municipal Police -<br />

Policía Local<br />

Recognised by their blue<br />

uniforms, the Local or<br />

Municipal police are a<br />

common sight and are attached<br />

to and recruited by the local<br />

town halls.<br />

In some areas including<br />

Madrid and Valladolid, they<br />

are referred to as Municipal<br />

Police (Policía Municipal),<br />

whereas in Barcelona they<br />

are called ‘Guardia Urbana’.<br />

In the vast majority of cities<br />

and towns, they are called the<br />

Local police or ‘Policía Local’.<br />

You will usually find local<br />

police where the municipality<br />

has a population of more than<br />

5,000 people.<br />

There are currently around<br />

70,000 local police officers<br />

throughout Spain serving the<br />

17 autonomous communities.<br />

National Police -<br />

Policía Nacional<br />

Spain’s national police (Policía<br />

Nacional) is an armed civil<br />

force that deals with more<br />

serious crimes.<br />

Unlike the Local police<br />

which are connected to the<br />

town halls, the national<br />

police are managed by the<br />

Directorate General of<br />

Police and Civil Guard. This<br />

means that they are under<br />

the authority of the State<br />

Department of Security in the<br />

Ministry of the Interior.<br />

In 2020, there were over<br />

87,000 Policía Nacional<br />

officers who operated in all<br />

the capital cities of Spain’s<br />

50 provinces and others as<br />

designated by the national<br />

Government.<br />

They can be identified<br />

by their black uniforms and<br />

are normally stationed in<br />

larger towns and cities with a<br />

population of over 20,000.<br />

The type of crimes they deal<br />

with includes sexual assaults,<br />

muggings, violent crime<br />

and drug offences as well as<br />

organised crime, border control<br />

and terrorism. They maintain<br />

and/or restore public order<br />

and security. This means they<br />

are often used when larger<br />

demonstrations take place.<br />

The national police are also<br />

responsible for the issuance of<br />

national identity documents<br />

such as NIE, TIE, DNI and<br />

passports.<br />

National police officers in<br />

Spain can often be seen at road<br />

checkpoints where they can<br />

sometimes be heavily armed.<br />

Red-legged partridge<br />

Another quarry you could<br />

consider world famous in Spain<br />

is the challenging red-legged<br />

partridge. It’s incredibly quick<br />

flying speeds and how rarely it<br />

takes to the air make it a very<br />

tough to shoot, but rewarding<br />

animal. The bird’s striking beauty<br />

make it well coveted and it also<br />

makes fantastic eating, with<br />

many recipes in northern and<br />

eastern Spain inspired by it.<br />

Driven hunting is common for<br />

this species and you may often<br />

find dogs in a hunting party, as<br />

is usual with many game bird<br />

shooting. Shotguns are the main<br />

type of gun used to hunt this bird.<br />

Hunting season: October to<br />

February<br />

Chamois<br />

The chamois is another coveted<br />

hunting quarry in Spain and is<br />

perfectly adapted to life on steep<br />

mountain slopes, with soft hooves<br />

and impeccable balance. In summer it<br />

has a light brown coat with black and<br />

white markings, while both male and<br />

female chamois have curved horns.<br />

You will most commonly find chamois<br />

in Spain above the treelines in areas of<br />

shrubs and bushes in the Pyrenees and<br />

other high hills and mountain ranges.<br />

The two main species of chamois you<br />

will find in Spain are the Cantabrian<br />

chamois and the Pyrenean chamois.<br />

The Civil Guard - Guardia Civil<br />

Spain’s Civil Guard or Guardia<br />

Civil is the country’s oldest<br />

law enforcement agency which<br />

comes under the Directorate<br />

General of Police and Civil<br />

Guard and the authority of the<br />

State Department of Security<br />

in the Ministry of the Interior.<br />

Guardia Civil officers<br />

wear a distinctive dark-green<br />

uniform and are responsible<br />

for patrolling Spain’s highways<br />

and rural areas (excluding the<br />

Basque Country, Catalonia<br />

and Navarre) as well as<br />

security and border patrol.<br />

Founded in 1844, the<br />

Guardia Civil is military by<br />

nature, which means that<br />

officers are usually found in<br />

barracks or ‘Casas Cuartel’<br />

rather than in police stations<br />

like Spain’s other law<br />

enforcement agents.<br />

Their remit is far-reaching.<br />

Guardia Civil officers can<br />

be highly trained in many<br />

aspects of law enforcement<br />

including fiscal matters,<br />

cybercrime, explosives,<br />

surveillance, counterterrorism,<br />

mountain search and rescue<br />

and criminology to name just<br />

a few.<br />

There are currently<br />

around 75,000 Guardia<br />

officers serving Spain’s rural<br />

communities with around<br />

10,000 working within the<br />

traffic department monitoring<br />

the country’s highways.<br />

Most law enforcement<br />

officers in Spain are issued a<br />

sidearm to carry while they<br />

are on duty. In some cases<br />

of heightened alert officers<br />

have access to sub-machine<br />

guns and rifles. Some Spanish<br />

law enforcement tasked with<br />

guarding the areas around or<br />

at any government installation<br />

in Madrid will also have access<br />

to the Heckler & Koch MP5<br />

9x19mm sub-machine gun<br />

or the Heckler & Koch G36<br />

5.56x45mm rifle as seen at<br />

Ministry of Defense (Spain)<br />

buildings.<br />

The most common sidearm<br />

in Spanish police service is<br />

the Heckler & Koch USP<br />

9x19mm, generally in the USP<br />

Compact form which is used<br />

by the National Police, Guardia<br />

Civil and many regional and<br />

local police forces including<br />

officers in Madrid. The Walther<br />

P99 is also favored by many<br />

local police and some regional<br />

police with officers in Barcelona<br />

being issued the P99 as the<br />

duty sidearm. Glock handguns<br />

are also used by the regional<br />

police in Navarre, the Policía<br />

Foral and some local police<br />

forces. The Beretta 92 9x19mm<br />

handgun has also seen service<br />

What are you<br />

looking like<br />

that for?<br />

We’re all aware of the importance of building a strong brand,<br />

so why is it that companies don’t give their visual assets the<br />

consideration they deserve?<br />

It’s interesting that, both from a<br />

consumer or trade perspective, as<br />

consumers we are all looking to<br />

brands for emotional connections<br />

when we’re looking to buy.<br />

Whether we’re seeking to form<br />

relationships with brands or with other<br />

people, we’re prepared to put in the<br />

groundwork, simply because relationships<br />

are important to us. We all love forging<br />

relationships as human beings.<br />

There are those that will swear blind<br />

that they only ever buy based upon<br />

price, but don’t believe them – even the<br />

most hard-nosed procurement officers<br />

will be influenced to some degree by<br />

their understanding of a brand and the<br />

product with the greater brand equity<br />

will always have a greater perceived value<br />

to them.<br />

With this in mind, what I don’t<br />

understand is that, even with brands that<br />

have undergone well-executed brand<br />

development exercises, some companies<br />

seem quite prepared to produce imagery<br />

that looks exactly the same as their<br />

competitors. Large amounts of effort and<br />

expense may have gone into fine-tuning<br />

core values, tone-of-voice, personality<br />

and a proposition relating to a brand<br />

strategy in order to stand out from<br />

the opposition and make its offerings<br />

irresistible, only to create me-too<br />

We don’t do<br />

interchangable ads.<br />

In most magazines you’ll find the majority of adverts<br />

looking pretty similar to each other. If you were to cut a logo<br />

off one advert and stick it over another, it would look equally<br />

at home. Branding opportunities missed.<br />

We call these interchangeable adverts and the reason for<br />

this issue is quite simple - it’s because the claims that the<br />

adverts are making don’t relate to the claims that the brands<br />

are making if they’re even making any brand claims at all.<br />

imagery. This is a shame because we’re<br />

all attracted to photography and video<br />

and looking for something that we can<br />

identify with, especially if it reflects<br />

the perception that we have formulated<br />

about a brand.<br />

Stranger still, if you compare<br />

companies’ social media feeds such as<br />

Instagram, you will see that it’s not just<br />

a few companies that are guilty of this<br />

behaviour, but the vast majority. If you<br />

were to take any sector in the military<br />

market, then take a screen shot of half<br />

a dozen Instagram feeds – if you were<br />

to swap the logos about, in the majority<br />

of cases nobody would notice! In that<br />

respect, rather than saying ‘look at us,<br />

we’re a bit different, manufacturers are<br />

saying ‘look at us, we’re all the same’.<br />

So much for differentiation in the<br />

marketplace.<br />

If an advert is only describing product features and<br />

benefits, then there is nothing distinctive to grab peoples’<br />

attention and nothing to identify with or relate to.<br />

How do we improve upon this?<br />

It’s really quite easy…<br />

Implementing core values<br />

If you’ve conducted a core values exercise<br />

and worked out what those values mean,<br />

then apply them to your imagery. For<br />

every value, there’s a photo opportunity<br />

to project that value. With a little more<br />

thought, your videos can start to play<br />

out the role of delivering your brand<br />

promises. By the way that scenes are lit<br />

and the environments that you use and<br />

possibly filters/background colours, your<br />

visual assets can support these promises<br />

and show that they are real … “Hey,<br />

we’ve promised that this brand stands for<br />

X, Y and now look – you can see that it’s<br />

true!”.<br />

Creating unique assets<br />

If you’ve formed a distinctive brand<br />

identity, put it to good use. Maybe your<br />

logo has been formed using a symbol<br />

which can be adapted into a graphic –<br />

maybe a frame that all your images can<br />

sit within or be used to offer uniqueness<br />

to your visual offerings. It might<br />

otherwise look in some ways, similar<br />

to the next guys, but with that stamp<br />

of ownership, you’re suddenly looking<br />

different and proud to say ‘this one’s<br />

ours’.<br />

Social media feeds, with a little<br />

more brand consideration can become<br />

YOUR social media feeds, embellished<br />

with subliminal brand antiquity that’ll<br />

delight your followers looking for that<br />

little reminder of why they’re attracted<br />

to you in the first place and not your<br />

opposition.<br />

It doesn’t have to be overengineered.<br />

A simplistic look and<br />

feel can be even more effective. Take<br />

Apple for instance, who kept to clean<br />

white backgrounds and minimal type.<br />

You can spot Apple imagery from<br />

a mile away on posters, adverts and<br />

packaging - even if you removed the<br />

logo.<br />

Keep it relevant<br />

Avoid anything that is not relating<br />

directly to your brand claims, or<br />

it won’t relate to your audiences.<br />

Images created for effect without<br />

consideration of your brand<br />

messaging can only lead to<br />

confusion and distrust. Scantily<br />

clad models or other gimmicks<br />

that have been invented in the<br />

hope that you can catch someone’s<br />

attention will inevitably be a<br />

disaster for any brand and can<br />

only work for commodity products<br />

that are simply battling it out in a<br />

price war. Clothing brand, Benneton<br />

have stopped creating provocative,<br />

but controversial images due to a<br />

drop in sales. It now aims to celebrate<br />

“the beauty of everyday moments and<br />

everyday emotions”.<br />

For imagery to work effectively, it<br />

needs to offer a reward to its audience. If<br />

you have an affinity with a brand, then<br />

the images and video that you watch<br />

should leave you feeling a little indebted<br />

– if you get a nice warm feeling after<br />

looking at great things, then you will<br />

remember it and want more. If a person<br />

made you feel better about yourself,<br />

you’d like to repay them with a similar<br />

gesture, but this is not possible with a<br />

brand of course. As such, the only way<br />

to settle the debt is to buy it. That’s how<br />

it works.<br />

optics real estate into one rigid and slim drop-in mount.<br />

provides an extended 16-slot<br />

drum and ends just before the<br />

charging handle recess notch.<br />

A cut out in the rail allows<br />

for positive identification of<br />

the serial number. Speaking of<br />

the recess notch, the part of<br />

the handguard that overlaps<br />

the notch is chamfered to<br />

specifically prevent hot<br />

spots or snag points from<br />

happening when manipulating<br />

the charging handle, with or<br />

without gloves.<br />

In addition to the chamfer,<br />

access to the charging handle<br />

remains quick and effortless<br />

and shooters will have no<br />

worry about shredding up<br />

their fingers or knuckles as<br />

the top of the handguard<br />

transitions from Picatinny to<br />

M-LOK® the remainder of<br />

the way to the front sight.<br />

Around the circumference<br />

of the handguard are a<br />

total of 17 full and five half<br />

M-LOK® slots. In addition,<br />

two integral anti-rotational<br />

QD sockets are featured and<br />

are located toward the front<br />

of the handguard at the three<br />

and nine o’clock positions. The<br />

multiple M-LOK® positions<br />

make quick work of installing<br />

lights, lasers, foregrips, and<br />

more onto the receiver of the<br />

MP5. A task that is somewhat<br />

of a conundrum for the<br />

classical MP5 compared to<br />

more modern offerings. The<br />

UTG PRO® MP5 monolithic<br />

handguard is designed for the<br />

9mm receiver MP5 and clones<br />

and is compatible with most,<br />

if not all, collapsible and fixed<br />
