<strong>ANNEXURE</strong> <strong>–</strong> B (<strong>English</strong>)<br />

As per the provisions of Notification No. S.O. 1533 dated 14/09/2006 and its amendment S.O.<br />

3067(E) dated 01/12/2009 issued by Ministry of Environment and Forests, Government of<br />

India, New Delhi, Public Hearing has been conducted for the project covered under Category<br />

5(f) of the said notification for the proposal of expansion of existing amino resins & speciality<br />

rubber chemical plants along with addition of new phenolic resins plant within unit of M/s.<br />

Rajsha Chemical Pvt. Ltd. unit located at Plot No.637, Lamdapura Road, Village: Lamdapura,<br />

Taluka: Savli, Dist. Vadodara on 16/07/2010 at 11.00 a.m. under the supervision of Shri<br />

V.V.Vaja, Additional Collector, Vadodara and Representative of the Chairman of public hearing<br />

committee.<br />

Shri R.C. Tamboli, Regional officer, GPCB, Vadodara and Representative of the Member<br />

Secretary, GPCB - a panel member of public hearing committee; welcomed all present to the<br />

public hearing. He outlined the various provisions of the Notification and briefed the procedural<br />

details for conducting this public hearing including actions taken by GPCB for wide publicity of<br />

this public hearing including caption aired on local news channels and announcement via mike<br />

mounted auto rickshaw and the advertisement given earlier in the local dailies. He announced<br />

that as per the provision of notification, only locally affected persons will be allowed to<br />

represent in the Public Hearing while others having plausible stake may give their<br />

representation in writing which would be included in proceedings.<br />

He also informed to the forum that written representations were received prior to public<br />

hearing. The first was received from Mr. Mahesh Pandya-Paryavaran Mitra, Ahmedabad, second<br />

from Mr. P.P. Sheth, Ankleshwar, Third from Bird View of Industries, Ankleshwar & fourth from<br />

Manish Rana, Paryavaran Mitra, Ankleshwar, which would be included in proceedings. The same<br />

are enclosed as Annexure C1,C2,C3 and C4 along with the replies submitted by the project<br />

proponent as Annexure D1,D2,D3 and D4 respectively.<br />

He then opened the Public Hearing after due permission from Representative of the Chairman of<br />

public hearing committee. He invited the Project Proponent to give their introduction and to<br />

make the presentation of their project.<br />

Thereafter power point presentation in Gujarati language covering introduction of the company,<br />

product profile, technical information, details of proposed project, Environmental Management<br />

System, its impact on environment along with proposed mitigation measures and Industry’s<br />

activities regarding Social Responsibilities was presented.<br />

After the presentation by project proponent, Regional Officer, GPCB with the due permission of<br />

the Additional Collector opened the forum for representations/ suggestion /objections from the<br />

locally affected people.<br />

The statement showing issues/suggestions /objections/opinion raised by the participants during<br />

public hearing and also submitted in writing and responded to by the representative of the<br />

applicant during the public hearing is as under:

He said that it has been<br />

mentioned in the executive<br />

summary that 25.9%<br />

greenbelt would be<br />

developed. However, as per<br />

prevailing norms upto<br />

30%-35% greenbelt should<br />

be developed.<br />

affected persons only and<br />

not for contractors or<br />

vendors.<br />

Rajsha Chemicals said the<br />

company welcomed this<br />

suggestion and informed<br />

that the Company proposed<br />

to develop additional<br />

greenbelt on the land<br />

adjacent to the site, outside<br />

the factory, in conjunction<br />

with the Gram Panchayat /<br />

Local Administration.<br />

The Regional Officer, GPCB & The Additional Collector called out to the assembled affected<br />

people to raise some more questions related to the project. However when there were no more<br />

queries raised the Additional Collector gave the following suggestions:<br />

• Greenbelt should be developed within project premises to the extent feasible; it should<br />

be well planned, and incorporated in the final submissions.<br />

• Use of captive power plants by industries where possible could reduce the burden on the<br />

state government utilities freeing power supply for irrigation and domestic use.<br />

• To reconsider the water balance, so as to ensure uniformity in the input and output.<br />

• Steps taken by the Project Proponents to reduce water pollution were appreciated by<br />

him. He however suggested that statements such as zero percolation of leachate into<br />

groundwater and soil may be impractical in practice and therefore statements made in<br />

presentation should be realistic.<br />

• He insisted that details of the rain water harvesting scheme be incorporated in the final<br />

presentation / documentation for ground water re-charge.<br />

• Suggest, if possible methods for reducing noise pollution at Tundav and Manjusar<br />

villages, where noise levels are slightly higher than permitted.<br />

• Considering the size of the expansion, the Company may consider employing more than<br />

20 workers as mentioned in the presentation.<br />

• He appreciated the social / charitable steps taken by the Company and suggested that<br />

the Company should contribute towards education and health facilities in the area. They<br />

could also arrange medical check-ups for the affected people in addition to the<br />

Company’s own employees.<br />

• It was his opinion that well-to-do people should pro-actively help government in local<br />

community development.<br />

• He appreciated that the Company was financially supporting well-known agencies /<br />

NGOs of different denominations such as the Missionaries of Charity. He further<br />

suggested that Company could encourage education of children and motivate them by<br />

rewarding outstanding performance in academics.<br />

• Suitable programmes for improvement of infant health and pregnant women may be<br />

carried out in the immediate vicinity of the project site in conjunction with local<br />

administration.<br />

The Regional Officer then asked the Project Proponent to make their representation for the<br />

above.
