Narasimha Rao conducted the proceedings. The issues in the agenda taken up and discussed were as follows. 1. Solution to Madhya Pradesh IADVL problem: Proposal by Dr CR Srinivas. Background: There has been lot of discontent between MP IADVL members and divisions have developed between them based in regions. Number of complaints were received by IADVL national body over last two years and Dr Chetan Oberoi and Dr Deepak Parikh have attempted to bridge these gaps but could not succeed. : Society or Association is far more important than any individual or place. I firmly believe that mutually respectful and trustworthy dialogue will help you resolve this issue. The central IADVL can help by appointing central observer to convene and preside over the meeting of major players of MP IADVL. To decide a venue and date if MP members agree. Discussion: The EC observed that there are divisions in the MP IADVL and there is a need to bring them on to one platform and make then united. Matter discussed for about solving the problem. Various options were considered including holding elections to MP by central EC. However, the EC considered appointing a central observer to preside to convene and bring MP IADVL together. Dr Devesh Mishra, Vice president of IADVL, volunteered to act as a central EC observer and promised that he would try his best to bring the all the parties concerned to the table and try to resolve the MP issue. The EC after some deliberation has accepted his suggestion and appointed him as central observer for MP Branch of IADVL and gave him mandate to proceed with the task. 2. Allocation of DERMACON Venue through ballots:- Proposed by Dr Suresh Talwar: Dr. Talwar proposed having DERMACON venue through ballots for 1 year. If is successful then bids it should be next 3 years. Bids for the DERMACON venue should be 2 ½ years in advance as per norms form various stated IADVL. Name of proposed city, name of the bidding state, name of the organising secretary, name of the scientific preferred secretary should be included in the bids, he suggested. The election officer will prepare a ballot paper for venue selection having details. Voters can have 1,2,3 choices of venues. This will be sent in a separate envelope along with ballot paper envelope and would be dispatched in one common envelope to the members. Inspection of the venue will be done inspectors if the 1st venue fails preference will be given to 2nd one. Decision: It was passed unanimously. 3. Zonal activivies of IADVL, involvement of Vice presidents and Joint secretaries: Proposal by Dr Devesh Mishra. He suggested to the house that as there are two vice-president/ joint secretaries in the National EC, they should be involved in zonal activities. Both VPs and Joint secretaries can look after 4 zones of IADVL and a few states as the EC decides. He pointed out that such relegation of responsibility to these EC members is is already there in our IADVL Constitution, page no. 28. Hence, they should also be have a active role at state IADVL conferences, elections of CUTICONS, etc.. Expenses if any should be borne by local branches for inviting president, vice-president, secretary. Decision: It was passed in principle. 4. All of the elected IADVL executives be given a chair in the front row during their installation ceremony in the inauguration, valedictory and other functions of our DERMACON. Proposal by Dr Devesh Mishra and Dr Torsekhar: At present, the VPs (Two), Joint Secy. (Two) get only a bouquet. Please give them their a few moments of glory. That way, their posts get some sanctity and credibility. I believe that they will share more the ever increasing loads of IADVL duties and responsibilities. I declare that I am not an interested party as is obvious as my installation is already over. It was discussed in detail. Dr. Joshipura said EC members should be on the dais when installation is going on. If EC recommends only elected person can be on dais and not the nominated persons. Dr. Rajeev Sharma opined that when installation of new EC is taking place the persons who being installed must be there on dais. Once you are doing valedictory function of IADVL, whole team including the nominated members can be on the dais. If the number is more, two rows of chairs should be on the dais, 1st row for the elected people, 2nd row for nominated and valuable members during inauguration. Decision: It was passed. Vol: 8 Issue: 2 13 August 2012
