These truck bottlenecks represent impedance to the movement of freight <strong>in</strong>to, out of<br />
<strong>and</strong> through metropolitan areas. Our focus <strong>in</strong> this report is on what roles short l<strong>in</strong>es <strong>and</strong><br />
regional railroads can play <strong>in</strong> address<strong>in</strong>g this issue. Thus, we limit ourselves to<br />
consider<strong>in</strong>g those areas <strong>in</strong> the U.S. that have been identified as freight bottlenecks (the<br />
focus on truck freight rests on the fact that truck freight represents the primary means of<br />
mov<strong>in</strong>g freight <strong>in</strong> this country <strong>and</strong> is expected to <strong>in</strong>crease its share of the freight market<br />
<strong>in</strong> the com<strong>in</strong>g years (National Surface Transportation Policy <strong>and</strong> Revenue Study<br />
Commission. 2007)). The central question addressed <strong>in</strong> this report is whether there is a<br />
role that short l<strong>in</strong>es <strong>and</strong> regional railroads can cost-effectively play <strong>in</strong> reduc<strong>in</strong>g some of<br />
these congestion impacts <strong>in</strong> the metropolitan areas they serve.<br />
<strong>Short</strong> l<strong>in</strong>e or regional railroads do not serve all the metropolitan areas listed <strong>in</strong> Table<br />
3.1. Table 3.2 identifies those metropolitan areas that have one or more short l<strong>in</strong>e or<br />
regional railroads operat<strong>in</strong>g with<strong>in</strong> or proximate to them.<br />
