Council<br />

refuses<br />

to roll<br />

forward<br />

millages<br />

As promised by some<br />

parish Councilmen, the<br />

<strong>Lafourche</strong> Parish Legislative<br />

Body voted not to roll<br />

forward any of the millage<br />

requests before them at<br />

Tuesday’s special meeting.<br />

Two Fire Districts, the<br />

Council on Aging, and the<br />

Library Board each asked<br />

for a roll forward—a higher<br />

millage than necessary to<br />

generate the same revenue<br />

as they received for 2011.<br />

And each was voted<br />

down by the Council, which<br />

granted them only a maximum<br />

adjusted millage<br />

rate—one which would generate<br />

the same revenue as<br />

the previous year.<br />

According to the Home<br />

Rule Charter, a favorable<br />

vote of six members is required<br />

to roll forward a<br />

millage.<br />

Although the two Fire<br />

Districts, both in the Thibodaux<br />

area, were given some<br />

consideration by the Council,<br />

their requests for higher<br />

rates were turned down.<br />

Voters will face a long ballot<br />

when they head to the polls Tuesday,<br />

deciding everything from the<br />

office of President of the United<br />

States to local initiatives.<br />

For the office of president, voters<br />

will choose between incumbent<br />

Barack Obama and Joe<br />

Biden for the Democratic Party<br />

and Mitt Romney and Paul Ryan<br />

for the Republican Party.<br />

<strong>The</strong>re also are a number of<br />

candidates representing smaller<br />

political parties that will be on the<br />

ballot including Jill Stein representing<br />

the Green Party, Gary<br />

Johnson representing the Libertarian<br />

Party, Virgil Goode representing<br />

the Constitution Party,<br />

Ross Anderson representing the<br />

Justice Party, Jack Fellure representing<br />

Levee lift to begin<br />

from Delta Farms<br />

to Clovelly<br />

SLLD reminds landowners of upcoming construction<br />

<strong>The</strong> South <strong>Lafourche</strong> Levee District (SLLD) is making its<br />

final plea to all landowners in the East Larose area before it<br />

begins another lift of the Delta Farms to Clovelly Farms portion<br />

(Section F) of the levee system.<br />

In a letter sent last month from General Manager Windell<br />

Curole, SLLD is notifying landowners that the right of way,<br />

acquired in the 1980’s has been cleared and marked and excavation<br />

will begin soon.<br />

“Sometime in <strong>November</strong> we will have a contractor on site<br />

excavating material up to the marked right-of-way line,” says<br />

Curole.<br />

All of the dirt in the right-of-way will be transferred to<br />

the levee side of the borrow canal and placed on the levee to<br />

heighten it and further enhance flood protection, according<br />

to the letter.<br />

SLLD also reminds landowners that certain improvements<br />

in the right of way, such as dog pens, docks, or other<br />

buildings/trailers, should be removed immediately.<br />

Constitutional<br />

amendments<br />

Tuesday’s ballot<br />

In addition to a full slate of local,<br />

regional and state offices, voters Tuesday<br />

will also decide the fate of nine<br />

proposed amendments to the<br />

Louisiana Constitution.<br />

Proposed amendment one deals<br />

with the Medicaid Trust Fund and<br />

would add the Medicaid Trust Fund for<br />

the elderly to the list of protected funds<br />

that are exempt from adjustment if a<br />

deficit to the fund is forecast.<br />

Proposed amendment two would<br />

provide that the right of each citizen in<br />

the state to keep and bear arms shall<br />

not be infringed.<br />

Proposed amendment three would<br />

require that any proposed legislation to<br />

change laws relating to retirement systems<br />

for public employees be prefiled<br />

and publicly listed no later than 45<br />

days prior to the beginning of the regular<br />

legislative session.<br />

voters face key decisions in<br />

federal, state and local elections.<br />

<strong>The</strong> ballot also contains<br />

important proposed<br />

amendments to the<br />

Louisiana Constitution, including<br />

one that could significantly<br />

improve our<br />

state’s ability to create new<br />

jobs with both existing businesses<br />

and in competing<br />

with other states in attracting<br />

new industry.<br />

This particular Proposed<br />

Amendment I’m<br />

speaking of is Amendment<br />

No. 8. A vote FOR this<br />

amendment would encourage<br />

businesses to invest in<br />

Louisiana and our region by<br />

providing a property tax exemption<br />

to competitive projects<br />

in target industries,<br />

such as corporate headquarters,<br />

data and technology<br />

centers, and logistics<br />

and distribution facilities.<br />

Louisiana and the region<br />

now loses many of these<br />

projects to states that offer<br />

a lower effective property<br />

tax rate, regardless of the<br />

type workforce or quality of<br />

life they have to offer new<br />

business prospects.<br />

To give us an edge on<br />

the competition, the Legislature<br />

approved a new Property<br />

Tax Exemption for<br />

Competitive Projects this<br />

year, with Gov. Bobby Jindal<br />

signing and legislation<br />

into law as Act 871. Voters<br />

can complete the final step<br />

in making Louisiana more<br />

competitive for jobs by supporting<br />

Proposed Amendment<br />

No. 8 on Election Day.<br />

When it comes to deciding<br />

who gets the tax benefit,<br />

the decision making process<br />

remains local but more inclusive.<br />

coastal Louisiana from<br />

March 2011 to April <strong>2012</strong>,<br />

talking with people across<br />

the political spectrum, in-<br />

untary for each parish, with<br />

parish governments, municipalities,<br />

sheriffs, school<br />

boards and assessors. Participating<br />

parishes would<br />

enjoy greater tax revenue as<br />

would be taxed on the<br />

first $10 million or 10 percent<br />

of their investments,<br />

whichever is greater, meaning<br />

local governments and<br />

schools would gain new<br />

funds. <strong>The</strong> remaining investment<br />

would be tax-exempt<br />

no more than 10<br />

years.<br />

By making Louisiana<br />

more competitive, we’ll<br />

make our state much more<br />

capable of attracting the<br />

jobs we want for our children<br />

and grandchildren. We<br />

will offer this incentive only<br />

to companies in target sectors<br />

that make a minimum<br />

capital investment of $25<br />

million and create a minimum<br />

of 50 jobs. Many projects<br />

will be much larger as<br />

we move along with this advantage.<br />

<strong>The</strong>re are several<br />

statewide news publications/organizations<br />

and<br />

communities supporting<br />

this amendment, just look<br />

them up in their current or<br />

upcoming issues. It is<br />

hoped that bayou region<br />

residents do the same, supporting<br />

an amendment that<br />

would be a real “game<br />

changer” for us economic<br />

developers and the communities<br />

we serve.<br />

Blue Light Special, every<br />

available deputy assigned a<br />

unit (vehicle) patrols the<br />

streets of <strong>Lafourche</strong> Parish<br />

to help ensure the safety of<br />

those partaking in Halloween<br />

of this effort was added<br />

in 2011 where deputies<br />

also visit Tier 3 sex offenders<br />

“This is a group established<br />

for our protection. I<br />

would think we would support<br />

their request,” he said.<br />

But Councilman Jerry<br />

Lafont, noting that two of<br />

District 7’s board members<br />

are tax exempt, was less favorable<br />

in his opinion.<br />

“It is easy to raise taxes<br />

when you don’t pay taxes,”<br />

he said.<br />

<strong>The</strong> vote was 4-2, with Lafont<br />

and Lindel Toups voting<br />

against. Jones, Delatte,<br />

and Arnold were absent.<br />

were not willing to<br />

grant a higher millage for<br />

bank,” said District 4 Board<br />

Chairman Kerry Alley. “We<br />

are in a partnership with the<br />

Thibodaux Fire Department.<br />

<strong>The</strong>y own, operate, and<br />

maintain all our equipment.<br />

<strong>The</strong>y are in the process of<br />

buying a new truck for us.<br />

That is why we ask for the<br />

increased revenue. It will<br />

equal about $6000.”<br />

Nicholls student athletes’<br />

graduation rate at all-time high<br />

THIBODAUX — Nicholls<br />

State University’s student<br />

athletes are graduating at<br />

some of the highest rates in<br />

the state, according to statistics<br />

released by the National<br />

Collegiate Athletic<br />

Association (NCAA) last<br />

week.<br />

<strong>The</strong> Graduation Success<br />

Rate (GSR) report<br />

shows that 68 percent of<br />

Nicholls student athletes<br />

who began college in 2005<br />

earned their degrees within<br />

six years. That’s an all-time<br />

high for Nicholls and a twopoint<br />

increase over the previous<br />

year’s rate.<br />

Among Louisiana’s 11<br />

public universities with Division<br />

1 athletics, Nicholls has<br />

the fourth-highest overall<br />

GSR — tying with Northwestern<br />

State University and<br />

only trailing the significantly<br />

higher-funded Louisiana<br />

State University, Louisiana<br />

Tech University and Mc-<br />

Neese State University.<br />

first in men’s cross country/track<br />

(80 percent), third<br />

in men’s basketball (71 percent)<br />

and third in volleyball<br />

BATON ROUGE, La. (AP) -<br />

<strong>The</strong> use of seat belts in<br />

Louisiana has reached a<br />

record high of 79.3 percent<br />

this year. It’s a factor officials<br />

say is contributing to<br />

the state’s declining highway<br />

death rate.<br />

<strong>The</strong> 79.3 percent rate is<br />

an increase from last year’s<br />

77.7 percent, which itself<br />

against Southwest Airlines<br />

by a New Orleans woman<br />

who claims a gate agent<br />

told her she was “too fat to<br />

fly” and couldn’t board a<br />

flight last year without buying<br />

two tickets.<br />

In her order, U.S. District<br />

Judge Susie Morgan<br />

said she dismissed Kenlie<br />

Tiggeman’s suit because<br />

she missed a deadline for<br />

responding to Southwest’s<br />

request for the case to be<br />

tossed.<br />

Morgan said the airline’s<br />

request “appears to<br />

have merit,” but she dismissed<br />

the suit without<br />

prejudice, which means<br />

Tiggeman can ask for the<br />

case to be reopened.<br />

Tiggeman filed the lawsuit<br />

herself in a state court<br />

before it was transferred to<br />

the federal court in New<br />

Orleans. She declined to<br />

A defendant was on<br />

trial for murder. <strong>The</strong>re was<br />

strong evidence indicating<br />

guilt, but there was no<br />

corpse. In the defense’s<br />

closing statement the<br />

lawyer, knowing that his<br />

client would probably be<br />

convicted, resorted to a<br />

trick.<br />

“Ladies and gentlemen<br />

of the jury, I have a surprise<br />

for you all,” the lawyer said<br />

as he looked at his watch.<br />

“Within one minute, the<br />

person presumed dead in<br />

this case will walk into this<br />

courtroom.” He looked toward<br />

the courtroom door.<br />

<strong>The</strong> jurors, somewhat<br />

stunned, all looked on eagerly.<br />

around on the 12th tee.<br />

leopard shark Monday afternoon<br />

the clubhouse. It had puncture<br />

2-pound shark into<br />

drivers of a truck and<br />

school bus which crashed in<br />

western Pennsylvania.<br />

last week is from Beverly, a<br />

splits have been caught in<br />

Maine, Rhode Island and<br />

Nova Scotia in the last 10<br />

Saints learn how opposing<br />

defenses must’ve felt<br />

METAIRIE, La. (AP) - <strong>The</strong><br />

New Orleans Saints are<br />

learning how opposing defenses<br />

must’ve felt the past<br />

few years.<br />

Picked apart.<br />

Run over.<br />

Beaten down.<br />

<strong>The</strong> Saints’ defense is<br />

on pace for a truly historic<br />

season, and that’s not a<br />

good thing. <strong>The</strong>y have already<br />

become the first team<br />

since at least 1950, maybe<br />

ever, to give up more than<br />

400 yards in seven straight<br />

games. On average, they’ve<br />

surrendered 50 yards more<br />

per game than the NFL’s<br />

next-worst team. If this<br />

keeps up, the defending<br />

NFC South champions will<br />

obliterate the record for<br />

most yards allowed in a<br />

season.<br />

Not surprisingly, the<br />

Saints (2-5) are in a truly<br />

desperate state heading<br />

into Monday night’s game<br />

against Philadelphia (3-4),<br />

knowing they must turn<br />

things around, and quickly,<br />

if they want to have a shot<br />

at a fourth straight playoff<br />

appearance.<br />

“It’s very frustrating,”<br />

linebacker Scott Shanle<br />

said Thursday. “Everybody<br />

is trying to put their finger<br />

on what’s wrong. How can<br />

we change it so we’re more<br />

effective? You get millions<br />

of different people with millions<br />

of different suggestions,<br />

whether it be<br />

teammates, coaches, family,<br />

friends. Everybody<br />

thinks they have the answer.”<br />

But don’t expect a<br />

major overhaul. According<br />

to interim coach Joe Vitt,<br />

there’s only so much the<br />

team can do to turn things<br />

around, and it’s not exactly<br />

eye-catching stuff. Better<br />

tackling. Improved fundamentals.<br />

More awareness of<br />

what the other team is trying<br />

to do.<br />

“If you have dramatic<br />

change, radical change,<br />

that’s when the panic sets<br />

in,” Vitt said. “<strong>The</strong> players<br />

can smell the match burning<br />

before the match is ever<br />

lit. We’ve just got to play<br />

better, coach better, execute<br />

better.”<br />

Those sort of comments<br />

can’t be of much solace to a<br />

fan base that already was<br />

reeling from the bounty<br />

scandal that cost former<br />

defensive coordinator Gregg<br />

Williams his job and re-<br />

sulted in head coach Sean<br />

Payton being suspended for<br />

the entire year. Williams<br />

was replaced by Steve Spagnuolo,<br />

who has caught<br />

much of the blame for<br />

what’s gone wrong this season.<br />

And, boy, have things<br />

gone wrong.<br />

In the very first game,<br />

rookie Robert Griffin III and<br />

the Washington Redskins<br />

ran wild in the Superdome,<br />

shredding the Saints for<br />

459 yards in a 40-32 upset<br />

that was an ominous sign<br />

of what was to come.<br />

<strong>The</strong> yards just kept on<br />

coming. Carolina and<br />

Kansas City won their only<br />

games against New Orleans,<br />

ripping off 463 and<br />

510 respectively. Green Bay<br />

put up 421, San Diego 427.<br />

Tampa Bay, hardly an offensive<br />

juggernaut, tore<br />

through the Saints for 513.<br />

Last <strong>Sunday</strong> night, Peyton<br />

Manning and the Denver<br />

Broncos looked like they<br />

were going against a scout<br />

team, piling up 530 yards<br />

in 34-14 blowout.<br />

That averages out to<br />

474.7 yards per game,<br />

which is 50 yards more<br />

than the next-worst team<br />

on the list, the Buffalo Bills<br />

(424.6). <strong>The</strong> Saints are on<br />

pace to give up 7,595 yards<br />

for the season, which would<br />

easily take down the record<br />

of 6,793 set way back in<br />

1981 by the Colts (when<br />

they were still in Baltimore).<br />

STATS LLC, which has<br />

records dating back to<br />

1950, says this is worst<br />

seven-game stretch that it<br />

can verify. Given the limited<br />

state of offenses before<br />

then, it’s highly likely that<br />

no team in NFL history has<br />

ever been this bad.<br />

All over the Big Easy,<br />

the Saints faithful are<br />

grumbling about Spagnuolo’s<br />

scheme, which abandoned<br />

much of the blitzing<br />

that Williams did with such<br />

abandon, and berating a<br />

group that did its part the<br />

last three years in support<br />

of Drew Brees and a recordsetting<br />

offense.<br />

Sure, Brees was the<br />

star of the show, running<br />

up and down the field with<br />

opponents in futile pursuit,<br />

but there’s no way the<br />

Saints go 37-11 during that<br />

span and win a Super Bowl<br />

championship without<br />

stopping the other team<br />

every now and then.<br />

Just look what’s happening<br />

now.<br />

Brees and the Saints<br />

know they have to put up a<br />

bunch of points to have any<br />

chance of winning, and<br />

when the offense stumbles,<br />

as it did in Denver, things<br />

can get downright ugly.<br />

“You get what you deserve,”<br />

linebacker Jonathan<br />

Casillas said, referring to<br />

the criticism that has<br />

reached a fever pitch. “It’s<br />

going to keep coming if we<br />

don’t improve. We are all<br />

are very prideful guys in<br />

here. We all want to do better.<br />

We don’t want to be<br />

playing as bad as we’re<br />

playing, both statistically<br />

and out there on the field.”<br />

Brees and his offensive<br />

teammates are careful not<br />

to criticize the defense, always<br />

turning those sort of<br />

questions to look at their<br />

own shortcomings. <strong>The</strong> offense<br />

is certainly not without<br />

its faults, most notably<br />

an NFL-worst running<br />

game.<br />

“Our job on offense is<br />

to score one more point<br />

than them,” Brees said.<br />

“We’ve won games around<br />

here 14-9. We’ve won<br />

games 40-to-30-something.<br />

<strong>The</strong> way I look at it is we’re<br />

a 30-to-40-a-game offense.<br />

Regardless of what’s happening<br />

on the defensive<br />

side of the ball ... we have<br />

the attitude on offense that<br />

we should score each time<br />

we get the ball. If we don’t,<br />

it’s not good enough.”<br />

Certainly not the way<br />

the defense is playing now.<br />

sacred right, duty and<br />

privilege to vote<br />

This Tuesday, <strong>November</strong><br />

6, we will have the opportunity<br />

to cast our ballots in an<br />

election with national and<br />

local consequences. I think<br />

the Presidential elections are<br />

too long and drawn out. Too<br />

much time and money are<br />

spent on them. My solution<br />

is to get rid of the Electoral<br />

College and have a true national<br />

election. <strong>The</strong> candidates<br />

will have to address<br />

everyone, not just the people<br />

in “swing states.”<br />

Religious people have to<br />

decide what are the moral<br />

issues involved in the election<br />

and then follow their<br />

consciences about who will<br />

be best to carry out these<br />

values. Let’s pray to God for<br />

the wisdom to choose the<br />

right candidates for the various<br />

offices.<br />

As Americans, we have<br />

a right, duty and privilege to<br />

vote. If we really believe in a<br />

democratic society, then<br />

voting should be a top priority.<br />

In every presidential<br />

election, about half the eligible<br />

citizens cast ballots. In<br />

recent times a slim majority<br />

of those voting have decided<br />

most of the elections. That<br />

means that a small minority<br />

of American citizens elects a<br />

president. That’s sad! Every<br />

eligible citizen should vote.<br />
