According to PDRRMC head Engr.<br />

Lulu Alingcastre, as of Wednesd<strong>ay</strong>, 331<br />

bar<strong>ang</strong><strong>ay</strong>s from the 19 towns and two<br />

cities were affected by the flooding.<br />

Alingcastre said the provincial government,<br />

along with the local government<br />

units (LGUs), has evacuated<br />

some 2,500 families to various temporary<br />

shelters in the province.<br />

In this city, hundreds of residents<br />

from Bar<strong>ang</strong><strong>ay</strong>s San Pedro Cutud and<br />

San Nicolas were evacuated after floodwater<br />

as high as three meters rushed<br />

into the villages shortly after a portion<br />

of the San Fernando-Sto. Tomas-Minalin<br />

tail dike collapsed.<br />

In Sto. Tomas, many residents were<br />

stranded on top of their roofs as flood<br />

rose drastically within a few-hour<br />

period. Drinking water has become<br />

scarce that some residents braved the<br />

floods only to buy food and water from<br />

nearby places.<br />

On Tuesd<strong>ay</strong> noon, the S<strong>ang</strong>guni<strong>ang</strong><br />

San Bartolome, Sa Isidro, San Joaquin,<br />

San Jose, San Juan, San Nicolas, San<br />

Pablo, San Pedro, San Roque, Santiago,<br />

Sta Lucia and Sta. Maria and Sto.<br />

Rosario.<br />

In Apalit town, three bar<strong>ang</strong><strong>ay</strong>s were<br />

submerged into 2.5 deep floodwater:<br />

Batasan, Capal<strong>ang</strong>an, Sucad (Purok 3),<br />

San Vicente (Bagong Pag-asa).<br />

The Pamp<strong>ang</strong>a River has spilled<br />

over inundating Bar<strong>ang</strong><strong>ay</strong>s Capal<strong>ang</strong>an<br />

and Sulipan.<br />

In Candaba, the bar<strong>ang</strong><strong>ay</strong>s of San<br />

Agustin, Sitio Dukma in Paral<strong>ay</strong>a, Pescadores,<br />

Bamb<strong>ang</strong> and Pasig are all<br />

flooded.<br />

In Macabebe town, 25 villages are<br />

under floodwater such as Castuli,<br />

Mataguiti, Saplad David, Tacasan,<br />

Cadu<strong>ang</strong> Tete, Sta. Maria, San Gabriel,<br />

Sta. Rita, Telacsan, Candelaria,<br />

Batasan, Sto. Nino, San Isidro, San<br />

Roque, Sto. Rosario, San Juan, San<br />

Rafael, Sta. Cruz, Sta. Lutgarda, San<br />

Francisco, San Vicente, Consuelo, Dal<strong>ay</strong>ap<br />

and San Esteban.<br />

Nine families or 34 individuals<br />

were evacuated in the<br />

Macabebe Central School.<br />

In Minalin, seven bar<strong>ang</strong><strong>ay</strong>s are under<br />

flood water. These are as follow:<br />

San Isidro, Lourdes, Sta. Maria, Sto.<br />

Domingo, San Nicolas, Dawe and Maniago<br />

with two feet floodwater.<br />

In San Simon, 13 bar<strong>ang</strong><strong>ay</strong>s were<br />

inundated—Dela Paz, San Pedro, Sta.<br />

Cruz, San Isidro, San Juan, San Pablo<br />

(Proper), Sto. Nino, San Agustin, San<br />

Jose, Sta. Monica, San Pablo Libutad,<br />

San Nicolas and San Miguel with one<br />

to 3.5 feet floodwater affecting 800<br />

families or 2,657 individuals.<br />

In Ar<strong>ay</strong>at, the bar<strong>ang</strong><strong>ay</strong>s of San<br />

Cory Aquino through her executive<br />

orders 407 and 448 in 1990, and<br />

Deed of Transfer (DOT) between<br />

DAR and the Dept. of National Defense<br />

(DND) signed by Sec. Benjamin<br />

Leong and Renato De Villa, respectively<br />

in 1990, but the process is<br />

being opposed by the AFP, a government<br />

entity itself,” Canlas said.<br />

“CARPer could not even compel<br />

the AFP to follow the law, thus, harassment<br />

Expressw<strong>ay</strong> (TPLEx) and Central<br />

enough supply for every TB patient.<br />

“The province will supply health<br />

centers and RHUs in the province<br />

with complete medicines needed<br />

for a 6-month medication for tuberculosis,”<br />

Roque, Sta. Filomena, San Pedro, Sto.<br />

Cristo, Santo Nino, San Nicolas 1st,<br />

San Rafael (duck island), San Juan 1st,<br />

San Pablo, San Isidro, San Antonio,<br />

San Jose, San Matias, San Juan Bautista,<br />

San Juan Nepomuceno, San Nicolas<br />

2nd, San Miguel (Betis), Sta. Inez, Sta.<br />

Ursula, San Agustin, Jose Abad Santos,<br />

Lambac, Mags<strong>ay</strong>s<strong>ay</strong>, Maquiapo, Natividad,<br />

Rizal, Pulung Masle, San Vicente<br />

(Ebus) and Ascomo—are flooded.<br />

In Bar<strong>ang</strong><strong>ay</strong> Lambac, Guagua, some<br />

100 families or 500 individuals are<br />

st<strong>ay</strong>ing at the Bar<strong>ang</strong><strong>ay</strong> Hall and Osca<br />

building.<br />

In the coastal town of Masantol,<br />

26 villages—Alauli, Bag<strong>ang</strong>, Balibago,<br />

Bebe Anac, Bebe Matua, Bulacus,<br />

Cambasi, Malauli, Nigui, Paguiaba,<br />

Palimpe, Puti, Sagrada, San Agustin,<br />

San Isidro Matua, San Isidro Anac,<br />

San Nicolas, San Pedro, Sap<strong>ang</strong> Cu<strong>ay</strong>an,<br />

Sta. Cruz, Sta. Lucia Wakas, Sta.<br />

Lucia Matua, Sta. Monica, Sto Nino<br />

and Sua—are flooded. These villages<br />

were submerged into three to five feet<br />

floodwaters affecting 4,433 families or<br />

20,903 individuals.<br />

In Bacolor, some 56 families were<br />

affected by three feet flood waters affecting<br />

the villages of Mesalipit (Babo),<br />

Cabalantian and Talba. Twenty-one<br />

families or 88 individuals are st<strong>ay</strong>ing<br />

at Mesalipit Tent near the bar<strong>ang</strong><strong>ay</strong><br />

hall.<br />

In Lubao, 29 bar<strong>ang</strong><strong>ay</strong>s are affected<br />

with two to four feet floodwaters affecting<br />

4,433 families or 20,903 individuals<br />

in the villages of Balantacan,<br />

Bancal Pugad, Bancal Sinubli, Baruya,<br />

Cal<strong>ang</strong>ain, Concepcion, Lourdes, Prado<br />

Siongco, Remedios, San Agustin,<br />

San Francisco, San Juan, San Jose<br />

Gumi, San Nicolas I, San Nicolas 2,<br />

San Pedro Saug, San Roque Arbol, San<br />

Roque Dau 1, San Roque Dau II, Sta.<br />

Barbara, Sta. Catalina, Sta. Cruz, Sta<br />

Luzon Expressw<strong>ay</strong> (CLEx) projects<br />

in Nueva Ecija has ejected and<br />

continue to threaten farmers out of<br />

their lands.<br />

“If Aquino was sincere in realizing<br />

fundamental reforms, CARP<br />

should have covered the subjected<br />

lands decades ago and distributed<br />

to legitimate farmer-beneficiaries,<br />

but he did not. Hence, farmers are<br />

now defending their rights,” Canlas<br />

“We call on other sectors to support<br />

our demand to junk CARPer<br />

and enact House Bill 374 or GARB.<br />

We should learn that CARP and<br />

CARPer are not real land reform<br />

programs in its 24 years of implementation.<br />

If we want to keep our<br />

country’s food supply secure, we<br />

must defend the farmers’ cultivation<br />

of productive agricultural lands and<br />

protect it from LUCs. The absence<br />

of a genuine land reform program<br />

would lead to an agrarian unrest in<br />

our country,” Canlas said. •<br />

of PWDs, disclosing that instead of the half a<br />

percent required by law, the municipality allots one<br />

whole percent of the Municipal Annual Budget for<br />

PWD concerns.<br />

For this year, the municipal council has allocated<br />

P186,000 for the honorarium of bar<strong>ang</strong><strong>ay</strong> presidents<br />

and officers; P30,000 for medical assistance<br />

to 40 PWDs; P20,000 for assistive devices for 20<br />

PWDs; P20,000 for food assistance to 20 PWDs;<br />

P20,000 for educational assistance to 40 PWDs;<br />

and P440,000 for burial, celebrations, other services,<br />
