Of nature’s design and man-made intervention<br />
“When the water becomes scarce in the near future, will your office and business open your coffers<br />
to provide clean unlimited supply for free?”<br />
For years there was protest<br />
against an investor who wanted<br />
to put up a golf course. The project<br />
did not continue. Everything<br />
was peaceful for those who initially<br />
fought for the retention of the natural<br />
flora and fauna of the mountain<br />
r<strong>ang</strong>e in question. Until<br />
late last year, there<br />
was a lot of talk about<br />
another investor taking<br />
over the golf project.<br />
One morning, much<br />
like the massacre of<br />
the acacia trees along<br />
MacArthur highw<strong>ay</strong>,<br />
the mountain was no<br />
longer green like its<br />
neighboring views. It<br />
became the hot topic<br />
on radio. Rudy Simeon<br />
together Alvin<br />
Dasal, made it their<br />
daily fare over GV am 792 khz, as<br />
they get on board their morning<br />
show. Gary Bernardo’ show, another<br />
news anchor and commentator on<br />
an earlier slot of the same station,<br />
called me up for comment on what<br />
they have seen happening to the<br />
mountain r<strong>ang</strong>e in full view of the<br />
naked eye. It came back to me, from<br />
how I would translate in Kapamp<strong>ang</strong>an<br />
or Filipino, what the engineers<br />
from Portland, Oregon were s<strong>ay</strong>ing<br />
in English about what each community<br />
can do to restore the balance of<br />
the land area overtaken and buried<br />
under tons of lahar.<br />
Then the latest photos were on<br />
the local and national broadsheets.<br />
Having worked as a multi-lingual<br />
interpreter for the Loius Berger Int’l<br />
Inc. (LBII) during the years they<br />
were gathering data and meeting<br />
people post Pinatubo eruption. I<br />
had the opportunity to read through<br />
and file documents which were part<br />
of the multi-sector assemblies done<br />
throughout the Pinatubo affected<br />
areas.<br />
Those who’ve just taken over the<br />
reins of CDC should take a closer<br />
look and review the report submitted<br />
by LBII.<br />
The following are excerpts from<br />
the LBII November 1996 report:<br />

6.5 PROBLEMS, CON-<br />
STRAINTS, and OP-<br />
PORTUNITIES<br />
-Impaired watershed hydrology<br />
resulting in erratic<br />
water supply, water shortage<br />

along the typhoon belt<br />
which can seriously hamper<br />
such watershed activities<br />
as reforestation and<br />
agro forestry.<br />

population will require<br />
more livelihood opportuni-<br />
Any person equipped with common<br />
sense (which is turning out to<br />
be on the verge of extinction) will<br />
not accept the explanations of the<br />
experts who studied inside air-conditioned<br />
halls. The best learning we<br />
can adapt for the drastic ch<strong>ang</strong>es in<br />
our weather patterns must be drawn<br />
from the most recent disasters that<br />
have plagued highly industrialized<br />
countries. Every piece of man-made<br />
structure l<strong>ay</strong> twisted, deformed,<br />
and pulverized by the avalanche of<br />
rocks, mud and thick murky water<br />
rushing from mountain tops whose<br />
forest covers have been flattened<br />
and tampered by man’s despicable<br />
designs.<br />
In all the recent disasters we’ve<br />
watched like epic movies unfolding<br />
before us from EAST TO WEST,<br />
there is one common factor that<br />
binds them all. Much too have been<br />
ripped from the bounty of nature. In<br />
the aftermath, we see gruesome evidences<br />
of man’s inutile measures to<br />
show might and power against nature;<br />
that which takes him to build<br />
for months or even years are swept<br />
in one disaster.<br />
Why take the same path to sure<br />
destruction where we can avoid it?<br />
The disaster of Mt. Pinatubo is not<br />
so long ago. Our mountain r<strong>ang</strong>es<br />
have somehow recovered from the<br />
silver, gr<strong>ay</strong> light that blind the sight<br />
of those who took the road towards<br />
Clark. They have turned green and<br />
with lush vegetation. All these,<br />
thanks to birds and other creatures,<br />
which dropped seeds in their flight.<br />
No thanks to the human kind.<br />
Now that they have become a sight<br />
to see, a carpet of velvety green, they<br />
who care for nothing but business<br />
and personal gains, make the lame<br />
excuse of providing work to who and<br />
at what cost?<br />
What about the destruction and<br />
ugly landscape you blatantly displ<strong>ay</strong><br />
by your man-made mitigation<br />
measures which everybody can see<br />
from the distance as wanton displ<strong>ay</strong><br />
of a lack of respect for creations you<br />
yourself have no power to create but<br />
only to destroy!<br />

philanthropists who come to save<br />
the very people subjected to your<br />
gross insensibilities to what truly<br />
matters to make decent living?<br />
Chapter 10 Conceptualization<br />

The key words in the principle are<br />
“sustainable development”.<br />
The local settlers in the Clark Special<br />
Economic Zone(Clark Freeport<br />
Zone) will not benefit from fashionable<br />
“here tod<strong>ay</strong> gone tomorrow”<br />
enterprises. They are looking for<br />
employment and/or for the opportunity<br />
to develop their own enterprise<br />
whether it be agricultural or industrial.<br />
The prospect of land speculation<br />
will only serve to force the local<br />
people off the land due to escalating<br />
land values. Little social and economic<br />
benefit would ensue..<br />
10.2. CONSTRAINTS<br />
10.2.2 Policy<br />
Policy constraints to development<br />
include:<br />
-High Quality Agricultural<br />
Land<br />
-Areas of Outstanding Natural<br />
Beauty<br />
The Sub-Zone has a great diversity<br />
of landscape with outstanding<br />
mountain views and beautiful rolling<br />
countryside. In order to conserve<br />
the most outstanding areas of<br />
natural beauty, a policy will be formulated<br />
and specially applied to the<br />
Sub-Zone. This policy would restrict<br />
building to certain areas but would<br />
not<br />
necessarily restrict the use of the<br />
land for agricultural or forestry purposes.<br />
Watersheds<br />
In the interest of watershed management<br />
and to conserve water<br />
quality for potential future water<br />
supplies, a policy will be formulated<br />
restricting development and the use<br />
of land for potentially polluting uses<br />
such as golf courses in the area of<br />
certain watersheds.<br />
Without a title of expertise to<br />
argue with those who learned it in<br />
the comfort of Powerpoint presentations<br />
and theorizing, my humble<br />
contribution from more than<br />
35 years, I have treaded the shaky<br />
cl<strong>ay</strong> and muddied soil of deforested<br />
mountains, and walked the disaster<br />
path in rescue and relief. This is the<br />
only truth I know after seeing remnants<br />
of man’s spoils from ravaging<br />
natural resources: That attempts to<br />
alter the contour of any natural creation<br />
will bring havoc and irreparable<br />
repercussions. It never strikes<br />
the “investors” the w<strong>ay</strong> the locals’<br />
lives are swept like debris because of<br />
their gratuitous greed. •<br />
