advance.<br />
<strong>12</strong>. Summary<br />
The states have developed and own their <strong>PMDT</strong> <strong>Scale</strong> <strong>up</strong> plans. All states need to take the necessary<br />
approval of their State <strong>PMDT</strong> <strong>Scale</strong> <strong>up</strong> plans <strong>2011</strong>-20<strong>12</strong> both technical approval from State <strong>PMDT</strong><br />
Committee and administrative approval on file from the Principal Secretary (Health), State Health<br />
Society and disseminate the plan to the districts officials through Principal Health Sectary, Director<br />
Health Services and MD NRHM.<br />
The states should priorities to fix basic programme gaps pertaining to Human Resources, Trainings,<br />
s<strong>up</strong>plies of reagents, re-structure / re-organize basic service delivery by enhancing involvement of<br />
general health system staff thereby relieving the s<strong>up</strong>ervisory staff from routine service delivery and<br />
thereby strengthen s<strong>up</strong>ervision.<br />
The Civil works for LPA and basic civil works for solid culture can be undertaken in the labs at the same<br />
time. The necessary human resources including deputing contractual LTs from state pool may be<br />
considered by the states wherever required. Coordination by the state is crucial as many parties need to<br />
be aware of progress or problems faced in <strong>up</strong>-gradation and accreditation of each laboratory (CTD, NRL,<br />
FIND, PATH, WHO) as ultimately the states own their labs.<br />
The states are expected to budget for transportation of sputum samples, funds for C-DST Schemes<br />
under NGO PP head if services from any other sector laboratory are planned to engaged, additional lab<br />
consumables/articles required. The budget should be put into state annual action plans.<br />
The progress made by each state will be actively monitored by CTD against the plan on a regular basis.<br />
Frequent review of progress made by the states will be undertaken by CTD on quarterly basis.<br />
