Anuradhapura district<br />

T<br />

his sacred city was established around a cutt<strong>in</strong>g from the 'tree of enlightenment', the Buddha's fig tree, brought there <strong>in</strong> the 3rd century B.C. by<br />

Sangamittha, the founder of an order of Buddhist nuns. Anuradhapura, a Ceylonese political and religious capital that flourished for 1,300 years,<br />

was abandoned after an <strong>in</strong>vasion <strong>in</strong> 993. Hidden away <strong>in</strong> dense jungle for many years, the splendid site, with its palaces, monasteries and<br />

monuments, is now accessible once aga<strong>in</strong>.<br />

Anuradhapura district comes under the North Central Prov<strong>in</strong>ce.Vovuniya, Tr<strong>in</strong>comalee, Pollonnaruwa, Matale, Kurunegala, Puttlam and Mannar district are<br />

boundaries of Anuradhapura district. 22 divisional Secretariats and 694 Grama Niladari divisions are <strong>in</strong> this district. There are about 3085 villages <strong>in</strong> the<br />

district.Anuradhapura district is divided <strong>in</strong> to 06 police divisions and there are 24 police stations <strong>in</strong> the district.<br />

Situation of Anuradhapura<br />

Population of the district<br />

Population of the district is around 746466.Out of this population 50.7% is male and 49.28% are female. Around 64.4% are the 18 years and above and<br />

rem<strong>in</strong>der 35.6% are below 18 years. Population density is 112 person per square Km. Ethnic wise around 677667(90.8%) are S<strong>in</strong>halese, 5064(0.7%) are <strong>Sri</strong><br />

<strong>Lanka</strong>n Tamil, 517(0.1%) are Indian Tamils, 61503(8.2%) are Muslims and others 1715(0.2%) are <strong>in</strong> the district.<br />

Socio Economic cultural situation<br />

Most of the people are follow Buddhism (90.1%). And also Islam 8.2% H<strong>in</strong>du 0.6%, Roman Catholic 0.8% and NRC 0.3% <strong>in</strong> the district. Anuradhapura<br />

district has long history. At that time this ancient city were ruled by the several great k<strong>in</strong>gs and there was a developed culture that created though the<br />

Buddhism. So people are giv<strong>in</strong>g more respect to this district. Most of the people are do<strong>in</strong>g farm<strong>in</strong>g, because many tanks and land are available <strong>in</strong> the district.<br />

B<br />

ecause of the ethnic conflict The Internal Displaced Persons Population of <strong>Sri</strong> <strong>Lanka</strong> was <strong>in</strong>creased day by day. After consider<strong>in</strong>g Human Rights<br />

Violation of Internal Displaced Persons, Human Rights Commission of <strong>Sri</strong> <strong>Lanka</strong> has decided to establish Durable Mechanism on behalf of the <strong>IDPs</strong><br />

rights. The Project for the Internal Displaced Persons of Human Rights Commission established 10 June 2002.And it was orig<strong>in</strong>ally focused protection and<br />

promotion of Human Rights for Internal Displaced persons. The project <strong>region</strong>al office <strong>in</strong> Anuradhapura established 25 th of October 2004.<br />

<strong>IDPs</strong> <strong>in</strong> Anuradhapura District<br />

At present 10087 <strong>IDPs</strong> are liv<strong>in</strong>g <strong>in</strong> Anuradhapura district. Most of them are born with <strong>in</strong> the district. In addition to that large number of <strong>IDPs</strong> came from<br />

other threaten district like Mannar, Vavuniya, Jaffna and Tr<strong>in</strong>comalee.In start<strong>in</strong>g of this year round 2334 <strong>IDPs</strong> were liv<strong>in</strong>g <strong>in</strong> the district. But after LTTE<br />

attack on 15 June <strong>2006</strong> large numbers of families were displaced <strong>in</strong> Kabithigollewa DS division. Around 497 persons were displaced from the village like<br />

Kanugahawewa, Thalgahawewa, Nikawewa, Yakawewa, Halmillawetiya, Kelepuliyankulama and Dutuwewa.68 persons <strong>in</strong>clud<strong>in</strong>g children were died by this<br />

<strong>in</strong>cident.<br />

After LTTE attack on 15 th June <strong>2006</strong> five newly welfare centers were created <strong>in</strong> Kabithigollewa DS division as given below.<br />

In near future most of the <strong>IDPs</strong> have gone back to their orig<strong>in</strong>al places. But large no of <strong>IDPs</strong> came from other district like Mannar, Vavuniya, Jaffna and<br />

Tr<strong>in</strong>comalee.<br />

Stranded of the <strong>IDPs</strong> <strong>in</strong> Anuradahpura district<br />

Health and sanitation<br />

L<br />

arge number of <strong>IDPs</strong> live are lived some village of Kabithigollewa, Padaviya, and Rambewa. Some of them are uneducated persons. They should<br />

have a better knowledge about health and sanitation. But those threaten villages are covered by one mid wife. If one mid wife work for the one<br />

village, the <strong>IDPs</strong> and people of threaten village can obta<strong>in</strong> benefits.<br />

Transport facilities not provide to those rural areas. Therefore patients and pregnant women have to face many difficulties. And also cl<strong>in</strong>ic center located near<br />

the town. Then mother with little babies have to come for long distance. We can recognize some reason regard<strong>in</strong>g bad health and sanitation situation of the<br />

welfare centers.<br />

Ignorance of the health.<br />

Uneducated situation.<br />

Not enough health resources <strong>in</strong> the threaten villages.<br />

The Internal Displaced children those who are <strong>in</strong> the school go<strong>in</strong>g age especially between the ages of 6-12 go for the schools. But most of the students don’t<br />

have facilities to cont<strong>in</strong>ue their education <strong>in</strong> a satisfaction way. Most of the children don’t go to the schools very often s<strong>in</strong>ce they don’t have certa<strong>in</strong> th<strong>in</strong>gs<br />

such as exercise books, foods and some other necessary th<strong>in</strong>gs which are claim from the schools. Those situations can be seen the welfare centers of<br />

Vissawela, Kiulekada and Kasamaduwa host community (Mih<strong>in</strong>tale)<br />

Some students drop their school life <strong>in</strong> a half way <strong>in</strong> order to help their families economically and help<strong>in</strong>g hand to their parents, Younger brothers and sisters.<br />

Because this they have engaged <strong>in</strong> wage labour with their parents or adults. Not only that we can recognize one of tendency regard<strong>in</strong>g the children who lost<br />

their fathers or mothers. Especially IDP childrens’ mothers who went abroad have badly affected. These k<strong>in</strong>ds of children don’t make regular school visits<br />

and enjoy the maximum use of freedom. Some IDP children have abandoned the school life <strong>in</strong> a half way and subjected <strong>in</strong> to alcoholism even they are <strong>in</strong> the<br />

ages between 12 and 18. This tendency can be seen <strong>in</strong> Wahalkada D6, D7 Thulana.A few children complete GCE (O/L) and GCE (A/L) exam<strong>in</strong>ations. But<br />

s<strong>in</strong>ce they don’t have money to go for tuitions or attend their school regularly the many students were unable to take the required results for the A/L<br />

exam<strong>in</strong>ation. And also the students, who live <strong>in</strong> temporary shelters, don’t have proper environment to study.<br />

Avery few children have entered to the university. As an example there are 04 university students <strong>in</strong> Gravel Kanda welfare center In Kabithigollewa. When<br />

consider some IDP parents ideas a very few parents have high <strong>in</strong>terest <strong>in</strong> send<strong>in</strong>g their children <strong>in</strong> to schools even with m<strong>in</strong>imum facilities. There is another<br />

problem regard<strong>in</strong>g the educations of the <strong>IDPs</strong> children. There are not enough physical resources and Human resources <strong>in</strong> the schools of threaten villages. This<br />

is also vital problems regard<strong>in</strong>g their education.<br />

We can recognize some reasons to drop out and familiar of children’s education.<br />

Children are earn<strong>in</strong>g money for their families.<br />

Poor economical conditions.<br />

Not enough resources <strong>in</strong> the schools of threaten villages.<br />

Ignorance of the parents.<br />

Habits of alcoholism.<br />

Mothers have migrated for employment.<br />

Parents no have <strong>in</strong>terest <strong>in</strong> send<strong>in</strong>g their children <strong>in</strong> to schools.<br />

No have proper environment to study<br />

Occupation<br />

Most of the newly <strong>IDPs</strong> completely depend on dry ration. In addition to that several <strong>IDPs</strong> were engaged <strong>in</strong> farm<strong>in</strong>g but not <strong>in</strong> the paddy farm<strong>in</strong>g as they<br />

did <strong>in</strong> their villages. Some <strong>IDPs</strong> cultivate other crops <strong>in</strong> the limited spaces<br />

The next majority of the <strong>IDPs</strong> engaged <strong>in</strong> wage labour, carpentry, mason work, and home guards. Several <strong>IDPs</strong> of DS division level were helped by the<br />

NGOs to develop their livelihood. As an example CARE <strong>in</strong>ternational were conducted livelihood development programs <strong>in</strong> threaten villages. But those<br />

people don’t have enough knowledge how to start self employment and how to manage it. If these people gave a knowledge regard<strong>in</strong>g that, they suddenly<br />

forget it. We can recognize several issues related to their economical conditions.<br />

Lack of land for the cultivation<br />

Lack of knowledge self employment or any other bus<strong>in</strong>ess<br />

Dry ration<br />

Don’t have an idea how to select match<strong>in</strong>g job for them.<br />

Chang<strong>in</strong>g of their livelihood methods time to time.<br />

Don’t have habit to deposit money<br />

Dependency<br />

Dry Ration is the most important as well as problematic issues for the Internal Displaced Persons. Some <strong>IDPs</strong> of Anuradhapura district entirely depend on dry<br />

ration though they some times engage <strong>in</strong> wage labour. At present the government has issued “dry ration” and “samurdi” for the <strong>IDPs</strong>. But few <strong>IDPs</strong> who are<br />

lived with relations didn’t receive dry ration. As an example there are 27 <strong>IDPs</strong> families <strong>in</strong> Kasamaduwa area (Mih<strong>in</strong>tale DS division). Up to now they didn’t<br />

receive dry ration.<br />

Most of the <strong>IDPs</strong> don’t receive a satisfactory dry ration package of both qualitatively and quantitively. <strong>IDPs</strong> of Kabithigollewa had mentioned that can’t use<br />

some received food items under the “Lokadara”. Not only that <strong>IDPs</strong> are suffer<strong>in</strong>g a lot due to the late dry ration issues. Some <strong>IDPs</strong> received ration once for a<br />

14 days. This situation can’t be seen regularly. As well as the newly couple families didn’t issue dry ration cards.<br />

There are many problems regard<strong>in</strong>g the cooperative shops.<br />

Don’t have adequate amount of dry foods and qualitatively food items at the cooperative shops.<br />

Injustice, <strong>in</strong>-efficiency and authoritative powers of Managers of the cooperative shops over the <strong>IDPs</strong>.<br />

Corruptions at the cooperative shops.<br />

Lack of most essential foods like milk powder, sugar, soaps, coconut oil.<br />

High prices for food items than the other shops <strong>in</strong> general.<br />

Don’t issues bills for the dry foods <strong>in</strong> the cooperative shops which can be accept as correct.<br />

As National Protection and Durable Solutions for Internal Displaced Persons Project of Human Rights Commission of <strong>Sri</strong> <strong>Lanka</strong>, we can conduct Human<br />

Rights Protection and Promotional programs for the government officers, Non government officers, Internal Displaced persons and other civilians. Accord<strong>in</strong>g<br />

to that the Project was conducted several programs for the groups of the society <strong>in</strong> <strong>2006</strong> as given below.<br />

A large numbers of programs were conducted on behalf of GramaNiladaro officers <strong>in</strong> Anuradhapura district.GramaNiladari is represented village leadership<br />

and he should have a good knowledge regard<strong>in</strong>g the people of his area. But accord<strong>in</strong>g to the project observation GramaNiladaris have became the responded<br />

of IDPS’ compla<strong>in</strong>ts. And also those officers no have clear knowledge about Human Rights Fundamental Rights and Internal Displaced persons. Lack of<br />

knowledge of GramaNiladaris’ is one of reason to become them as respondents. There fore NPDS for <strong>IDPs</strong> Project was selected to aware GramaNiladaris <strong>in</strong><br />

Anuradhapura district. 694 GramaNiladaro divisions are <strong>in</strong> Anuradhapura district. The <strong>IDPs</strong> are not liv<strong>in</strong>g <strong>in</strong> all these GN divisions. But all the<br />

GramaNiladaris can get a chance to work with <strong>IDPs</strong>. There fore the project cover 95% from GN division <strong>in</strong> Anuradhapura.<br />

DCDC Programs<br />

N<br />

early 120,000 child populations are <strong>in</strong> 22 DS division vise of Anuradhapura district. Most of them are neglected by the reason of lack of knowledge of<br />

ord<strong>in</strong>ary people. Because of this situation numbers of child abuse cases are <strong>report</strong>ed to police. So District Child Development Committee proposes to<br />

conduct awareness aris<strong>in</strong>g programs for the member of divisional Child Development Committee <strong>in</strong> Anuradhapura district. Several programs have been<br />

arranged by the District Child Development Committee with close coord<strong>in</strong>ation of the NPDS for <strong>IDPs</strong> Project of HRCSL.<br />

Human Rights Animates Programs<br />

T<br />

here are nearly 10900 <strong>IDPs</strong> families <strong>in</strong> Anuradhapura district. The project has identified several rights of the <strong>IDPs</strong> have been violated because of the<br />

displacedment.They have kept away from their normal lifestyle & Family life. It is very difficult to ma<strong>in</strong>ta<strong>in</strong> the personal life I the camps or<br />

transitional shelters. This condition creates more Human Rights violations among the basic family and also among the community. As the Project<br />

observation the reason of this critical condition seem to be the unawareness of their rights and duties. There is no durable empowerment system for them to<br />

come up. As NPDS for <strong>IDPs</strong> Project, it will be easy to spread the message though the young community of the <strong>IDPs</strong>. Because they are seem to be very<br />

effective and creative. So the Project of Anuradhapura <strong>region</strong> has conducted the tra<strong>in</strong><strong>in</strong>g program and one day field awareness program on Human Rights,<br />

Fundamental Rights for the <strong>IDPs</strong> <strong>in</strong> Anuradhapura district.<br />

government agencies, NGOs, INGOs and Private section are work<strong>in</strong>g on behalf of the <strong>IDPs</strong> <strong>in</strong> Anuradhapura district. Among those agencies NGOs and<br />

INGOs are act<strong>in</strong>g a special role for the <strong>IDPs</strong>. Economical cultural and social needs of the <strong>IDPs</strong> were provid<strong>in</strong>g by the various NGOs and INGOs. Some are<br />

work<strong>in</strong>g for the children; some are work<strong>in</strong>g for the women. And few NGOs work for the <strong>IDPs</strong> and others. So NPDS for <strong>IDPs</strong> Project decided to conduct a<br />

one day work shop on behalf of NGOs and INGOs with several objectives.<br />

Resettlement Model village program<br />

The NPDS for <strong>IDPs</strong> project of Human Rights Commission of <strong>Sri</strong> <strong>Lanka</strong> is work<strong>in</strong>g to achieve the objective of end<strong>in</strong>g displacedment and susta<strong>in</strong>able<br />

resettlement. Not only at the time of displacement, but also at the time of resettlement, the project conduc<strong>in</strong>g many programs to w<strong>in</strong> these objectives. 412<br />

displaced persons from 113 families at Padaviya resettled. But it was observed by the project that the people were not socially and culturally resettled. So<br />

there were many <strong>report</strong>ed conflict among the resettle families. To f<strong>in</strong>d last<strong>in</strong>g solution for those problems, the project was planned to conduct resettlement<br />

model village with close coord<strong>in</strong>ation with District Secretariat of Padaviya.<br />

Activities of the program<br />

The project was conducted two day programs with several activities. In the first day the project tried to turn their spiritual lives to good way though the<br />

Buddha’s teach<strong>in</strong>g. The consultation program was conducted <strong>in</strong> the second day and it is very important for all villagers. The project was identified several<br />

problems by this consultation program.<br />

PDS for <strong>IDPs</strong> project conducted several program with comb<strong>in</strong>ation of government Agencies. When District Secretariat Office conducted some<br />

important program, they have given part to the project also. Accord<strong>in</strong>g to that Government Agent of Anuradhapura requested to participate and take<br />

part for the mobile services at Horowpathana and Kekirawa on 18 th and 19 th December <strong>2006</strong>. This mobile services program is organized by the Constitutional<br />

Affairs M<strong>in</strong>istry. More than 1529 people were participated to this program with gett<strong>in</strong>g the solutions for their documentation issues. The project was able to<br />

make consultation for more than 45 people and took over 33 compla<strong>in</strong>ts as given below.<br />

In Anuradhapura <strong>region</strong>, considerable <strong>IDPs</strong> populations are liv<strong>in</strong>g <strong>in</strong> most of the DS divisions. So some of them are come from another district and they are<br />

liv<strong>in</strong>g s<strong>in</strong>ce 18 or 20 tears. And also some are displaced very recently. They have been kept away from their normal lifestyle and family life. It is very<br />

difficult to ma<strong>in</strong>ta<strong>in</strong> a personal life <strong>in</strong> the camps or welfare centers. This condition created more Human Rights Violation among the basic family and<br />

community. So as NPDS for <strong>IDPs</strong> project, we conducted field visits each welfare centers and resettlement villages. Then the project could f<strong>in</strong>d out several<br />

problems regard<strong>in</strong>g their dry ration, Heath & sanitation, education.<br />

The special meet<strong>in</strong>g was organized by the NPDS for <strong>IDPs</strong> Project of HRCSL. Reasantly <strong>in</strong> Anuradhapura district; numbers of civilians were killed by<br />

the LTTE terrorist. On the date 15 of June <strong>2006</strong>, 67 civilians were died because of LTTE attack <strong>in</strong> Kabethigollewa. After this <strong>in</strong>cident the people of several<br />

villages were come to the Kabethigollewa central college as the <strong>IDPs</strong>. At present nearly 1200 <strong>IDPs</strong> live <strong>in</strong> Anuradhapura district. Those <strong>IDPs</strong> are suffer<strong>in</strong>g<br />

from various problems. After consider<strong>in</strong>g this situation, IDP project decided to create Mechanism comb<strong>in</strong><strong>in</strong>g government officers, NGOs and INGOs. And<br />

the target of IDP project is to f<strong>in</strong>d out susta<strong>in</strong>able solution for <strong>IDPs</strong> problems. So we conduct this meet<strong>in</strong>g a first step of future heavy duty. The responsible<br />

Analysis of the compla<strong>in</strong>ts received <strong>in</strong> 2005<br />

he NPDS for <strong>IDPs</strong> Project of HRCSL ma<strong>in</strong> task is to receive the compla<strong>in</strong>ts, <strong>in</strong>vestigation and <strong>in</strong>quiry on the violation of HR & FR and to<br />

seek solution for them to ensure life with dignity, tights, liberty & equality of <strong>IDPs</strong>/ returnees. This year there were 70 compla<strong>in</strong>s were<br />

received to Anuradhapura <strong>region</strong>al office apart from the many consultation and 35 compla<strong>in</strong>ts come form 2005, so then project had to work with<br />

105 compla<strong>in</strong>ts <strong>in</strong> this year. S<strong>in</strong>ce the time that begun Anuradhapura <strong>region</strong>al office December 2004, 143 compla<strong>in</strong>ts were disposed grant<strong>in</strong>g<br />

Mean while ceasefire agreement was prevailed at the middle part of the year, a very bad <strong>in</strong>cidents were happened <strong>in</strong> Anuradhapura where <strong>in</strong><br />

Kebithigollewa, LTTE attacked to a bus carried out civilian and therefore more than 560 families ere displaced. They were settled <strong>in</strong> Welfare<br />

centers and project had to take immediate legal action to protect their rights as well as due to the LTTE attack to Tr<strong>in</strong>comalee, many families<br />

came to Anuradhapura and they also settled <strong>in</strong> welfare centers and with host community.<br />

Most probably project had to visit the WC/RC and Host to have consultation and get more details on their compla<strong>in</strong>ts because of it was very<br />

difficult and expensive com<strong>in</strong>g to office for IDs from their liv<strong>in</strong>g places due to distance most of time project had field <strong>in</strong>quires to seek immediate<br />

and durable solution for their complaisant fairy problems.<br />

One of project achievement was that the close coord<strong>in</strong>ation with stake holder was able to formulate for protection of <strong>IDPs</strong> by hav<strong>in</strong>g awareness<br />

them rights of the <strong>IDPs</strong> as a result of that DS, DCDC, GN and NGOs had make compla<strong>in</strong>ts on behalf of on violation of rights of the IDPS.<br />

FR violation<br />

Under the HRC act HRCSl ma<strong>in</strong> mandate is to receive the compla<strong>in</strong>ts on violation of FR, most of the compla<strong>in</strong>ts aga<strong>in</strong>st the government<br />

officials those who was <strong>in</strong>volved <strong>in</strong> the process of allocat<strong>in</strong>g ad provid<strong>in</strong>g dry ration, compensation, and other relief. Alleg<strong>in</strong>g that the equal<br />

protection before the law and discrim<strong>in</strong>ation of war <strong>IDPs</strong> had been violated. The project found that the reason for com<strong>in</strong>g compla<strong>in</strong>s 25% aga<strong>in</strong>st<br />

government officer was that the lack of friendly relationship between <strong>IDPs</strong> and government officials. When <strong>IDPs</strong> went to get some service from<br />

government officials, officers not ready to listen them and guide them. To address these issues project was able to conduct government officers’<br />

awareness programs on HR and rights of the <strong>IDPs</strong> and IDs friendly procedure and as the first step GN of the 22 DS division were tra<strong>in</strong>ed.<br />

The compla<strong>in</strong>ts on the violation of the Human Rights which are not considered under the constitution were consider<strong>in</strong>g by the project for the betterment of<br />

<strong>IDPs</strong> and to provide aducated standard of liv<strong>in</strong>g condition. There are around 52 compla<strong>in</strong>s were received <strong>in</strong> HR violation and it was 74% out of total<br />

compla<strong>in</strong>ts.<br />

Dry ration<br />

Many Compla<strong>in</strong>ts were received on dry ration meters such as dirty, low quality and high price from mostly Padaviya, Kebithigollewa and<br />

Thalawa. The project <strong>in</strong>quired and was able to take remedial action to m<strong>in</strong>imize those problems. Coord<strong>in</strong>ation with all relevant authorities,<br />

project was able to take possible action to provide relevant dry ration the end of this month without delay for every IDP <strong>in</strong> Anuradhapura.<br />

Another special th<strong>in</strong>g was that issu<strong>in</strong>g dry ration system was able to be formulated Coord<strong>in</strong>at<strong>in</strong>g with DS, GN and Manager of Cooperative shop<br />

Padaviya.<br />

Cooperative shops of Padaviya and Kebithigollewa is practic<strong>in</strong>g this system and they issue the dry ration under the supervision of DS and GN to<br />

address the issue of high price and low quality dry ration.<br />

Education<br />

Few compla<strong>in</strong>ts had been received on many problems of education of <strong>IDPs</strong> children. The project had to issue the recommendation to prov<strong>in</strong>cial<br />

educational Director to endure the rights to education of the 35 children <strong>in</strong> the Salamapura Vidyalaya <strong>in</strong> Rambewa. As well as many compla<strong>in</strong>ts<br />

were received on lack of teachers for <strong>IDPs</strong> children go<strong>in</strong>g schools and project conducted discussion with relevant authorities at the DCDC to<br />

address this issue. The sub committee was formed to deal with this issue and project is observ<strong>in</strong>g the pilot program which is conducted to<br />

m<strong>in</strong>imize this issue. To develop and ensure the rights to education project could conduct 4 days sem<strong>in</strong>ars series for O/L sitt<strong>in</strong>g student <strong>in</strong><br />

Kebithigollewa Central College with close coord<strong>in</strong>ation of DCDC participat<strong>in</strong>g more than 300 children for subject to fulfill the requirement of<br />

the parents. Compensation & assistant was also able to be granted for few <strong>IDPs</strong> as a result of the <strong>in</strong>negat<strong>in</strong>g system.<br />

Ma<strong>in</strong> important achievement of the project <strong>in</strong> <strong>2006</strong> was resolved with durable solution as a result of the field <strong>in</strong>quiry system of the project,<br />

relat<strong>in</strong>g to land (compla<strong>in</strong> no HRC/IDP/AP/06/008) the land already have been released and resettlement village have been constructed fund<strong>in</strong>g<br />

UNHCR <strong>in</strong> Mawathawewa and Padaviya. Many problems on land permits and they were settled hav<strong>in</strong>g field <strong>in</strong>quiry grant<strong>in</strong>g relief for <strong>IDPs</strong>.<br />

More than 10 compla<strong>in</strong>ts on land are pend<strong>in</strong>g due to exist<strong>in</strong>g legal provisions could be addressed those issues. To f<strong>in</strong>d a solution for this<br />

systemic ciolation project is try<strong>in</strong>g to draft National policy <strong>in</strong> resettlement.<br />

Another land mark compla<strong>in</strong>s was on child abuse that was able to f<strong>in</strong>d durable solution to take immediate legal action <strong>in</strong> the <strong>in</strong>cident of child<br />

abuse. Obta<strong>in</strong><strong>in</strong>g medical <strong>report</strong> form JMO was taken for long time due to lack of coord<strong>in</strong>ation among relevant authorities. The project was able<br />

to lobby that issue to the DCDC and the good coord<strong>in</strong>ation was formulated and now it is practic<strong>in</strong>g well. After the <strong>in</strong>vestigation of child abuse<br />

<strong>in</strong>cident of compla<strong>in</strong>t no HRC/IDP/AP/06/012 project had submitted a <strong>report</strong> to NCPA through head office on graveness of exist<strong>in</strong>g practices<br />

regard<strong>in</strong>g child abuse cases.<br />

Document issues<br />

The project made effort to provide legal personnel document with close coord<strong>in</strong>ation of relevant authority to whom lost their personal document<br />

and unable to get them. The <strong>in</strong>vestigation on not provid<strong>in</strong>g death certificates for death under the custody of person was deeply conducted and<br />

still it is on go<strong>in</strong>g.<br />

Project assisted to provide personal document for more than 1000 persons with close coord<strong>in</strong>ation of constitutional affairs m<strong>in</strong>istry <strong>in</strong><br />

Horowpathana& Kekirawa <strong>in</strong> month of December to ensure that rights to obta<strong>in</strong> legal document as well as vot<strong>in</strong>g registration was able to<br />

promote through the awareness of <strong>IDPs</strong> and Grma Niladari as well.<br />

Another achievement of the project that many applications was unable to get their marriage allowances and hous<strong>in</strong>g allowance due to failure of<br />

exist<strong>in</strong>g system of the m<strong>in</strong>istry of re settlement. To address these issues project contact M<strong>in</strong>istry of resettlement and M<strong>in</strong>istry have promised <strong>in</strong><br />

writ<strong>in</strong>g to provide those back allowances for eligible applicant at the beg<strong>in</strong>n<strong>in</strong>g of the year 2007.<br />

Apart from the receiv<strong>in</strong>g compla<strong>in</strong>t, Investigation and <strong>in</strong>quiry more than 17 consultations have been done and forwarded relevant <strong>in</strong>stitution with<br />

the project letters.<br />

In the next year project is expect<strong>in</strong>g to address some system violation of provid<strong>in</strong>g some allowances for <strong>IDPs</strong> by formulat<strong>in</strong>g legal system.<br />

As a result of the <strong>in</strong>vestigation of the compla<strong>in</strong>t made by DS kebithigollew a public bus was able to be provid<strong>in</strong>g for very rural areas of<br />

Kebithigollewa DS division ensur<strong>in</strong>g transport facilities more than 200 school children of that area.<br />
