He wants curb problem curbed
«- BY LINDA HEPPE
Herald Times Staff Writer
GAYLORD — Putting a curb in isn't
. the easiest thing to do in the city of
Gaylord.
Tony Zambrowski, owner of the Best
Western Motel on 137 West Street, has
found this out during the last month
after requesting to install one on the
corner of West and Carpenter Streets.
At Monday night's city council
meeting. Zambrowski was told once
again he would have to wait for permission
to construct the curb until further
study of the area had been completed
by city manager Don Harmon.
Zambrowksi had told the council at a
July 11 meeting that he was having a
problem with semis blocking his
driveway and wrecking the roadway in
the area. He wanted to install a curb
and landscape the corner to stop the,
problem and to clean up the area.
The council had postponed action on
the matter then also, stating they
wanted a chance to view the area.
ZAMBROWSKI had agreed to pay
for the cost of the curbing himself.
Harmon stated at Monday's meeting
that it would cost the city about $1,000
to pave the area once a curb was installed.
Zambrowski questioned this figure
as he thought about only two feet would
have to be paved. Harmon explained
that every street has parking on it and
the curb could not just.be placed on the
exact corner of the street.
"I'll pay for the sidewalk and the
curb," said Zambrowski. "Anything
from there you take care of. I think
that's reasonable."
Asked by council member Dave Duffield
what the catch was if the city
allowed him to install the curb, Zambrowski
replied there wasn't any.
"It just looks like tin-pan alley," said
Zambrowski.
, shorter
legislature for state
CREATING a single legislative body for Michigan in Lan-
sing is not a new idea, but one that deserves serious con-
sideration.
The move towards a single house has come up again
under a plan offered by two representtives with political
views worlds apart.
However, both Rep. Perry Bullard, a liberal Ann Arbor
Democrat, and Rep. Willis Bullard Jr., a conservative
Milford Republican, told United Press International recent-
ly there is not much chance the current Legislature will ap-
prove the proposed constitutional amendment to allow it to
be placed before voters.
The proposal, among other things, would reduce the
number of lawmakers to 72, compared to the current 148
members of the House and Senate.
IN AN INTERVIEW with the Traverse City Record-
Eagle, State Rep. Tom Poer of Traverse City said he's
throwing his support behind another group of legislators
and business people planning to launch a petition drive call-
ing for the same things (The other legislators include
Michael Nye, R-Litchfield; Colleen Engler, R-Mt. Plea-
sant; Vic Krause, R-Rockford; Tim Walberg, R-Tipton and
Richard Fitzpatrick, D-Battle Creek.)
Power's group hopes to collect 350,000 signatures within
the next year to get the question on the general election
ballot in November, 1984. _ -
Their amendment would also reduce the sessions of the
legislature from 12 to four months, and cut legislative pay
from $31,000 to $13,000. The amendment would also
Wiwwr of M
press association
awards since 196*
eliminate all retirement and pension benefits for
legislators.
NO MATTER WHICH way it happens — legislative action
or citzen initiative — we would like to see the question placed
on the ballot for the public to decide.
According to the National Conference of State
Legislatures, Michigan pays its legislators the second
highest salary in the country. Of the 20 largest states, 11 pay
legislators less than $18,000 a year in salary.
* We think a reduction in the time spent by the legislature
in Lansing will reduce the number of legislative bills, and
problems those bills can create each session.
A part-time legislator's position might also attract a high
caliber person, presently unwilling to give up his or her pro-
fession to workfull-time in Lansing, but willing to spend
some time in the Legislature.
State Representative Pat GagUardi of the Upper Penin-
sula has supported proposals for a unicameral and partime
legislature, but indicated last fall that the part-time
legislative plan would probably be more acceptable. Rep.
Ralph Ostling has not made his view known recently, while
, Senator MitcKTrwin said he would take a look at either a
unicameral or part-time legislature.
We urge our representatives to look seriously > t the pro-
posals being considered and if nothing else, we encourage
the public to look at the petition drive when the petitions
come through your area.
From the Petoskey News Review
Pressure from home needed
WELCOME TO Education 1983. The
pressure is on the schools to encourage
students to do more homework,
lengthen the school day, and increase
the school year ten percent.
- 1 In my opinion, none of these will happen
without major support from the
home. Homework is essentially a
parent controlled activity. The longer
day and year will without a doubt come
about only with public support.
^Possibly the-'most important
modification in schools today is the introduction
of the computer in the
classroom.
About 20 percent of our teaching
staff in the last year has taken classes
in computer literacy. They understand
the major role the computer will play
in education, home and business.
basics, four years of English, three
years of math, three years of science,
three years of social studies and a half
year of computer literacy.
The commission also recommends
that students going on to college take
two years of a foreign language.
WE WILL be offering about six
foreign language programs this year.
French, Spanish and Latin will be of-
fered to grades 9 through 12. In grades
1 through 12, many students will have
an opportunity to learn any one of
three additional foreign languages.
Basic, Pascal, and Logo are just three
of the more common computer
languages used today. As the computer
becomes more common in the
classroom, students will learn these
languages very rapidly.
JThe board of education will invest
approximately $20,000 in classroom
computers this year.
One of the problems with homework
is that when students are working on
the computer they are enjoying it too
much to call it homework.
One last point on homework. A large
percentage of our high school students
wprk in the community. Should this
count as homework? Are they not learning
some very important lifelong
lessons?
History sheds light on Indian fishing
WHILE IT IS true the US Govern-
ment signed treaties with Michigan In-
dians giving them the right to continue
to hunt, and fish in the waters of the
state, it is necessary to examine the
conditions under which the Indians
were living at the time.
As very few of the Indians' in
Michigan in the early 1800's were
engaged in farming, or workings for
wages for whites, the vast majority
were still engaged in subsistence hun-
ting and fishing. Some did raise corn in
summer as well as drying fish and ber-
ries for winter use.
As very few large game animals
were in
Peninsula, it was the custom of the Ot-
tawas to leave the area in winter far-
ther south, in the southwest part tf
Michigan on the rivers that emptied in-
to Lake Michigan; the reason being,
deer and bear were common there.
Chief Blackbird of Harbor Springs
amply documents this in a book he
wrote. Each spring the group would
canoe back to the northwest part of the
peninsula for the summer.
It is also true the Ottawa were great
traders. Their name transulated into
English means "to trade."
For untold centuries they acted as
the middlemen between the Chippewa,
who were then located to the north of
Lake Superior and the tribes to the
east and south. But there was no ac-
Soapbox
Eugene E. Ochsner
cumulating of any wealth, just trading
goods for goods, cornmeal and
sunflower oil to the more northern
tribes for furs and skins.
ANOTHER FACT which must be
the
aboriginal hom^ of the Ottawa, the
Chippewa as well. When the French, in
jeiS.-fcrst met them it was in the vicinity
the Ottawa River In Canada,
which river other Indian tribes had to
get permission from the Ottawa to
navigate.
Due to pressure from the Iroquois,
who were allies of the British, the Ot-
tawa moved to Manitoulin Island and
the Georgian Bay area. Subsequently
they moved to the St. Ignace area and
the upper portion of the Lower Penin-
sula. So the Ottawa cannot claim any
portion of Michigan as their ancestral
home.
•
In a sense, they were the invaders.
This is also true of the Chippewa. At
the present time, to better enable them
to press their claims, they have united
with the Chippewa in Michigan to form
one group. They are linguistically
related and can understand each
others' native tongue without difficul-
ty-
I am certain that when the original
treaties were drawn up the intent was
to allow them to catch fish for their
own use with no idea of the possibility
of one day using sophisticated large
nets, power boats, icing plants, etc.,
for shipment of the fish to large
markets in modem urban areas.
THE USE OF GILL NETS was permitted
by treaty as this was the common
mode of Indian fishing, but the
size of the nets made by the Indians in
the early days cannot compare with
those now in use by them. Possibly
research should be done to determine
the size of nets used in the early times
and from this regulate the maximum
size of nets tobe used today.
The Indian in early historic times
never depleted the stock of fish or
game to the point of exhaustion. He
always left enough to perpetuate the
species and most generally would not
work the same fishing or trapping area
year after year.
Elk no friend of this family
To the Editor:
To all the people who think the elk,
here is this so called Elk Country, are
so great; please look at these elk from
our side of the fence.
As soon as the crops come up in the
spring, the elk are out In droves to eat
them off. They like our crops ao well
they even bed down and stay so long
they can get up and start eating all
over again. We have tried dogging
them out but a dog Is no match for
those big racks of horns.
Our grandchildren have had, at
times, to use the truck to get through
since they live at the edge of the woods
on our place.
I set a new strawberry bed and they
ate every plant. They eat all the pears
and apples from our fruit trees as they
We planted fall wheat and they
tramped the new seeding full of holes
during the wet fall; pastured it all**ing
and then made their trails all
through it knocking it all down so we
could only harvest half of the <
was left
They pasture our hay crops any time
they wish and we are supposed to Hka
It They alao pasture In our pastures at
will with the cattle and
SPARE DENTURE
TO THE RESCUE
Any denture wearer
worries about going in
public without them
| due to damage or loss.
" This is understandable
{ — but preventable. If
. you wear dentures and
V care about your ability
| to eat or appearance in
| public, it makes a lot
| of sense to always
( have a spare set handy
just in case your
| number erne set breaks
. or is damaged (or lost
9 in the lake or ocean
while swimming).
^ Your dentist can have
A ajf"exact duplicate of
. your present denture
I made in a short
| amount of time and at
' a very reasonable
f cost. (Probably for
I less than half of what
I You can take it with
. you when you travel
9 (just like it makes
sense to carry an extra
• pair of glasses) and
cpnry it conveniently
in -a small container in
your attache case,
pocketbook or keep it
wherever your imagination
dictates. It
will also come in handy
if your original denture
needs repair.
Just think about
this: If you have a
spare denture, you
might not miss a dinner
with your dentist.
That's a reward —
especially if your dentist
is paying for dinner.
GAYLORD - A display of sheer
determination was demonstrated > y
Dr. Dennis Mellon, organizer of and
participant in the third annual Mark
Mellon Memorial Triathalon held"
Saturday In the Otsego Lake area.
It was the same determination and
devotion he has shown in conducting
the annual triathlon in memory of his
late son, Mark, a stand-out St. Mary
High School athlete who was killed in a
motorcycle accident three years ago.
Planning ahead, Dr. Mellon, a
- Gaylord chiropractor, placed a tube of
Vaseline ointment in one of his running
shoes. He would apply it after getting
off the bike, in preparation for the
Simile run.
In his haste (he didn't want the com-
daughter Angie is on the lett. The final
day tor the program Is Aug. 18, and a pic-
about the tube, and started down the
"I could feel something in my shoe,
and it was really bothering me," said
Dr. M»P "But Vaughn Goodenow
wasn't too far behind me, and I didn't
want to give him the chance to catch
up."
It wasn't until after he crossed the
finish line that he pulled the ointment
container from his shoe. He said he
now has blisters on his foot where it
made contact with the tube.
Dr. Mellon's time was two hours, 34
minutes and 58 seconds. Some contestants
were still out on their bikes by
the time he crossed the finish line.
Dr. Mellon was the only Gaylord par-
categories
Twenty two-year-old Dave Evans
carved three minutes off the record
time set last year by Tony Alessi of
Pontiac by clocking in at 2:14:32.
"I don't feel too bad," Evans said
after the race. "I just paced myself
well, and it worked out for me."
When asked if he would be interested
in competing in the Ironman competi-
not at the moment.
"It takes a lot of time to train for it,"
he said. "I'll wait and see how my
ability matures, and if I feel Tm up to
it, it's a possibility."
Hearing
on levy
LEWISTON - The
Board of Education of
Johannesburg-Lewiston
Area Schools will hold a
public hearing on August
22 at 7:30 p.m. at the
Lewiston School.
The hearing is to
discuss the levying in
1963 of an additional proposed
millage rate of 3.54
mills for operating purposes
pursuant to Act 5,
Public Acts of Michigan,
1982.
The board has the
complete authority to
establish that 18.5 mills
be levied in 1983 from
within its present
authorixed millage rate.
The maximum additional
proposed millage
rate would increaae
revenues for operating
purposes from ad
valorem property tax
levies in 1963 otherwise
permittedby Act 5,
public Acts of Michigan,
1962, by 23 percent.
This increase is due
largely to the new fuel
storage facility owned by
Michigan Wisconsin
Pipeline and located in
Charlton Township. Individual
property taxes
will not increase by this
amount.
of Johannesburg - Lewiston Area Schools will hold a
public hearing on the levying in 1983 of on additional
proposed millage rate of 3.54 milto-for operating purposes
pursuant to Act 5, Public Acts of Michigan, 1982.
The Board of Education has the complete authority to
establish that 18.5 mills be levied in 1983 from within Its
present authorized millage rate.
The maximum additional proposed millage rate would
increase revenues for operating purposes from od
valorem property tax levies in 1983 otherwise permitted
by Act 5, Public Acts of Michigan. 1982, by twenty-three
(23%).
It should be noted that this increase is due largely to the
new fuel storage facility owned by Michigan Wisconsin
Pipeline and located in Charlton Township. Individual
property taxes will not Increase by this amount.
