PROGRAMME OF THE CONFERENCE<br />
“LESSONS LEARNT FROM ACTIONS CO-FINANCED WITH NGOs”<br />
CONTEXT AND OBJECTIVES:<br />
LIMA, PERU, 29 & 30 th MARCH 2004<br />
The seminar, organised by the European Commission, EuropAid/F/2, in the context of the<br />
management of the programme ‘Co-financing with the NGO of operations in developing<br />
countries’ (Budget line 21 02 03, ex B7-6000), aims at offering an opportunity to exchange<br />
experiences and to have a common thinking process on the management and the impact of<br />
the programme in the region, with the objective to identify recommendations in order to<br />
improve the future interventions. This seminar will be dealing with both strategic issues and<br />
more practical aspects of administrative, contractual and financial nature mainly related to the<br />
application of the devolution process for the management of the budget line.<br />
With respect to the strategic issues, the reflection will focus on themes like the added value of<br />
the budget line, how to sharpen the definition of its strategic priorities and increase its impact,<br />
how to improve the quality of the partnership between European NGOs and their local<br />
partners.<br />
In order to better know the experiences of the NGOs so as to identify recommendations which<br />
will help improving the future interventions of the budget line, three objectives are proposed<br />
for this seminar:<br />
• To analyse, study and clarify the aspects related to the administrative, financial and<br />
logistical management in the context of the changes occurring in the budget line 21 02 03<br />
(ex B7-6000), more specifically those related to the implementation of the devolution<br />
process.<br />
• To receive a feed-back from the NGOs and their local partners on the practices used for<br />
the implementation of the Budget line in order to identify suggestions and proposals, more<br />
specifically regarding the co-financing instruments used, the consolidation of the<br />
partnership between the European NGOs and their local partners, the project<br />
implementation, the achieved results and the difficulties encountered.<br />
• To exchange experiences and contributions regarding strategic issues, innovative<br />
aspects, the value added as well as the monitoring and the evaluation in order to identify<br />
new approaches and tools so as to optimise the impact of the programme in the region.<br />
PARTICIPANTS :<br />
The seminar will gather about 120 representatives of:<br />
- The European Commission, coming from Brussels and from the Delegations in South<br />
America;<br />
- CONCORD, European Confederation of Development NGOs,<br />
- Platforms of South American NGOs,<br />
- Representatives of European NGOs implementing projects in South American<br />
countries co-financed with the budget line B7-6000<br />
- Peruvian NGOs<br />
METHODOLOGY :<br />
During the seminar, plenary sessions and workshops will take place alternatively.<br />
In order to facilitate an active participation, working groups will be created and will be<br />
functioning in parallel throughout the . Prior to each group session, the participants will be<br />
given clear indications about the functioning modalities and how to gather and share the<br />
results of the groups.<br />
Spanish and English are the two languages used for the seminar.<br />

developing countries: meet basic needs of disadvantaged<br />
people and reinforce their own development capacities. ENGO<br />
must work w/ local organisations (normally local NGOs)<br />
- Projects in Europe to raise the awareness of European citizens to<br />
development issues: EC co-finances this type of actions since<br />
1979 (takes normally 10% of budget line)<br />

Strategic focus of budget line<br />
Very wide: local development operations basically in all developing<br />
countries: no clear thematic or geographical priorities. Support to<br />
sustainable social, human and economic development processes,<br />
institutional support and capacity building for local development<br />
structures.<br />
For 2004/2005 priorities will be narrowed to give preference, in<br />
thematical terms, to operations mainstreaming capacity building<br />
and in geographical terms to Least Developed and Low Income<br />
Countries (priority 1) and countries ranked above 100 in the<br />
Human Development Index; however, all developing countries<br />
remain eligible.<br />

Consensus reached on fundamental review of NGO co-financing scheme within<br />
the existing legal framework, namely on the following points:<br />
- To sharpen the identity of the budget line: more weight to quality of<br />
North/South partnerships, empowerment of civil society in public policy<br />
processes, build effective synergies w/ other actors, promote more integrated<br />
approaches to development and more innovation.<br />
- Strengthen the European Dimension of NGO co-financing ;<br />
- Increasing the focus and outreach of Development Education and<br />
Awareness raising, by promoting namely complementarity between DE/DA<br />
and NGO activities in developing countries; involve more systematically<br />
Southern civil society actors in DE/DA activities.<br />
- Develop new approaches and tools to assess impact; sharing of best<br />
practices; more investment on evaluation and impact studies;<br />
- Change modalities of management of budget line: adapt the evaluation grid<br />
to integrate new qualitative criteria, separate eligibility screening from project<br />
appraisal, test « concept notes » in 2005; evaluate impact of devolution on<br />
management of projects under this budget line, explore the scope for dialogue<br />
between EC and NGOs; take into account realities and added-value of NGOs<br />
from new MS during the eligibility and appraisal processes.<br />
