PROGRAMME OF THE CONFERENCE
“LESSONS LEARNT FROM ACTIONS CO-FINANCED WITH NGOs”
CONTEXT AND OBJECTIVES:
LIMA, PERU, 29 & 30 th MARCH 2004
The seminar, organised by the European Commission, EuropAid/F/2, in the context of the
management of the programme ‘Co-financing with the NGO of operations in developing
countries’ (Budget line 21 02 03, ex B7-6000), aims at offering an opportunity to exchange
experiences and to have a common thinking process on the management and the impact of
the programme in the region, with the objective to identify recommendations in order to
improve the future interventions. This seminar will be dealing with both strategic issues and
more practical aspects of administrative, contractual and financial nature mainly related to the
application of the devolution process for the management of the budget line.
With respect to the strategic issues, the reflection will focus on themes like the added value of
the budget line, how to sharpen the definition of its strategic priorities and increase its impact,
how to improve the quality of the partnership between European NGOs and their local
partners.
In order to better know the experiences of the NGOs so as to identify recommendations which
will help improving the future interventions of the budget line, three objectives are proposed
for this seminar:
• To analyse, study and clarify the aspects related to the administrative, financial and
logistical management in the context of the changes occurring in the budget line 21 02 03
(ex B7-6000), more specifically those related to the implementation of the devolution
process.
• To receive a feed-back from the NGOs and their local partners on the practices used for
the implementation of the Budget line in order to identify suggestions and proposals, more
specifically regarding the co-financing instruments used, the consolidation of the
partnership between the European NGOs and their local partners, the project
implementation, the achieved results and the difficulties encountered.
• To exchange experiences and contributions regarding strategic issues, innovative
aspects, the value added as well as the monitoring and the evaluation in order to identify
new approaches and tools so as to optimise the impact of the programme in the region.
PARTICIPANTS :
The seminar will gather about 120 representatives of:
- The European Commission, coming from Brussels and from the Delegations in South
America;
- CONCORD, European Confederation of Development NGOs,
- Platforms of South American NGOs,
- Representatives of European NGOs implementing projects in South American
countries co-financed with the budget line B7-6000
- Peruvian NGOs
METHODOLOGY :
During the seminar, plenary sessions and workshops will take place alternatively.
In order to facilitate an active participation, working groups will be created and will be
functioning in parallel throughout the . Prior to each group session, the participants will be
given clear indications about the functioning modalities and how to gather and share the
results of the groups.
Spanish and English are the two languages used for the seminar.
Structure of External Relations services (RELEX)
In the European Commission
•DG Development (for ACP countries) and External Relations (for all
the other developing countries) – in charge of political planning and
programming of co-operation
•ECHO – in charge of humanitarian aid
•EuropeAid Co-operation Office (AIDCO) – in charge of management
of EU co-operation
•Directorate F (Horizontal operations and link RRD) – in charge of
management of thematic and horizontal budget lines (NGO,
Decentralised Co-operation, Human Rights, Food Security, Forests &
Environment, Health/HIV/AIDS, etc.) covering all the developing
world
•Unit F2 – in charge of management of programmes «Co-financing
with NGOs » and « Decentralised co-operation »
35

AIDCO/F/2 is in charge of the management
of 2 programmes (Budget headings)
Decentralised co-operation with NSA:
Budget line 21 02 13 (ex B7-6002) / Legal basis is Council regulation
1659/98 approved in 1998
Budget line established in 1992, as a pilot exercise;
- main focus is capacity building operations;
- directly accessible to European and developing countries NSA;
- funds available: 3 million € (2002 budget); 6 million € (2003);
extension of legal basis for another 3 years to be approved soon
(pending the approval of this extension, the budget foreseen for
2004 is around 10 million €)
-EC contribution: minimum 0,2 and maximum 1 million €.
- 2003 budget: 13 projects (9 from Europe and 3 from the South) for a
total of 6 million € (492 grant requests received)
Co-financing of operations with European NGOs:
Budget line 21 02 03 (ex B7-6000)
Legal basis Council Regulation 1658/98
Budget line established in 1976: initial amount of around 2,5
million ECU: increased gradually, to reach around 200 M€ in
2002 and 2003: 190 M€ foreseen for 2004
Basic principles of budget line
- Directly accessible exclusively to European NGOs
- European NGOs have the exclusive right of initiative to
identify projects for funding under this budget line
- Local development projects aiming at poverty reduction in
developing countries: meet basic needs of disadvantaged
people and reinforce their own development capacities. ENGO
must work w/ local organisations (normally local NGOs)
- Projects in Europe to raise the awareness of European citizens to
development issues: EC co-finances this type of actions since
1979 (takes normally 10% of budget line)
36

Strategic focus of budget line
Very wide: local development operations basically in all developing
countries: no clear thematic or geographical priorities. Support to
sustainable social, human and economic development processes,
institutional support and capacity building for local development
structures.
For 2004/2005 priorities will be narrowed to give preference, in
thematical terms, to operations mainstreaming capacity building
and in geographical terms to Least Developed and Low Income
Countries (priority 1) and countries ranked above 100 in the
Human Development Index; however, all developing countries
remain eligible.
Operations must be consistent with EC development policy.
Management of budget line
1988 - Revised general conditions (CSR admitted) + support to
capacity building
1998 - approval of Council Regulation n° 1658/98 (legal basis)
1998 - reform of External Relations services in EC; harmonised rules
& procedures for management of EC aid; creation of SCR (2001
creation of EuropeAid)
2000 - new general conditions for management of budget line and
new standard grant contract: more strict contractual & financial
follow-up;
More strict selection rules: up to 2000, spontaneous applications;
proposals discussed w/ EC task manager: EC official very often
had a considerable input in project design; from 2000, system of
call for proposals;
2000 – general evaluation of budget line (only projects in PVD)
Main conclusions/recommendations – in general projects w/ good
results but no long term impact
Strategic issues
- Budget line lacks a coherent strategy; has no strategic focus; EC should begin a
broad process of consultation w/ stakeholders; not enough poverty focused in
terms of geographical coverage; not enough capacity building of southern
partners; essentially demand driven; should assess and define more key
characteristics & concepts of budget line; give particular & detailed attention to
issue of access to budget line (urgent need to rationalise access to budget line);
detailed study of current monitoring & evaluation systems; no strategic
assessment since its creation; budget line should be a strategic fund w/ core
purpose and aims;
Management - improving the administration of appraisal process (lack of
effective initial filtering system ; enormous backlog on appraisal of proposals;
excessive focus on ex-ante, slow payment system, over onerous reporting
system: impossible to manage effectively in its current format.
40

2003 – New financial regulation approved in the framework of
general reform of European Commission
Stricter contractual & financial rules
 Design costs no longer eligible
 Interests on EC contribution should be returned to donor;
As a general rule, operation cannot start before the date of
signature of the contract
Participation of EC in administrative costs to the maximum of
7% of operation costs
 Systematic audit of operation;
Bank guarantee mandatory for payments >1 M€
TRENDS/PROBLEMS
• Considerable change of pattern in 2000
• From 2000 increased average size of projects (around 600.000€):
• Stabilized number and size of co-financed projects in last 3 years
• Oversubscription still increasing; growing popularity;
• New demands, e.g. integration of civil society from 10 new MS,
wider geographical coverage (Eastern Europe, Balkans, Central
Asia);
• Lack of strategic focus and doubts about overall impact; not enough
complementarity w/ other EC policy instruments; what’s its added
value?
• Impact of EC reforms and procedures (system of call for proposals,
stricter contractual rules, devolution process);
• Lack of dialogue w/ all stakeholders;
Dialogue with stakeholders – the Palermo process
During 2003 – process of dialogue/consultation w/ ENGOs (through CONCORD,
representing around 1200 rehabilitation and development ENGOs) and MS;
started in April; seminar in late October in Palermo;
Consensus reached on fundamental review of NGO co-financing scheme within
the existing legal framework, namely on the following points:
- To sharpen the identity of the budget line: more weight to quality of
North/South partnerships, empowerment of civil society in public policy
processes, build effective synergies w/ other actors, promote more integrated
approaches to development and more innovation.
- Strengthen the European Dimension of NGO co-financing ;
- Increasing the focus and outreach of Development Education and
Awareness raising, by promoting namely complementarity between DE/DA
and NGO activities in developing countries; involve more systematically
Southern civil society actors in DE/DA activities.
- Develop new approaches and tools to assess impact; sharing of best
practices; more investment on evaluation and impact studies;
- Change modalities of management of budget line: adapt the evaluation grid
to integrate new qualitative criteria, separate eligibility screening from project
appraisal, test « concept notes » in 2005; evaluate impact of devolution on
management of projects under this budget line, explore the scope for dialogue
between EC and NGOs; take into account realities and added-value of NGOs
from new MS during the eligibility and appraisal processes.
INSTRUMENT
APPROACH: (33.33%)
- allows general orientations > better flexibility
- allows strategic long term view
- allows sustainable developing processes
ROLE OF EC: (32.50%)
- bureaucracy / inflexible management from part of EC
- lack of monitoring done by EC
- poor coordination EC Bxl / Delegations
- time needed between submission and acceptance/contract
(1-3 years) > project design not anymore in line with needs
- EC management requirements are not in line with
development reality & constraints faced when
implementing projects
- focus on the financial side rather than on the content
(objectives & expected results)
- no clear agenda for submission of proposals
NEW REGULATION: (10.00%)
- no extension possible
- stimulate multi-actor approaches
- projects selected should complement CSP/RSP
ROLE OF EC: (30.00%)
- EC not clear on how it should work
- procedure for approval too slow
- although EC presents it as a strategic instrument going
beyond the idea of service/goods deliveries to
beneficiaries, it is managed as a simple addition of several
projects
NEW REGULATIONS: (10.00%)
- reduced flexibility for project proposal (CSP/RSP)
- reduced value added of BL (CSP/RSP)
OTHER CONSIDERATIONS: (10.00%)
- make it possible to work at higher scale (integral projects)
MANAGEMENT
- more attention to content of the project rather than on administrative & financial part
- improve administrative management (screening, decision-making process, transparency in approval process,
etc.)
- use summarised project documents for pre-selection which would help making the proposals fit into a long term
approach with the beneficiary-groups
- fixed planning for submissions (January-March each year), approval (July-August), contract and 1 st payment
(December of the same year at the latest)
- more attention / flexibility to implementation process; Allow modifications of projects
- avoid financial droughts between 2 budget phases
- reporting system: adapt the date to real start of project (and not according to contract)
- modify eligibility criteria
ROLE OF EC:
- more clarity on the purpose of each instrument
- publish thematical & geographical priorities per country
- favouring EU products is unacceptable
- develop models for monitoring & final reports (annex to the manual of instructions)
- implement CONCORD (Palermo) recommendations
PARTNERSHIP:
- reinforce partnership between European and local NGOs
- reinforce role of Delegation / NGO’s local representation
- more trust between EU/NGOs
OTHER CONSIDERATIONS:
- allow extensions of projects
- foresee second phase for projects > consolidation & multiplication of achievements
- increase the budget line
!!!!!!!!Do not forget that we are dealing with human lives!!!!!!!!
INNOVATIVE ASPECT OF PROJECTS/PROGRAMMES IMPLEMENTED
94.12% of the NGOs consider their project/programme is innovative, 5.88% it is not.
73

2. THE PARTNERSHIP
THE CRITERIA USED BY NGOS
Based on history/identity, general functioning, ideology, network capacities
HISTORY / IDENTITY OF PARTNER
- experience / history of the partner
- type of activities implemented; technical competence in the field of the project
- local / grass-rooted organisations; link with target group(s); favouring social changes
- impact of the partner’s action on its environment
GENERAL FUNCTIONING
- adequate managerial & organisational capacities
- involvement in the management of the action co-financed
- democratic functioning of the partner (decision-making process)
- internal atmosphere & motivation
IDEOLOGY OF PARTNER:
- common (or coincident) vision and mission
- gender approach
NETWORK CAPACITIES:
- local financial support
- consistency of cooperation proposal
- previous experience with partner
- potentiality to develop capacities of local partners in order to achieve sustainability of work
- personal visits
THE MAIN DIFFICULTIES ENCOUNTERED IN THE SELECTION OF YOUR NGO’S PARTNER(S)
GENERAL
- lack of tangible information
- in some countries, lack of strong civil society or organisations
PARTNER CAPACITIES:
- poor technical & management capacities
- lack of knowledge and instruments to formulate project proposal
- weak internal structures for planning and mainstreaming (long term investment required)
- capability in understanding the administrative rules required by EC and management of the funds (timetable,
financial constraints)
- in very poor or remote areas, difficult to find strong organisations with qualified staff
PARTNER INVOLVEMENT:
- instability of the partner organisation (staff, economic crisis, objectives, working style, etc.)
- staff of the organisation may not be the most adequate for the realisation of projects > working compromises
- lack of realism with respect to the capacity to manage various project at the same time
- difficult to measure the level of responsibility of the partner
PARTNER ORIENTATIONS:
- limited strategic vision
- finding similar affairs / areas of intervention
PARTNER = GOVERNMENT AUTHORITIES
- difficulties in negotiation procedures with government authorities
- weak commitment and instability of government partners
OTHER CONSIDERATIONS:
- difficult to measure the global impact of the partnership
- difficult to measure the real impact of the work implemented by the partner organisation
74

POSITIVE ASPECTS OF
THE PARTNERSHIP
DIFFICULTIES
ENCOUNTERED
LEARNING PROCESS / EXCHANGE OF EXPERIENCES
- mutual learning process; sharing of know-how (technical, organisational,
experiences) helping the partners to apply to other donors or European NGOs;
strengthening
- personal contact with partner
- cultural understanding; respect preferences and autonomy of the partners
KNWOLEDGE OF LOCAL REALITY / COMMON STRATEGY
- they add a new dimension and points of view to our own ones
- sharing information between North/South
- common agenda in poverty reduction
- common reflection leading to a better definition of the needs
- evolution from a simple funding relationship to a wider approach where strategic and
political aspects are central
IMPROVING PROJECT IMPLEMENTATION
- local participation, cultural intermediation between technical proposal of the project
and the reality of the target groups/ stakeholders
- reaching areas that NGO could not reach
- efficient implementation of operations
- qualified professional local knowledge
- smooth co-operation / reliable partners
- big, well structured and planned investment in a short period of time towards clear
objectives and results
OTHER ASPECTS
- development of new contacts
- helps guarantying sustainability of action
- defending partner results in Europe
PARTNERS CAPACITIES & WORKING METHODS
- lack of knowledge of partner regarding EU general conditions and EU development
instruments (logical framework)
- difficult for partner to transfer practical based work into theoretical formulations
- weakness in planning and mainstreaming
- differing working methods; local partners having their own monitoring system which
does not fit to the EU requirements
- lack of capacity meaning increased costs
- need for strengthening and train local staff
SUSTANABILITY OF PARTNER ORGANISATION
- dependency of local NGOS regarding economic situation and the policies of external
donors
- long-term sustainability of the partner
COORDINATION / PARTNERSHIP
- involvement of local partner in decision making process; achieving co-responsibility
for project implementation
- interests and priorities of partners can be differing
- difficulty in reaching a real partnership in which the European NGO is not considered
as source of financing but as a real actor of the thinking process and in the project
instruction
- difficulties to implement changes
- difficulties in starting a new partnership (new country/region)
- restricted funds do not permit intensive personal presence
- little space for preparation, follow-up and contents definition of the project or
development-strategy which limits risk-taking, innovation, changes and broad multiactor
approaches (more difficult to manage). As the project needs to be welldesigned
and planned, only the less risky projects which are easier to manage are
submitted to the EC
INSTITUTIONAL PARTNERS
- long-term instability and weak persistency of the policies
OTHER ASPECTS
- delays in funding alter the programming of activities
- respect of the timing
75

According to your NGO’s own experience, who are the stakeholders involved into the project
formulation/implementation?
Project Project
delegation of technical & managerial activities to the local partner and by sharing guidelines, codes of
conduct & internal procedures
- better planning and mainstreaming with partners
- training local personnel
- support on context analysis, design of development strategies, exchange on business plans and
working documents, technical support and thinking around priority themes, interventions validation and
learning, benchmarking
- more intensive coordination through visits, meetings and email
- local representative appointed in each country where projects are implemented
- involvement of partners into decision making process (> exchange of information) and all phases of the
project
- establishing a dialogue and a co-responsibility between partners (evolution, mutual learning process)
- improving the coordination with all actors involved (meaning taking this into account into planning &
budget) and their involvement
IMRPOVING PROJECT FORMULATION & SOCIALISING THE EXPERIENCES
- more time for project formulation allowing proposal specific arising from consultations at community
level
- sharing experience between similar projects in the area and organising visits of the personnel in the
offices
- strengthening the exchanges and the meetings with local organisations and similar organisations in
Europe
- possibility to replicate successful projects with same local institution
- implement public awareness campaigns & education actions in Europe (problematic and proposals of
partners)
works; socio-economic evaluation of the project; evaluation of the financial and organisational aspects;
economic indicators
-------------------------
Exchange of information with partner (correspondence + visits)
Analysis of the context (national, regional, local) and its impact on the action
Objectives, expected results and implemented activities (indicators of logframe)
Visits in situ to target groups and discussions with local partner on the results
External evaluation + audit > workshop organised for explaining & discussing the results
-------------------------
Development of own PME-system with several organisations, allowing monitoring of project and of wide
multi-actor approach of the development strategy worked out in partnership with beneficiary group
-------------------------
Indicators taking into account: structural change, poverty eradication, participation and empowerment of
beneficiaries, strategic pertinence, partnership, gender, environment
-------------------------
Monitoring system established on the basis of the co-financing Agreement signed with local partner
which includes a manual of instructions detailing the narrative and financial evaluation and gives a
calendar (based on logical framework)
THE MAIN PROBLEMS ENCOUNTERED IN MONITORING THE PROJECT(S)
MONITORING TOOLS / INDICATORS
- to define specific and appropriate indicators to monitor results and objectives; lack of adequate
baseline
- too much information gathered without clear relationship to key milestone or not enough pertinent
information raised
- incomplete or imprecise logical framework
- lack of experience of partner in using logical framework
- financial constraints to keep the local NGO permanently updated and trained about project planning,
monitoring & evaluation tools
TECHNICAL CONSTRAINTS
- timing of the monitoring visits limited to the dry season
- external conditions impeding on site visits (routes, etc.)
- difficult to visit a whole project
- difficult to have truthful interviews and data collected
- no clear separation between projects implemented in partnership and others
- difficult to find capable staff able to make a useful report (capacity to understand the project, etc.)
- time constraints, field staff workload
- administrative procedures are slow
- content has priority in the monitoring but for EC, detailed administrative and financial questions receive
priority. These different necessities sometimes give constraints in the project
FINANCIAL CONSTRAINTS
- lack of resources (staff & money) allocated to this activity; the advances of funds required considering
EC financial regulation makes it difficult to dedicate funds to monitoring
USEFULNESS OF AN EVALUATION
Cost effectiveness of evaluation is rather low
Difficulty of motivating stakeholders to apply recommendations of evaluation
BENCHMARKING: used in 77.78%
4. KIND OF INITIATIVES IN ORDER TO MEASURE THE IMPACT OF THE IMPLEMENTED PROJECTS
Evaluation of impact realised: 63.64 %
THE TYPE OF PROJECT AND THE METHODOLOGY USED TO MEASURE THE IMPACT
TIMING OF EVALUATION – IMRPOVEMENT OF THE EVALUATION SYSTEM
- evaluation of the impact of the project all along the project
- mid-term and final evaluations based on the objectives put forward in the Logical Framework
- at the end of each single project/ programme, before its closure, quality evaluation where the impact
assessment is one of the main point of evaluation. Aspects evaluated: social spread of the results,
impact obtained on key elements
- post-monitoring evaluations carried out; partners send report 2 year after project end
- design of an impact monitoring system clearly separating the impact of the project from other internal
and external influences
- self-evaluation workshops + final evaluation and audit to measure the possible impact of the action on
the environment where they are implemented
- increase involvement of head quarters staff in evaluation
- monitoring of the management books of the institutions, with specific attention to the financial
sustainability and the financial state
QUALITATIVE DATA / PARTICIPATIVE APPROACH
- improve the Logical Framework, including more qualitative indicators explaining the expected impact
on target groups
- participatory evaluations and planning meetings carried out with representatives of the communities/
beneficiaries
- enquiry sent to beneficiaries
- visits to the projects
- intent to constantly measure the impact on the basis of participative studies, monitoring and evaluation
moments
78

INFORMATION ON THE EVALUATION TECHNICS & RESULTS
- concept of impact oriented evaluation internally published by the organisation
- spreading the lessons learnt within the organisation and between the stakeholders
- systematising/ compiling all experiences and evaluations carried out by the organisation, classified by
area or type of actions
OTHER ASPECTS
- no budget line for impact evaluation at an appropriate time after programme implementation
Proposal: creating a specific budget line in the E.C. dedicated to finance the impact evaluations, two or
three years after intervention closure (similar to the MAE in France). This type of evaluation is
interesting and makes it possible to check, in a long term perspective, the importance an action could
have had in a specific context.
OTHER THEMES TO BE DISCUSSED DURING THE CONFERENCE
DEVOLUTION PROCESS
- details of monitoring/control switch from EU headquarters in Brussels to South
- how will the decentralisation process influence the project administration and management?
- how will be the cooperation between Brussels and the local EC Delegation?
- what will be the impact of the devolution at management level – management of contracts,
responsibilities and capacities (delegations and Brussels) – and at political level – non States Actors
and dialogue with civil society
IMPACT ON NGOS
- role foreseen for PVD NGOs and European NGOs at PVD level
- importance of having a local/regional Field Presence/Office of the European NGO in order to improve
chances for successful submissions ?
IMPROVEMENT OF THE MANAGEMENT OF THE BUDGET LINE
- mechanisms to speed up appraisal process, approval and contract
- mechanisms to simplify procedures
- mechanisms available to make the EC more transparent and open to suggestions from the NGOs
- the functioning of EC system for financing international development
- how to furthermore improve the quality of project planning documents in Latin America?
POLICY FOR THE BUDGET LINE
- geographic, sectoral and thematic priorities of the European Union for future funding
- the future of the funding line
- the strategies and the functioning of EC system for financing international development
- the need for the NGOs to work together to broaden the funding available for NGOs under B7 – 6000
and other lines
- relevance and future (from the point of view of the EC) of Contract-programmes for Latin America: will
this instrument be used in the forthcoming Call for Proposals 2004 and later ? Priorities ?
- is the EC interested in developing a more content-driven approach? How is it going to stimulate multiactor
approaches and innovation?
- how to ensure ex-post evaluations after the contract with the EU has finished?
OTHER
- what is going to be done with suggestions made during this process ?
