Region VII Report<br />
Minutes<br />
Call to Order. Dr. Fay Nielsen, Region VII president, called the Region VII Business Meeting to order at 12:11 p.m., on Friday,<br />
23 March 2012 in the Columbia Room <strong>of</strong> the Hyatt Regency Baltimore, Baltimore, Maryland. A total <strong>of</strong> eight Region VII chapters<br />
were in attendance: Azusa Pacific University; California Baptist College; DeVry University-Phoenix; Fresno Pacific University;<br />
Grand Canyon University; Hawai’i Pacific University; Simpson University; and University <strong>of</strong> La Verne<br />
Reading and Approval <strong>of</strong> the Minutes. Dr. Al Clark, secretary-treasurer, read the minutes <strong>of</strong> the 2011 business meeting in San<br />
Diego on 1 April 2011, emphasizing some critical points.<br />
M/S/C (Al Clark/Bill Potter) to approve the minutes as written.<br />
Treasurer’s Report. Dr. Clark said that the region’s finances had improved, because income from student registrations was up<br />
and regional expenses had not increased. He noted that the Region VII leadership did not prepare a proposal for reducing expenses as<br />
called for in the 2011 minutes; he believed that the region could continue with the same level <strong>of</strong> subsidies and scholarships for the<br />
present. He reminded everybody that the region had intentionally decided several years previous to use its money to help students<br />
rather than keeping it in the bank. He suggested that the region determine a level <strong>of</strong> money in the treasury that, if the total fell below<br />
that amount, the region would automatically consider reducing its spending at the next business meeting. Citing the normal annual<br />
expenditures <strong>of</strong> the region, he suggested that $10,000 be that level.<br />
M/S/C (Al Clark/Bill Potter) to set $10,000 as the Region VII treasury level under which the Region VII business meeting<br />
would automatically discuss the reduction <strong>of</strong> expenditures for prudent financial management.<br />
Star Chapters. President Nielsen recognized the following star chapters in Region VII and congratulated them as she presented<br />
their star chapter certificates:<br />

Fresno Pacific University, California Zeta<br />
Hawai’i Pacific University, Hawai’i Beta<br />
[President’s Cup Nomination. Dr. Clark nominated Dr. Fay Nielsen’s chapter at Fresno Pacific University for the 2013<br />
President’s Cup competition.]<br />
Election <strong>of</strong> <strong>Student</strong> Representative. Margarita Ramirez <strong>of</strong> Azusa Pacific University, outgoing <strong>Student</strong> Representative for<br />
Region VII, described the duties <strong>of</strong> the student representative. Three students stood for election and gave impromptu election<br />
speeches. Joshua Blagaila <strong>of</strong> Fresno Pacific University was elected to the two-year term.<br />
Election <strong>of</strong> Secretary-Treasurer. Dr. Nielsen explained that the region’s entire leadership team was up for election. She and Dr.<br />
Clark explained the duties <strong>of</strong> the three regional <strong>of</strong>fices. Because he had served three consecutive terms, Dr. Clark could not be reelected<br />
as secretary-treasurer. A significant amount <strong>of</strong> time was spent trying to find a sponsor present who was able to take over the<br />
<strong>of</strong>fice, but circumstances would not allow any <strong>of</strong> them to serve. Hence, it was decided that Dr. Nielsen would send an email to all<br />
chapter sponsors to try to find one able and willing to serve. Dr. Clark agreed to write the minutes <strong>of</strong> the meeting and to prepare the<br />
reimbursement checks after he had received proper documentation.<br />
In the absence <strong>of</strong> a secretary-treasurer, the possibility that the region would lose a vote on the National Council was discussed.<br />
M/S/C (Al Clark/Vickie Bowden) to give the region’s secretary-treasurer’s vote to Bill Potter. Thus, if the National Council<br />
accepted this motion, Mr. Potter would have two votes in National Council decision-making until a new secretary-treasurer was<br />
elected.<br />
Election <strong>of</strong> Vice President. Dr. Jeffrey Kahan, Sponsor, University <strong>of</strong> La Verne, agreed to stand for vice president and he was<br />
duly elected by unanimous acclamation.<br />
Election <strong>of</strong> President. Dr. Jeff Barnes, Sponsor, California Baptist University, agreed to stand for president and he was duly<br />
elected by unanimous acclamation.<br />
Super-Regional Conventions vs. Regional Conventions. Those assembled discussed their preferences concerning conventions<br />
in even-numbered years. Many long-time sponsors spoke nostalgically about regional conventions, but the students present were<br />
unanimous in their enthusiasm for super-regional conventions.<br />
M/S/C (Al Clark/Rebecca Knippelmeyer) to support the continuation <strong>of</strong> super-regional conventions rather than returning to<br />
regional conventions or some hybrid, but to enhance regional activities in the super-regionals.<br />
Adjournment. The business meeting was adjourned at 1:25 p.m., and all in attendance left to embrace the cultural <strong>of</strong>ferings <strong>of</strong> an<br />
unseasonably balmy Baltimore.<br />
