1. Country Strategy Implementation
Current situation
Country Strategy: a few concepts and characteristics
o Strategic framework for cooperation
• basis for future calls for projects
• ‘match’ between Flemish ‘offer of expertise’ and Southern needs and
priorities
• Multidisciplinary
o Developmental relevance and sustainable capacity building
o Timeframe: Long term - 12 years – with possibility of strategic
revision every 6 years (every strategic programme)
o Country Strategy Document
policy document with strategic options regarding themes, sectorial and
regional preferences
possible instruments and mix of interventions
Available on the website vlir-uos under countries
2. Institutional University
Cooperation
- General principles -
IUC Programme : General Objective
Empowering the local university as institution
to better fulfil its role as
development actor in society
=> End goal is to « change lives »
university cooperation for development sharing minds, changing lives
Main features of the IUC Programme
o Long term cooperation geared towards institutional
development and strenghtening
o Financing and facilitating cooperation
 Partnership
Match between the priorities of the partner university and
the interest and expertise offered by Flemish counterparts
 Coherent set of interventions/synergetic projects
o Building capacity:
• Academic (MSc/PhD education; research, publishing...)
• Internal service delivery (ICT, Library)
• External service delivery (services to society)
• Managerial capacity (planning, HRD, international relations etc)
university cooperation for development sharing minds, changing lives
11
Institutional University Cooperation
o Currently the major programme within VLIR-UOS cooperation =>
about 30% of annual budget
o Budget:
• variable depending on local needs and opportunities for
cooperation; depending on the number of thematic projects
which were recommended/approved;
• Annual budgets of an IUC are differentiated
– € 250.000 EUR/year for a mono-thematic programme,
– if more themes/projects were included up to 560.000 EUR/year
o The IUC Programme started in 1997 with 4 partners
o Currently 14 ongoing programmes in Africa & Latin America
o 7 Phase Out partners in Africa, Latin America and Asia
A successful IUC programme
• Spirit of partnership, dialogue and mutual respect;
• Participation of high level academic leadership is crucial (decision making
structures in the university)
• Incorporation into local structures and systems (university,
regional/national) Ownership
• Development Relevance => focus on changing lives (university and society=>
interaction with government, local development actors, society in general)
• Content based on match between the priorities of the partner university and
the interest and expertise offered by Flemish counterparts
• Programme logic => grouping a coherent set of interventions/synergetic
projects guided by the strategic plan of the partner university =>
interdisciplinary approach with focus on 1 or more expertise areas
3. General principles NETWORK university
cooperation
Characteristics of the NETWORK
o A well-defined theme with obvious and high impact at the country level
o Addresses nation-wide needs in the educational and research area
o Less of a capacity building initiative, but the focus is more on multiplication of
opportunities, extension and harvesting (post IUC)
• CTU – Vietnam; UCLV – Cuba and ESPOL- Ecuador
o Should focus on cross-institutional interactions
• such as in inter-university curriculum development, joint degrees at Master and
Ph.D. levels
• Links with other networks
• Links with Flemish universities
o Co-funding should be included through the universities and other donors
o Need for strong logistic and managerial support structures at level of the
coordinating university
university cooperation for development sharing minds, changing lives

Management framework of a NETWORK
o Management in and mainly by the South
• Coordination through a ‘coordinating’ or ‘Hub’ university (CTU-UCLV-
ESPOL)
o At least 3 other involved partner universities in the country
o Flemish coordinator and North team of Network Advisors
o Annual Budget : 250.000 EUR/year
• Administrative overhead – management of the programme at level of the
facilitator university
• At least 50% of budget for actions at level of other universities
o Planning phase: 6 years
• Midterm-assessment after 3 years
• Preparatory year (2012) – phase in / (pre-)formulation
• Renewable depending on the evaluation
university cooperation for development sharing minds, changing lives
A successful management structure
• High level support from university authorities of the hub and other partner
universities
• Agreed upon, transparent, management structure (VLIR-UOS guidelines translated
into partner specific management agreements) => management manual and
procedures
• Support structure – programme support unit – is put in place at the “hub”
university and has a clear set of operating procedures under the leadership of a
local Network Programme coordinator
• Good Communication at all level: using the “common sense”, transparency
• Respect for deadlines and agreements: timely submission of plans, reports,
organisation of mobility and procedures for purchase of goods
• Common focus/group spirit => focus on common development goal & key result
areas
• Include stakeholders early in the process but be realistic in planning of extension
results=> gradual process but important to know what lives in society in order to
work towards results with societal benefits => multi-stakeholder platforms
university cooperation for development sharing minds, changing lives 26
Important elements for consideration
o Concept notes that will be presented are proposals from the
South and as such indicative or pre-match
• Basis for formulation
• there is room for change and improvement within the strategic
boundaries (institutional, country strategic)
• Flemish team and formulation mission with project level workshops
will bring new input
o Aim for and build upon a win-win concept!
o Be receptive but dare to be critical and assist in shaping ideas
jointly
o There is a programme behind the project
o Preparatory year is a learning process
university cooperation for development sharing minds, changing lives
What is a Formulation mission?
o Key moment in IUC start-up
o Flemish teams (coordinators and project leaders) travel to the
partner institute
o One week workshop
• Setting out the framework
• PCM training
• Introducing formats and management cycle
• Project level workshops with external stakeholders
• Project formulation and budget allocation
