Plaquemines Parish Head Start Policy on
Illegal Use of Alcohol, Tobacco, Illegal Substances, Firearms

Plaquemines Parish Head Start Centers are located in classrooms on the campuses of
Plaquemines Parish Public Schools.
Plaquemines Parish Public Schools are Drug Free Zones.
Plaquemines Parish Public Schools are Tobacco Free Zones.
Alcoholic beverages may not be sold or consumed on school grounds.
Firearms are prohibited from school campuses and the immediate vicinity.
All Plaquemines Parish Head Start Centers prohibit the use of alcohol and the use or
possession of illegal substances or unauthorized potentially toxic substances, firearms,
pellet or BB guns in the center, on the playground, oron field trips.
All Plaquemines Parish Head Start Centers prohibit the use of tobacco in any form in
the Centers, on the playground, or on any center-sponsored field trip or activity.
Gambling in any form is prohibited at centers or center activities.
Appendix J
Plaquemines Parish Head Start Expulsion Policy

The underlying philosophy of Head Start is to meet the individual needs of all
children enrolled in the program. Every effort will be made to work with the child and
the family to avoid the expulsion of any child in Head Start.
Plaquemines Parish Head Start is a part of the Plaquemines Parish Public School
System. As such, we conform to policies established by the Plaquemines Parish School
board on mandatory expulsion of students in the system. Our school system requires
that any child who brings or is in possession of a firearm or edged weapon be expelled
from school.
The only other time expulsion will be considered is the rare instance where a
child poses a danger to himself/herself, other children, or staff. Prior to consideration
of expulsion every effort will be made to modify curriculum, schedules, and staffing ratios.
Prior to expulsion a behavior plan must be developed and implemented, referrals
must be made to the social worker or outside agencies and to the special education
department.
The Plaquemines Parish Head Start Policy Council must approve the expulsion of
any child. Parents will be informed in writing that they have the right to meet with the
Policy Council before any final decision is made. If a child is expelled from the program,
the parents will be informed in writing that they have the right to appeal the expulsion
to the Plaquemines Parish School board.
