<strong>Plaquemines</strong> <strong>Parish</strong> Head Start Policy on<br />

Illegal Use of Alcohol, Tobacco, Illegal Substances, Firearms<br />

<strong>Plaquemines</strong> <strong>Parish</strong> Head Start Centers are located in classrooms on the campuses of<br />

<strong>Plaquemines</strong> <strong>Parish</strong> Public <strong>School</strong>s.<br />

<strong>Plaquemines</strong> <strong>Parish</strong> Public <strong>School</strong>s are Drug Free Zones.<br />

<strong>Plaquemines</strong> <strong>Parish</strong> Public <strong>School</strong>s are Tobacco Free Zones.<br />

Alcoholic beverages may not be sold or consumed on school grounds.<br />

Firearms are prohibited from school campuses and the immediate vicinity.<br />

All <strong>Plaquemines</strong> <strong>Parish</strong> Head Start Centers prohibit the use of alcohol and the use or<br />

possession of illegal substances or unauthorized potentially toxic substances, firearms,<br />

pellet or BB guns in the center, on the playground, oron field trips.<br />

All <strong>Plaquemines</strong> <strong>Parish</strong> Head Start Centers prohibit the use of tobacco in any form in<br />

the Centers, on the playground, or on any center-sponsored field trip or activity.<br />

Gambling in any form is prohibited at centers or center activities.<br />

Appendix J<br />

<strong>Plaquemines</strong> <strong>Parish</strong> Head Start Expulsion Policy<br />

The underlying philosophy of Head Start is to meet the individual needs of all<br />

children enrolled in the program. Every effort will be made to work with the child and<br />

the family to avoid the expulsion of any child in Head Start.<br />

<strong>Plaquemines</strong> <strong>Parish</strong> Head Start is a part of the <strong>Plaquemines</strong> <strong>Parish</strong> Public <strong>School</strong><br />

System. As such, we conform to policies established by the <strong>Plaquemines</strong> <strong>Parish</strong> <strong>School</strong><br />

board on mandatory expulsion of students in the system. Our school system requires<br />

that any child who brings or is in possession of a firearm or edged weapon be expelled<br />

from school.<br />

The only other time expulsion will be considered is the rare instance where a<br />

child poses a danger to himself/herself, other children, or staff. Prior to consideration<br />

of expulsion every effort will be made to modify curriculum, schedules, and staffing ratios.<br />

Prior to expulsion a behavior plan must be developed and implemented, referrals<br />

must be made to the social worker or outside agencies and to the special education<br />

department.<br />

The <strong>Plaquemines</strong> <strong>Parish</strong> Head Start Policy Council must approve the expulsion of<br />

any child. Parents will be informed in writing that they have the right to meet with the<br />

Policy Council before any final decision is made. If a child is expelled from the program,<br />

the <strong>parent</strong>s will be informed in writing that they have the right to appeal the expulsion<br />

to the <strong>Plaquemines</strong> <strong>Parish</strong> <strong>School</strong> board.<br />
