1. Overview<br />

S<strong>in</strong>ce October 2003 <strong>the</strong> hous<strong>in</strong>g company “<strong>VBW</strong> BAUEN UND WOHNEN GMBH”<br />

<strong>in</strong> <strong>Bochum</strong> offers several <strong>mobility</strong> service products to its tenants: a ticket <strong>for</strong><br />

tenants, a start package (both <strong>in</strong> cooperation with <strong>the</strong> “BOGESTRA – <strong>Bochum</strong>-<br />

Gelsenkirchener-Straßenbahn AG”) and a re-location service. A car-shar<strong>in</strong>g service<br />

was implemented <strong>in</strong> 2005, but was canceled after one year of test<strong>in</strong>g due to a lack<br />

of demand.<br />

2. Activity description<br />

Background and Objectives<br />

Aga<strong>in</strong>st <strong>the</strong> background of demographical chang<strong>in</strong>gs <strong>in</strong> <strong>the</strong> Ruhr area <strong>the</strong> hous<strong>in</strong>g<br />

company <strong>VBW</strong> implemented additional hous<strong>in</strong>g <strong>related</strong> <strong>mobility</strong> <strong>services</strong> to <strong>in</strong>crease<br />

customer’s loyalty.<br />

The target audience of <strong>the</strong> ticket <strong>for</strong> tenants are <strong>the</strong> tenants of <strong>the</strong> <strong>VBW</strong> who owns<br />

at least approximately 14.500 flats. The start package as well as <strong>the</strong> re-location<br />

service was implemented especially <strong>for</strong> <strong>the</strong> approximately 1.200 new tenants per<br />

year. All offers count <strong>for</strong> <strong>the</strong> urban area of <strong>Bochum</strong> and <strong>the</strong> entry requirement is a<br />

tenancy contract with <strong>the</strong> <strong>VBW</strong>.<br />

Implementation<br />

The concept development as well as <strong>the</strong> preparation of <strong>the</strong> implementation of<br />

several <strong>mobility</strong> <strong>services</strong> was made by <strong>the</strong> ILS NRW <strong>in</strong> 2003. This leads to a<br />

cooperation contract between <strong>the</strong> <strong>VBW</strong> and <strong>the</strong> BOGESTRA who offer through this<br />

cooperation <strong>the</strong> <strong>mobility</strong> <strong>services</strong> of <strong>the</strong> ticket <strong>for</strong> tenants and <strong>the</strong> <strong>mobility</strong> <strong>related</strong><br />

parts of <strong>the</strong> start package. All <strong>mobility</strong> <strong>services</strong> were implemented s<strong>in</strong>ce October<br />

2003:<br />

• If tenants choose <strong>the</strong> tenant-ticket <strong>the</strong>y get 11,5 % discount on <strong>the</strong> annual<br />

subscription (VRR-Ticket2000/1000) alternatively <strong>for</strong> <strong>the</strong> 3 ambits A till C (price<br />

category A = urban area of <strong>Bochum</strong>). Its also available as ”9 o’clock-ticket”,<br />

“BärenTicket” (<strong>for</strong> persons at an age of 60 or older) and “YoungTicketPlus”(<strong>for</strong><br />

young people <strong>in</strong> apprenticeship). To f<strong>in</strong>ance <strong>the</strong> ticket <strong>for</strong> tenants <strong>the</strong> <strong>VBW</strong> as<br />

distributor of <strong>the</strong> BOGESTRA guarantees a m<strong>in</strong>imum purchase and gets an<br />

analogical provision; this is given to <strong>the</strong> tenants. For <strong>the</strong> publicity of <strong>the</strong> offer,<br />

letters with an <strong>in</strong><strong>for</strong>mation brochure and an admission blank are sent to all<br />

households of <strong>the</strong> <strong>VBW</strong> who live <strong>for</strong> rent. Placards are hanged out and press<br />

conferences are hold.<br />

• The start package is <strong>for</strong> new tenants of <strong>the</strong> <strong>VBW</strong>. Beside general hous<strong>in</strong>g<br />

<strong>related</strong> <strong>in</strong><strong>for</strong>mation and <strong>in</strong><strong>for</strong>mation about liv<strong>in</strong>g <strong>in</strong> <strong>Bochum</strong>, it <strong>in</strong>cludes vouchers<br />

<strong>for</strong> four day-tickets (<strong>for</strong> up to five persons) of <strong>the</strong> BOGESTRA and an admission<br />

blank <strong>for</strong> <strong>the</strong> ticket <strong>for</strong> tenants. The <strong>mobility</strong> <strong>in</strong><strong>for</strong>mation and vouchers are<br />

prepared and f<strong>in</strong>anced by <strong>the</strong> BOGESTRA who makes <strong>the</strong> day-tickets available.<br />

The distribution is organised by <strong>the</strong> <strong>VBW</strong>.<br />

• The re-location service offers discounts <strong>for</strong> vans or vans & drivers. Fur<strong>the</strong>rmore<br />

customers can get a price reduced all-<strong>in</strong>clusive-service.<br />

Conclusions:<br />

Tickets <strong>for</strong> tenants: successful service; currently <strong>the</strong>re are over 1000 users of <strong>the</strong><br />

tenant-ticket. W<strong>in</strong>-w<strong>in</strong>: customer loyalty (<strong>VBW</strong>) and new customers (BOGESTRA)<br />

Start package: on-go<strong>in</strong>g and well accepted<br />

Car-shar<strong>in</strong>g: not af<strong>for</strong>dable due to a lack of demand<br />
