3. Education, <strong>ICT</strong>, STI and R&D Policy<br />

i. Knowledge Society Policy & Vision<br />

<strong>ICT</strong>4D Policies & Plans<br />

<strong>South</strong> <strong>Africa</strong> has an Information Society Plan called the Information Society and Development<br />

(ISAD) Strategic Plan 2010‐2013. 7 This ISAD plan is coord<strong>in</strong>ated by the Presidential National<br />

Commission, located <strong>in</strong> the Department of Communications. The purpose of the Plan is to<br />

provide timely and <strong>in</strong>formed advice to the President on matters related to the development of<br />

an <strong>in</strong>clusive <strong>in</strong>formation society and to facilitate coord<strong>in</strong>ated development of an <strong>in</strong>clusive<br />

Information Society <strong>in</strong> <strong>South</strong> <strong>Africa</strong>. The country's Information Society vision is the follow<strong>in</strong>g:<br />

"To establish <strong>South</strong> <strong>Africa</strong> as an advanced <strong>in</strong>formation‐based society <strong>in</strong> which <strong>in</strong>formation and<br />

<strong>ICT</strong> tools are key drivers of economic and societal development."<br />

PNC on ISAD covers the follow<strong>in</strong>g activities: The operations & ISAD cluster communications,<br />

stakeholder management and organisational excellence; Research & Special Flagship Projects;<br />

Plann<strong>in</strong>g, Coord<strong>in</strong>ation & Evaluation: plann<strong>in</strong>g and foresight, coord<strong>in</strong>ation and <strong>in</strong>tegration,<br />

evaluation and impact management and e‐Applications: e‐education, e‐health, local content, e‐<br />

governance and small, micro and medium enterprises 8 .<br />

The strategy has been implemented <strong>in</strong> two prov<strong>in</strong>ces, Limpopo and Northern Cape. The plan is<br />

to extend the ISAD plan to other prov<strong>in</strong>ces.<br />

Innovation towards a Knowledge‐Based Economy, Ten‐Year Plan for <strong>South</strong> <strong>Africa</strong> (2008‐2018) is<br />

a national <strong>in</strong>novation plan. It emphasizes the country’s need to <strong>in</strong>vest <strong>in</strong> R & D, and make <strong>South</strong><br />

<strong>Africa</strong>’s <strong>in</strong>novation system function<strong>in</strong>g to support economic growth and employment. The Plan<br />

is coord<strong>in</strong>ated by the Department of Science and Technology through national <strong>in</strong>itiatives. The<br />

goal of the R & D <strong>in</strong>vestment is 1 % of GNP <strong>in</strong> the near future.<br />

The plan proceeds from government’s broad socioeconomic mandate – particularly the need to<br />

accelerate and susta<strong>in</strong> economic growth – and is built on the foundation of the national system<br />

of <strong>in</strong>novation (NSI). It recognises that while the country’s science and technology system has<br />
