This f<strong>in</strong>d<strong>in</strong>g is consistent with what was observed dur<strong>in</strong>g the <strong>in</strong>terviews. A major concern of<br />
senior managers dur<strong>in</strong>g the <strong>in</strong>terviews was the presence of good policies at national level<br />
without proper implementation strategy. The failure <strong>in</strong> implementation was largely attributed to<br />
the lack of vision<strong>in</strong>g at national level and the lack of dialogue among stakeholders on strategies<br />
to contextualise imported policies.<br />
In terms of prioritisation of leadership competencies, KS vision at environmental level, KS policy<br />
and strategy at organisational level and KS dialogue at environmental level received the highest<br />
priorities from senior management respondents as the focus for capacity build<strong>in</strong>g (Fig. 2).<br />
