The past ten years at <strong>the</strong> <strong>Community</strong> <strong>Foundation</strong> <strong>for</strong> <strong>the</strong> <strong>Ohio</strong> <strong>Valley</strong>, Inc. have been years of growth and<br />
accomplishment. Never<strong>the</strong>less, it is <strong>the</strong> groundwork that was done and <strong>the</strong> principles that were established by <strong>the</strong><br />
founders of <strong>the</strong> <strong>Community</strong> <strong>Foundation</strong> more than 30 years ago that are <strong>the</strong> basis of its current success. For <strong>the</strong> work of<br />
building a <strong>Community</strong> <strong>Foundation</strong> and establishing <strong>the</strong> permanent endowments that are managed within it, is long-term<br />
work. The best measure of our success <strong>to</strong>day will be where <strong>the</strong> <strong>Community</strong> <strong>Foundation</strong> is ten or twenty years from now.<br />
During <strong>the</strong> year 2006, <strong>the</strong> <strong>Community</strong> <strong>Foundation</strong> served its mission of responding <strong>to</strong> <strong>the</strong> needs of <strong>the</strong> Upper <strong>Ohio</strong> <strong>Valley</strong><br />
and its residents by:<br />
• Providing more than $1 million in much-needed funds <strong>to</strong> <strong>Ohio</strong> <strong>Valley</strong> non-profit organizations dedicated <strong>to</strong> improving<br />
<strong>the</strong> lives of our neighbors and friends.<br />
• Giving “<strong>Community</strong> Action Grants” benefiting 11 deserving initiatives in four counties. From literacy <strong>to</strong> nutrition, from<br />
infants and children <strong>to</strong> senior citizens, from his<strong>to</strong>ric preservation <strong>to</strong> <strong>the</strong> future of healthcare services in <strong>the</strong> <strong>Ohio</strong> <strong>Valley</strong>,<br />
<strong>the</strong> <strong>Community</strong> <strong>Foundation</strong> has been <strong>the</strong>re with support.<br />
• Assisting more than 70 students from schools throughout <strong>the</strong> Nor<strong>the</strong>rn Panhandle and Eastern <strong>Ohio</strong> through<br />
CFOV scholarship funds.<br />
• Enhancing <strong>the</strong> <strong>Community</strong> <strong>Foundation</strong>’s own resources so as <strong>to</strong> provide professional services <strong>to</strong> donors, fundholders,<br />
grantseekers, and <strong>the</strong> <strong>community</strong> at large.<br />
Also during <strong>the</strong> year 2006, <strong>the</strong> <strong>Community</strong> <strong>Foundation</strong> received unprecedented support from <strong>the</strong> <strong>community</strong> as<br />
evidenced by nearly 500 individual contributions <strong>to</strong>taling more than $3 million. We are heartened and grateful that <strong>the</strong><br />
<strong>community</strong> has shown such overwhelming confidence in <strong>the</strong> <strong>Community</strong> <strong>Foundation</strong>.<br />
I believe that we have served <strong>the</strong> mission of The <strong>Community</strong> <strong>Foundation</strong> of <strong>the</strong> <strong>Ohio</strong> <strong>Valley</strong>, Inc. well during 2006,<br />
acting as faithful stewards of <strong>the</strong> funds already entrusted <strong>to</strong> <strong>the</strong> care of <strong>the</strong> <strong>Community</strong> <strong>Foundation</strong>, building <strong>the</strong><br />
infrastructure necessary <strong>to</strong> effectively manage an ever larger portfolio of funds, and promoting <strong>the</strong> advantages of <strong>the</strong><br />
<strong>Community</strong> <strong>Foundation</strong> model <strong>to</strong> a wider audience of interested donors.<br />
The permanent endowment funds that we garner <strong>to</strong>day will serve as a never-ending legacy <strong>to</strong> <strong>the</strong> donors who establish<br />
<strong>the</strong>m. Moreover, <strong>the</strong>y will also be a testament <strong>to</strong> <strong>the</strong> confidence of <strong>the</strong> donors in The <strong>Community</strong> <strong>Foundation</strong> <strong>for</strong> <strong>the</strong> <strong>Ohio</strong><br />
<strong>Valley</strong>, Inc. as having <strong>the</strong> vision and ability <strong>to</strong> manage <strong>the</strong>se legacies...<strong>for</strong> good...<strong>for</strong> ever. I am hopeful that when our<br />
successors look back on our ef<strong>for</strong>ts thirty years from now that <strong>the</strong>y are as grateful <strong>to</strong> us as we are <strong>to</strong> <strong>the</strong> founders who<br />

The Wheeling Au<strong>to</strong>mobile Club Fund<br />
Funds accumulated in <strong>community</strong> now<br />
benefit <strong>community</strong><br />
Established in 1905, <strong>the</strong> Wheeling Au<strong>to</strong>mobile Club<br />
was <strong>for</strong>med as an affiliate of <strong>the</strong> American Au<strong>to</strong>mobile<br />
Association and provided services <strong>to</strong> its members in <strong>the</strong><br />
Nor<strong>the</strong>rn Panhandle. A true membership organization,<br />
<strong>the</strong> Club was overseen by a local Board of Direc<strong>to</strong>rs<br />
and <strong>to</strong>ok its place among <strong>the</strong> valued and engaged<br />
local business <strong>community</strong>. The Club grew and flourished<br />
over <strong>the</strong> next 100 years and is now a part of AAA East<br />
Central with over 2.2 million members.<br />
Through careful fiscal stewardship, <strong>the</strong> Wheeling<br />
Au<strong>to</strong>mobile Club had accumulated substantial assets<br />
via its travel and insurance operations. The Board<br />
felt strongly that assets accumulated locally should be<br />
used locally <strong>for</strong> <strong>the</strong> betterment of our residents and<br />
communities. In 2003, <strong>the</strong> Board of <strong>the</strong> Wheeling<br />
Au<strong>to</strong>mobile Club <strong>to</strong>ok <strong>the</strong> first steps <strong>to</strong> ensure that those<br />
assets would remain in our <strong>community</strong>, benefiting local<br />
residents in perpetuity, by establishing a donor-advised<br />
fund at <strong>the</strong> <strong>Community</strong> <strong>Foundation</strong> <strong>for</strong> <strong>the</strong> <strong>Ohio</strong> <strong>Valley</strong>.<br />
Donor-advised funds are unique charitable giving<br />
vehicles that gained national prominence in <strong>the</strong><br />
1990s. While <strong>the</strong> assets become an irrevocable<br />
gift <strong>to</strong> <strong>the</strong> <strong>Foundation</strong>, donor-advised funds allow<br />
donor-advisors <strong>to</strong> remain involved in <strong>the</strong> grant making<br />
process in<strong>to</strong> <strong>the</strong> future.<br />

The Wheeling Au<strong>to</strong>mobile Club fund donor advisors are<br />
all local residents and <strong>for</strong>mer board members who are<br />
committed <strong>to</strong> our <strong>community</strong> and <strong>the</strong> quality of life of its<br />
residents. It is this group of individuals who recommend<br />
charitable grants from <strong>the</strong> Wheeling Au<strong>to</strong>mobile Club<br />
Fund at <strong>the</strong> <strong>Community</strong> <strong>Foundation</strong>. Recommendations<br />
are considered and approved by <strong>the</strong> <strong>Community</strong><br />
<strong>Foundation</strong> Board of Trustees, who also authorize <strong>the</strong><br />
actual distribution of funds.<br />
The Wheeling Au<strong>to</strong>mobile Club Fund was officially<br />
established at <strong>the</strong> <strong>Community</strong> <strong>Foundation</strong> on December<br />
30, 2003, and became fully functional in <strong>the</strong> spring of<br />
2006. The Fund was created with <strong>the</strong> transfer of nearly<br />
$1 million in assets and represents a tremendous gift <strong>to</strong><br />
<strong>the</strong> <strong>community</strong>. Careful and prudent fiscal management<br />
will ensure that <strong>the</strong> fund is able <strong>to</strong> distribute thousands<br />
of dollars annually <strong>to</strong> benefit local non-profit and<br />
educational institutions.<br />

The Stealey <strong>Community</strong> Fund<br />
Enhancing life in Tyler County, West Virginia<br />
“It is my desire that special consideration be given <strong>to</strong><br />
programs and projects which will improve <strong>the</strong> quality of<br />
life of <strong>the</strong> residents of Middlebourne such as improved<br />
library, recreational, municipal and youth services.”<br />
Ruth Stealey Green 1912-1996<br />
With <strong>the</strong>se simple words, Ruth Stealey Green<br />
communicated her commitment <strong>to</strong> <strong>the</strong> <strong>to</strong>wn of<br />
Middlebourne, not only at a single point in time, but<br />
in perpetuity. In 1993, Mrs. Green’s beloved bro<strong>the</strong>r,<br />
Philip B. Stealey, passed away, leaving her <strong>the</strong> bulk of<br />
his estate. She realized <strong>the</strong> uncertainty of human life and<br />
<strong>to</strong>ok steps immediately <strong>to</strong> draw up her own will, leaving<br />
her estate <strong>for</strong> <strong>the</strong> benefit of <strong>the</strong> <strong>community</strong> she loved.<br />
Her gift was valued at more than $5 million when<br />
<strong>the</strong> Stealey <strong>Community</strong> Fund became active at <strong>the</strong><br />
<strong>Community</strong> <strong>Foundation</strong> <strong>for</strong> <strong>the</strong> <strong>Ohio</strong> <strong>Valley</strong>. Since <strong>the</strong><br />
fund began making charitable grants in 1998, nearly<br />
$1.5 million has been used <strong>to</strong> improve <strong>the</strong> quality of life<br />
of <strong>the</strong> residents of Middlebourne. Despite this vigorous<br />
grantmaking activity, <strong>the</strong> fund has appreciated in value<br />
and is now worth around $7 million. Prudent investing<br />
and excellent stewardship of <strong>the</strong> funds will ensure that<br />
Mrs. Stealey’s desire <strong>to</strong> help improve her <strong>community</strong> lives<br />
on <strong>for</strong>ever.<br />
Stealey <strong>Community</strong> Fund Grantee Illustrates Impact<br />
The Adams House is a <strong>community</strong> outreach center<br />
established by <strong>the</strong> Middlebourne United Methodist<br />
Church in July of 2003. The Stealey <strong>Community</strong> Fund<br />
provided <strong>the</strong> seed money <strong>for</strong> <strong>the</strong> organization’s start-up<br />
and continues <strong>to</strong> provide support on an annual basis.<br />
The Adams House provides ministries of Christian love<br />
that will <strong>to</strong>uch those in need regardless of age, race,<br />
or religion in Tyler County, West Virginia. This ministry<br />
takes <strong>the</strong> <strong>for</strong>m of support group meetings, bible study<br />
programs, victims assistance programs, and emergency<br />
assistance.<br />
The Adams House participates in <strong>the</strong> Mountaineer Food<br />
Bank and serves numerous families who might o<strong>the</strong>rwise<br />
go hungry every year. Says a 12-year old girl who came<br />
<strong>to</strong> <strong>the</strong> Adams House with her mo<strong>the</strong>r, “If it wasn’t <strong>for</strong><br />
you, we’d be out of food. Thanks.” Dot Wilcox, advisory<br />
board member, volunteered <strong>to</strong> serve. Her daughter, a<br />
minister in New Martinsville, actually brains<strong>to</strong>rmed <strong>the</strong><br />
idea that became <strong>the</strong> Adams House. “I wish that more<br />
people could be involved,” says Dot. “You really see <strong>the</strong><br />
need if you’re here.”<br />
The Adams House enjoys broad-based <strong>community</strong><br />
support, with many partner churches and grantmaking<br />
organizations providing needed support. They conduct<br />
an annual campaign, Changing Lives with your Change,<br />
which involves many communities and segments of <strong>the</strong><br />
Tyler County population and provides much needed<br />
support <strong>for</strong> <strong>the</strong> Adams House. The grant that <strong>the</strong>y receive<br />
from <strong>the</strong> Stealey <strong>Community</strong> Fund provides direct support<br />
<strong>for</strong> people in need.<br />
Sue Pelikan, Direc<strong>to</strong>r of <strong>the</strong> Adams House, sums up <strong>the</strong>ir<br />
s<strong>to</strong>ry by saying that <strong>the</strong>y would like <strong>to</strong> nourish people<br />
spiritually as well as by putting food on <strong>the</strong>ir table.<br />
Many times, she says, just being <strong>the</strong>re <strong>to</strong> talk <strong>to</strong> people<br />
in need is helpful. Says Sue, “We’re neighbors helping<br />
neighbors.” Mrs. Green would have liked that.<br />

Benefits programs that address <strong>the</strong> physical,<br />
educational, cultural and/or recreational needs of<br />
pre-teen children<br />
Williams Family Fund $ 37,612<br />
Benefits programs that meet <strong>the</strong> basic needs of<br />
children <strong>to</strong> assist in <strong>the</strong>ir growth and education<br />
caring<br />
FISCAL SPONSORSHIP RELATIONSHIPS<br />
Occasionally, a charitable purpose is undertaken by a<br />
group of individuals who do not qualify <strong>for</strong> tax-exempt<br />
status. If we are satisfied that <strong>the</strong> charitable purpose is<br />
secure and will serve <strong>the</strong> greater good, <strong>the</strong> <strong>Community</strong><br />
<strong>Foundation</strong> may agree <strong>to</strong> accept donations on behalf<br />
of <strong>the</strong> ef<strong>for</strong>t, thus allowing donors <strong>to</strong> benefit from<br />
<strong>the</strong> tax deductible nature of <strong>the</strong> gift. The <strong>Foundation</strong><br />
works in concert with <strong>the</strong> group <strong>to</strong> ensure that funds<br />
are expended <strong>for</strong> <strong>the</strong> stated charitable purpose. This<br />
year, <strong>the</strong> <strong>Community</strong> <strong>Foundation</strong> established one such<br />
relationship:<br />
Wheeling Skate Park Fund $ 66,629<br />
The provision of fiscal sponsorship is a <strong>community</strong><br />
service that <strong>the</strong> <strong>Community</strong> <strong>Foundation</strong> provides<br />
when it has identified a worthwhile <strong>community</strong> ef<strong>for</strong>t<br />
<strong>to</strong> address a recognized <strong>community</strong> need. The<br />
<strong>Community</strong> <strong>Foundation</strong> is proud <strong>to</strong> be associated with<br />
<strong>the</strong> Wheeling Skate Park project and looks <strong>for</strong>ward <strong>to</strong><br />
its completion.<br />
Nor<strong>the</strong>rn Panhandle Long-Term Flood/Disaster<br />
Recovery Fund $ 91,525<br />
Created <strong>to</strong> handle a tremendous outpouring<br />
of <strong>community</strong> support following <strong>the</strong> devastating floods<br />
of late 2004/early 2005, this fund also accepted<br />
a $200,000 grant from <strong>the</strong> Benedum <strong>Foundation</strong><br />
as well as <strong>the</strong> proceeds raised from <strong>the</strong> Brad Paisley<br />
benefit concert “Mud in <strong>the</strong> <strong>Valley</strong>.”<br />

The West Virginia Independence Hall<br />
<strong>Foundation</strong> received a grant of $5,000<br />
from <strong>the</strong> <strong>Community</strong> <strong>Foundation</strong> <strong>to</strong> assist in<br />
developing a Civil War Battle Flag Exhibit at<br />
West Virginia Independence Hall in Wheeling.<br />
The project required approximately $500,000<br />
<strong>for</strong> completion. A <strong>to</strong>tal of 13 State of West<br />
Virginia Civil War battle flags will be preserved<br />
and mounted <strong>for</strong> public display. Two galleries<br />
will be designed <strong>to</strong> display <strong>the</strong> flags and<br />
educate visi<strong>to</strong>rs.<br />
The first West Virginia State His<strong>to</strong>rian, Virgil A.<br />
Lewis, said, “The most sacred relics that any<br />
state can possess are its battle flags.”<br />
Said Mrs. Bettie Steele, of <strong>the</strong> Flag Fund<br />
Committee, “The grant from <strong>the</strong> <strong>Community</strong><br />
<strong>Foundation</strong> was <strong>the</strong> first external funding that<br />
we received and, without it, we would never<br />
have been able <strong>to</strong> move <strong>for</strong>ward as quickly<br />
and as successfully as we did in our fundraising<br />

annually via a competitive grantseeking<br />
process. The unrestricted endowment<br />
allows us <strong>to</strong> respond <strong>to</strong> <strong>the</strong> changing<br />
needs of <strong>the</strong> <strong>community</strong> by directing funds<br />
<strong>to</strong> where <strong>the</strong>y are needed most.<br />
Donor-Advised Funds are created by<br />
individuals and organizations who are<br />
interested in establishing a charitable<br />
legacy and who want <strong>to</strong> be able <strong>to</strong> make<br />
recommendations that change over time<br />
regarding <strong>the</strong> charitable beneficiaries.<br />
Today, supporting a local school or<br />
non-profit organization might be your <strong>to</strong>p<br />
charitable priority. Later in life, providing<br />
support <strong>for</strong> Alzheimer’s research or literacy<br />
initiatives might be of greater interest <strong>to</strong><br />
you. A donor-advised fund provides you<br />
with flexibility–as your life changes, so can<br />
your charitable impact.<br />
Children learn through active play at <strong>the</strong> Children's<br />
Museum of <strong>the</strong> <strong>Ohio</strong> <strong>Valley</strong>. The Museum received a<br />
discretionary grant from <strong>the</strong> <strong>Foundation</strong> in <strong>the</strong> fall of<br />

Scholarship Funds are created <strong>for</strong> reasons<br />
as varied and interesting as <strong>the</strong> donors<br />
and students <strong>the</strong>mselves. A scholarship<br />
fund can be directed <strong>to</strong> students from a<br />
specific school (elementary, secondary or<br />
post-secondary), students who will attend<br />

St. John <strong>the</strong> Divine Living Memorial Endowment<br />
In 2001, St. John <strong>the</strong> Divine Greek Orthodox Church in Wheeling, WV, established <strong>the</strong> Living Memorial<br />
Endowment. Church members had a vision - <strong>to</strong> build an endowment of $1,000,000 <strong>to</strong> ensure <strong>the</strong> future support<br />
of <strong>the</strong> church...<strong>for</strong>ever. The endowment seeks 100 contribu<strong>to</strong>rs who will each make a gift of $10,000, ei<strong>the</strong>r all<br />
at once or over time. The resulting $1,000,000 in principal will be held in perpetuity, with interest distributed <strong>to</strong><br />
<strong>the</strong> church annually <strong>for</strong> operating expenses.<br />
To date, 32 individuals and/or families have made a commitment <strong>to</strong> <strong>the</strong> Living Memorial Endowment. Of <strong>the</strong>se,<br />
21 have completed <strong>the</strong>ir gift of $10,000 and 11 are striving <strong>to</strong> complete <strong>the</strong>ir gift. Gifts honor both living and<br />
deceased loved ones.<br />
