the Lives that Follow

“The best measure of our
success today will be where the
Community Foundation is ten
or twenty years from now.”
The past ten years at the Community Foundation for the Ohio Valley, Inc. have been years of growth and
accomplishment. Nevertheless, it is the groundwork that was done and the principles that were established by the
founders of the Community Foundation more than 30 years ago that are the basis of its current success. For the work of
building a Community Foundation and establishing the permanent endowments that are managed within it, is long-term
work. The best measure of our success today will be where the Community Foundation is ten or twenty years from now.
During the year 2006, the Community Foundation served its mission of responding to the needs of the Upper Ohio Valley
and its residents by:
• Providing more than $1 million in much-needed funds to Ohio Valley non-profit organizations dedicated to improving
the lives of our neighbors and friends.
• Giving “Community Action Grants” benefiting 11 deserving initiatives in four counties. From literacy to nutrition, from
infants and children to senior citizens, from historic preservation to the future of healthcare services in the Ohio Valley,
the Community Foundation has been there with support.
• Assisting more than 70 students from schools throughout the Northern Panhandle and Eastern Ohio through
CFOV scholarship funds.
• Enhancing the Community Foundation’s own resources so as to provide professional services to donors, fundholders,
grantseekers, and the community at large.
Also during the year 2006, the Community Foundation received unprecedented support from the community as
evidenced by nearly 500 individual contributions totaling more than $3 million. We are heartened and grateful that the
community has shown such overwhelming confidence in the Community Foundation.
I believe that we have served the mission of The Community Foundation of the Ohio Valley, Inc. well during 2006,
acting as faithful stewards of the funds already entrusted to the care of the Community Foundation, building the
infrastructure necessary to effectively manage an ever larger portfolio of funds, and promoting the advantages of the
Community Foundation model to a wider audience of interested donors.
The permanent endowment funds that we garner today will serve as a never-ending legacy to the donors who establish
them. Moreover, they will also be a testament to the confidence of the donors in The Community Foundation for the Ohio
Valley, Inc. as having the vision and ability to manage these legacies...for good...for ever. I am hopeful that when our
successors look back on our efforts thirty years from now that they are as grateful to us as we are to the founders who
established The Community Foundation for the Ohio Valley, Inc. with vision, hope, and confidence in the future.
CJ Kaiser, Jr.
The Wheeling Automobile Club Fund
Funds accumulated in community now
benefit community
Established in 1905, the Wheeling Automobile Club
was formed as an affiliate of the American Automobile
Association and provided services to its members in the
Northern Panhandle. A true membership organization,
the Club was overseen by a local Board of Directors
and took its place among the valued and engaged
local business community. The Club grew and flourished
over the next 100 years and is now a part of AAA East
Central with over 2.2 million members.
Through careful fiscal stewardship, the Wheeling
Automobile Club had accumulated substantial assets
via its travel and insurance operations. The Board
felt strongly that assets accumulated locally should be
used locally for the betterment of our residents and
communities. In 2003, the Board of the Wheeling
Automobile Club took the first steps to ensure that those
assets would remain in our community, benefiting local
residents in perpetuity, by establishing a donor-advised
fund at the Community Foundation for the Ohio Valley.
Donor-advised funds are unique charitable giving
vehicles that gained national prominence in the
1990s. While the assets become an irrevocable
gift to the Foundation, donor-advised funds allow
donor-advisors to remain involved in the grant making
process into the future.
sharing
The Wheeling Automobile Club fund donor advisors are
all local residents and former board members who are
committed to our community and the quality of life of its
residents. It is this group of individuals who recommend
charitable grants from the Wheeling Automobile Club
Fund at the Community Foundation. Recommendations
are considered and approved by the Community
Foundation Board of Trustees, who also authorize the
actual distribution of funds.
The Wheeling Automobile Club Fund was officially
established at the Community Foundation on December
30, 2003, and became fully functional in the spring of
2006. The Fund was created with the transfer of nearly
$1 million in assets and represents a tremendous gift to
the community. Careful and prudent fiscal management
will ensure that the fund is able to distribute thousands
of dollars annually to benefit local non-profit and
educational institutions.
Ohio & Marshall counties
are the primary grantmaking
area of the Wheeling
Automobile Club Fund.

The Stealey Community Fund
Enhancing life in Tyler County, West Virginia
“It is my desire that special consideration be given to
programs and projects which will improve the quality of
life of the residents of Middlebourne such as improved
library, recreational, municipal and youth services.”
Ruth Stealey Green 1912-1996
With these simple words, Ruth Stealey Green
communicated her commitment to the town of
Middlebourne, not only at a single point in time, but
in perpetuity. In 1993, Mrs. Green’s beloved brother,
Philip B. Stealey, passed away, leaving her the bulk of
his estate. She realized the uncertainty of human life and
took steps immediately to draw up her own will, leaving
her estate for the benefit of the community she loved.
Her gift was valued at more than $5 million when
the Stealey Community Fund became active at the
Community Foundation for the Ohio Valley. Since the
fund began making charitable grants in 1998, nearly
$1.5 million has been used to improve the quality of life
of the residents of Middlebourne. Despite this vigorous
grantmaking activity, the fund has appreciated in value
and is now worth around $7 million. Prudent investing
and excellent stewardship of the funds will ensure that
Mrs. Stealey’s desire to help improve her community lives
on forever.
Stealey Community Fund Grantee Illustrates Impact
The Adams House is a community outreach center
established by the Middlebourne United Methodist
Church in July of 2003. The Stealey Community Fund
provided the seed money for the organization’s start-up
and continues to provide support on an annual basis.
The Adams House provides ministries of Christian love
that will touch those in need regardless of age, race,
or religion in Tyler County, West Virginia. This ministry
takes the form of support group meetings, bible study
programs, victims assistance programs, and emergency
assistance.
The Adams House participates in the Mountaineer Food
Bank and serves numerous families who might otherwise
go hungry every year. Says a 12-year old girl who came
to the Adams House with her mother, “If it wasn’t for
you, we’d be out of food. Thanks.” Dot Wilcox, advisory
board member, volunteered to serve. Her daughter, a
minister in New Martinsville, actually brainstormed the
idea that became the Adams House. “I wish that more
people could be involved,” says Dot. “You really see the
need if you’re here.”
The Adams House enjoys broad-based community
support, with many partner churches and grantmaking
organizations providing needed support. They conduct
an annual campaign, Changing Lives with your Change,
which involves many communities and segments of the
Tyler County population and provides much needed
support for the Adams House. The grant that they receive
from the Stealey Community Fund provides direct support
for people in need.
Sue Pelikan, Director of the Adams House, sums up their
story by saying that they would like to nourish people
spiritually as well as by putting food on their table.
Many times, she says, just being there to talk to people
in need is helpful. Says Sue, “We’re neighbors helping
neighbors.” Mrs. Green would have liked that.
FISCAL SPONSORSHIP RELATIONSHIPS
Occasionally, a charitable purpose is undertaken by a
group of individuals who do not qualify for tax-exempt
status. If we are satisfied that the charitable purpose is
secure and will serve the greater good, the Community
Foundation may agree to accept donations on behalf
of the effort, thus allowing donors to benefit from
the tax deductible nature of the gift. The Foundation
works in concert with the group to ensure that funds
are expended for the stated charitable purpose. This
year, the Community Foundation established one such
relationship:
Wheeling Skate Park Fund $ 66,629
The provision of fiscal sponsorship is a community
service that the Community Foundation provides
when it has identified a worthwhile community effort
to address a recognized community need. The
Community Foundation is proud to be associated with
the Wheeling Skate Park project and looks forward to
its completion.
Northern Panhandle Long-Term Flood/Disaster
Recovery Fund $ 91,525
Created to handle a tremendous outpouring
of community support following the devastating floods
of late 2004/early 2005, this fund also accepted
a $200,000 grant from the Benedum Foundation
as well as the proceeds raised from the Brad Paisley
benefit concert “Mud in the Valley.”
giving
The West Virginia Independence Hall
Foundation received a grant of $5,000
from the Community Foundation to assist in
developing a Civil War Battle Flag Exhibit at
West Virginia Independence Hall in Wheeling.
The project required approximately $500,000
for completion. A total of 13 State of West
Virginia Civil War battle flags will be preserved
and mounted for public display. Two galleries
will be designed to display the flags and
educate visitors.
The first West Virginia State Historian, Virgil A.
Lewis, said, “The most sacred relics that any
state can possess are its battle flags.”
Said Mrs. Bettie Steele, of the Flag Fund
Committee, “The grant from the Community
Foundation was the first external funding that
we received and, without it, we would never
have been able to move forward as quickly
and as successfully as we did in our fundraising
campaign. Thank you, Community Foundation!”

Discretionary Funds come from the
Community Foundation’s unrestricted
endowment and are distributed twice
annually via a competitive grantseeking
process. The unrestricted endowment
allows us to respond to the changing
needs of the community by directing funds
to where they are needed most.
Donor-Advised Funds are created by
individuals and organizations who are
interested in establishing a charitable
legacy and who want to be able to make
recommendations that change over time
regarding the charitable beneficiaries.
Today, supporting a local school or
non-profit organization might be your top
charitable priority. Later in life, providing
support for Alzheimer’s research or literacy
initiatives might be of greater interest to
you. A donor-advised fund provides you
with flexibility–as your life changes, so can
your charitable impact.
Donor-Designated Funds are established
by individuals or organizations who wish
to support a specific charitable entity (or
multiple entities) that are significant to
them. Thus, these gifts come to the
Community Foundation specifically
earmarked for certain charitable interests
and the donor’s original charitable intent
is served in perpetuity.
Scholarship Funds are created for reasons
as varied and interesting as the donors
and students themselves. A scholarship
fund can be directed to students from a
specific school (elementary, secondary or
post-secondary), students who will attend
a specific post-secondary school, students
from specific counties, students who
are interested in a specific career...the
possibilities are endless.
President Bush signed the Pension
Protection Act of 2006 into law in the
late summer of 2006. This Act includes a
number of new, more stringent regulations
regarding the administration of scholarship
funds. The Community Foundation is your
St. John the Divine Living Memorial Endowment
In 2001, St. John the Divine Greek Orthodox Church in Wheeling, WV, established the Living Memorial
Endowment. Church members had a vision - to build an endowment of $1,000,000 to ensure the future support
of the church...forever. The endowment seeks 100 contributors who will each make a gift of $10,000, either all
at once or over time. The resulting $1,000,000 in principal will be held in perpetuity, with interest distributed to
the church annually for operating expenses.
To date, 32 individuals and/or families have made a commitment to the Living Memorial Endowment. Of these,
21 have completed their gift of $10,000 and 11 are striving to complete their gift. Gifts honor both living and
deceased loved ones.
Ohio Valley, providing for ease of management
for church members. We are proud to be
associated with the Living Memorial Endowment
and applaud the members of St. John the Divine
Greek Orthodox Church, who clearly recognize
the power of endowment and are, as a community
of equal contributors, ensuring the preservation of
their parish for generations to come.
