Introduction
Studying abroad means breaking into a new and unknown world! (DAAD publication)
The first few days in Germany, in a new country with a different culture and habits, will be full of new
impressions, possibly combined with unanswered questions and a feeling of uncertainty. At the beginning
of your stay there are a mass of unavoidable bureaucratic formalities to deal with, but you can rely on
assistance from your tutors, fellow-students and the Graduate School staff. We will do our best to make
your stay at the University of Applied Sciences Offenburg a worthwhile and unforgettable experience. The
following publication has been put together to familiarize you with our University and the bureaucratic
procedures you have to face after your arrival.
The Graduate School of the University of Applied Sciences coordinates the following International
Master’s Degree Programs:

1. Tutors
We will arrange a tutor for you. This will be a student from the University of Applied Sciences Offenburg
who will help you during the first weeks to settle down in your new surroundings. We try to bring you in
contact with your tutor by email before your arrival in Offenburg, so that you will be able to ask important
questions in advance.
Upon your arrival in Offenburg, your tutor will pick you up at the train station and bring you to your
accommodation. He will help you to communicate with your landlord and understand the lease contract for
your room before signing it. During the following days he will help you to register at the town hall and at the
foreigners office, to open a bank account and show you where you can go shopping for groceries.
Furthermore, he will show you around the campus.
In most of the Master programs the new students will also have an orientation weekend. They will spend
two days in the Black Forest or at Lake Constanc and get more information about life and studies in
Germany from senior students and the program coordinator.
2. Important Documents
First of all we would like to give you a checklist of the documents needed in Germany. These documents
will be required for your final enrolment at the University of Applied Sciences Offenburg, for the residence
permit (Ausländerbehörde)) and the registration with the city of Offenburg (Einwohnermeldeamt) , for the
extension of your visa and for some other formalities.

Please note that you are not allowed to study with a tourist visa only.
The student visa is usually valid for three months and can be transferred into a residence permit
after your arrival in Offenburg (valid for one year) (Aufenthaltserlaubnis).
• Letter of Admission from the University of Applied Sciences Offenburg.

• Proof of sufficient financial resources (approx. € 500-600 per month).
This can be a savings book, a confirmation from the bank on the credit balance available, a bank
statement, proof of scholarship or a statement of support from your parents with either a certified
signature of your parents or a copy of their passports.
The proof of sufficient financial resources is required at the Office for Non-German Residents
(Ausländerbehörde) and the Registration Office (Einwohnermeldeamt) of
Offenburg/Gengenbach.
• Two Photographs (required for the student identity card).
• Original Bachelor or equivalent Degree (translated into English)
This document must be shown at your final enrolment at the University of Applied Sciences
Offenburg.
3. Cash, Currency and Banking
Cash is still frequently used in Germany. Credit cards such as MasterCard, Visa etc. are not accepted
everywhere.
But you do not need to bring German bank notes in large denominations with you. You can change your
money at every bank. Exchange counters at airports and major railway stations are open in the evening
and at the weekends too.
One of the first things you have to do after your arrival is to open a bank account. All students need a bank
account, because health insurance and rent for accommodation can only be paid by bank transfer. The
money is directly debited from your account each month.
In Germany there are various ways of conducting monetary transactions:
♦ Transfer (Überweisung) is used to move money from one account to the other. You have to fill in a
transfer form and hand it in at your bank or do it online.
♦ Standing Order (Dauerauftrag) is used if you have regularly recurring payments of a set sum (such
as the rent for example). You have to authorize your bank to debit the amount automatically on an
agreed date to the account of the recipient.
♦ Direct Debit (Einzugsermächtigung) is used if you have to pay recurring sums which vary in size
(such as the telephone bill for example). You give the recipient a direct debit authorization which
empowers him to deduct the respective amount from your account. Of course you can always cancel
this authorization and stop the direct debit.
If you open a bank account, you have to bring your passport and a confirmation of enrolment from the
University along with you. The admission confirmation is very important, otherwise you cannot open a
student account which is free of fees.
If you bring cash, your account will be opened immediately. If you are transferring money from your
bank abroad, it can take some time till the amount is credited on your account in Germany (in some
cases 3-4 weeks!).

4. Costs
Students will be responsible for their living expenses in Germany, tuition fees, service contribution and
state administration fee. It is absolutely necessary to clarify your financial situation before departure.
German authorities abroad will only issue a residence permit for studying purpose if the student has
sufficient proof of money available on a monthly basis. Students studying at the University must calculate
that their monthly expenses will amount to about € 500-600 per month. This amount can be subdivided as
follows:
Rent max. € 250.-
Health insurance € 55.-
Study materials € 50.-
Groceries € 150.-
Clothing, other needs € 95.-
Costs per month € 600.-
Please note that during the first few days you will have to pay your first rent, deposit, health insurance etc..
Therefore we recommend you to earmark at least € 500.- for these initial expenses.
5. Student Fees
Service Contribution: Including liability insurance, student card, social contribution and other costs
€ 205.- payable each term respectively
State administration fee:
every student who studies at a University in Baden-Württemberg has to pay € 40.- for each semester.
6. Tuition
In recent rankings the state run universities of Baden Württemberg have received excellent evaluations. In
order to ensure and improve the quality of state run universities Baden Württemberg and other federal
states in Germany will introduce a moderate tuition of EUR 500 per semester. The summer semester 2007
will be the first semester in which all students will be charged this standardized tuition. We kindly ask you
to take this amount into consideration when calculating your expenditures for a Master Program at the
University of Applied Sciences Offenburg.
7. Health Insurance
It is obligatory to have adequate health insurance coverage for yourself and any member of your family
accompanying you. Every student who registers at a University in Germany must show a proof of health
insurance at the final enrolment. Usually, it is sufficient and cheaper to contract health insurance after your
arrival in Germany. But in some countries the German Embassy asks you to do so before getting the visa.
In that case you should try to take a short term contract for only one or two weeks and switch to a German
insurance after your arrival.

There are many insurance companies in Germany which provide this health insurance coverage. We
differentiate between statutory health insurance and private insurance.
As a student you are eligible for statutory health insurance at the lowest current monthly rate which
amounts to about € 55.- You have a free choice among the different statutory health insurance companies.
Some countries’ health insurance schemes are recognized in Germany (in general only applicable for
countries of the EU). With several countries Germany has concluded social agreements, so that you may
be able to continue being insured in your home country. If this is the case you have to present a certificate
confirming the health insurance in your home country at a local health insurance in Germany.
After you turn 30 you are in general not eligible for the statutory health insurance. You have to be insured
with a private health insurance. However, this is not a privilege as private health insurance is more
expensive than statutory. A comprehensive private health insurance is offered by the Deutsche
Studentenwerk. Please ask the coordinator of your Master’s Program for details.
There are a lot of private and cheap insurances offered in the web, but most of them don’t offer full
coverage. Usually, you have to pay at the doctor’s first and get reimbursed by the insurance a lot later. We
therefore do not recommend those insurances.
The statutory health insurance scheme covers the costs of treatment by a doctor (including dental
treatment), hospital treatment and many other preventive measures. The statutory health insurance has
the advantage that you do not have to pay for treatment in advance because the insurance company
settles directly with the doctor, dentist or hospital.
Nevertheless statutory health insurance patients have to pay small fees for medicines and other items.
Since 2004 the health insurance is charging 10 € for each quarter if you visit a doctor (Praxisgebühr). This
money needs to be paid at the doctor’s office. However, you can be exempted from this additional
payments if your income is below a certain level. This often applies to students. Please ask your health
insurance for details.
Please note that in Germany you usually go to a general practician (Allgemeinmediziner, Hausarzt) in the
first place. If you need to see a specialist, he will give you a transfer form (Überweisung) which enables
you to visit a specialist without having to pay the 10 € again. Always keep the receipt which you get for
having paid the 10 €!
If you need to see a doctor urgently during the night or the weekend, you can call 0781/19292 (Saturdays
7:00 a.m. till Mondays 7:00 a.m.) or go to the hospital.
The Graduate School will organize an information session within the first days of the semester giving
students the opportunity to inform themselves about the statutory health insurance. For registration with a
health insurance company you usually need your passport, your bank account number and the
confirmation of enrolment from the University. You will receive further papers and a chip card from the
health insurance by mail. The chip card serves as your membership card and must be presented at each
doctor’s visit.
8. Accident Insurance and Personal Liability Insurance
By means of paying the social contribution to the Studentenwerk students are insured concerning
accidents at the University. For other activities an extra private liability insurance is included in the service
contribution.

9. Resident’s Registration Office and Resident Permit in Offenburg

Everyone who moves into a temporary or permanent residence in Germany has the legal duty to
register the details of his/her address with the appropriate local government office within one week of
this move. In German this process is called Anmeldung. Please take good care of the confirmation of
registration you will receive. Whenever you move you have to keep the relevant government office
(and the University) posted about your current address!

• Residence Permit
The entrance visa from the German Consulate or Embassy in your native country is normally only valid
for three months. You have to apply for a residence permit for one year at the respective government
office (costs: approx. € 40.-; prolongation: € 20.-). Depending on your place of living a different office is
responsible for your residence permit:

10. Accommodation
Gengenbach:
At present we are looking for suitable accommodation in Gengenbach; we still need some time to arrange
things. By mid-September the latest our housing coordinator, Ms. Marlies Pollet, will notify you of the
address (telephone number) of your landlord. Please remember to inform your landlord about the date and
time of your arrival well in advance. Should it not be possible to reach you by mid-September with the
address / email we have now, please contact us.
Offenburg:
The Studentenwerk Freiburg is a state run institution which administrates the student residences in
Offenburg. Frau Litterst (Employee of Studentenwerk) will only be able to give a limited number of rooms to
incoming Master students. For all other students studying in Offenburg we will give assistance in finding a
private room in Offenburg or surrounding. You can also contact Frau Marlies Pollet (email:
marlies.pollet@fh-offenburg.de).
If ever something goes wrong (e.g. your plane is late) and you can not move into your room as planned,
you can stay at the youth hostel in Ortenberg, which is about 7 km away from Gengenbach or 2,5 km away
from the campus at Offenburg: http://www.jugendherberge-schloss-ortenberg.de
The rental contract for your room will normally begin on October 1st (unless you participate in the Summer
Language Course – in this case September 1 st ). If you need to move in earlier, please let us know. Kindly
inform the Graduate School staff and your tutor about your arrival date and time so that we can
welcome you at the University of Applied Sciences Offenburg. Otherwise you risk that your room is not
prepared and that you can not move in.
10. How to get to the University of Applied Sciences Offenburg
(Campus Offenburg and Campus Gengenbach)
You will be studying at the Hochschule Offenburg / University of Applied Sciences Offenburg. However,
there are two campuses, one in the town of Offenburg and one in the town of Gengenbach (approx. 10
km southeast of Offenburg). In Gengenbach the department of Business and Industrial Engineering is
located. This is the department responsible for the MBA course “International Business Consulting”

10.1. Airports
For most of you Frankfurt will be the final destination, as it is the largest international airport in Germany.
Other airports around Offenburg are: Strasbourg (France), Stuttgart (Germany) and Zürich (Switzerland).
They are all about one to one and a half hours by train from Offenburg.
Frankfurt Airport has two railway stations, Regiobahnhof mainly for suburban trains (S-Bahn) and
Fernbahnhof for long distance trains. From the Fernbahnhof you can take the train to Offenburg via
Mannheim (ICE – Intercity Express is the fastest connection). For details see www.bahn.de.
If you have any problems in finding your way, please note that there are 24 hour information desks at the
airport.
10.1.1. Train Services from Frankfurt Airport to Offenburg
The airport in Frankfurt has its own railway station. Please pay attention when you buy your train ticket that
you really buy a ticket to Offenburg. There is another town near Frankfurt which is called Offenbach and
often there is a confusion between these two cities. The rail journey from Frankfurt to Offenburg takes ca.
1.5 hours and the costs for a one way ticket are about EUR 45.-.

10.1.2. By Car from Frankfurt Airport to Offenburg:
Go south onto motorway A5 which passes Frankfurt Airport (sign-posted for Karlsruhe or Basel) for about
200 kilometres until exit (Ausfahrt) 55 "Offenburg". At the exit follow the signs for Offenburg (3/4 circle anticlockwise).
To the Campus Offenburg:
After about 1 kilometre turn right onto national road B3 direction Lahr/Freiburg, after about 600 meters
(after the bridge over the railway) take exit for "Neuried, Schutterwald, OG Sud", do a 3/4 circle clockwise
onto Südring, under the B3, straight on across 2 sets of traffic lights and over the Kinzig river. Immediately
after the river you will see a preserved steam locomotive on your right. Turn right and second right again
onto the university car park.
To the Campus Gengenbach:
follow the signs via Ortenberg and Ohlsbach to Gengenbach (National road).
10.2. From Offenburg Train Station to the Campus by Public Transport
Campus Offenburg:
The campus is located about 2 km south of the city centre with its pedestrian area. From the train station
you can take bus S 8 leaving every half hour from Bussteig 3 in front of the train station (direction:
Hilboldtsweier). It takes 10 minutes to the stop “Fachhochschule”.

11.2. International Evening
We plan to organise an International Evening with presentations of different countries represented in the
Graduate School. Students have the possibility to present their country to the fellow students, professors
and members of the University and to the population of Offenburg. Please try to bring some specific items
of your country (musical instruments, special tools, traditional clothes etc.) and pictures (better: slides or
files) with you.
(For our German students: für fast alle ist das Studium hier die erste Auslandserfahrung, Deutschland ist
also durchaus auch eine Präsentation wert.)
11.3. Senior Service
The population of Offenburg and the Ortenau is well prepared to reach out to people from different
nationalities. The university has established an innovative cooperation with the Association of Senior
Citizens. Many retired leading members of industry and also former professors of the university are
members of the Senior Service. They help foreign students with all aspects of their new life in a new
environment such as filling in forms, finding your way around the city by guided tours, language training
and excursions. You will receive further information about the Senior Service and the name and phone
numbers of the contact persons during the Introduction Days.
11.4. Campus Offenburg
On the campus Offenburg there are 5 main buildings: A, B, C (attached to B), the cafeteria and the
Steinbeis-Building. The Graduate School offices are located on the ground level of building B. The
information desk and the library as well as most lecture halls can also be found in building B.
11.5. Campus Gengenbach
The Gengenbach campus consists of one building, a former monastery. You will find the office of the MBA
coordinator on the second floor in room no. 205.
12. Climatic Conditions
They are pretty unpredictable. Now in summer it is usually sunny and dry at peak temperatures above
30°C, but it can change to wet with scattered showers at 25°C, falling to 15°C at night. In September and
October the maximum day temperatures can still reach well over 20°C, but the nights get increasingly
colder. The winters can be unpleasantly wet and rainy at just above 0°C, or pleasantly sunny and dry, after
snowfall at –10°C. In summer, day-light is markedly longer than in winter (summer: 5 a.m. to 10 p.m. winter
8 a. m. to 5 p.m.). Until the end of October the clocks are put forward by one hour to GMT + 2 hours
