Overview<br />

EMBL-EBI are currently engaged on a programme of work funded by the UK Government to<br />

enhance our services and that has already seen the acquisition of space within commercially<br />

run Data Centres and more equipment with which to run and deliver data services.<br />

In addition to the management of the existing IT infrastructure, the Systems and Networking<br />

Team are also responsible for:<br />

Managing the process of implementation of services across all Data Centres.<br />

Managing the Framework Agreement operations under which the IT equipment will<br />

be purchased over the next 8 years (subject to funding); and<br />

Managing the acquisition of the next tranche of Data Centre space to house the<br />

equipment.<br />

Main Duties and Responsibilities:<br />

This is a new post and the core responsibilities of the <strong>Technical</strong> <strong>Business</strong> <strong>Officer</strong> will include<br />

working with the Systems Project and Framework Manager (SPFM) in the areas identified<br />

above and specifically to:<br />

Maintain relationships and communications between the SPFM, Systems and<br />

Networking Team and Framework partners throughout most phases of the<br />

Framework Agreement:<br />

o Liaise closely with the LFCF Programme Project Manager and ensure good<br />

communications are maintained between the Project and Programme ;<br />

o Be alert and responsive to the needs of the external stakeholders and review<br />

bodies associated with the LFCF Programme or other new developments<br />

such as ELIXIR and help ensure good coordination and cooperation.<br />

Assist the SPFM to assemble the Mini Competitions (equivalent to tender for<br />

purchasing IT equipment) packs under the Framework Agreement.<br />

Assist the SPFM throughout all phases of every Mini Competition between<br />

Framework (dialogue with competitors, receipt of responses, placing of orders,<br />

delivery of IT equipment, installation of IT equipment, acceptance of IT equipment)<br />

through a series of existing administrative tasks that involve updating spread sheets<br />

and other documentation.<br />

Organise access to Framework partners and support engineers to all Data Centres<br />

required for the delivery and acceptance phases of the Framework Agreement and<br />

for any support call placed by EMBL-EBI to fix IT equipment faults.


Additional<br />

Assist the SPFM in the development and delivery of the data centre space acquisition<br />

project, and in the evaluation of options for the data centre space more generally.<br />

Assist the SPFM in any new project (the Systems and Networking Team are currently<br />

undertaking projects such as the provision of private cloud compute space for<br />

external collaborators).<br />

Set meeting dates and manage the diaries for meetings attended by the SPFM,<br />

among those: Data Centre Capacity Project Board, London Data Centre Project<br />

Board, Framework Strategy meetings, Framework Partner meetings.<br />

Prepare papers, as appropriate, and take minutes during meetings.<br />

Help compile and review draft documentation supporting and monitoring the Data<br />

Centre services implementation and Framework (including Framework Key<br />

Performance Indicators and other key objectives) with the SPFM and be responsible<br />

for publishing them on the appropriate electronic areas.<br />

EMBL-EBI is based at the Wellcome Trust Genome Campus which is set in over 100 acres<br />

of parkland. The campus is served by a free bus service from Cambridge and the campus<br />

amenities include a restaurant, gym and nursery.
