PART I. GENERAL OVERVIEW<br />
Introduction<br />
The <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> is the owner and operator <strong>of</strong> the Albert Whitted Airport (<strong>SPG</strong>), and, as<br />
such, contracted The LPA Group Incorporated (the Consultant) to prepare the fiscal year (FY)<br />
<strong>2010</strong> <strong>DBE</strong> <strong>Goal</strong> based upon anticipated engineering design, construction, and pr<strong>of</strong>essional service<br />
contracts in accordance with the United <strong>St</strong>ates Department <strong>of</strong> Transportation (DOT) 49 CFR Part<br />
26, "Participation by Disadvantaged Business Enterprise in DOT Programs".<br />
Applicability<br />
<strong>SPG</strong> is the recipient <strong>of</strong> FAA funds (e.g. Airport Improvement Plan Funding (AIP)), entitlement<br />
and discretionary, authorized under 49 U.S.C. 47101, et seq. To date, <strong>SPG</strong> has received no<br />
funding related to federal funds authorized under the American Recovery and Reinvestment Act<br />
(ARRA) <strong>of</strong> 2009 (Public Law 111-5), which are to be used for airport improvement funding.<br />
However, if any funding changes with regard to ARRA <strong>of</strong> 2009 occur which may impact <strong>SPG</strong><br />
funding, then the FY <strong>2010</strong> <strong>DBE</strong> <strong>Goal</strong> will be appended as required.<br />
Definitions <strong>of</strong> Terms<br />
The terms used in this program have the meanings defined in 49 CFR 26.5 (appended).<br />
Objectives / Policy <strong>St</strong>atement (26.1, 26.23)<br />
The <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> has established a Disadvantaged Business Enterprise (<strong>DBE</strong>) program<br />
for the Albert Whitted Airport in accordance with regulations <strong>of</strong> the U.S. Department <strong>of</strong><br />
Transportation (DOT), 49 CFR Part 26. The <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> has received Federal financial<br />
assistance from the Department <strong>of</strong> Transportation for <strong>SPG</strong>, and as a condition <strong>of</strong> receiving this<br />
assistance, The <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> has signed an assurance that it will comply with US DOT<br />
funding requirements.<br />
It is the policy <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> to ensure that <strong>DBE</strong>s, as defined in Part 26, have an<br />
equal opportunity to receive and participate in DOT-assisted contracts. It is also our policy:<br />
• To ensure nondiscrimination in the award and administration <strong>of</strong> DOT assisted contracts;<br />
• To create a level playing field on which <strong>DBE</strong>s can compete fairly for DOT assisted contracts;<br />
• To ensure that the <strong>DBE</strong> Program is narrowly tailored in accordance with applicable law;<br />
• To ensure that only firms that fully meet 49 CFR Part 26 eligibility standards are permitted to<br />
participate as <strong>DBE</strong>s;<br />
• To help remove barriers to the participation <strong>of</strong> <strong>DBE</strong>s in DOT assisted contracts; and<br />

• To assist the development <strong>of</strong> firms that can compete successfully in the market place outside<br />
the <strong>DBE</strong> Program.<br />
MR. RICHARD LESNIAK, AIRPORT MANAGER, has been delegated as the <strong>DBE</strong> Liaison<br />
Officer (<strong>DBE</strong>LO). In that capacity, Mr. Lesniak is responsible for implementing all aspects <strong>of</strong> the<br />
<strong>DBE</strong> program associated with airport-related projects. Implementation <strong>of</strong> the <strong>DBE</strong> program is<br />
accorded the same priority as compliance with all other legal obligations incurred by The <strong>City</strong> <strong>of</strong><br />
<strong>St</strong>. <strong>Petersburg</strong> in its financial assistance agreements with the Department <strong>of</strong> Transportation.<br />
The <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> has disseminated this policy statement to the Albert Whitted Airport,<br />
the <strong>City</strong>’s Purchasing, Engineering, Small Business Enterprise Development, and Downtown<br />
Enterprise Facilities Departments within the <strong>City</strong>’s organization. The <strong>City</strong> also participates as a<br />
non-certifying member in the <strong>St</strong>ate <strong>of</strong> Florida’s Unified Certification Program. In addition, both<br />
the airport and The <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> Midtown Economic Development/Business Assistance<br />
Division:<br />
• Work with prime contractors to identify <strong>DBE</strong> participation opportunities;<br />
• Distribute the <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong>’s policy statement to <strong>DBE</strong> and non-<strong>DBE</strong> businesses<br />
that historically performed work at the airport on DOT-assisted contracts; and<br />
• Publish notices <strong>of</strong> The <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong>’s policy in local and minority related<br />
publications, and through their website.<br />

Section 26.43 Set-asides or Quotes<br />
The <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> does not use quotas in any way in the administration <strong>of</strong> this <strong>DBE</strong><br />
program for the Albert Whitted Airport.<br />
I. Amount <strong>of</strong> <strong>Goal</strong><br />
The <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> herewith proposes a <strong>DBE</strong>-participation goal <strong>of</strong> 6.82% for fiscal<br />
year <strong>2010</strong> design and construction projects associated with the Albert Whitted Airport. It is the<br />
intent <strong>of</strong> The <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> to attain this goal through a Race-Neutral Program.<br />
However, based upon historic <strong>DBE</strong> participation on similar type projects, it is anticipated that<br />
at least a portion <strong>of</strong> the <strong>DBE</strong> goal will be achieved using race or gender conscious measures.<br />
• Race-Neutral measures or programs are those programs used to assist all small<br />
businesses and include gender-neutrality.<br />
• Race-Conscious programs or measures are those that are specifically focused on<br />
assisting only <strong>DBE</strong> firms, including women-owned firms.<br />
Yet, any participation by a <strong>DBE</strong> subcontractor beyond the established race/gender conscious<br />
goal, including as a prime contractor, is considered race and gender neutral. Further, The <strong>City</strong><br />
<strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> Business Assistance Center aids small businesses within the region by<br />
providing classes in starting a business, bidding and construction, financing your business, etc.<br />
Given the amount <strong>of</strong> DOT-assisted contracts that The <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> expects to let<br />
during this fiscal year on airport related projects (approximately $1,832,000), the <strong>City</strong> <strong>of</strong> <strong>St</strong>.<br />
<strong>Petersburg</strong> has set a goal <strong>of</strong> expending a minimum <strong>of</strong> $124,970.24 or 6.82% <strong>of</strong> total funding<br />
to disadvantaged business enterprise firms.<br />
Based upon historic participation on similar pavement construction and design projects (FY<br />
2000, runway and taxiway pavement overlay projects, and FY 2006, IGAC terminal apron and<br />
helipad projects), it is estimated that, in meeting the overall goal <strong>of</strong> 6.82%, approximately<br />
0.38% will be from race-neutral participation and 6.44% through race conscious measures<br />
based upon actual past participation on similar projects (see Section IV, Race Conscious and<br />
Race Neutral Breakout Participation). Therefore, based upon the goal <strong>of</strong> $124,970.24, The<br />
<strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> expects to expend at least $481.14 ((0.38%/6.82%)*$124,970.24)) in<br />
race-neutral participation and the remaining $124,489.10 in race-conscious participation.<br />

II. Method/Methodology<br />

1. Current Fiscal Year Projects:<br />
A list <strong>of</strong> anticipated US DOT funded projects, as shown in Table 1, was provided by<br />
airport management based upon requested funding as documented in the Florida<br />
Department <strong>of</strong> Transportation’s Joint Automated Capital Improvement Program (JACIP).<br />
Planned projects include construction and design.<br />

2. Normal Market Area:<br />
• Definition: A Normal Market Area is defined as an area or combination <strong>of</strong> areas<br />
where at least 70/75% <strong>of</strong> all historical contract dollars for similar projects as well as<br />
<strong>DBE</strong> contractors/subcontractors and non-<strong>DBE</strong> contractors/subcontractors are<br />
located.<br />
• Pr<strong>of</strong>essional Services: Based upon historic data as well as the specialty<br />
requirements for aviation related design, architectural and environmental services,<br />
the entire state <strong>of</strong> Florida was designated as the market area for Pr<strong>of</strong>essional<br />
Services. Pr<strong>of</strong>essional services associated with planned FY <strong>2010</strong> projects include:<br />
• Engineering and Support Services (NAICS 54133)<br />
• Geotechnical and Testing Services (NAICS 54138)<br />
• Land Survey/Mapping (NAICS 54136)<br />
• Other Pr<strong>of</strong>essional Services (NAICS 54199)<br />
• Other Services: The airport’s market area for other services, which include<br />
administrative support, construction, traffic management and building supplies, was<br />
based upon historic activity related to similar projects. The market area for<br />
anticipated FY <strong>2010</strong> projects was determined from airport project bid tab<br />
information and actual subcontractor participation provided by prime contractors.<br />
In evaluating similar historic projects, approximately 83 percent <strong>of</strong> contractor<br />
participation was from Hillsborough, Manatee and Pinellas Counties as shown in

3. Percentage Breakout by NAICS Codes:<br />
To provide an evaluation <strong>of</strong> available contractors and subcontractors within the required<br />
work areas, the <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> Midtown Economic Development and Business<br />
Assistance Center provided a list <strong>of</strong> certified Small Business Enterprises (see Appendix A)<br />
to assist in the development <strong>of</strong> the FY <strong>2010</strong> <strong>DBE</strong> goal for the Albert Whitted Airport.<br />
Information on ready, willing and available <strong>DBE</strong> and Non-<strong>DBE</strong> contractors related to the<br />
type <strong>of</strong> services required was also obtained from the US Census Bureau<br />
(www.Cen<strong>St</strong>ats.gov), <strong>St</strong>ate <strong>of</strong> Florida Department <strong>of</strong> Transportation Office <strong>of</strong> Equal<br />
Opportunity Directory (July 2009), and historic contractor data provided by the <strong>City</strong> <strong>of</strong> <strong>St</strong>.<br />
<strong>Petersburg</strong> and the airport’s project bid list and project close-out documentation. Only<br />
disadvantaged business enterprises certified by member agencies in the Florida Unified<br />
Certification Program designated as UCP-<strong>DBE</strong> are considered ready, willing and available<br />
to perform work at the airport according to FDOT and US DOT. The FDOT UCP<br />
Directory may be downloaded from the Florida Department <strong>of</strong> Transportation Website<br />
(http://www.dot.state.fl.us/equalopportunity<strong>of</strong>fice).<br />
The data for total firms available (denominator) and the <strong>DBE</strong> firms available (numerator)<br />
were extracted based upon the airport’s historic market area associated with similar historic<br />
projects as well as the NAICS activity expected for the FY <strong>2010</strong> projects. The breakdown<br />
by market area and NAICS codes is provided in Table 4, Available <strong>DBE</strong> and Non-<strong>DBE</strong><br />
contractors within the Project Market Area for FY <strong>2010</strong>.<br />
<strong>St</strong>ep 1: Determine Base Figure for Relative Availability <strong>of</strong> <strong>DBE</strong>s (26.45(c))<br />
a. Weighted Based Figure Calculation<br />
In order to provide a more accurate measurement <strong>of</strong> anticipated <strong>DBE</strong> participation, the<br />
base goal was established using a weighted project methodology. This methodology<br />
breaks down the anticipated contractor participation based upon a percentage <strong>of</strong> the total<br />
fee as shown in Table 5. This percentage is then applied to the willing and available<br />
contractors identified in Table 4 to provide a logical estimate <strong>of</strong> contractor participation<br />
on anticipated DOT funded projects.<br />
The base figure is calculated as follows:<br />
Base Figure = ((% <strong>of</strong> contract dollar amount x (#<strong>DBE</strong>s in 1st NAICs)/#All Firms in<br />
1st NAICS)) + ((% <strong>of</strong> contract dollar amount * (#<strong>DBE</strong>s in 2nd NAICs)/#All Firms in<br />
2nd NAICS)) + etc.) x 100%<br />
Thus, based upon the projects outlined in Table 1, the following weighted base goal was<br />
determined as shown in Table 6.<br />

After calculating a base figure for the relative availability <strong>of</strong> <strong>DBE</strong>s, evidence was examined to<br />
determine what adjustment was needed to the base figure in order to arrive at the overall goal. Thus,<br />
in order to reflect as accurately as possible <strong>DBE</strong> participation expected in the absence <strong>of</strong><br />
discrimination, the weighted base <strong>DBE</strong> goal was adjusted using historic actual <strong>DBE</strong> participation on<br />
similar projects.<br />
a. We chose not to use disparity studies or other area information because <strong>of</strong> the following:<br />
In November 1999, the <strong>City</strong> Council <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> repealed the <strong>City</strong>’s Minority Business<br />
Enterprise Program based upon the findings <strong>of</strong> the Minority Business Enterprise Disparity <strong>St</strong>udy.<br />
The Disparity <strong>St</strong>udy documented that there was no longer any legally justified basis to continue<br />
race-specific procurement policies with regard to minority and women-owned businesses located<br />
within the domicile <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong>.<br />
Thus, in March 2001, the <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> established a race and gender-neutral program called<br />
the Small and Disadvantaged Business Enterprise (S<strong>DBE</strong>) Assistance Program. The program is<br />
intended to enhance contracting and procurement opportunities for small and disadvantaged business<br />
enterprises. The procurement opportunities include construction, contractual services, pr<strong>of</strong>essional<br />
consulting services, and commodities.<br />
Based upon discussion with the <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> Midtown Economic Development/Business<br />
Assistance Division, it was determined that the <strong>City</strong> established S/<strong>DBE</strong> program did not apply to the<br />
airport. Therefore, it was determined that using the actual median <strong>DBE</strong> past participation associated<br />
with projects completed in FY 2000 and 2006 to adjust the base S<strong>DBE</strong> goal for fiscal year <strong>2010</strong><br />
provides the most accurate goal assessment for the airport.<br />
b. The reason we chose to adjust our figure using this data was because <strong>of</strong> the following:<br />
Adjustment to the base figure is required as a result <strong>of</strong> the limited number <strong>of</strong> Minority Owned<br />
Businesses in the local market area. As a result, a combination <strong>of</strong> historical and base figure results<br />
was used to determine a probable <strong>DBE</strong> requirement in the absence <strong>of</strong> discrimination for The <strong>City</strong> <strong>of</strong><br />
<strong>St</strong>. <strong>Petersburg</strong> in regards to the Albert Whitted Airport.<br />
We have summarized information about barriers to entry or competitiveness <strong>of</strong> <strong>DBE</strong>s in our<br />
programs from the following sources:<br />
• FDOT <strong>DBE</strong> Directory and U.S. Census Bureau-County Business Pattern Data<br />
• <strong>DBE</strong> and non-<strong>DBE</strong> contractor information from bidders lists, and<br />
• Historic <strong>DBE</strong> and non-<strong>DBE</strong> participation on similar federally funded projects.<br />

2. Final Adjustment <strong>of</strong> Base <strong>DBE</strong> <strong>Goal</strong> for FY <strong>2010</strong>:<br />
According to current information provided in the FDOT <strong>DBE</strong> Directory, dated July 2009,<br />
and current US Census Data, the total number <strong>of</strong> available <strong>DBE</strong> and total contractors within<br />
the established market area is 37 and 9,036 1 , respectively. This resulted in a weighted <strong>DBE</strong><br />
goal <strong>of</strong> 0.343%.<br />
Thus based upon the historic adjustment for like projects as shown in Table 7, the final <strong>DBE</strong><br />
goal for fiscal year <strong>2010</strong> consist <strong>of</strong> the average <strong>of</strong> the weighted <strong>DBE</strong> <strong>Goal</strong> for FY <strong>2010</strong> and<br />
the actual, historic median <strong>DBE</strong> participation on historically similar projects. As a result, the<br />
adjusted <strong>DBE</strong> goal is 6.82%.<br />

Based upon the airport’s approved capital improvement program, Federal, <strong>St</strong>ate and local funding associated with each<br />
project is provided in Table 8. The percent <strong>of</strong> available federal and state funding in relation to anticipated <strong>DBE</strong><br />

III. PROCESS.<br />
ALBERT WHITTED AIRPORT<br />
DISADVANTAGED BUSINESS ENTERPRISE GOAL<br />
FISCAL YEAR <strong>2010</strong><br />
In accordance with Section 26.45(f), The <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> will typically submit its overall<br />
goal to FAA on August 1 <strong>of</strong> each year. The <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> in establishing an overall goal<br />
has provided for public participation. This participation included:<br />
1. Consultation with minority, women’s and general contractor groups, community organizations,<br />
and other <strong>of</strong>ficials and organizations which provided information concerning the availability <strong>of</strong><br />
disadvantaged and non-disadvantaged businesses, the effects <strong>of</strong> discrimination on opportunities<br />
for <strong>DBE</strong>s and our efforts to establish a level playing field for the participation <strong>of</strong> <strong>DBE</strong>s. The<br />
list <strong>of</strong> organizations in which the airport, via the consultant, contacted is listed in Table 11,<br />
Pinellas County Community Organizations.<br />
As part <strong>of</strong> the outreach effort, e-mails and letters were sent in July 2009 to obtain information<br />
concerning the availability <strong>of</strong> disadvantaged and non-disadvantaged businesses, the effects <strong>of</strong><br />
discrimination on opportunities for <strong>DBE</strong>s and the airport’s and <strong>City</strong>’s efforts to establish a<br />
level playing field for the participation <strong>of</strong> <strong>DBE</strong>s. Below is a copy <strong>of</strong> the body <strong>of</strong> the letter and<br />
e-mail to the organizations identified in Table 11 <strong>of</strong> this report.<br />
E-Mail/Letter Message:<br />
The <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> is in the process <strong>of</strong> establishing a Disadvantaged Business<br />
Enterprise <strong>Goal</strong> for Fiscal Year <strong>2010</strong> with regards to projects associated with Albert<br />
Whitted Airport. Please note that the <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> has not received any funding<br />
for airport related projects at Albert Whitted Airport associated with the American<br />
Recovery and Reinvestment Act <strong>of</strong> 2009.<br />
The administrative portion <strong>of</strong> the program in addition to the goal and its methodology<br />
were developed per the provisions set forth in 49 CFR Part 26. The proposed <strong>DBE</strong> <strong>Goal</strong><br />
for FY <strong>2010</strong> based upon anticipated projects is 6.82 percent. This year, The <strong>City</strong> <strong>of</strong> <strong>St</strong>.<br />
<strong>Petersburg</strong>/Albert Whitted Airport is planning to provide bid opportunities to <strong>DBE</strong> and<br />
Non-<strong>DBE</strong> contractors related, but not limited to, civil engineering, geotechnical services,<br />
materials testing, heavy construction, excavation and site preparation, traffic markings,<br />
utilities, and hauling/trucking. In researching the Florida Department <strong>of</strong> Transportation<br />
Disadvantaged Business Enterprise Directory, July 2009, ready, willing and able <strong>DBE</strong>s<br />
(identified as UCP-<strong>DBE</strong>s) located within the airport's historic market area based upon<br />
similar projects that are qualified to bid on the proposed contracts as either a prime or<br />
sub contractor were identified. The contracting area represents more than 81 percent <strong>of</strong><br />
where historic bid applications and contracts were awarded.<br />
For fiscal years 2009 and <strong>2010</strong>, the Florida Department <strong>of</strong> Transportation has an overall<br />
race neutral <strong>DBE</strong> goal <strong>of</strong> 8.1 percent related to all planned transportation projects (rail,<br />
highway, airports, etc.) including those funded under the American Recovery and<br />

Reinvestment Act <strong>of</strong> 2009 and Transportation Efficiency Act-21. Since the anticipated<br />
goal for Albert Whitted Airport is slightly lower than that set by the FDOT, do you or<br />
members <strong>of</strong> your organization have documentation <strong>of</strong> any existing social or economic<br />
barriers which may be currently preventing minorities and/or women from <strong>of</strong>fering<br />
construction related services at the airports? In addition, do you know <strong>of</strong> any other<br />
impediments which have or may impact minorities and/or women from effectively<br />
competing on transportation related projects?<br />
We would appreciate your replying with any information you could <strong>of</strong>fer. Please if you<br />

Administration as required by federal regulations (49 CFR Part 26).<br />
2. Additional consultation shall also be provided during any pre-bid/pre-proposal meetings the<br />
<strong>City</strong> and airport conducts throughout the year which is opened to interested parties.<br />
3. According to data provided by the <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> Business Assistance Center, the <strong>City</strong><br />
<strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> has instituted a number <strong>of</strong> programs to assist <strong>DBE</strong> organizations in obtaining<br />
lines <strong>of</strong> credit and/or insurance bonding to meet job requirements. These programs have<br />
allowed <strong>DBE</strong> contractors who might otherwise be unable to obtain sufficient funding to bid and<br />
win <strong>City</strong> projects.<br />
4. As part <strong>of</strong> the public review and participation process, the <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> has published<br />
a notice <strong>of</strong> the proposed overall FY <strong>2010</strong> goal in the local newspapers, <strong>St</strong>. <strong>Petersburg</strong> Times<br />
and The Weekly Challenger, and on the <strong>City</strong>’s website which informs the public and interested<br />
contractors that the proposed FY <strong>2010</strong> goal and its rationale are available for inspection during<br />
normal business hours at both the Airport Administration Offices and The <strong>City</strong> <strong>of</strong> <strong>St</strong>.<br />
<strong>Petersburg</strong> Business Assistance Center (33 6 th <strong>St</strong>reet South, Suite 301, <strong>St</strong>. <strong>Petersburg</strong> Florida<br />
(727) 893-7146) for 30-days following the date <strong>of</strong> the notice. The public notice also stated that<br />
the airport, <strong>City</strong> and FDOT will accept comments on the goals and methodology for a period <strong>of</strong><br />
45 days from the date <strong>of</strong> the advertisement. Any comments received will be reviewed and<br />
incorporated into the goal report documentation. If data becomes available that could impact<br />
the goal, a modification to the goal and associated report will be developed and resubmitted to<br />
the <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong>, FAA and FDOT for review.<br />

IV. RACE NEUTRAL AND RACE CONSCIOUS BREAKOUTS (Section 26.51)<br />
The <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> will meet the maximum feasible portion <strong>of</strong> its overall goal by using<br />
race-neutral means <strong>of</strong> facilitating <strong>DBE</strong> participation. The <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> uses the following<br />
race-neutral means to increase <strong>DBE</strong> participation:<br />
Race-neutral means include, but are not limited to the following (ref.: 26.51(b):<br />
1. Arranging solicitations, times for the presentation <strong>of</strong> bids, quantities, specifications and<br />
delivery schedules in ways that facilitate <strong>DBE</strong> and other small business participation. For<br />
example, this could include unbundling large contracts to make them more accessible to<br />
small businesses; requiring or encouraging prime contractors to subcontract portions <strong>of</strong><br />
work that they might otherwise perform on their own;<br />
2. Providing assistance in overcoming limitations such as inability to obtain bonding or<br />
financing. For example, this could include such means as simplifying the bonding process;<br />
reducing bonding requirements; eliminating the impact <strong>of</strong> surety costs from bids, or<br />
providing services to help <strong>DBE</strong>s and other small businesses obtain bonding and financing;<br />
3. Providing technical assistance and other services;<br />
4. Carrying out information and communications programs on contracting procedures and<br />
specific contract opportunities. For example, this could include ensuring the inclusion<br />
<strong>of</strong> <strong>DBE</strong>s and other small businesses on recipient mailing lists for bidders, ensuring the<br />
dissemination to bidders on prime contracts <strong>of</strong> lists <strong>of</strong> potential subcontractors, including a<br />
provision for the dissemination <strong>of</strong> information in languages other than English, where<br />
appropriate;<br />
5. Implementing a supportive services program to develop and improve immediate and<br />
long-term business management, record keeping and financial and accounting<br />
responsibility;<br />
6. Providing services to help <strong>DBE</strong>s and other small businesses improve long-term<br />
development; increase opportunities to participate in a variety <strong>of</strong> kinds <strong>of</strong> work; handle<br />
increasingly significant projects and achieve eventual self-sufficiency;<br />
7. Establishing a program to assist new start-up firms, particularly in fields in which <strong>DBE</strong><br />
participation has been historically low;<br />
8. Ensuring distribution <strong>of</strong> your <strong>DBE</strong> directory through print and electronic means to the<br />
widest feasible universe <strong>of</strong> potential prime contractors; and,<br />
9. Assisting <strong>DBE</strong>s and other small businesses to develop their capability to utilize<br />
emerging technology and conduct business through electronic media.<br />

If the <strong>City</strong> must rely on contract goals to meet some portion <strong>of</strong> our overall goal, then such goals will<br />
be submitted to the DOT for approval before issuing a contract solicitation.<br />
The <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> will adjust the estimated breakout <strong>of</strong> race-neutral and race-conscious<br />
participation as needed to reflect actual <strong>DBE</strong> participation (see 26.51(f)) and will track and report<br />
race-neutral and race-conscious participation separately.<br />

For reporting purposes, race-neutral <strong>DBE</strong> participation includes, but is not necessarily limited to, the<br />
following:<br />
• <strong>DBE</strong> participation through a prime contract a <strong>DBE</strong> obtains through customary competitive<br />
procurement procedures;<br />
• <strong>DBE</strong> participation through a subcontract on a prime contract that does not carry a <strong>DBE</strong> goal; <strong>DBE</strong><br />
participation on a prime contract exceeding a contract goal; and<br />
• <strong>DBE</strong> participation through a subcontract from a prime contractor that did not consider a firm's<br />
<strong>DBE</strong> status in making the award.<br />
We will maintain data separately on <strong>DBE</strong> achievements in those contracts with and without contract<br />
goals, respectively.<br />
In order to meet the maximum feasible portion <strong>of</strong> the overall goal using race/gender-neutral means <strong>of</strong><br />
facilitating <strong>DBE</strong> participation, the following considerations were evaluated.<br />
1. The Amount by which Albert Whitted Airport and the <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> exceeded past<br />
goals on similar projects:<br />
The amount by which <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> exceeded overall construction goals in past years for<br />
Albert Whitted Airport is useful in determining the race/gender neutral participation in the future.<br />
Based upon the historical goal participation for the Fiscal Years 2000 and 2006, the airport<br />
exceeded its median goal by approximately 0.38%.<br />

Applying these median percentages to the overall construction goal <strong>of</strong> 6.82% for FY <strong>2010</strong><br />
provided the following race-neutral and race-conscious estimates.<br />
2. Past Participation by <strong>DBE</strong> Prime Contractors<br />
Past participation through the use <strong>of</strong> <strong>DBE</strong> prime contractors should be considered race/gender<br />
neutral and, therefore, can be used as a basis for estimating a similar level <strong>of</strong> race/gender-neutral<br />
participation in the next program year. In the past 10 years, however, there has been no<br />

participation by a <strong>DBE</strong> Prime Contractor on the <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong> airport projects. This may<br />
be the result <strong>of</strong> limited number <strong>of</strong> <strong>DBE</strong> contractors located within the local area <strong>of</strong> Pinellas,<br />
Hillsborough and Manatee Counties. As a result, this was not considered as part <strong>of</strong> the<br />
race/gender-neutral split evaluation.<br />
3. Past Participation by <strong>DBE</strong> Subcontractors on Contracts without goals<br />
Past participation <strong>of</strong> <strong>DBE</strong> Subcontractors on contracts without <strong>DBE</strong> goals should be considered<br />
