CONSTITUTION OF THE CHAUDHARY DEVI LAL
UNIVERSITY SPORTS COUNCIL
1. There shall be a Chaudhary Devi Lal University Sports Council ( CDLUSC) hereinafter referred to as `Sports Council' constituted
as follows:-
(a) Vice- Chancellor, Chaudhary Devi Lal University, Sirsa who shall be Ex-officio patron of the Sports council.
(b) Dean, Faculty of Education, Chaudhary Devi Lal University, Sirsa, Ex-officio member/President on term basis
(c) Director Principal, CD LM Engg. College Paniwala Motta, Ex-officio member/President on term basis
(d) Dean, Students' Welfare, Chaudhary Devi Lal University, Sirsa, Ex-officio member.
(e) Chief Warden, Chaudhary Devi Lal University, Sirsa, Ex-officio member
(f) Chief Warden, CD LM Engg. College Paniwala Motta, Ex-officio member
(g) Registrar, Chaudhary Devi Lal University, Sirsa, Ex-officio member
(h) Professor (s), Department of Physical Education, Chaudhary Devi Lal University, Sirsa, Ex-officio member(s)
(i) Finance- Officer, Chaudhary Devi Lal University, Sirsa, Ex-officio member
(j) Two Teachers out of Professors/Readers/Lecturers from University teaching Departments (UTD) to be nominated by the Vice-
Chancellor, for a period of two years.
(k) Two Teachers from CD LM Engg. College Paniwala Motta, whose name shall be recommended by Director Principal of the
college, to be nominated by Vice- Chancellor for a period two years
(l) One Lecturer, from Department of Physical Education CDLU, Sirsa, to be nominated by Vice-Chancellor on the basic of Seniority
cum rotation for a period of two years
(m) One Director Physical Education from CD LM Engg. College Paniwala Motta
(n) One student to be nominated by the Vice- Chancellor, for a period of one year on the basis of his/her sports achievements during
the preceding year. The name to be recommended in order of merit by Secretary through the president CDLUSC
(o) Two Senior Readers from Department of Physical Education, out of which the senior most shall act as Secretary of Sports Council
for a period of two years and the other shall be Assist. Secretary.
Note: -
I. The president ship of CDLUSC will rotate between Dean faculty of Education and Regular Director Principal CDLMEC Paniwala
Motta, with each holding the position for a period of two years (starting with Dean Faculty of Education)
II. No person below the rank of Professor will hold the post of president
III. The Post of Secretary and Assistant Secretary of the Sports Council shall rotate among the two Senior Readers given in clause (o)
above.
2. AIMS AND OBJECTIVES
The aims and objectives of the Sports Council shall be:-
(i) To organize and regulate Sports activities within the territorial jurisdiction of the University;
(ii) To promote the best type of Sportsmanship and team spirit among the alumni of the University;
(iii) To conduct Annual Tournaments in various Sports Events for men
and women students of all maintained/recognized colleges by the University, in accordance with the rules specially made on the
behalf of Council.
(iv) To foster a University spirit among the Colleges and for that purpose, to organize and control Chaudhary Devi Lal University
Sports Clubs;
(v) To develop Inter-University fellowship by organizing or taking part in Inter-University Contests/State Tournaments and National
Level Tournaments.
3. THE FUNCTIONS AND POWERS OF THE SPORTS COUNCIL SHALL BE
(i) To make rules and regulations for the organization, conduct and control of the Chaudhary Devi Lal University Sports Tournaments;

(ii) To interpret and enforce its rules and to give decision and rulings on any point not covered by those rules;

(iii) To frame bye-laws consistent with its rules and to appoint subcommittee(s) if and when necessary, and fix their terms of reference;
(iv) To consider and pass the Annual Budget and the Sports calender proposed and recommended by the Executive Board;
(v) To consider and adopt the Annual Reports and Audited Statements of Accounts of the Sports Council and
(vi) To take such other action as may be deemed necessary and proper for the furtherance or achievements of the aims and objects
specified above.
4. MANAGEMENT
(a) Affairs of the Sports Council shall be managed by an Executive Board. The Executive Board shall consist of
(i) Dean Faculty of Education CDLU, Sirsa and Director principal CDLM Engg. College, Paniwala Motta will both be Ex- officio
members of the Executive Board. However one of them will act as president CDLUSC as per note –I given at the and of clause 1 .
(ii) Dean, Students' Welfare, Chaudhary Devi Lal University, Sirsa.
(iii) Chief Warden, Chaudhary Devi Lal University, Sirsa,
(iv) Chief Warden, CDLM Engg. College, Paniwala mota.
(v) Registrar, Chaudhary Devi Lal University, Sirsa or his nominee not below the rank of Assistant Registrar
(vi) Finance- Officer, Chaudhary Devi Lal University, Sirsa or his nominee not below the rank of Account Officer
(vii) One Teacher out of Professors/Readers/Lecturers from University teaching Departments (UTD) to be nominated by the Vice-
Chancellor out of names given under clause1(j).
(viii) One Teacher out of teachers from CDLM Engg. College Paniwala Mota to be nominated by the Vice- Chancellor out of names
given under clause1 (k).
(ix) One Lecturer from Department of Physical Education to be nominated by the Vice- Chancellor out of names given under clause
1(l).
(x) One Director Physical Education from CDLM Engg. College Paniwala Mota as given under clause 1(m).
(xi) The Secretary and Assistant Secretary Sports Council, who shall be Secretary and Assistant Secretary of the Executive Board.
(b) Meetings of the Executive Board shall be convened by the Secretary, with the permission of the President, as often as may be
necessary. Ordinarily, seven days notice shall be given for such meetings, but in emergent cases the President may call a meeting at
a shorter notice, if necessary.
(c) The quorum for a meeting of the Executive Board shall be of 1/3 rd of the members.
5. FUNCTIONS AND POWERS OF EXECUTIVE BOARD
The functions and powers of the Executive Board shall be:
(i) To organize, conduct and control the Chaudhary Devi Lal University Sports Tournaments, the various University Sports Clubs and
all other Sports activities in which the sports Council participates in accordance with the rules framed in that behalf by the Sports
Council.
(ii) To raise and spend funds of the Sports Council in accordance with the Budget Estimates sanctioned by the general body. To
constitute write of committees; write
off irrecoverable dues, items on stocks and to condone delay in the submission of entries.
(iii) To fill up any vacancy occurring among its elected members or among the members of any Club, in the course of the year, for the
unexpired term pertaining there to.
(iv) To frame laws and to make amendments in rules to meet any situation that may arise in the bona fide discharge of its duties,
provided that such action is duly reported to the next general meeting of the Spoils Council.
(v) To consider and recommend, for adoption by the Annual General Meting with its appropriate comments, the Annual Report of the
Secretary on the year’s activities, the Audited Statement of accounts for the year, the Reports and Statements of Accounts of
various Sports Clubs, the Annual Budget Estimates and General Fixtures List for ensuing year.
(vi) To sanction advances and approve expenditure, and to form purchase committee(s) where the amount exceeds Rs. 20,000/- for
purchase of an individual •item.
(vii) To assign duties to Secretary and Assistant Secretary, which are not specified in the rules

6. THE DUTIES AND POWERS OF THE PRESIDENT SHALL BE AS FOLLOWS

(i) To preside over all meetings of the Sports Council and its Executive Board and to discharge such functions as may be
assigned to him in that capacity, by Sports Council/Executive Board (in the case of equality of votes the president shall have a
casting vote).
(ii) To sanction expenditure upto Rs. 20,000/- for an individual item at a time, and to appoint Purchase committee upto an
amount of Rs. 20, 000/- for an individual purchase/individual case.
(iii) To allow re-appropriation of funds from one budget head to another and may condone delay in depositing balance amount out
of an advance under special circumstances.
(iv) May allow purchase on Single Quotation/Bill basis upto an amount of Rs. 1000/- for an individual item as a special case.
(v) In an emergency, to take decision to meet the situation in anticipation of approval of the Executive Board, but such decision
shall be placed before the next meeting of the Executive Board.
(vi) In case any person holding the office of president leave the office by virtue of which he was holding the post of president, the
person appointed in his place will hold the charge only for the remaining period of the term.
7. In the absence of president, the person between whom the post of President ship rotates, will automatically act as President
and preside over the meeting and shall exercise the powers vested in him
8. THE SECRETARY SHALL :—
(i) Carry on correspondence on behalf of the Sports Council and give effect to the resolution of the Council as its Executive officer;
(ii) Issue notices of meetings and record minutes of the same and be responsible for their maintenance;
(iii) Be responsible for the maintenance of other records and registers as well as the custody of all the property of the Sports Council;
(iv) Carry out other duties, which may be entrusted to him from time to time;
(v) Have an imp-rest of Rs. 2000/- each to meet petty expenditure of contingencies to be recouped from time to time;
(vi) Have power to incur expenditure and to appoint purchase committee Rs. 5000/-for an Individual item at a time,
(vii) Be in-charge of the finances of the Sports Council;
(viii) Issue receipts for sums received;
(ix) Make payments in accordance with the rules prescribed by the Sports Council;
(x) Maintain accounts of the Sports Council funds and present statement of accounts duly audited by the University Auditors;
(xi) Operate upon the accounts of the Sports Council and sign all cheques for all expenditure duly sanctioned and pre-audited;
(xii) Take decision in anticipation of the approval of the President/Executive Board, C.D.L.U.S.C. to meet any emergent situation in
discharge of his functions. Such decisions will be placed before the President/Executive Board.
9. Assistant Secretary shall function as Secretary in the absence of the latter. The Assistant Secretary shall discharge such duties as
may be assigned by the Executive Board.
10. (A) GENERAL BODY MEETINGS:
An Annual General Body Meeting of the Sports Council shall be convened once every year in the month of July/Aug or as soon
thereafter as may be possible; date, place and time shall be as determined by the President in consultation with patron. At least 10
days’ notice shall be given for this meeting.
The business at this meeting shall include:-
(i) The adoption of the Annual Reports and the Audited Statements of Accounts of the Sports Council and the various University
Sports Clubs, as presented by the Executive Board under clause 5(v) above;
(ii) The Budget Estimates and the General Fixtures List for the ensuing year;
(iii) The amendment of rules or enactment of new rules or bye-laws;
(iv) The proposals or resolutions brought up before the meeting by any one of its renumbers’ provided that a written notice of the same
is given to the President or the Secretary by the end of March, preceding the Annual General Meeting; and all such proposals and
resolutions shall be considered by the Executive Board in the first instance and placed on the agenda of the Annual General
Meeting with such recommendations as may be made by the Council.
(b) The Patron may, at his discretion, call one more General Meeting the Sports Council, to transact the unfinished business of the
Annual General Meeting or such other business as may be considered necessary in the court of the year.
(c) Should at least one-third of the members of the Sports Council consider an extra-ordinary General Meeting of the Council
necessary, they shall, in joint requisition, inform the Executive Board intimating the specific purpose for which such meeting is

deemed to be necessary. The Executive Board shall call a meeting of the Sports Council within 20 days of the receipt of such a
requisition. Only the specific business for which the extra ordinary meeting is called, shall be considered at such a meeting.
(d) The quorum for a General Meeting shall be 1/3 of total members. In case of adjourned meeting on quorum shall be required.
(e) All decisions shall be taken by a simple majority vote of the members present and, in the case of a tie, the Patron shall have a
casting vote.
(f) Ex-officio members Secretary & Asstt. Secretaries will refrain from participating in the discussions of the meetings of
C.D.L.U.S.C. Executive Board until asked to do so by the President C.D.L.U.S.C
11. The travelling and halting allowances for attendance at the General Meetings shall be borne by the Sports Council in the case of all
the members of Sports Council.
12. The accounts of the Sports Council shall be pre-audited by the Resident Auditors in the Chaudhary Devi Lal University and the
report of the Secretary together with the annual audit note of the Resident Auditors shall be submitted to the Executive Council of
the Chaudhary Devi Lal University after they have considered and duly adopted it at the Annual General Meeting of the Sports
Council.
13. The Executive Council of the Chaudhary Devi Lal University shall exercise general supervision and control over the Chaudhary
Devi Lal University Sports Council and shall decide constitutional changes that are considered necessary.

SPORTS REGISTRATION FEES, ENTRY FEES AND TRIAL FEES

1. a) Sports Registration Fee: Every student shall pay University sports fee @ Rs. 150/- per
annum at the time of admission to a course and also for a succeeding years. This amount
of sports fee shall be transferred to CDLUSC by 30th September each year.
b) Entry Fee: Every College shall remit entry fee @ Rs. 100/- per game. Separate entry
fees by a college will be sent for men and women teams in each game. The fee must be
sent to the Secretary, CDLUSC by 30th September or along with the entry letter. The
college may enter, as many teams, as the college wants to enter for inter-college
competitions but only one team in each game shall be allowed.
A college not entering in any of the Inter College Competitions will also have to
pay Rs. 500.00 as token fee.
c) Trial Fee: Trial fee per head per game will be charged @ Rs. 50/-.
d) Colleges remaining in arrears on account of sports registration fee, entry fee etc. beyond
30 th September shall not be permitted to take part in the remaining sports activities of the
current session. Colleges that remain in arrears beyond March each year in the payment
of its dues to the CDLUSC shall not be allowed to participate in the next session's
tournaments and sports activities. The list of defaulting colleges shall be published and
circulated to all the affiliated/maintained colleges and University authorities.
e) Bank Draft/Local Cheques of State Bank of India only Payable in favour of Secretary,
C.D.L.U.S.C., Sirsa should be sent.
NOTE: The student strength (whose registration fee is being sent) must tally with the
strength of the students sent to Registration Branch.
TOURNAMENTS/ENTRIES AND ENTRY FORMS

Note; For the purpose of the C.D.L. University tournaments the CDLU Sports Council
shall have the powers to modify any of the federation /association rules.
b) Any event in the CDLU Sports tournaments, in which less than, four colleges/teams enter
and actually compete, shall be held in abeyance.
c) No new event shall be introduced into the tournaments unless at least five colleges/units
enter for competition. This condition shall also apply for the 1 st time conduct of approved
games.
d) A college can enter only one team in each event/game. Proper record of results, best
timings, distance etc. achieved in the various games, athletic events, swimming events of
the tournament shall be kept by the Secretary in his office.
e) Eligibility forms are stocked in the office of the Secretary and are available free of cost.
Note; In order to develop sports, the C.D.L.U.S.C can conduct tournaments among
the affiliated colleges/Institutions by equally dividing the students of existing
colleges/Institutions into different teams, and award certificates to such teams
winning 1 st ,2 nd and 3 rd positions in these tournaments. This shall only be done till
such time, when the number of affiliated colleges/institutions is less than Four.
DRAWS
3. a) The copies of the Sports Calendar shall be circulated in duplicate to all the colleges in
July each year after receiving calendar of AIU and entries dispatched by the colleges
shall reach the Secretary, CDLUSC by the dates prescribed in each case.
b) The draws shall be made immediately after the closing of the entries, and shall be
communicated in duplicate immediately to all the colleges concerned. No alteration shall
be made in the arrangements without the sanction of the President, CDLUSC.
c) The Secretary, CDLUSC is authorized to fix venues for different games as have
approved facilities in respect of the grounds, equipment, accommodation and other

equirements.

d) The Principal of a college, entrusted with the responsibility of conducting university
fixture of playing a tournament fixture At Home shall be responsible for the proper
conduct of his team and the spectators, and for providing the necessary atmosphere for
the conduct of matches. It is obligatory that the Principal of a host college as also some
senior members of his staff be present at University fixtures. It is also obligatory that all
kind of cooperation be given to the observer appointed to mark observation of the
tournament.
e) Every college taking part in a tournament match or fixture is required to depute some
responsible members of its staff, to be present on the spot, to help the C.D.L.University
Sports Council authorities in maintaining proper order. Under no circumstances shall a
team be allowed to participate in a tournament unless accompanied by a staff member.
f) No derogatory or offensive remarks shall be allowed at the university matches.
g) The players participating in the trials are required to bring an authority letter, eligibility
particulars and identity card from the Principal of the College.
ELIGIBILITY
4. (a) All entries must be sent on the prescribed forms as per Annexure-D duly filled in,
accompanied by correct fees and lists of names with particulars of eligibility of the
participating students so as to reach the Secretary, CDLUSC not later than the dates
specified in each case.
(b) All entry forms as also lists of names of the participating students, containing their
particulars of eligibility, shall be signed by the Lecturer, Department of Physical
Education and Principal concerned.
(c) Particulars of eligibility shall be filled in, on the prescribed proforma and sent to the
Secretary, CDLUSC, in duplicate at least one week before the start of the tournament.
(d) No college shall play any student, whose name is not borne on the list already submitted
to the C.D.L. University Sports Council, as required under Clause (b) above. If, however,
a college wishes to substitute for a player(s) from its original list, or otherwise desire to
play any student from outside, a supplementary list be submitted, provided that such a list
reaches the Secretary, CDLUSC, not later than a week before the commencement of the
tournament fixtures, as the case may be. In addition to the proforma of eligibility as in (b)
above, each participating individual or team shall present the Organizing Secretary,
his/her college identity cards of the current session for the purpose of identification.
(e) The identity card shall bear, in addition to the signature of the student, an attested copy
of his/her photograph, duly signed and stamped by the Principal and containing
following information:
1. Name 2. Father's name
3. Date of Birth 4. Uni. Registration no.
5. Roll Number 6. Class
(f) At least half an hour before the schedule time of the match/fixture the manager of the
teams concerned shall submit to the Organizing Secretary for scrutiny the following

documents:
(i) Proforma of particulars of eligibility duly checked and signed by the Assistance
Secretary, CDLUSC.
(ii) A list of players, from among the names contained in the proforma for particulars of
eligibility, who are actually to take part in the match fixtures, and
(iii) Identity cards of the players, playing in the match.
(g) The participating players shall, 30 minutes before the start of the match line up at the
centre of the playground for verification of their credentials, as above, and for necessary
instructions for the match.
(h) If a case of doubtful eligibility is brought to the notice of the Organizing Secretary,
Referee/Umpire/Judge, or he/she otherwise detects/discovers such case, he/she shall
inform the Manager of the team concerned accordingly. The matter shall be referred to
the Jury of Appeal for necessary action.
(I) The tournament shall be open to bonafide students (men and women) separately
(i) Of all affiliated/maintained colleges/institutions of the C.D.L. University; and
(ii) Of all departments of the University.
(j) For purpose of the tournaments, a bonafide student is defined as a matriculation/
10+2/equivalent examination student, whose name is home on the rolls of the
affiliated/maintained colleges of the university and who is studying for a university
examination. 10+2 students studying in colleges are also allowed to participate.
(k) Every admission to a college/university class or faculty shall be considered as regular
and bonafide for purpose of the C.D.L.U. Sports Tournament only when the following
procedure has been fulfilled:
i) Application for admission made and accepted.
ii) Submission of university certificate/discharge certificate.
iii) Admission or readmission fee as the case may be, duly and fully paid.
(L) No student shall represent his/her college unless:
i) He/she is a bonafide student of the college affiliated to the C.D.L. University.
ii) His/her name appears in the books of the college affiliated to the C.D.L.
University.
iii) He/she is following a course in C.D.L. University leading to a
certificate/diploma/degree of this University.
5. (a) A student joining more than one college in the same session shall not be eligible to take
part in the C.D.L. University tournaments.
(b) A college playing students, without obtaining approval of the university, as in 4(a)
above, shall render itself liable for disqualification.
6. A student joining a college after the 30 th November in any year shall not be eligible for
the tournament in that session.
7. No student who has completed the age of 25 years on 1 st of July of that calendar year shall
be eligible for C.D.L. University tournament.
8. No student, who has been disqualified by the university on any account, shall be eligible
for C.D.L. University tournaments during the period of his/her disqualification.
9. (a) No student shall be eligible to represent college if :

(i) More than eight years have elapsed since he/she passed the metric examination or
seven years since he/she has passed the 10+2 qualifying him/her for admission to a
first degree of the university.
(ii) Seven years have elapsed since he/she passed the intermediate/10+2 examinations in
the case of student seeking admission to the University after passing the
intermediate/10+2 examinations.
(iii) One year more than the length of the prescribed course has elapsed since he/she first
began following course provided the degree course is of more than three years
duration.
(b) A post-graduate student or a student of a course where admission is allowed after
graduation, shall be eligible to represent his/her college provided he/she satisfies the
conditions of the eligibility period as laid down in Rule 9(a) above.
10. (a) Student shall be eligible for the C.D.L. University tournaments for the prescribed
duration of the Bachelor Degree (BA/B.Sc. Hons.) and Master’s Degree (M.A./M.Sc.)
courses and one year more than the length of the prescribed course in each case. Provided
that not more than four years in the case of three-year degree course have elapsed since a
student first began the following three-year degree course and that the total period of
eligibility after 10+2 have not exceeded seven years.
(b) An examinee for university examination shall not be eligible for the C.D.L. University
tournament till the declaration of his/her result and his/her joining an affiliated college as
a regular student, if however, an examinee does not complete his/her examination and
rejoin the college in the same class, he/she shall be eligible subject to his/her satisfying
other conditions of eligibility, as mentioned in the above rules.
(c) Students joining the M.A. (Final) in the college provisionally pending the declaration
of their M.A. (Previous) results, shall be eligible for the C. D.L. University tournaments,
provided they are otherwise eligible in the terms of rules.
(d) A student joining another college for his/her M.A. (Final) examination shall not be
eligible for the C.D.L. University tournaments unless his/her migration is completed in
all its detail in terms of Rule- 12.
11. (a) Periods of study spent in any other university shall be equivalent to the period of study
spent in any college of the University under those rules.
(b) Any part of a year shall be equivalent to a whole year for purpose of eligibility.
(c) Periods of study spent in any professional college, in between shall be equivalent to
periods of study, spent in Arts College, except in cases where the stay in a professional
college is for the full duration of the course in that college.
(d) In the former case, broken periods, spent in professional colleges, shall also be counted
against those colleges, in case of a return thereto.
12. (a) No member of any University/college staff (teaching or administrative) who otherwise
fulfils the conditions of eligibility shall compete in the inter-college tournaments.
(b) A student migrating from one college to another shall be eligible for the C.D.L.
University tournaments only if his/her migration is completed in all its details on or
before the 31 st October, each year.

NOTE: The following procedure completes migration:
(i) The approval of both Principals;
(ii) University sanction;
(iii) Production of a proper discharge certificate and
(iv) Admission by paying all fees. Proper discharge certificate is defined as a
certificate on the Proforma prescribed by a college in that behalf indicating the
details of attendance etc. of the student concerned.
13. (a) A student migrating from any other University in India to a college affiliated with this
University shall be eligible for the session's tournament only if his/her Inter-university
migration is completed in all its details, on or before the 30th of November in that year.
(b) A student of this university joining another university in India provisionally (pending
the sanction of his/her return to this University) be required to produce a certificate of
his/her having left the previous Institution in that University which he/she had
provisionally joined, before playing in the C.D.L. University tournament.
14. The Principals of the colleges concerned are responsible for the eligibility of each
member of their team, and for those whom they send for trials for inclusion in
University teams.
DISPUTES, PROTESTS AND PENALTIES
15. Any college, playing an ineligible student in the tournament or in any other way,
breaking the rules and regulations of the C.D.L. University Sports Council shall render
itself for disqualification.
16. If for any reason, before or during a tournament/fixture either team wishes to lodge a
protest, the team Manager shall submit his written protest with a protest fee of Rs. 500/-
to an official of the C.D.L.U. Sports Council or in his absence, to the Principal of
organizing college. The match, however, shall be played and completed.
17. (a) All complaints or protests in connection with the tournament must be lodged to the
organizing secretary till the next match of the concerned team, and must be addressed, in
the first instance, to the Secretary or President, C.D.L.U. Sports Council, accompanied by
a deposit of Rs. 500/- which shall be forfeited in the event of the protest not being
sustained.
(b) Such protests, in which the discrepancies or defects are already known to the protesting
party, shall not be entertained unless made on the spot in writing to the official in-charge
of the match. Such defects should invariably be brought to the notice of the authorities of
the other party before the commencement of the game and a protest may be lodged only
if the party concerned pays no heed to such a warning.
(c) There shall be a jury of appeal consisting of the Organizing Secretary (both Principal
and Lecturer Physical Education) of the organizing college, observer of the zone and two
other neutral persons co-opted by the Principal of the organizing college with the consent
of both Managers of the teams. If the team of Host College is involved in the protest, the
jury of appeal shall comprise of observer of the zone and two other neutral persons
co-opted by the observer of the tournament and the Principal and Lecturer, Physical
Education of the host college shall not be the member of Jury of Appeal in the case. The
Jury of Appeal shall decide the dispute, if the circumstances are beyond control, the
matter can be referred to the Secretary, C.D.L.U. S.C. then the Executive Board shall
decide the dispute.

18. (a) Whenever individuals or teams are suspended for misconduct or unsporting behavior in
the course of play, such suspensions shall continue in force until the case is decided by
the Executive Board.
Note: In the case of suspension as in (a) above, the referee, Umpire, Judge or other authority
concerned shall report the matter to the Secretary, CDLUSC within the 24 hours.
Copies of such reports shall be sent at once to the colleges, concerned marked
"immediate" for their representation to be forwarded to the CDLUSC within 4 days of
reports reaching them. The case shall then be decided by the Executive Board as
expeditiously as possible.
(b) Temporary suspensions permissible under rules of a game shall not fall within the
purview of the clause 18(a).
(c) When a college or its team is disqualified for a specified period for playing an
ineligible or on account of the students subsequently found to be ineligible or otherwise
guilty of an infringement of any of the C.D.L.U.S.C. Rules, the defaulting player shall
remain suspended during the period for which his/ her team or college is disqualified,
he/she shall not be eligible to play for the period of suspension or disqualification on
behalf of any affiliated college. Other players, however as are not at fault, shall not be
debarred from playing on behalf of a college or colleges to which they might migrate or
join during the period of disqualification of their old college.
19.(a) Any college team that walks out of the field of play during the course of a
tournament/fixtures shall normally be disqualified and the match awarded to the
opponent team.
(b) A team walking off the field of play as a protest against the judgment of a
Referee, Umpire or Judge shall be deemed to have lost the match and may in addition
be disqualified for a further period of one year.
20. In the event of a team not turning up for a tournament/fixture the team shall pay a fine of
Rs.500/- to the C.D.L.U.S.C. The withdrawal in writing has to be prior to the last date
of entry or drawing of fixtures.
21. In case of bonafide complaints, the CDLUSC shall have the authority to call for or look
into relevant papers or record of the college/colleges concerned for purpose of
investigation.
22. Whenever any disciplinary action is taken against individual colleges by the CDLUSC, it
shall be notified to all the college.
APPOINTMENT OF REFEREES, COACHES
23. The Executive board and the Secretary shall make all arrangements, including the
appointment of referees/umpires/ judges etc.in connection with the matches to be played
at the headquarters of the CDLUSC or elsewhere and incur expenditure in that behalf.
24. Number of officials shall be appointed according to the concerned federations, Rule Book.
For tournaments, which are conducted only by the C.D.L. University, the number of the
officials shall be decided by the Secretary, CDLUSC. A tentative list of number of

officials to be appointed for tournament is given in the Hand Book of Information. On
page 43 & 44
25. The referee/judge/umpire etc. appointed for conduct of tournament/fixture should be
instructed to report any serious cases of breach of rules to the Secretary, CDLUSC who
shall lay the same before the Executive Board for consideration and decision.
Traveling, Supervision and Other Expenses
26. (a) The President, Secretary and members of the Executive Board can travel by their own
car/hired taxi for the meetings, efficient conduct of tournaments with the sanction of the
President.
The other persons traveling for CDLUSC business shall be paid TA/DA in
accordance with the current University Rules. In case such a person is entitled for own
vehicle/hired taxi then prior approval of the President, CDLUSC should be obtained.
(b) Members of the staff of the Sports Department, traveling on CDLUSC business shall
be paid TA/DA in accordance with the current university rules.
(c) The Secretary, CDLUSC is entitled to sanction journeys for his staff and others for
the efficient conduct of the tournaments (inter-college and inter-university) but the
approval of the President, CDLUSC is necessary in the case of Secretary, CDLUSC.
(d) Actual local conveyance for both ways for supervision of the matches or for
arrangements connected with the organization of the matches in the university/interuniversity
tournaments, to attend various meetings connected with CDLUSC business
may be paid out of CDLUSC funds, wherever necessary and expedient, according to
the rates approved by the University.
27. (a) A Referee/Umpire/Judge and other officials like scorer and time-keeper etc. traveling
for the supervision of university matches shall be entitled to
(i) Actual rail/bus fare (up to 1 st class rail fares in the case of travel by rail and up to
deluxe fares for journeys performed by bus) plus local conveyance according to
entitlement. In case of travel by 1 st class rail/deluxe bus ticket number/ticket is
essential.

(ii) Daily allowance according to entitlement, subject to a minimum of Rs. 120/- per
day. A person not in service will be paid DA @ Rs. 120/- per day.
(b)The following supervision fee for Referee/Umpire/Judge shall be paid for the intercollege
tournaments of the C.D.L. University:-
(i) Table-Tennis, Badminton, @ Rs. 100/- per match,
Water -polo and Softball. each official
(ii) Hockey, Football, Kabaddi, Chess, @ Rs. 150/- per match,
Basketball, volleyball, Kho-Kho, each official
Cross-country, korfball, handball, And Squash.
(iii) Cricket, Wrestling, Boxing, Gymnastics, @ Rs. 300/- per day
Weight lifting, power-lifting and best Physique, each official
Athletics, Swimming, Judo, Relay Races,
Archery and Shooting.
(iv) Linemen, Scorer, Timekeeper and Table officials @ Rs. 70/- per match,
each official
28. (a) A local Referee/Umpire/Judge shall be paid supervision fee as in Clause 27(b) above
and conveyance charges according to the University rules for both ways.
(b) Class IV employees Peon and Groundmen on duty. @ Rs. 50/- per day.
Note (i) For Inter-varsity tournaments, the University will collect/pay from/to other
universities officiating fees as per AIU rates. The appointment of number of officials
shall be as per Federation rules of the concerned game.
(ii) The weighing- in and on the spot drawing of fixtures is part of the competition. In
such games/events the officials deputed for weighing- in and fixtures prior to
competition days will be paid officiating charges as per existing rates.
29. (a) All the expenses for organizing inter-college competitions in wrestling, boxing, weight
lifting, power lifting, best physique, archery, gymnastics, athletics, shooting, cross
country, Judo, relay races, swimming and water polo etc. etc. shall be borne by the
CDLU Sports Council under the following heads, with the approval of the Executive
Board.
(i) Tentage, shyamyana and sitting arrangements;
(ii) Light, sound and mike arrangements;
(iii) Photography and video etc.,
(iv) Refreshment to guests, invitees, officials, Managers and Coaches;
(v) Expenses on transportation, invitation cards;
(vi) Medals, mementos, badges, flowers etc.
(vii) Medical aid/assistance;
(viii) Engagement of temporary laborers;
ix) Expenses on opening, closing ceremonies and cultural activities;
(x) Expenses on gates, banners, advertisement etc. and
(xi) On any other item of direct or indirect benefit of students/ participants as
may be approved by the Executive Board, CDLUSC.

Note: (a) While organizing A.I.I.U. Tournaments the CDLUSC in addition to above mentioned
heads can give at home to the participating teams and incur expenses on any other heads
not covered in these rules subject to the approval of the Executive Board, CDLUSC.
(b) Expenses for organizing zonal/inter-zonal games/tournaments shall be borne by the
organizing college, However, financial assistance shall be paid to the colleges for
organizing zonal/and inter-zonal tournaments @ Rs. 1000/- and Rs. 1500/-, respectively.
(c) In case following tournaments are conducted by any affiliated college(s) the grant-inaid
for different games for conduct of the tournaments shall be as follows. The expenses will
be incurred under different heads mentioned in 29A. However, TA/DA and officiating of
technical officials will be borne by CDLUSC:
Wrestling, Athletics, Swimming,

Note: (a) A utilization certificate be submitted by the organizing college duly countersigned by
Bursar and Principal for 29(b) and (c) [format is given at Annexure -C].
(b) In case separate tournaments are organized for each section the amount of financial
assistance shall be equally divided.
30. Referee/Umpire fees for all the semifinals, final and 3 rd place matches and for league
matches and also any other matches played by special arrangements at the headquarter of
CDLUSC or elsewhere, shall be borne by CDLU Sports Council. For the preliminary
matches upto semifinal stage the officiating charges shall be borne by the colleges
concerned.
31. (a) At the coaching camps, to be organized by the CDLU Sports council all the campers
shall be paid @ Rs. 130/- per head per day to meet their food expenditure etc. If
arrangements for meal etc. are not possible, cash payment will be made to the campers.
(b) The TA of the students from college to venue of the camp shall be paid by the college
concerned. If the camp is organized at a place other than Sirsa and the boys/girls are
called to report at certain place for further inter-varsity participation, the TA from the
coaching camp place to the reporting place shall be borne by CDLU Sports Council. The
return journey from C.D.L.U. Sirsa to college shall be paid by the concerned college.

(c) Cash payment can be made as diet charges to the players in the coaching camps
excepting when special camps are organized during the autumn break/summer vacation,
when boarding arrangements will be made by the organizer viz. CDLU Sports Council.
32. The team traveling for inter-university and other fixtures will be paid as under by the
CDLU Sports council:
32.(a) University teams participating in the inter-varsity, fixtures will be paid DA@ Rs. 150/-
per head per day (@ Rs. 200/- per head per day for metropolitan cities) on competitions
and halting days). Full DA will be paid for the day of departure and arrival. Local
conveyance charges will be paid @ Rs.3/- per K.M. to the players. For the journey days
DA @ Rs.150/- be paid to the players. The teams participating in other tournaments or
fixtures within or outside Haryana State will also paid DA and other charges at the same
rates. The team or an individual athlete, after winning 1 st or 2 nd or 3 rd position at AIIU
tournaments can be given special refreshment @ Rs. 50/- per head in addition to their usual
DA.
(b) 2 nd class Railway fare (concessional, if available) with reservation charges/actual bus fair
be paid to the players of the participating teams traveling either for inter- varsity fixtures or
for other tournaments/fixtures. However Secretary CDLUSC is authorized to approve the
journey by bus up to 400 K.Ms distance for the convenience of the teams.
(c)The Manager/Coaches accompanying the University teams for inter-university fixtures be
paid 1 st class railway fare (concessional, if available)/actual bus fare each way and daily
allowance of Rs.150/- per head per day (unless he/she is otherwise entitled to higher scale
of TA/DA according to the University Rules). Managers/Coaches accompanying the
University teams for other tournaments and fixtures be paid TA/DA according to the
current TA rules of the University.
(d) An attendant or servant accompanying a team shall be paid 2 nd class railway fare with
reservation charges/ bus fare and DA @ Rs. 120/- per day, unless he is otherwise entitled to
a higher scale of TA/DA. The Secretary is authorized to send an attendant with a team on
the recommendation of the club.
(e) Medical charges upto Rs. 500/- be paid to the team participating in the inter-university
and other tournaments or fixtures on the prescription of University Health Center/meet
Doctor. However, in emergent situation actual expenses incurred may be paid on approval
of the Executive Board, CDLUSC.
(f) Refreshment may be provided to the members of CDLUSC, Executive Board, selection
Committees, Managers, Coaches, Technical officials and guests at the time of
meetings/annual athletic meet or other tournaments of the University and Interuniversity
tournaments organized by CDLUSC @ Rs.15/- on the opening, closing and competition
days.
Note : In special circumstances refreshment @ Rs.30/- per head may be served to the members
with the prior approval of Executive Board for attending meetings of General Body/Executive
Board/or other committees constituted by the CDLUSC or Executive Board. For selection of
teams etc. members of the club committees shall be paid TA/DA permissible to them under the
university rules.
33. Secretary, CDLUSC shall depute official of the Sports Department/Manager or Coach

accompanying the University team for getting reservations in the railways, for each team
participating in the inter-varsity tournaments. The TA/DA/local conveyance of the officials
deputed for this purpose shall be paid out of the CDLUSC Funds.
34. Observers appointed to make observation at various central/ zonal/inter-zonal tournaments
shall be paid TA/DA as per CDLUSC rules plus observer fee @ Rs. 250/- per day, for the
actual day of visit subject to the maximum for three days in continuity.
35. A coach employed to impart coaching to various university teams shall be paid TA/DA as
per CDLUSC rules plus Rs. 150/- per day during the coaching camp as coaching fee. NIS
trained persons/Physical Education teachers will be employed for coaching. However, in case
of non-availability of such persons, the Secretary, CDLUSC, shall make alternate suitable
arrangements. The Secretary, CDLUSC may appoint more than one Coach on the
recommendations and justification of the selection committee.
36 (a) Track marking fee @ Rs.150/- for a day will be paid to person(s) (other than university
Athletic Coach) appointed to mark the track at the time of athletic trials, annual athletic
meet and relay races competitions.
(b) The ground man on coaching camp duty will be paid Rs.50/ per day. No compensatory
leave will be allowed for this period and he will also do his other allotted work.
CLUB FUNCTIONS
37. When a university sports club is started in any of the game or sports that comprise the
C.D.L.U. Sports tournament, it shall conform to the following rules and regulations.
The Club Committee shall consist of 4 members including, Chairman. Secretary,
CDLUSC shall be Ex-officio member of each club committee in addition to above 4
members. The University coach shall be one of the members of the selection
committee in his game.
38. (a) The selection of university team shall be done by the Club Committee itself and
the whole committee is finally responsible for the selection of the team. The
President, CDLUSC can co-opt one or more person(s) as member(s) of the committee
if any of the member(s) fail to report.
(b) Each club shall propose a selection criterion/fix qualifying standards prior to
selection of the team. This criterion will consist of evaluation of strength, endurance,
skill, agility etc etc as per requirement of the game. The tests to be used and scoring
method should be clearly specified. The final selection of the team will be based upon
this criterion.
39.(a) Second team may also be selected, so far as this is practicable, and arrangements
made to give them some practice matches, and at least one worthwhile main match of
contest in the year, if time permits.
(b) The Selection Committee may recommend to the President, CDLUSC for dropping
of sub standard/undisciplined team from participating in inter-varsity fixtures.
Normally such recommendation shall be approved by the President, CDLUSC.
40. The Executive Board of the CDLUSC shall exercise general supervision over the
CDLU, Sports- Clubs.

41.(a) Date of the coaching camps shall be recommended by the concerned club
committee, Secretary, CDLUSC shall fix up the dates keeping in view the dates for
inter-university matches. Normally, the coaching camps shall be of 7 days duration but
it can be extended up to10 days by the Secretary, CDLUSC in consultation with the
president, and more than 10 days with the approval of the Executive Board, CDLUSC.

Trials and selection matches must be properly arranged and notified in advance
and each member must be given adequate and equal chance of display his game in his
regular position first and then in other position with consent.
UNIFORMS AND FLAGS
42. (a) In all the tournaments/events competitors must wear proper uniforms made up of the
Registered Colors of the College, which they represent.
(b) Small ribbons or chevrons of college coolers shall not be accepted under this rule.
(c) All the colleges are required to define clearly the colours to be used by their teams as
also to state in what manner the colours are combined in the college uniform.
(d) In the case of a possible confusion in colours between teams from different colleges in a
match or fixture, the Org. Secretary is authorized to bring about such modification in the
uniforms as will facilitate the referee, umpire and Judge etc. to conduct the tournament.
(e) All these colours and combinations shall be permanent and kept on record in the
Secretary's office.
(f) Blue, Green and white is the colour of the University team, and as such, no college shall
adopt this combination.
(g) All colleges should submit their college flag (4' x 6) to the office of Secretary so that the
same can be displaced during various meets.
43. The uniforms of the University team shall be purchased by the Secretary CDULSC
(through purshase committee), out of CDLUSC funds. As far as possible the purchase
should be made from one place so as to ensure uniformity of colours, material, etc. etc.
44. Free of cost un-returnable uniforms as per Rule 74(a) and (b) shall be provided to all, the
team members participating in inter university tournaments. Cost of uniform (game wise)
to be provided to each team is given in Rule 73.
TROPHIES/CERTIFICATES
45.(a) All the trophies/shields are the property of the C.D.L. University Sports Council and as
such, any trophy not in actual use shall be kept in the custody of the Secretary, CDLUSC.
(b) Colleges receiving the running trophies shall hold themselves responsible for the safety
and care of the trophies they receive. Any damage to or loss of a
trophy/trophies/shield/shields shall be made good by the college concerned.
(c) It shall be incumbent on the college/colleges holding the individual trophies to return
them to the Secretary, CDLUSC before the 15 th November, each year, so that they may
be cleaned, polished and engraved in good time for redistribution.
(d) Donations of shields/trophies may be accepted with the approval of the Executive
Board, provided the amount of donation shall not be less than Rs. 5100/-.
Shields/trophies shall, however, be got prepared by the C.D.L. University Sports Council

keeping in view the wishes of the donor.

(e) Sketch of the Shield/Trophy along with the name of the donor -shall be published in the
Hand Book of Information of CDLUSC.
(f) Role of honors for winning a Trophy successfully for three years be awarded to the
college with the approval of the Executive Board, CDLUSC.
(g) The procedure for award of general championship trophy shall be as follows:
1 st place 5 points
2 nd place 3 points
3 rd place 1 point
In case there is a tie, the winners shall be the college who wins more 1 st places in the
inter-college tournaments. If the tie still remains, the team winning more number of land
places shall be the champion. If the tie still remains the trophy shall be shared between the
teams.
46. Certificate of merit, signed by the Secretary and President, CDLUSC along with medals
shall be awarded to the 1 st , 2 nd and 3 rd position holders. The number of Certificates/Medals
will be as per AIU Rules
Note; As far as possible the medals should be given immediately after the completion of the
tournament events, the certificates however be awarded at the annual prize distribution
function. The certificates of merit, referred to above in the rule, shall strictly be awarded
to these participants who have actually played in the tournament. In all the games
certificates will be awarded to the teams/player winning 1 st , 2 nd and 3 rd position.
Certificates of merit shall also be awarded to the Best Athletes, Best Swimmer, and Mr.
University.
RULES FOR THE AWARD OF UNIVERSITY COLOUR
(I)Team Games:
47. The team should have played at least two matches against two different teams in an interuniversity
tournaments during the session. However, particular case on the
recommendation of the Manager of concerned game may also be considered for the award
of University colour on the basis of performance and achievement at other levels with
creditable performance.
Except in very exceptional cases of extraordinary performance no one shall be
awarded the colour in the first year of ones membership of the club and/or class of the
couse for his first degree.
a) First preference will be given to the Captain of the team, provided he/she has
represented the University for more than one year.
(b) To an outstanding player of the team i.e. who has/have been selected for Combined
Universities teams.
(c) Maximum number of colours to be awarded to a team shall be as under:
i) Winner of All India Inter-varsity whole team.
ii) Runner-up of All India Inter-varsity 75% of the total team.
iii) 3 rd Position in All India Inter-varsity up to 60% of the total team.

iv) Zonal winner in the Inter-varsity up to 40% of the total team.

v) The behavior/character of the players during the selection of university team,
inter-college/inter-varsity tournament. University coaching camps shall be taken
into consideration for the award of university colours.
Individual Event: All those who brings 1 st , 2 nd and 3 rd position in the All India Inter-
GENERAL RULES
varsity competition.
48. No matter pertaining to the C.D.L. University Sports Council shall be published unless
authorized or done officially.
49. No official communication from colleges/institutions shall be entertained unless it comes
from or through the Principal/Head of the Institution concerned.
50. As far as possible, staff members with knowledge of games should be appointed as Incharge
of college clubs or teams.
51. The CDLU Sports Council shall not be responsible for postal delays in the delivery of
letters, money orders or cheques etc. on either side.
52. No team can be called C.D.L. University team, unless it owes its existence to the
CDLUSC or any body authorized by it. In the case of any infringement of this regulation,
the CDLUSC shall take whatever action it deems necessary.
53. All students of the affiliated colleges shall be required to give their loyalties, in so far as
games and sports are concerned first of all to their own colleges, and then to CDLUSC
and Sports clubs, before any outside interests or activities can be considered.
54. The accounts of the C.D.L. University Sports Council shall be kept in the State Bank of
India, or any other scheduled Bank as desired by the CDLU Sports Council.
55. The annual reports and audited accounts of the CDLUSC shall be ready each year by the
30 th June or as soon thereafter as possible for consideration by the Executive Board in
the first instance and then for circulation in time for the annual meeting.
56. The Secretary, CDLUSC is authorized to send any team two days earlier then the scheduled
fixture to help the team in acclimatization if the tournament is held on hill-stations or in a
region with varying temperature conditions. However, the return journey must start within
24 hours after the fixtures/tournament has been played.
57. The organizing Secretary of various inter-college tournaments shall send a copy of the
organizing secretary's report on the Proforma given at Annexure-B within seven days of
completion of the tournament along with protest/complaints, if any, to the Secretary,
CDLUSC.
58. (a) The President/Secretary/Member of the Executive Board, CDLUSC should visit
different centers before the tournament to approve the grounds and pay surprise visit
during the tournaments.

(b) Besides the above, if any college wishes to have its grounds or those of another college
approved or re-approved for the tournament, the Executive Board may depute the
Secretary, CDLUSC to visit them and report on their condition, before deciding the
matter
59. Prizes in the shape of cash/kind may be awarded by the Executive Board, CDLUSC to the
outstanding sportsmen/ sportswomen.
60. Rupee 50/- shall be charged for issuing of Duplicate Certificate of inter-college/inter-
university tournaments.
61. Role of honors record shall be maintained and the names and the distinctions of the players
should be embossed and the same be kept in the office of the Secretary, CDLUSC.
62. The President, CDLUSC is empowered to write-off unserviceable items/lost items costing
up to Rs. 2500/- in a year.
63. The concerned coach shall be fully responsible for the layout of field/Arena for inter
college tournament at the head quarter.
64. A doctor along with first-aid box and medicines must be available on the playfield when
the tournament is in progress.
65 Photographs of the captains of the university teams, the students having bettered the
Previous University/Inter-varsity records and the students/teams which secured 1 st , 2 nd and
3 rd positions in the inter-university championship shall be published in the "Sports
Souvenir".
INTER UNIVERSITY TOURNAMENTS
66. Prior approval of the Executive Board is essential for organizing any inter-university
tournament(s).
67. (i) Captain shall be decided amongst the players selected to represent the University team.
First preference will be given to player having maximum representation of C.D.L.
University in the inter-university championship in the concerned game.
(ii) In case of tie, position achieved shall be taken into consideration.
(iii) If still the tie persists seniority of class shall be taken into consideration.
(iv) If tie, still persists the player who is senior in age shall be the captain of the University
team.
(v) Second best in the merit shall be the Secretary of the University team.
68. Manager and Coach of University teams shall be appointed by the Secretary, CDLUSC.
However, preference will be given to the concerned club members. A student who has
played for universities in the past, but is not eligible to play now, can accompany the

university team as Manager or Coach in exceptional circumstances with the permission
of the president on the recommendations of the Secretary.
69. Every effort shall be made to get the railway concession in fare if the team is traveling
by train. For this purpose the concession forms may be checked properly by the
concerned Manager/ Coach before leaving the station.
70. (a) Every case of misbehavior by any member of a University team, whether on or off the
field of play, shall be reported by the club/ Manager concerned to the Secretary,
CDLUSC together with the full facts of the case. The action taken by the club
committee/ Manager, with remarks that may be considered necessary be submitted to
the Secretary for further action of the Executive Board of the CDLUSC.
(b) Every Manager/Coach accompanying the university team either for inter-university
fixtures or for any other tournament or fixture, shall submit the report relating to the
performance of the university team, behavior of the players during the time of
tournament/fixture to the Secretary, CDLUSC for consideration in the Executive Board.
He will also recommend the names of the outstanding players for the award of the
university colour in order of preference.
(c) (i) Keeping of unspent balance of advance for more than 15 days will amount to temporary
embezzlement. Therefore, the accounts of advance shall be submitted to the asst-
Secretary, CDLUSC immediately on return from the tournament/fixture.
(ii) In case unspent amount is not deposited within 15 days 12% interest will be charged. If
after 45 days the unspent amount is still not deposited than 18% interest will be
charged.
(d) Participating certificate from the Organizing university/Body/ Association is required.
The receipt of the Payment if any, made to the organizers may also be submitted.
(e) The Assistant Secretary shall help the Secretary in managing the affairs of the CDLUSC
and shall perform such duties as assigned by the Secretary, CDLUSC from time to time.
(f) No women team will be sent to Inter-varsity tournament without a lady Manager. It will
be responsibility of each club to provide a Manger for participation in Inter-varsity
tournaments.
(g) It will be responsibility of the Principals whose girls constitute the teams to provide a
Lady Manager to accompany the teams.

(a) In case of team games the players attending coaching camp will be twice the actual

Note : (i) The dress articles to be purchased for different games will be decided by the

arranged for men and women teams according to the need of the game and
women team members. Special dresses can be procured as per need of the games
and its rules and regulations. The total cost of the dress will however be within the

Manager and Coach will also be given tracksuits. Manager/Coach will only be
entitled to one-track suit in a year irrespective of the fact that they may have
accompanied more than one team in inter-university fixtures.
(iii)The ground man working in the sports office or associated with the activities of
the directorate will also be given uniform up to Rs. 500/- every year.

PART-B
RULES FOR THE CONDUCT OF TOURNAMENTS
(A). ARCHERY (MEN & WOMEN)
1. The competition shall be conducted according to the rules as adopted by Archery
Federation of India unless otherwise modified in these rules.
2. A separate competition shall be held for men and women section in Indian round Fita
and Olympic rounds.
3. In each section each team consist of 4 archers. Not more than 4 merit certificates will be
awarded in each section in Indian round and FITA round.
4. The score of best three archers in each category shall be counted towards championship.
The team securing maximum number of points will be declared winners.
5. In each competition separate individual positions will be awarded at different distances.
6. An archer shall bring his/her own Bow and Arrow.
(B). ATHLETICS (MEN & WOMEN)
1. The competition shall be conducted according to the rules of the Amateur Athletic
Federation of India, unless otherwise, modified in these rules.
2. The number of entries per college for 20 KM, 5 KM walk and Half Marathon shall be
not more than three. However, in other events two competitors shall be allowed to enter
in each event. For relay races (women) only one entry with two reserves shall be
accepted.
3. Once the detail entry is received no change shall be permitted.
4. The following events shall be conducted in the inter-college athletic meet.
MEN
Track events: 100, 200, 400, 800, 1500, 5000 and 10000 mtrs; 110 & 400 Mtrs.
Hurdles, 20 KM walk, Half Marathon.
Field events: (Jumps):- Long jump, high jump, triple jump and pole vault.
WOMEN
(Throws):- Shot-put, Hammer throw, discus throw & Javelin throw.
Decathlon
Track events: 4x100 & 4x400 mtrs. Relay races, 100, 200, 400, 800, 1500, 5000 and
10000 Mtrs., 100 and 400 mtrs. Hurdles, Half marathon, 5 KM walk.
Field events: (Jumps):- Long jump, high jump, and triple jump.
(Throws):- Shot-put, Discus throw, Javelin throw, hammer throw.

5. Unless unavoidable the competition shall be conducted for a period of three consecutive

6. Points and certificates: In each event, except for relay races the winning college shall be
awarded 5 points for the 1 st place, 3 points for the 2 nd place and I point for the 3 rd place.
In relay races these points will be doubled.
7. Merit certificate shall be awarded up to first three positions in each event.
8. Championship: There will be a separate championship each for men and women section.
The college securing highest total number of points shall be declared as the champion
college in their respective section.
9. In case of tie the college winning greater number of 1 st place shall be adjudged as the
champion college.
10. Individual best athlete: Individual best athlete shall be adjudged separately each for men
and women section. The athlete securing the highest number or points shall be declared
as best athlete. In case of tie the athlete securing maximum number of 1 st places shall be
declared as best athlete. In case tie still remains, the athlete securing maximum number
or points in the decathlon table event will be declared as best athlete.
(C). BADMINTON (MEN & WOMEN)
1. The competition shall be conducted under the rules adopted by the Badminton
Association of India, unless otherwise modified i n these rules.
2. The tournament for men and women sections shall be conducted according to the
following pattern:
Men = 3 singles and 2 doubles Women = 2 singles and 1 double
3. A tie for men section shall be decided by the combined results of 3 singles and 2
doubles whereas a tie for women section shall be decided by the combined results of 2
singles and 1 double. The result of a tie, however, can be declared when either of the
competing teams wins three matches for men and two matches for women section.
4. The order of events shall be as follows:
Men: First Singles Second Singles First Doubles
Third Dingles Second Doubles
Women: First Singles Second Singles Doubles
5. A college participating in the tournament shall bear their own share of costs of
shuttlecocks for each match.
6. Chinamex / Yonex Shuttlecocks will be used during tournaments.
7. Merit certificates shall be awarded to 6 players for men section and 4 players in women
section.
(D). BASKETBALL (MEN & WOMEN)
1. The tournament shall be conducted according to the rules of the Basketball Federation
of India, unless otherwise modified in these rules.
2. Only rubber basketball shall be used in the competition.
3. If there is a tie between two or more than two teams in the matches played on league
basis, the following procedure shall be adopted to decide the tie
a) Dual Tie: The team, which has beaten the other team in the league matches, shall be
the winner.
b) Tie between more than two teams: The tie between more than two teams shall be

decided on the basis of: Points Scored/Points Against
The team securing the greater quotient shall be the winner and so on. While deciding
the tie between three or more than three teams, only the points secured for and against
in the matches played between the teams in tie shall be counted.
c) If the tie between two teams or more than two teams still persists, it shall be decided
by the procedure given below:
i) Team having minimum number of player fouls shall be declared as winner;
ii) Even after following the (i) above, if the tie persists the team having minimum
technical fouls shall be declared as winner; and
iii) Even after following the procedure (i) and (ii) above, if the tie persists draw of
lots shall decide the winner.
d) If there is a tie in a match player on knockout basis, extra time of 5 minutes shall
continue to be given till the tie is decided.
4. Ordinarily no team shall be called upon to play more than one match a day, if however,
under unavoidable circumstances, a tem is called upon to play two matches in a day, there
shall be at least 6 hours gap between the conclusion of the first match and the beginning
of the second match.
5. The tournaments will be organized on 2-zone basis then up to zonal semifinals stage it
will be played on knockout basis. The 4-teams qualifying from 2 zones shall play interzonal
tournament on league basis.
6. The number of players representing a college shall not be more than 12 and not more than
12 merit certificates shall be awarded to a team.
7. The participating teams shall bring their own balls.
(E). BOXING
1. The competition shall be conducted according to the rules as adopted by the Amateur
Boxing Federation of India, unless otherwise modified in these rules.
2. Weighing-in and medical examination shall be conducted everyday before the
commencement of the competition. No weight shedding shall be allowed after the
weighing in has started. Also no alterations or additions shall be allowed after the Draws
have been made
3. The competition shall be conducted for the following weight classes

4. Each college is entitled to enter one competitor and one reserve in each weight class but
only one boxer shall be allowed to compete.
5. To hold competition in a particular weight class, there must be at least two competitors.
6. A competitor shall be eligible to compete only in his own wt. Class.
7. In all matters pertaining to bouts, the decisions of the Referee shall be final; unless
decided otherwise by the Jury of appeal.
8. For deciding championship federation's rules will be applied.
9. In each weight category the losers of semifinalists will be awarded 3rd places.
(F). CHESS
1. Rules of the Chess Federation of India shall apply to the inter-college chess tournament
unless otherwise modified in these rules.
2. The tournament will be played according to the Swiss Method (nine rounds).
3. The chess clocks shall be used if available.
4. A team may consist of a maximum of six players (including two reserve players) but
only four players shall be allowed to participate each playing against the other of the
same status in order of ranking. There shall be no restriction to including women players
in the chess team.
5. Each college shall clearly state the ranking order of its team while sending the entry.
The reserve shall be ranked at the bottom.
6. In the event of inability of a playing member to participate, the ranking order shall be
changed in such a way that only the player following him in the ladder takes his place
and so on. No player shall be replaced during the course of the tournament.
7. Each team is required to play through the entire tournament. However, if a team is
forced by circumstances beyond its control to withdraw from the tournament, the
treatment of any un-played matches, for the purpose of scoring, shall be settled by the
Chief Arbiter and the Organizers.
8. The first session of play shall be six hours with two time controls: 40 moves in the first

two hours, then 20 moves in one hour, with accumulation of time before the first
adjustment.
9. The final positions of the teams shall be established by the number of game points
scored by each team.
10. The position of teams, which finish with the same number of game points, shall be
determined by the application of the following tie-breaking procedures, in sequence
from (a) to (b) to (c) to (d) to the extent required:
(a) By the sum of the game scores of all the teams opponents; (b) By the sum of match
points won; (c) By the results of the matches between the tied teams;
(d) By the sum of the game scores of all the teams opponents, excluding the
opponents who scored the highest number of game points and the opponents who
scored the lowest number of game points.
11. Not more than six merit certificates shall be awarded to a team.
(G). CRICKET (MEN & WOMEN)
1. The matches shall be played according to the rules adopted from time to time by the
Board of Control for Cricket in India unless otherwise modified in these rules.
2. One day matches will be played of 45 Over.
3. Each bowler is allowed to bowl maximum of nine Over.
4. The matches shall be of duration of six hours as per details given below:
a) First Session 9.30am to 12.30pm
Lunch
12.30pm to 1.15 pm
b)
Second Session 1.15 pm to 4.15 pin
There will be one break for drinks in each session.
5. If the scores at the end of stipulated overs are equal, then the team losing lesser number
of wickets shall be declared as winner. In case, at that stage, the position is equal, the
position at the 30 overs stage will decide the winner. If the position remains undecided
after following the above procedure, the rule of lowering from 30 overs shall be applied
as per the rules of Deodhar Trophy tournament to decide the winner.
6. During the tournament Delhi King/S.G./Sonex Super balls shall be used.
7. The team shall consist of not more than 16 plays. Not more than 16 certificates shall be
awarded to a team.
(H). CROSS-COUNTRY (MEN & WOMEN)
1. The championship shall be conducted according to the rules as adopted by the Amateur
Federation of India, unless otherwise modified in these rules.
2. The distance for men section shall be 12.5 KMs and for women section 5 KMs.
3. (a)A maximum of 9 entries for men and 6 entries for women shall be allowed and all of
them shall be permitted to run. For calculating the championship, however, only first 6
for men and first 4 for women shall be counted.

(b) Individual entries shall be permitted.

(c)Team entries shall be counted only if a minimum of 6 for men and a minimum of 4 for
women begin the race even though it is not necessary that all the 6 for men and all the 4
for women should complete the race for counting championship.
4. The organizers shall show the route to the athletes at least a day before for all races held
outside the stadium.
5. Competitors may compete bare foot or with footwear on one or both feet. The purpose
of shoes for competition is to give protection and stability to the feet and firm grip on
the ground. Such shoes, however, must not be constructed so as to give the competitor
any additional assistance, and no spring or device of any kind may be incorporated in
the shoes. A shoes strap over the instep is permitted.
6. (a) For deciding the team championship, points shall be awarded to the competitorss up to
6th position for men section and 4th position for women section in the following order:
1 st position - 1 point
2 nd position - 2 points
3 rd position - 3 points and so on.
(b) The college winning the minimum number of points shall be declared as Champion.
(I). FOOTBALL (MEN)
1. Matches shall be played according to the rules of the All India Football Federation, unless
otherwise modified in these rules.
2. In matches played on knockout basis, if a game ends in a draw, 15 minutes extra timeeach
way shall be a part of the normal period of play. After the normal period of play
(including 15 minutes extra time each way) is over, each shall take 5-penalty kicks team,
one each alternatively. The team scoring the greater number of goals shall be declared as
winner. If the result is not declared yet, the 6 th ,7 th , 8 th and so on players, alternatively
from each side will take the kicks till the result is decided provided that equal number of
kicks shall have been awarded to each side. Which side shall take the first kick shall be
decided by the spin of a coin. Before the penalty kick begins, each captain shall nominate
five players to take the penalty kick on behalf of his team. No substitution shall be
allowed during the tiebreaker rule.
3. Unless unavoidable, no team shall be called upon to play two matches in a day. If under
compelling circumstances a team has to play two matches in a day, there shall be at least
6 hours gap between the end of the first match and the commencement of the second
match. As far as possible, no team shall be forced to play matches on more than four
consecutive days and there shall be one day gap between the zonal final and semifinal
matches.
4. No player shall be permitted to participate in the tournament without football shoes.
5. In matches played on league basis, if there is a tie, the tie will be decided on the basis of
goals differences: goals for - goals against. If the goal difference between two colleges
in a tie is the same, the tie will be decided by taking into consideration the highest
aggregate of goals scored by a particular college. For example, 'x' scores 15 goals for
and l0 against and if 'y' scores 12 goals for and 7 goals against then 'x' shall be decided
winner on the basis of the maximum aggregate goals scored for. If the goal difference is
the same between more than two colleges, the tie shall be decided by draw of the lots.

6. In case of Four Zone tournament, up to the zonal final stage, the tournament will be
played on knockout basis. At the inter-zonal stage, the tournament shall be played on
league basis.
7. Each college shall submit a list of players not exceeding 16 including reserves. Not
more than 16 merit certificates shall be awarded to a team.
8. In league matches, the winner team will score 3 points and the looser team 0. In case of
draw each team will score 1 point each.
(J). GYMNASTICS (MEN)
The inter-college gymnastics programme shall consist of the following competitions:
(i) Team competition
1. Team competition shall consist of 12 exercises i.e. six compulsory exercises and
six option exercises (one compulsory and one optional exercise on each
apparatus)
Note'- A gymnast obtaining 50% marks in the compulsory set of exercises shall qualify to
participate in the optional sets of exercises.
2. Team championship as well individual all around championship will be
declared in this competition.
(ii) Individual Event Final (App. Championship)
The best eight gymnasts on each apparatus from competition 1 (team competition) will
again compete in optional exercise to decide the first three positions on each apparatus.
Note: In this competition only standard equipment should be used. Team
Championship:
Each college team will consist of six gymnasts who will participate in all exercises in
team competition. The result of the competition will be decided by taking the total
scores of the best five gymnasts on each event.
Once the entry has been made no change in the composition of the team is permitted. A
college, which cannot enter a complete team of six gymnasts, may enter competitors
individually. For carrying out the exercise, the individual gymnasts will be formed into
one or several groups or will be attached to another team. Their order of use of
apparatus will be decided by the Jury.
1. Individual All Around Championship :
Individual all around championship will be decided by taking the total scores obtained in
compulsory and optional exercises on all apparatus in competition 1(team competition).
2. Individual Event Final (Individual Apparatus Championship):
The best eight gymnasts on each apparatus, from competition one (team competition)
will be selected to compete for apparatus championship.
They will perform only optional exercise. Evaluation will be done out of maximum
10.00 points.
Competition Rules: Each gymnast must execute the whole competition programme
before he is eligible to secure any position in any apparatus. Entries to the tournaments
are to be made on prescribed forms provided in good time by the organizing college.
The competitors and the judges must devote themselves entirely and exclusively to the
competition. They must accept other tasks only after having completed all the liabilities
related to the competition.
Measurement and Dimensions of the Apparatus

Horizonal Bar: Bar to be polished steel 26-27 mm in diameter; length of the bar 2.40 m.,
height from one ground must be within 2.50 m. to 2.70 m.
Pommelled Horse : Length of the horse 1.60 ms; breadth 36-37 cms; distance between the
pommels 40-45 cms; height of horse to top of pommels 1.20 ms; height of pommels from the
saddle 12 cms.
Vaulting Horse : Height of the horse 135 cms; Length of the horse 160 cms.
Rings : Height of supporting frame 5.50 ms., height of rings from ground 2.50 cms. To 2.70
ms. Interior diameter of ring 18 cms; thickness of the rings 28 mms; the suspending ropes may
end in belts or movable straps to which the rings are attached. Special arrangements will
prevent the ropes from twisting. Distance between the ropes will be 50 cms.
Beat Board : Height in from 20 to 22 cms; length 120 cms; width 60.00 cms. The beat boards
must be so constructed that it is of maximum spring ness. The board will be slopped but the
surface must not be slippery.
Floor Exercises (Free Hand) : The floor will have the minimum dimensions of 12x 12 ms.
Distinctly marked on the floor by means of white lines. It will comprise a floor, measuring at
least 14x14 ms., the space available for gymnast being marked as above.
The whole space will be covered with a soft carpet of 5 mm thickness.
Parallel Bars : Height of bars 1.70 ms; length 3.50 ms; the inside measurement between the
bars may vary 40-50. The bars must be oval in shape.
Description of Exercises : Horizontal Bar: To be swinging work without pause.
Parallel Bar: To be a combination of swinging, strength and holds.
Rings : To be a combination of strength and holds without movement of rings.
POMMELLED HORSE
Combination, with work on both sides, swinging without pause or hold. At least, one part
of the exercise to be executed from the opposite side to the main performance (Scissors
and Circles of one and both legs).
FLOOR EXERCISES (Free Hand): Exercises to consist of consecutive movement
combining poses, balancing and turning exercise with great vitality.
Long Horse: Vaults, which are listed in the code of points for men by F.I.C. may be
performed or any other vault with hands support (one hand or both hands) may be
performed.
Judges: The organizing secretary shall appoint six judges and one superior judge for
each event for the duration of the competition.
MEN : The judging panel at the apparatus will be composed as follows:

If the possibilities allow in agreement with the participating teams, a TA (Technical
Assistance) can also be used.
JURY: The organizing college will constitute the jury for deciding protests and issue not
specially covered under these rules. Superior judge of the event under protest should be
included in the jury for deciding protests.
Special Instructions: Each college team participating in the competition should have a leader
from amongst them or separate one, whose duty will be confined to introducing his team to
the superior judge and to leading them to the different apparatuses. Before the exercises

commence, he must ensure that the apparatus is properly placed and test its fitness. At the
commencements of the exercise on the rings and on the horizontal bar, the leader may
properly assist a gymnast. During the performance, he must remain near the apparatus to
prevent the occurrence of any accident but he shall not give assistance in the performance of
any exercise.
His work as a leader will not be remunerated. He is the intermediary between the
superior judge and his team. Each team must arrive and leave in good order. All the judges
and the teams taking part must be on the scene at the appointed hour and in place, which have
been designated. The individual event final (apparatus championship) will have only optional
exercise, whereas the team competition will be divided in two parts which are as under.
The first part comprises the compulsory exercises, the second one the optional exercise
on all events. The sequence of events will follow the order laid down in the programme. All
apparatuses may be in use at the same time and order of the use of apparatus will remain the
same for all the teams. Any competitor leaving his teams or competition place without the
prior permission of the superior judge will be penalized 0.30 point. Substitution of competitors
within a team during the competition is not allowed. Any case of illness or accident must be
reported immediately by the team leader and confirmed by the doctor on duty. In order to
allow an indisposed gymnast to recover the team may cease work for a maximum period of 3
minutes. If after this lapse of time the competitor has not recovered, the team must resume the
competition and the injured competitors will be eliminated from the competition.
Only one chance will be given to perform compulsory exercise on each apparatus
including vaulting horse and floor exercises.
The optional exercises may also not be repeated on all events including vaulting horse.
The horizontal bar and parallel bars exercises may be reversed wholly or in part. The floor
exercise and pommel led horse exercise may be reversed wholly only.
A competitor can perform any vault on horse in optional competition but it must not be
the same as the compulsory vault. For the parallel bars the use of beat board is permitted. All
competitors of one team must be uniformly dressed. On the side horse, the rings, parallel bars
and horizontal bar the competitors must compete in long pants with long footwear (socks and
gym. Shoes or only socks). In floor exercise and long horse vault the gymnast can appear in
long pants and with footwear, or in short pant with or without footwear. The wearing of long or
short pant is, for these exercises, left to the discretion of the team or the individual gymnast
provided the colour of the uniform is the same. Wearing of shirts (jersey) is compulsory in all
cases.
JUDGING:
The judges may consult among themselves for the first exercise (performance) in order to
obtain a common starting point. Thereafter they will work independently without any further
mutual consultation apart from in exceptional cases (accident etc.). If the marks awarded by a
judge or judges are not according to rules and regulations, the superior judge has right to call
the judge or the judges concerned.
The final scores awarded to a gymnast will be announced or flashed by the superior
judges before the next competitor starts his exercise.
MARKING
Men: Marking system has been changed by F.I.G. - Now the 10 marks will be divided as

2. Total team: 5 competitors x 120 = 600 points.
In case of protests on matter excluding the marking and judgment the decision of the jury
shall be final and there should be no right of appeal against it. After the announcement of the
result, the score sheet shall be handed over to the organizing secretary.
Championships:
Should there be any tie for championship it shall be broken as given below:
a) Team (General): The number of first higher places secured by the team.
b) Individual (General): The more number of first places secured in other works.
c) Individual (Event) The more number of first places secured in other events. If the tie
remains still unresolved, the championship shall be decided by the spin of a coin.
General Notes to the Compulsory Exercises for the Inter-College Gymnastics
Championship
1. Execution should be made and judged as per the rules of the (FIG) International
Gymnastics Federation.
2. The hold parts should be held for 2 seconds on all the apparatuses.
3. Partly or wholly, the series of the exercises may be reversed as per rules.
While judging the compulsory series execution of all the elements should be observed
with special attention. The points allotted for the element missed or avoided shall be
deduced from the total award. Besides the factors of proper execution, positions,
continuity and command shall be the guiding factor.
While judging the optional series, the difficulty of elements, its composition should be
the additional criteria to those of proper execution, positions, continuity and command.
GYMNASTICS (WOMEN)

The Inter-college gymnastics programme for women shall consist of the following
competitions:
A. (i) Team competition: Team competition shall consist of 8 exercises i.e, four compulsory
exercises and four optional exercises (one compulsory and one optional on each
apparatus).
(ii) Team championship as well as individual all around championship will be declared in
this competition.
(B) Individual Event Final (App. Championship)
The best eight girls on each apparatus from competition 1(team competition) will again
compete in optional exercise to decide the first three positions on each apparatus.
Note : In this competition only standard equipment should be used.
Team Championship:
Each college may enter one team of six women gymnasts who will participate in all
exercises in team competition. The result of the competition will be decided by taking the
total scores of the best five gymnasts on each event.
Once the entry has been made no change in the composition of the team is
permitted. A college, which cannot enter a complete team of six gymnast is may enter
competitors individually for carrying out the exercise. The individual gymnasts will be
formed into one or several groups or will be attached to another team. Their order of use
of apparatus will be decided by the jury.
1. Individual All Round Championship:
Individual all around championship shall be decided by taking the total of scores
obtained in compulsory and optional exercises on all apparatuses in competition No. l .
2. Individual Event Final:
The best eight gymnasts on each apparatus from team competition will be selected to
compete for apparatus championship. They will perform only optional exercise. On the
basis of their performance in optional exercise the position will be decided out of 10.
Competition Rules:
Each gymnast must execute the whole competition programme before she is
eligible to secure any position in any apparatus.
The competitors and the judges must devote themselves entirely and exclusively to
the competition. They may accept other tasks only after having completed all the
liabilities related top competition.
Judging:
The organizing secretary shall appoint six judges and one Superior Judge for each
event for the duration of the competition.
The judges may consult among themselves to the first exercise (performance) in
order to obtain a common starting point. Thereafter they will work independently without
any further consultation apart from exceptional cases (accidents etc.). If the marks
awarded by a judge or judges are not according to the rules and regulations the Superior
Judge has the right to call the judge or the judges concerned.

Each exercise will be judged by six judges. The maximum and minimum scores are
eliminated and the average of the middle four scores is taken for final scores.
The difference of points between two middle scores may not be greater than:-
a) 0.10 points, for scores between 9.500-10.000 points.
b) 0.20 points, for scores between 9.000- 9.475 points.
c) 0.30 points, in all other cases.
Uniform of a Gymnast:
Each women gymnast must compete in proper gymnastics
costume. All the gymnasts of a team must appear in a uniform dress.
General Notes:
1. Execution should be made and judges as per the rules of FIG.
2. Dimensions of all the apparatuses should be as per the rules of FIG.
Special Instructions:
Each college team participating in the competition should have a leader from
amongst them or separate one, whose duty will be confined to introducing her team to the
judge and to leading them to the different apparatuses. Before the exercises commence,
she must ensure that the apparatus is properly placed and test its fitness. At the
commencement of the exercises on the balancing team and uneven parallel bars, the
leader may properly assist a gymnast. During the performance she must remain near the
apparatus to prevent the occurrence of any accident but she shall not give assistance in
the performance of any exercise.

Any gymnast may repeat an exercise, which she thinks she has missed or carried
out badly. She must immediately announce her intention to the Chief Judge before the
judges have completed their marking. The repetition of the exercise must be executed
after a convenient rest time before the team passes to the next apparatus. Only the
repetition will be taken into account. Each competitor has the right to make two attempts
at the vaults of the long horse.-both compulsory and optional, the best to count. The
freestanding exercises may not be repeated. All competitors of one team must be
uniformly dressed. This dress may be modified from one event to another, but without
loss of time so as not to hold up the misruling of the competition. Work without shoes or
without vests and socks are not allowed on the floor and long horse exercises. The
competitors may, on all other apparatuses, work without shoes wearing stockings.
Championship:
Should there be any tie for championship, it shall be broken as given below:
(a) Team (General) The number of first higher places secured by the team.
(b) Individual (General) The more number of first places secured in other events.
(c) Individual (Event) The more number of first places secured in other events.
If the tie remains still unresolved, the championship shall be decided as per rule No. VIII
(8) of this booklet.
Note: Performance of first six competitors shall be recorded for award of points for the
championship.
(K). HANDBALL (MEN & WOMEN)
1. The Inter-college handball (M&W) tournament shall be conducted according to the rules
as adopted by the Amateur Handball Federation of India unless otherwise modified in
these rules.
2. The tournament shall be played for 2 halves of 30 minutes each with an interval of 10
minutes.
3. If a match ends in a draw after having been played for the normal period, an extra time
of 5 minutes each way (with no interval) is given after 5 minutes from the end of the
normal period. If a match still ends in a draw, another extra time of 5 minutes each way
(with no interval) shall be given. There shall be an interval of five minutes between the
first extra time and the second extra time as well.
If a tie is not decided even after the second extra time, the match will be decided by the
spin of a coin, However, if two teams score the same nun - ibex of points in the matches
played on league system, the tie shall be decided by goals-for goals against.
5. Each team shall consist of not more than 12 players (10 court players + two goal keepers).
A team while playing must use a goalkeeper without interruption. Not more than 7
players i.e. six court players plus one goal keeper will be, present on the court at any one
time.

6. Only the substitutes, not more than 4 teams officials and suspended player(s), if any, are
allowed to stay in the substitution area. One of the officials of each participating team in a
match must be listed on the scoring sheet as being the only responsible person to speak to
the game officials.
7. The tournament up to the semifinal stage will be played on knockout basis. From the
semifinal stage, league system shall apply. The tournaments shall be organized on two
zone basis.
8. Not more than 12 certificates shall be awarded to a team entitled for such an award.
(L). HOCKEY (MEN & WOMEN)
1. Matches shall be played according to the rules in force and as modified from time to time
by the Indian Hockey Federation, unless otherwise modified in these rules.
2. If any match played on knockout basis ends in a draw, it shall be played to the finish and
the procedure shall be as follows: after the normal playing period of 70 minutes, extra
time of 7.5 minutes each way shall be played. If at the end of 1 5 minutes of extra time
the tie is not decided, the penalty stroke rule as prescribed by the IHF shall be applied to
decide the tie. During this extra time the golden goal rule shall apply.
3. No team shall be forced to play on more than four consecutive days. If under some
compelling circumstances, attain is asked to play two matches a day, there shall be at
least six hours gap between the closing time of the first match and the time of
commencement of the second match. Under no circumstances shall a team be forced to
play two matches a day on four consecutive days.
4. (a) The tournament in men section shall be held on two-zone basis. Two teams from each
zone will qualify for Inter zonal matches which shall be played on league basis.
(b) The tournament in women section shall be held at a single venue and will be played
on knockout basis, with the best four teams playing league matches.
5. Each college shall submit a list of players not exceeding sixteen who may participate in
the tournament, and not more than 16 merit certificates shall be awarded to a team.
(M). JUDO (MEN & WOMEN)
1. The inter-college Judo (M&W) competitions shall be conducted in accordance with the
rules of Judo Federation of India as adopted by AIU, unless otherwise modified in these
rules.
2. In each weight category a college can enter one player with one reserve. A player can
play in one or more than one weight category provided the second weight category is the
open weight.
3. Minimum weight for men player who wants to compete in open weight category shall be
85 Kg. or above.
4. Minimum weight for women player who wants to compete in open weight category shall
be 65 Kg. or above.
5. The matches will be conducted on knockout cum double repechage with no cross play.
6. The men bouts will be of five minutes and women that of four minutes.
7. No competition shall be held if less than four competitors participate in the competition.

certificates shall be awarded.
3. Total points for minus the total points against in the league matches shall decide the tie.
Should the tie still persists it shall be decided by the spin of a coin.
(O). KHO-KHO (MEN & WOMEN)
1. The rules as adopted by the Kho-kho Federation of India shall apply to the inter-college
Kho- kho tournament unless otherwise modified in these rules.
2. A team shall consist of maximum of 12 players and not more than 12 merit certificates
shall be awarded.
(P). KABADDI (HARYANA STYLE)
1. The inter-college Kabaddi (HS) tournament will be run in accordance with the rules of
Kabaddi (circle style) Federation of India unless otherwise modified in these rules.
2. The team shall consist of 10 players with two reserves.
3. The games shall be played into two halves of 20 minutes each with a five minutes
interval.
4. In case the game draws, five minutes extra time each way shall be played.
5. A raider can raid for 30 seconds. If during this time he fails to score any point, the point
shall be awarded to the opponent.
6. The team winning the toss shall have choice either of side or for raid. No player can raid
twice consequently for his team.
7. Oiling or greasing of the body or long finger or tall nails are not permitted.
(Q). KORFBALL

1. The inter-college Korfball championship will be organized in accordance with the rules
adopted by the Korfball Federation of India, unless otherwise modified in these rules.
2. Korfball is a mixed team game where male and female both play an equal role together.
A team consists of a maximum of 16 players (8 males and 8 females), 4 males and 4
females will actually play at a time.
3. The duration of the game is 20 minutes each way with interval of 5 to 15 minutes (to be
decided by the referee in consultation with both the captains).
4. The court is of the size of 40x20 meters (Indoor) and 60x30 meters (out door) and is
divided by two equal halves. Further, each side of the court is divided into two divisions
(defense and offence) and in each division two males and two females are set.
5. To get a score the ball must drop through the basket. After securing two consecutive
goals, players change their positions from defense to offence and vice-versa. The
positions are also interchanged after expiry of 10 minutes time if no goal is scored during
that period.
6. Additional playing conditions and regulations provided by the Federation:
i) Running with the ball and dribbling are not allowed.
ii) Kicking, hitting or punching the ball is not allowed.
iii) There is no room for solo play. Teamwork is the most important ingredient.
iv) Blocking, tackling and holding are prohibited.
(V) One man may guard one man and one woman may guard one woman, no two
against one person. Guarding a player of the opposite sex is not allowed.
vi) A player is not permitted to score when guarded. He must dodge to unguarded
positions or pass.
vii) During the game, substitution of players (male to male and female to female) is
permissible only on two occasions. First is a substitution of general nature but the
second substitution is only made in case of injury or illness of a player. Player so
substituted shall not take the field for the remaining duration of a match.
7. Merit certificates shall be awarded to not more than 16 players of a team.
(R). SOFTBALL (MEN & WOMEN)
1. The inter-college softball (M&W) tournament shall be conducted according to the rules
as adopted by the Softball Association of India unless otherwise modified in these rules.
2. Only the softball ball and softball bat of the size and quality prescribed by the Softball
Association of India shall be used in the competition.
3. All league and knockout matches shall be five innings while the final match of seven
innings.
Five innings game will be considered regulation game after 3rd innings and seven
innings game will be considered regulations game after 5th innings. To decide the game
after regulation game, difference of 10 Home runes shall count.
4. In case of a tie in league game of two or more teams, the count of average home runs
gained and lost will apply:
i) No. of home runs gained divided by innings player.
ii) No. of home runs lost divided by innings played.

The team securing the greeted quotient shall I be the winner, by extra inning(s) shall be
played in knockout matches till the tie is decided.
5. Ordinarily no team shall be called upon to play more than two matches a day. If,
however, under unavoidable circumstances, a team can be called upon to play third
match in a day, there shall be at least two hours2E gaps between the second and the third
matches.
6 The team shall consist of not more than 15 players and not more than 15 merit
certificates shall be awarded.
(S). SQUASH RACKETS
1, Rules of the Squash rackets Federation of India shall apply to the inter-college squash
rackets tournament, unless otherwise modified in these rules.
2. The tournament shall be played on knockout basis.
3. A team may consist of maximum 6 players but only five players shall be allowed to
participate each playing against the other of the same status in order of ranking.
4. Each college shall clearly state the ranking order of its team while sending the entry. The
reserves shall be ranked at the bottom.
5. In the event of inability of a playing member to participate, the ranking order shall be
changed in such a way that only the player following him in the ladder takes his place
and subsequently the ranking status of the other players shall be affected in the same
way.
6. Each game shall be decided as the best of the five sets.
7. The cost of squash balls in a match shall be borne by the respective participating
colleges. Quality and make of the balls shall, however, be settled by the organizers.
8. Not more than six merit certificates shall be awarded to a team.
(T). RELAY RACES (MEN)
1. The relay race competition shall consist of following races: 4x100 mtrs; 4x200 mtrs;
4x400 mtrs; 4x800 mtrs; 4x1600 mtrs and Medlay Relay.
2. In medley relay the first and the last runner will run 200 mtrs. Second runner 400mtrs.
and third runner 800 mfrs. Substitutes are allowed from the names of the players given in
the eligibility Proforma.
3. Each Manager of the team must submit the list of athletes actually taking part in the
competition before the race starts so that the certificates can be prepared accordingly.
4. The rules and regulations shall be as adopted by Amateur Athletic Federation of India.
5. The team winning will get 10 points, runners-up 6 points and 3 rd place 2 points.
(U). SWIMMING (MEN & WOMEN)

1. The competitions shall be conducted according to the rules of the Swimming Federation
of India, unless otherwise modified in these rules.
2. The tournament shall be conducted in the following events as indicated for men (M) and
women (W). Distance given is in meters.
Free style; 50(M&W), 100(M&W), 200(M&W), 400(M&W), 800(W), &1500(M)
Back stroke: (100M&W) & (200(M&W); Breast stroke: 100(M&W) & 200(M&W),
Butterfly stroke: 100(M&W) & 200(M&W);
Individual Medley Relay: 200(M&W) & 400(M&W);
Free style Relay: 4x100(M&W) & 4x200(M&W) Medley Relay: 4x100(M&W).
3. Each college shall be permitted to enter a maximum of two swimmers for each
individual event.
4. For each Relay event, each college may enter only one team with one substitute
swimmer. All swimmers entered for individual events can be used in relays.
5. The composition of a relay team may be changed between heats and finals of that event.
6. The names of swimmers actually swimming on a relay must be submitted at least an
hour before the start of the session in which the event is to take place, in the order in
which they are to swim. In Medley Relay the names must be submitted as per their
respective strokes.
7. The competition shall be conducted over a period of three days. The heats shall be
conducted in the morning session and the finals of these events should be finalized in the
evening session on the same day.
8. Eight best swimmers shall be advanced to the finals on the basis of their timings in the
heats and shall be allotted lanes as per rules.
9. There shall be minimum 3 swimmers/teams for relay for conduct of any event/heat/final.
10. The swimmer scoring maximum individual points shall be declared Best Swimmer and
will be awarded a certificate.
(V). DIVING
1. For each diving event, each college may enter a maximum of two competitors with the
total number not exceeding 4 men and 4 women divers (in both High Board and Spring
Board).
2. The high board diving competition should [preferably be conducted from 10 Mtrs.
Spring Board and the spring board competition from -3 Mtrs. Spring Board.
Only the dives prescribed by the FINA shall be executed and no other dives may be
permitted.
(W). WATERPOLO
1. A college water-polo team shall consist of thirteen players (7 playing and 6 reserves) and

not more than 13 certificates shall be awarded to any winning team.
2. There must be a minimum of 4 teams for conduct of this tournament.
3. The tournament shall be conducted along with swimming competitions.
GENERAL RULES:

a) The awards of points for the first three places for individual events in swimming diving
shall be5,3,and1 and for Relay Races 10, 6 and 2.
b) Certificates shall be awarded for first three places in all events.
c) For the purpose of individual/team championship, points shall be counted separately for
swimming and diving. Trophy shall be awarded only to the swimming championship.
(points earned by water polo and diving teams will not be counted towards swimming.)
d) The trunks/costume shall be in good moral taste, non-transparent with drawers/slips
underneath and suitable for the individual sports discipline. The referee of a competition
has the authority to exclude any competitor whose costume does not comply with this rule.
(X). TABLE TENNIS (MEN & WOMEN)
1. The rules for Table Tennis Federation of India shall apply to the inter-college
tournaments, unless otherwise modified in these rules.
2. The tournament shall be played in Swathing Cup lines. The order of the play shall be as
follows
Where three players on one side are numbered A, B, C; and the three players on
the other side are numbered X, Y, Z.

(Y). TENNIS
1. The rules of the All India Tennis Association shall apply to the inert-college tournament,
unless otherwise modified in these rules.
2. The tournament shall be played on Davis Cup lines i.e. each rubber consisting of one

doubles match and four singles matches (only two players representing each college team
in singles, but making four matches by playing against each player in turn.) Each match
shall be played as the best of three sets. The first two singles and the doubles matches
should be played on the first day.
3. Where the two single players on one side are numbered A, B and the single players on
the other side are numbered X and Y the order of a play in a tie shall be

balls. The COSCO or NIVIA balls shall be used during the tournament.

(Z). VOLLEYBALL (MEN & WOMEN)
1. The rules as adopted by the Volleyball Federation of India shall be followed, unless
otherwise modified in these rules.
2. The zonal tournament up to the semifinal stage will be played on knockout basis. From
the semifinal stage, league system shall apply. The tournament shall be conducted on
two zone basis.
3. Inter-zonal matches for men shall be played on league basis. In case of a tie, the match
will be decided as follows

The team of higher rate of score points will be ranked higher. If the tie remains
undecided, precedence will be given to the team winning the match in which the
concerned teams have played against each other.
4. All the inter-college volleyball matches, both men and women shall be played as the best
of five sets. Ordinarily, no college shall be called upon to play two matches a day. In
exceptional circumstances, however, if a college is called upon to play two matches a
day, there shall be at least a gap of six hours between the two matches.
5. A team shall consist of maximum 12 players and not more than 12 merit certificates shall
be awarded to a team.
(AA). WRESTLING (Men and Women)
1. The rules, as adopted by Wrestling Federation of India shall be followed unless
otherwise modified in these rules (according to latest AIU rules).
2. The inter-college wrestling tournament shall be conducted on Knock- out basis. The
standard weights for the tournament shall be as follows:

i) 50- 55 Kg. 44-48 Kg.
ii) Up to 60 Kg. Up to 51 Kg.
iii) Up to 66 Kg. UP to 55 Kg.
iv) Up to 74 Kg. Up to 59 Kg.

vi) Up to 96 Kg. Up to 67 Kg.
vii) 96-120 Kg. Up to 72 Kg.
viii) ------------------------ Above 72 Kg.
3. Each college will be permitted to enter one competitor in each weight class with one
reserve.
4. Each Weight category starts and ends on the same day. There shall be two third positions
decided by repechage matches.
5. Each tie shall be decided by best of three rounds, the winner of two rounds wins the tie.
If none of the wrestlers score during the round, the round shall be decided by Clinch.
6. The fall automatically ends the bout regardless of the period in which it occurs.
7. As per FILA rules, coaching during the bout is permissible.
8. The competition shall be held if there are minimum three wrestlers in a particular weight
class.
9. No wrestler will be allowed to compete unless he is wearing proper wrestling costume
and shoes.
(BB). WEIGHTLIFTING (MEN & WOMEN)
1. The inter-college weight lifting competition shall be conducted in accordance with the
rules of India Weight Lifting Federation unless otherwise modified in these rules.

3. A college is permitted to enter two lifters in each weight category with one reserve.
4. For the purpose of championship, three places shall be awarded in each weight category,
first, second and third places getting five, three and one points respectively.
5. The competition in a weight class shall be held even if there is only one/two
competitor(s), but he/they shall be awarded position certificate only if his/their
performances are at least equal to the third position performance of the previous year.
If the competitor in such a situation (where there is only one/ two entry (ies) in a
particular weight class) earns a merit certificate by virtue of his performance equal to
the third position in the previous year, the points due to him shall be awarded for the
purpose of calculating the team championship.
(CC). POWER LIFTING (MEN & WOMEN)
1. The rules as adopted by the Indian Power lifting Federation shall be followed, unless
otherwise modified in these rules.

3. A college team for the competition shall consist of maximum of 11players (Including
one reserve). A college shall be permitted to enter 2 competitors maximum in each body
weight class.
4. For determining the championship, first place winner in each body weight class shall be
awarded 5 points, second place winner 3 points and third place winner 1 point.
5. The competition in a body weight class shall be held even if there are one/two
competitor(s) but the competitor shall be awarded the first/second position certificate(s)
only if his performance is at least equal to the 3 rd position performance of the previous
year.
If the competitor in such a situation (where there is only one/ two entry (ies) in a
particular weight class) earns a merit certificate by virtue of his performance equal to
3rd position of the previous year, the points due to him shall be awarded for the purpose
of calculating team championship.
(DD). BEST PHYSIQUE
1. Inter-college best physique competition shall be held in five weight categories as given
below.
i) Bantam weight Up to 65 Kg.
ii) Lightweight Over 65 Kg. Up to 70 Kg.
iii) Middle weight Over 70 Kg. Up to 80 Kg.
iv) Light heavy weight Over 80 Kg. Up to 90 Kg.
v) Heavy weight Over 90 Kg.
2. A college shall be permitted to enter two competitors for each weight class with one
reserve,
3. There shall be at least three judges of whom one will act as thee chief judge.
4. Minimum number of competitors in each group shall be at least four.
5. Judgment would be on the basis of the most proportionately developed physique.
6. Any deformity found (covered back bone, stopping posture, bone legged, kyphosis,
Lordosis and like wise) will be considered as a disqualification.
7. Allotment of marks for the development of groups of muscles shall be made on judging
them after the competition and after all the competitors are called upon together to
demonstrate the development of that groups of muscles.

8. For each weight group, the first three position holders shall be awarded merit certificates
and a special certificate shall be awarded to the winner of the title of Mr. University.
9. For judging the Mr. University, first two positions in each weight group shall be
considered. In case of a tie, the competitors tied be judged again.
10. For the judgment of Mr. University title the following shall be considered:

11. Dress: the competitors shall wear only posing slips and no oil or grease should be applied
