CONSTITUTION OF THE CHAUDHARY DEVI LAL<br />

UNIVERSITY SPORTS COUNCIL<br />

1. There shall be a <strong>Chaudhary</strong> <strong>Devi</strong> <strong>Lal</strong> University <strong>Sports</strong> <strong>Council</strong> ( <strong>CDLU</strong>SC) hereinafter referred to as `<strong>Sports</strong> <strong>Council</strong>' constituted<br />

as follows:-<br />

(a) Vice- Chancellor, <strong>Chaudhary</strong> <strong>Devi</strong> <strong>Lal</strong> University, <strong>Sirsa</strong> who shall be Ex-<strong>of</strong>ficio patron <strong>of</strong> the <strong>Sports</strong> council.<br />

(b) Dean, Faculty <strong>of</strong> Education, <strong>Chaudhary</strong> <strong>Devi</strong> <strong>Lal</strong> University, <strong>Sirsa</strong>, Ex-<strong>of</strong>ficio member/President on term basis<br />

(c) Director Principal, CD LM Engg. College Paniwala Motta, Ex-<strong>of</strong>ficio member/President on term basis<br />

(d) Dean, Students' Welfare, <strong>Chaudhary</strong> <strong>Devi</strong> <strong>Lal</strong> University, <strong>Sirsa</strong>, Ex-<strong>of</strong>ficio member.<br />

(e) Chief Warden, <strong>Chaudhary</strong> <strong>Devi</strong> <strong>Lal</strong> University, <strong>Sirsa</strong>, Ex-<strong>of</strong>ficio member<br />

(j) Two Teachers out <strong>of</strong> Pr<strong>of</strong>essors/Readers/Lecturers from University teaching Departments (UTD) to be nominated by the Vice-<br />

Chancellor, for a period <strong>of</strong> two years.<br />

(k) Two Teachers from CD LM Engg. College Paniwala Motta, whose name shall be recommended by Director Principal <strong>of</strong> the<br />

college, to be nominated by Vice- Chancellor for a period two years<br />

(l) One Lecturer, from Department <strong>of</strong> Physical Education <strong>CDLU</strong>, <strong>Sirsa</strong>, to be nominated by Vice-Chancellor on the basic <strong>of</strong> Seniority<br />

cum rotation for a period <strong>of</strong> two years<br />

(m) One Director Physical Education from CD LM Engg. College Paniwala Motta<br />

(n) One student to be nominated by the Vice- Chancellor, for a period <strong>of</strong> one year on the basis <strong>of</strong> his/her sports achievements during<br />

the preceding year. The name to be recommended in order <strong>of</strong> merit by Secretary through the president <strong>CDLU</strong>SC<br />

(o) Two Senior Readers from Department <strong>of</strong> Physical Education, out <strong>of</strong> which the senior most shall act as Secretary <strong>of</strong> <strong>Sports</strong> <strong>Council</strong><br />

for a period <strong>of</strong> two years and the other shall be Assist. Secretary.<br />

Note: -<br />

I. The president ship <strong>of</strong> <strong>CDLU</strong>SC will rotate between Dean faculty <strong>of</strong> Education and Regular Director Principal CDLMEC Paniwala<br />

Motta, with each holding the position for a period <strong>of</strong> two years (starting with Dean Faculty <strong>of</strong> Education)<br />

II. No person below the rank <strong>of</strong> Pr<strong>of</strong>essor will hold the post <strong>of</strong> president<br />

III. The Post <strong>of</strong> Secretary and Assistant Secretary <strong>of</strong> the <strong>Sports</strong> <strong>Council</strong> shall rotate among the two Senior Readers given in clause (o)<br />

above.<br />

2. AIMS AND OBJECTIVES<br />

The aims and objectives <strong>of</strong> the <strong>Sports</strong> <strong>Council</strong> shall be:-<br />

(i) To organize and regulate <strong>Sports</strong> activities within the territorial jurisdiction <strong>of</strong> the University;<br />

(ii) To promote the best type <strong>of</strong> <strong>Sports</strong>manship and team spirit among the alumni <strong>of</strong> the University;<br />

(iii) To conduct Annual Tournaments in various <strong>Sports</strong> Events for men<br />

and women students <strong>of</strong> all maintained/recognized colleges by the University, in accordance with the rules specially made on the<br />

behalf <strong>of</strong> <strong>Council</strong>.<br />

(iv) To foster a University spirit among the Colleges and for that purpose, to organize and control <strong>Chaudhary</strong> <strong>Devi</strong> <strong>Lal</strong> University<br />

<strong>Sports</strong> Clubs;<br />

(v) To develop Inter-University fellowship by organizing or taking part in Inter-University Contests/State Tournaments and National<br />

Level Tournaments.<br />

3. THE FUNCTIONS AND POWERS OF THE SPORTS COUNCIL SHALL BE<br />

(i) To make rules and regulations for the organization, conduct and control <strong>of</strong> the <strong>Chaudhary</strong> <strong>Devi</strong> <strong>Lal</strong> University <strong>Sports</strong> Tournaments;


(ii) To interpret and enforce its rules and to give decision and rulings on any point not covered by those rules;<br />

(iii) To frame bye-laws consistent with its rules and to appoint subcommittee(s) if and when necessary, and fix their terms <strong>of</strong> reference;<br />

(iv) To consider and pass the Annual Budget and the <strong>Sports</strong> calender proposed and recommended by the Executive Board;<br />

(v) To consider and adopt the Annual Reports and Audited Statements <strong>of</strong> Accounts <strong>of</strong> the <strong>Sports</strong> <strong>Council</strong> and<br />

(vi) To take such other action as may be deemed necessary and proper for the furtherance or achievements <strong>of</strong> the aims and objects<br />

specified above.<br />

4. MANAGEMENT<br />

(a) Affairs <strong>of</strong> the <strong>Sports</strong> <strong>Council</strong> shall be managed by an Executive Board. The Executive Board shall consist <strong>of</strong><br />

(i) Dean Faculty <strong>of</strong> Education <strong>CDLU</strong>, <strong>Sirsa</strong> and Director principal CDLM Engg. College, Paniwala Motta will both be Ex- <strong>of</strong>ficio<br />

members <strong>of</strong> the Executive Board. However one <strong>of</strong> them will act as president <strong>CDLU</strong>SC as per note –I given at the and <strong>of</strong> clause 1 .<br />

(ii) Dean, Students' Welfare, <strong>Chaudhary</strong> <strong>Devi</strong> <strong>Lal</strong> University, <strong>Sirsa</strong>.<br />

(iii) Chief Warden, <strong>Chaudhary</strong> <strong>Devi</strong> <strong>Lal</strong> University, <strong>Sirsa</strong>,<br />

(iv) Chief Warden, CDLM Engg. College, Paniwala mota.<br />

(v) Registrar, <strong>Chaudhary</strong> <strong>Devi</strong> <strong>Lal</strong> University, <strong>Sirsa</strong> or his nominee not below the rank <strong>of</strong> Assistant Registrar<br />

(vi) Finance- Officer, <strong>Chaudhary</strong> <strong>Devi</strong> <strong>Lal</strong> University, <strong>Sirsa</strong> or his nominee not below the rank <strong>of</strong> Account Officer<br />

(vii) One Teacher out <strong>of</strong> Pr<strong>of</strong>essors/Readers/Lecturers from University teaching Departments (UTD) to be nominated by the Vice-<br />

Chancellor out <strong>of</strong> names given under clause1(j).<br />

(viii) One Teacher out <strong>of</strong> teachers from CDLM Engg. College Paniwala Mota to be nominated by the Vice- Chancellor out <strong>of</strong> names<br />

given under clause1 (k).<br />

(ix) One Lecturer from Department <strong>of</strong> Physical Education to be nominated by the Vice- Chancellor out <strong>of</strong> names given under clause<br />

1(l).<br />

(x) One Director Physical Education from CDLM Engg. College Paniwala Mota as given under clause 1(m).<br />

(xi) The Secretary and Assistant Secretary <strong>Sports</strong> <strong>Council</strong>, who shall be Secretary and Assistant Secretary <strong>of</strong> the Executive Board.<br />

(b) Meetings <strong>of</strong> the Executive Board shall be convened by the Secretary, with the permission <strong>of</strong> the President, as <strong>of</strong>ten as may be<br />

necessary. Ordinarily, seven days notice shall be given for such meetings, but in emergent cases the President may call a meeting at<br />

a shorter notice, if necessary.<br />

(c) The quorum for a meeting <strong>of</strong> the Executive Board shall be <strong>of</strong> 1/3 rd <strong>of</strong> the members.<br />

5. FUNCTIONS AND POWERS OF EXECUTIVE BOARD<br />

The functions and powers <strong>of</strong> the Executive Board shall be:<br />

(i) To organize, conduct and control the <strong>Chaudhary</strong> <strong>Devi</strong> <strong>Lal</strong> University <strong>Sports</strong> Tournaments, the various University <strong>Sports</strong> Clubs and<br />

all other <strong>Sports</strong> activities in which the sports <strong>Council</strong> participates in accordance with the rules framed in that behalf by the <strong>Sports</strong><br />

<strong>Council</strong>.<br />

(ii) To raise and spend funds <strong>of</strong> the <strong>Sports</strong> <strong>Council</strong> in accordance with the Budget Estimates sanctioned by the general body. To<br />

constitute write <strong>of</strong> committees; write<br />

<strong>of</strong>f irrecoverable dues, items on stocks and to condone delay in the submission <strong>of</strong> entries.<br />

(iii) To fill up any vacancy occurring among its elected members or among the members <strong>of</strong> any Club, in the course <strong>of</strong> the year, for the<br />

unexpired term pertaining there to.<br />

(iv) To frame laws and to make amendments in rules to meet any situation that may arise in the bona fide discharge <strong>of</strong> its duties,<br />

provided that such action is duly reported to the next general meeting <strong>of</strong> the Spoils <strong>Council</strong>.<br />

(v) To consider and recommend, for adoption by the Annual General Meting with its appropriate comments, the Annual Report <strong>of</strong> the<br />

Secretary on the year’s activities, the Audited Statement <strong>of</strong> accounts for the year, the Reports and Statements <strong>of</strong> Accounts <strong>of</strong><br />

various <strong>Sports</strong> Clubs, the Annual Budget Estimates and General Fixtures List for ensuing year.<br />

(vi) To sanction advances and approve expenditure, and to form purchase committee(s) where the amount exceeds Rs. 20,000/- for<br />

purchase <strong>of</strong> an individual •item.<br />

(vii) To assign duties to Secretary and Assistant Secretary, which are not specified in the rules


6. THE DUTIES AND POWERS OF THE PRESIDENT SHALL BE AS FOLLOWS<br />

(i) To preside over all meetings <strong>of</strong> the <strong>Sports</strong> <strong>Council</strong> and its Executive Board and to discharge such functions as may be<br />

assigned to him in that capacity, by <strong>Sports</strong> <strong>Council</strong>/Executive Board (in the case <strong>of</strong> equality <strong>of</strong> votes the president shall have a<br />

casting vote).<br />

(ii) To sanction expenditure upto Rs. 20,000/- for an individual item at a time, and to appoint Purchase committee upto an<br />

amount <strong>of</strong> Rs. 20, 000/- for an individual purchase/individual case.<br />

(iii) To allow re-appropriation <strong>of</strong> funds from one budget head to another and may condone delay in depositing balance amount out<br />

<strong>of</strong> an advance under special circumstances.<br />

(iv) May allow purchase on Single Quotation/Bill basis upto an amount <strong>of</strong> Rs. 1000/- for an individual item as a special case.<br />

(v) In an emergency, to take decision to meet the situation in anticipation <strong>of</strong> approval <strong>of</strong> the Executive Board, but such decision<br />

shall be placed before the next meeting <strong>of</strong> the Executive Board.<br />

(vi) In case any person holding the <strong>of</strong>fice <strong>of</strong> president leave the <strong>of</strong>fice by virtue <strong>of</strong> which he was holding the post <strong>of</strong> president, the<br />

person appointed in his place will hold the charge only for the remaining period <strong>of</strong> the term.<br />

7. In the absence <strong>of</strong> president, the person between whom the post <strong>of</strong> President ship rotates, will automatically act as President<br />

and preside over the meeting and shall exercise the powers vested in him<br />

8. THE SECRETARY SHALL :—<br />

(i) Carry on correspondence on behalf <strong>of</strong> the <strong>Sports</strong> <strong>Council</strong> and give effect to the resolution <strong>of</strong> the <strong>Council</strong> as its Executive <strong>of</strong>ficer;<br />

(ii) Issue notices <strong>of</strong> meetings and record minutes <strong>of</strong> the same and be responsible for their maintenance;<br />

(iii) Be responsible for the maintenance <strong>of</strong> other records and registers as well as the custody <strong>of</strong> all the property <strong>of</strong> the <strong>Sports</strong> <strong>Council</strong>;<br />

(iv) Carry out other duties, which may be entrusted to him from time to time;<br />

(v) Have an imp-rest <strong>of</strong> Rs. 2000/- each to meet petty expenditure <strong>of</strong> contingencies to be recouped from time to time;<br />

(vi) Have power to incur expenditure and to appoint purchase committee Rs. 5000/-for an Individual item at a time,<br />

(vii) Be in-charge <strong>of</strong> the finances <strong>of</strong> the <strong>Sports</strong> <strong>Council</strong>;<br />

(viii) Issue receipts for sums received;<br />

(ix) Make payments in accordance with the rules prescribed by the <strong>Sports</strong> <strong>Council</strong>;<br />

(x) Maintain accounts <strong>of</strong> the <strong>Sports</strong> <strong>Council</strong> funds and present statement <strong>of</strong> accounts duly audited by the University Auditors;<br />

(xi) Operate upon the accounts <strong>of</strong> the <strong>Sports</strong> <strong>Council</strong> and sign all cheques for all expenditure duly sanctioned and pre-audited;<br />

(xii) Take decision in anticipation <strong>of</strong> the approval <strong>of</strong> the President/Executive Board, C.D.L.U.S.C. to meet any emergent situation in<br />

discharge <strong>of</strong> his functions. Such decisions will be placed before the President/Executive Board.<br />

9. Assistant Secretary shall function as Secretary in the absence <strong>of</strong> the latter. The Assistant Secretary shall discharge such duties as<br />

may be assigned by the Executive Board.<br />

10. (A) GENERAL BODY MEETINGS:<br />

An Annual General Body Meeting <strong>of</strong> the <strong>Sports</strong> <strong>Council</strong> shall be convened once every year in the month <strong>of</strong> July/Aug or as soon<br />

thereafter as may be possible; date, place and time shall be as determined by the President in consultation with patron. At least 10<br />

days’ notice shall be given for this meeting.<br />

The business at this meeting shall include:-<br />

(i) The adoption <strong>of</strong> the Annual Reports and the Audited Statements <strong>of</strong> Accounts <strong>of</strong> the <strong>Sports</strong> <strong>Council</strong> and the various University<br />

<strong>Sports</strong> Clubs, as presented by the Executive Board under clause 5(v) above;<br />

(ii) The Budget Estimates and the General Fixtures List for the ensuing year;<br />

(iii) The amendment <strong>of</strong> rules or enactment <strong>of</strong> new rules or bye-laws;<br />

(iv) The proposals or resolutions brought up before the meeting by any one <strong>of</strong> its renumbers’ provided that a written notice <strong>of</strong> the same<br />

is given to the President or the Secretary by the end <strong>of</strong> March, preceding the Annual General Meeting; and all such proposals and<br />

resolutions shall be considered by the Executive Board in the first instance and placed on the agenda <strong>of</strong> the Annual General<br />

Meeting with such recommendations as may be made by the <strong>Council</strong>.<br />

(b) The Patron may, at his discretion, call one more General Meeting the <strong>Sports</strong> <strong>Council</strong>, to transact the unfinished business <strong>of</strong> the<br />

Annual General Meeting or such other business as may be considered necessary in the court <strong>of</strong> the year.<br />

(c) Should at least one-third <strong>of</strong> the members <strong>of</strong> the <strong>Sports</strong> <strong>Council</strong> consider an extra-ordinary General Meeting <strong>of</strong> the <strong>Council</strong><br />

necessary, they shall, in joint requisition, inform the Executive Board intimating the specific purpose for which such meeting is

deemed to be necessary. The Executive Board shall call a meeting <strong>of</strong> the <strong>Sports</strong> <strong>Council</strong> within 20 days <strong>of</strong> the receipt <strong>of</strong> such a<br />

requisition. Only the specific business for which the extra ordinary meeting is called, shall be considered at such a meeting.<br />

(d) The quorum for a General Meeting shall be 1/3 <strong>of</strong> total members. In case <strong>of</strong> adjourned meeting on quorum shall be required.<br />

(e) All decisions shall be taken by a simple majority vote <strong>of</strong> the members present and, in the case <strong>of</strong> a tie, the Patron shall have a<br />

casting vote.<br />

(f) Ex-<strong>of</strong>ficio members Secretary & Asstt. Secretaries will refrain from participating in the discussions <strong>of</strong> the meetings <strong>of</strong><br />

C.D.L.U.S.C. Executive Board until asked to do so by the President C.D.L.U.S.C<br />

11. The travelling and halting allowances for attendance at the General Meetings shall be borne by the <strong>Sports</strong> <strong>Council</strong> in the case <strong>of</strong> all<br />

the members <strong>of</strong> <strong>Sports</strong> <strong>Council</strong>.<br />

12. The accounts <strong>of</strong> the <strong>Sports</strong> <strong>Council</strong> shall be pre-audited by the Resident Auditors in the <strong>Chaudhary</strong> <strong>Devi</strong> <strong>Lal</strong> University and the<br />

report <strong>of</strong> the Secretary together with the annual audit note <strong>of</strong> the Resident Auditors shall be submitted to the Executive <strong>Council</strong> <strong>of</strong><br />

the <strong>Chaudhary</strong> <strong>Devi</strong> <strong>Lal</strong> University after they have considered and duly adopted it at the Annual General Meeting <strong>of</strong> the <strong>Sports</strong><br />

<strong>Council</strong>.<br />

13. The Executive <strong>Council</strong> <strong>of</strong> the <strong>Chaudhary</strong> <strong>Devi</strong> <strong>Lal</strong> University shall exercise general supervision and control over the <strong>Chaudhary</strong><br />

<strong>Devi</strong> <strong>Lal</strong> University <strong>Sports</strong> <strong>Council</strong> and shall decide constitutional changes that are considered necessary.


SPORTS REGISTRATION FEES, ENTRY FEES AND TRIAL FEES<br />

1. a) <strong>Sports</strong> Registration Fee: Every student shall pay University sports fee @ Rs. 150/- per<br />

annum at the time <strong>of</strong> admission to a course and also for a succeeding years. This amount<br />

<strong>of</strong> sports fee shall be transferred to <strong>CDLU</strong>SC by 30th September each year.<br />

b) Entry Fee: Every College shall remit entry fee @ Rs. 100/- per game. Separate entry<br />

fees by a college will be sent for men and women teams in each game. The fee must be<br />

sent to the Secretary, <strong>CDLU</strong>SC by 30th September or along with the entry letter. The<br />

college may enter, as many teams, as the college wants to enter for inter-college<br />

competitions but only one team in each game shall be allowed.<br />

A college not entering in any <strong>of</strong> the Inter College Competitions will also have to<br />

pay Rs. 500.00 as token fee.<br />

c) Trial Fee: Trial fee per head per game will be charged @ Rs. 50/-.<br />

d) Colleges remaining in arrears on account <strong>of</strong> sports registration fee, entry fee etc. beyond<br />

30 th September shall not be permitted to take part in the remaining sports activities <strong>of</strong> the<br />

current session. Colleges that remain in arrears beyond March each year in the payment<br />

<strong>of</strong> its dues to the <strong>CDLU</strong>SC shall not be allowed to participate in the next session's<br />

tournaments and sports activities. The list <strong>of</strong> defaulting colleges shall be published and<br />

circulated to all the affiliated/maintained colleges and University authorities.<br />

e) Bank Draft/Local Cheques <strong>of</strong> State Bank <strong>of</strong> India only Payable in favour <strong>of</strong> Secretary,<br />

C.D.L.U.S.C., <strong>Sirsa</strong> should be sent.<br />

NOTE: The student strength (whose registration fee is being sent) must tally with the<br />

strength <strong>of</strong> the students sent to Registration Branch.<br />

TOURNAMENTS/ENTRIES AND ENTRY FORMS<br />

1. a) The following Games /events, (which comprise the C.D.L. University tournaments),<br />

shall be conducted annually under rules and regulations <strong>of</strong> their respective<br />

federations/assoc<br />

Note; For the purpose <strong>of</strong> the C.D.L. University tournaments the <strong>CDLU</strong> <strong>Sports</strong> <strong>Council</strong><br />

shall have the powers to modify any <strong>of</strong> the federation /association rules.<br />

b) Any event in the <strong>CDLU</strong> <strong>Sports</strong> tournaments, in which less than, four colleges/teams enter<br />

and actually compete, shall be held in abeyance.<br />

c) No new event shall be introduced into the tournaments unless at least five colleges/units<br />

enter for competition. This condition shall also apply for the 1 st time conduct <strong>of</strong> approved<br />

games.<br />

d) A college can enter only one team in each event/game. Proper record <strong>of</strong> results, best<br />

timings, distance etc. achieved in the various games, athletic events, swimming events <strong>of</strong><br />

the tournament shall be kept by the Secretary in his <strong>of</strong>fice.<br />

e) Eligibility forms are stocked in the <strong>of</strong>fice <strong>of</strong> the Secretary and are available free <strong>of</strong> cost.<br />

Note; In order to develop sports, the C.D.L.U.S.C can conduct tournaments among<br />

the affiliated colleges/Institutions by equally dividing the students <strong>of</strong> existing<br />

colleges/Institutions into different teams, and award certificates to such teams<br />

winning 1 st ,2 nd and 3 rd positions in these tournaments. This shall only be done till<br />

such time, when the number <strong>of</strong> affiliated colleges/institutions is less than Four.<br />

DRAWS<br />

3. a) The copies <strong>of</strong> the <strong>Sports</strong> Calendar shall be circulated in duplicate to all the colleges in<br />

July each year after receiving calendar <strong>of</strong> AIU and entries dispatched by the colleges<br />

shall reach the Secretary, <strong>CDLU</strong>SC by the dates prescribed in each case.<br />

b) The draws shall be made immediately after the closing <strong>of</strong> the entries, and shall be<br />

communicated in duplicate immediately to all the colleges concerned. No alteration shall<br />

be made in the arrangements without the sanction <strong>of</strong> the President, <strong>CDLU</strong>SC.<br />

c) The Secretary, <strong>CDLU</strong>SC is authorized to fix venues for different games as have<br />

approved facilities in respect <strong>of</strong> the grounds, equipment, accommodation and other


equirements.<br />

d) The Principal <strong>of</strong> a college, entrusted with the responsibility <strong>of</strong> conducting university<br />

fixture <strong>of</strong> playing a tournament fixture At Home shall be responsible for the proper<br />

conduct <strong>of</strong> his team and the spectators, and for providing the necessary atmosphere for<br />

the conduct <strong>of</strong> matches. It is obligatory that the Principal <strong>of</strong> a host college as also some<br />

senior members <strong>of</strong> his staff be present at University fixtures. It is also obligatory that all<br />

kind <strong>of</strong> cooperation be given to the observer appointed to mark observation <strong>of</strong> the<br />

tournament.<br />

e) Every college taking part in a tournament match or fixture is required to depute some<br />

responsible members <strong>of</strong> its staff, to be present on the spot, to help the C.D.L.University<br />

<strong>Sports</strong> <strong>Council</strong> authorities in maintaining proper order. Under no circumstances shall a<br />

team be allowed to participate in a tournament unless accompanied by a staff member.<br />

f) No derogatory or <strong>of</strong>fensive remarks shall be allowed at the university matches.<br />

g) The players participating in the trials are required to bring an authority letter, eligibility<br />

particulars and identity card from the Principal <strong>of</strong> the College.<br />

ELIGIBILITY<br />

4. (a) All entries must be sent on the prescribed forms as per Annexure-D duly filled in,<br />

accompanied by correct fees and lists <strong>of</strong> names with particulars <strong>of</strong> eligibility <strong>of</strong> the<br />

participating students so as to reach the Secretary, <strong>CDLU</strong>SC not later than the dates<br />

specified in each case.<br />

(b) All entry forms as also lists <strong>of</strong> names <strong>of</strong> the participating students, containing their<br />

particulars <strong>of</strong> eligibility, shall be signed by the Lecturer, Department <strong>of</strong> Physical<br />

Education and Principal concerned.<br />

(c) Particulars <strong>of</strong> eligibility shall be filled in, on the prescribed pr<strong>of</strong>orma and sent to the<br />

Secretary, <strong>CDLU</strong>SC, in duplicate at least one week before the start <strong>of</strong> the tournament.<br />

(d) No college shall play any student, whose name is not borne on the list already submitted<br />

to the C.D.L. University <strong>Sports</strong> <strong>Council</strong>, as required under Clause (b) above. If, however,<br />

a college wishes to substitute for a player(s) from its original list, or otherwise desire to<br />

play any student from outside, a supplementary list be submitted, provided that such a list<br />

reaches the Secretary, <strong>CDLU</strong>SC, not later than a week before the commencement <strong>of</strong> the<br />

tournament fixtures, as the case may be. In addition to the pr<strong>of</strong>orma <strong>of</strong> eligibility as in (b)<br />

above, each participating individual or team shall present the Organizing Secretary,<br />

his/her college identity cards <strong>of</strong> the current session for the purpose <strong>of</strong> identification.<br />

(e) The identity card shall bear, in addition to the signature <strong>of</strong> the student, an attested copy<br />

<strong>of</strong> his/her photograph, duly signed and stamped by the Principal and containing<br />

following information:<br />

1. Name 2. Father's name<br />

3. Date <strong>of</strong> Birth 4. Uni. Registration no.<br />

5. Roll Number 6. Class<br />

(f) At least half an hour before the schedule time <strong>of</strong> the match/fixture the manager <strong>of</strong> the<br />

teams concerned shall submit to the Organizing Secretary for scrutiny the following

documents:<br />

(i) Pr<strong>of</strong>orma <strong>of</strong> particulars <strong>of</strong> eligibility duly checked and signed by the Assistance<br />

Secretary, <strong>CDLU</strong>SC.<br />

(ii) A list <strong>of</strong> players, from among the names contained in the pr<strong>of</strong>orma for particulars <strong>of</strong><br />

eligibility, who are actually to take part in the match fixtures, and<br />

(iii) Identity cards <strong>of</strong> the players, playing in the match.<br />

(g) The participating players shall, 30 minutes before the start <strong>of</strong> the match line up at the<br />

centre <strong>of</strong> the playground for verification <strong>of</strong> their credentials, as above, and for necessary<br />

instructions for the match.<br />

(h) If a case <strong>of</strong> doubtful eligibility is brought to the notice <strong>of</strong> the Organizing Secretary,<br />

Referee/Umpire/Judge, or he/she otherwise detects/discovers such case, he/she shall<br />

inform the Manager <strong>of</strong> the team concerned accordingly. The matter shall be referred to<br />

the Jury <strong>of</strong> Appeal for necessary action.<br />

(I) The tournament shall be open to bonafide students (men and women) separately<br />

(i) Of all affiliated/maintained colleges/institutions <strong>of</strong> the C.D.L. University; and<br />

(ii) Of all departments <strong>of</strong> the University.<br />

(j) For purpose <strong>of</strong> the tournaments, a bonafide student is defined as a matriculation/<br />

10+2/equivalent examination student, whose name is home on the rolls <strong>of</strong> the<br />

affiliated/maintained colleges <strong>of</strong> the university and who is studying for a university<br />

examination. 10+2 students studying in colleges are also allowed to participate.<br />

(k) Every admission to a college/university class or faculty shall be considered as regular<br />

and bonafide for purpose <strong>of</strong> the C.D.L.U. <strong>Sports</strong> Tournament only when the following<br />

procedure has been fulfilled:<br />

i) Application for admission made and accepted.<br />

ii) Submission <strong>of</strong> university certificate/discharge certificate.<br />

iii) Admission or readmission fee as the case may be, duly and fully paid.<br />

(L) No student shall represent his/her college unless:<br />

i) He/she is a bonafide student <strong>of</strong> the college affiliated to the C.D.L. University.<br />

ii) His/her name appears in the <strong>book</strong>s <strong>of</strong> the college affiliated to the C.D.L.<br />

University.<br />

iii) He/she is following a course in C.D.L. University leading to a<br />

certificate/diploma/degree <strong>of</strong> this University.<br />

5. (a) A student joining more than one college in the same session shall not be eligible to take<br />

part in the C.D.L. University tournaments.<br />

(b) A college playing students, without obtaining approval <strong>of</strong> the university, as in 4(a)<br />

above, shall render itself liable for disqualification.<br />

6. A student joining a college after the 30 th November in any year shall not be eligible for<br />

the tournament in that session.<br />

7. No student who has completed the age <strong>of</strong> 25 years on 1 st <strong>of</strong> July <strong>of</strong> that calendar year shall<br />

be eligible for C.D.L. University tournament.<br />

8. No student, who has been disqualified by the university on any account, shall be eligible<br />

for C.D.L. University tournaments during the period <strong>of</strong> his/her disqualification.<br />

9. (a) No student shall be eligible to represent college if :

(i) More than eight years have elapsed since he/she passed the metric examination or<br />

seven years since he/she has passed the 10+2 qualifying him/her for admission to a<br />

first degree <strong>of</strong> the university.<br />

(ii) Seven years have elapsed since he/she passed the intermediate/10+2 examinations in<br />

the case <strong>of</strong> student seeking admission to the University after passing the<br />

intermediate/10+2 examinations.<br />

(iii) One year more than the length <strong>of</strong> the prescribed course has elapsed since he/she first<br />

began following course provided the degree course is <strong>of</strong> more than three years<br />

duration.<br />

(b) A post-graduate student or a student <strong>of</strong> a course where admission is allowed after<br />

graduation, shall be eligible to represent his/her college provided he/she satisfies the<br />

conditions <strong>of</strong> the eligibility period as laid down in <strong>Rule</strong> 9(a) above.<br />

10. (a) Student shall be eligible for the C.D.L. University tournaments for the prescribed<br />

duration <strong>of</strong> the Bachelor Degree (BA/B.Sc. Hons.) and Master’s Degree (M.A./M.Sc.)<br />

courses and one year more than the length <strong>of</strong> the prescribed course in each case. Provided<br />

that not more than four years in the case <strong>of</strong> three-year degree course have elapsed since a<br />

student first began the following three-year degree course and that the total period <strong>of</strong><br />

eligibility after 10+2 have not exceeded seven years.<br />

(b) An examinee for university examination shall not be eligible for the C.D.L. University<br />

tournament till the declaration <strong>of</strong> his/her result and his/her joining an affiliated college as<br />

a regular student, if however, an examinee does not complete his/her examination and<br />

rejoin the college in the same class, he/she shall be eligible subject to his/her satisfying<br />

other conditions <strong>of</strong> eligibility, as mentioned in the above rules.<br />

(c) Students joining the M.A. (Final) in the college provisionally pending the declaration<br />

<strong>of</strong> their M.A. (Previous) results, shall be eligible for the C. D.L. University tournaments,<br />

provided they are otherwise eligible in the terms <strong>of</strong> rules.<br />

(d) A student joining another college for his/her M.A. (Final) examination shall not be<br />

eligible for the C.D.L. University tournaments unless his/her migration is completed in<br />

all its detail in terms <strong>of</strong> <strong>Rule</strong>- 12.<br />

11. (a) Periods <strong>of</strong> study spent in any other university shall be equivalent to the period <strong>of</strong> study<br />

spent in any college <strong>of</strong> the University under those rules.<br />

(b) Any part <strong>of</strong> a year shall be equivalent to a whole year for purpose <strong>of</strong> eligibility.<br />

(c) Periods <strong>of</strong> study spent in any pr<strong>of</strong>essional college, in between shall be equivalent to<br />

periods <strong>of</strong> study, spent in Arts College, except in cases where the stay in a pr<strong>of</strong>essional<br />

college is for the full duration <strong>of</strong> the course in that college.<br />

(d) In the former case, broken periods, spent in pr<strong>of</strong>essional colleges, shall also be counted<br />

against those colleges, in case <strong>of</strong> a return thereto.<br />

12. (a) No member <strong>of</strong> any University/college staff (teaching or administrative) who otherwise<br />

fulfils the conditions <strong>of</strong> eligibility shall compete in the inter-college tournaments.<br />

(b) A student migrating from one college to another shall be eligible for the C.D.L.<br />

University tournaments only if his/her migration is completed in all its details on or<br />

before the 31 st October, each year.

NOTE: The following procedure completes migration:<br />

(i) The approval <strong>of</strong> both Principals;<br />

(ii) University sanction;<br />

(iii) Production <strong>of</strong> a proper discharge certificate and<br />

(iv) Admission by paying all fees. Proper discharge certificate is defined as a<br />

certificate on the Pr<strong>of</strong>orma prescribed by a college in that behalf indicating the<br />

details <strong>of</strong> attendance etc. <strong>of</strong> the student concerned.<br />

13. (a) A student migrating from any other University in India to a college affiliated with this<br />

University shall be eligible for the session's tournament only if his/her Inter-university<br />

migration is completed in all its details, on or before the 30th <strong>of</strong> November in that year.<br />

(b) A student <strong>of</strong> this university joining another university in India provisionally (pending<br />

the sanction <strong>of</strong> his/her return to this University) be required to produce a certificate <strong>of</strong><br />

his/her having left the previous Institution in that University which he/she had<br />

provisionally joined, before playing in the C.D.L. University tournament.<br />

14. The Principals <strong>of</strong> the colleges concerned are responsible for the eligibility <strong>of</strong> each<br />

member <strong>of</strong> their team, and for those whom they send for trials for inclusion in<br />

University teams.<br />

DISPUTES, PROTESTS AND PENALTIES<br />

15. Any college, playing an ineligible student in the tournament or in any other way,<br />

breaking the rules and regulations <strong>of</strong> the C.D.L. University <strong>Sports</strong> <strong>Council</strong> shall render<br />

itself for disqualification.<br />

16. If for any reason, before or during a tournament/fixture either team wishes to lodge a<br />

protest, the team Manager shall submit his written protest with a protest fee <strong>of</strong> Rs. 500/-<br />

to an <strong>of</strong>ficial <strong>of</strong> the C.D.L.U. <strong>Sports</strong> <strong>Council</strong> or in his absence, to the Principal <strong>of</strong><br />

organizing college. The match, however, shall be played and completed.<br />

17. (a) All complaints or protests in connection with the tournament must be lodged to the<br />

organizing secretary till the next match <strong>of</strong> the concerned team, and must be addressed, in<br />

the first instance, to the Secretary or President, C.D.L.U. <strong>Sports</strong> <strong>Council</strong>, accompanied by<br />

a deposit <strong>of</strong> Rs. 500/- which shall be forfeited in the event <strong>of</strong> the protest not being<br />

sustained.<br />

(b) Such protests, in which the discrepancies or defects are already known to the protesting<br />

party, shall not be entertained unless made on the spot in writing to the <strong>of</strong>ficial in-charge<br />

<strong>of</strong> the match. Such defects should invariably be brought to the notice <strong>of</strong> the authorities <strong>of</strong><br />

the other party before the commencement <strong>of</strong> the game and a protest may be lodged only<br />

if the party concerned pays no heed to such a warning.<br />

(c) There shall be a jury <strong>of</strong> appeal consisting <strong>of</strong> the Organizing Secretary (both Principal<br />

and Lecturer Physical Education) <strong>of</strong> the organizing college, observer <strong>of</strong> the zone and two<br />

other neutral persons co-opted by the Principal <strong>of</strong> the organizing college with the consent<br />

<strong>of</strong> both Managers <strong>of</strong> the teams. If the team <strong>of</strong> Host College is involved in the protest, the<br />

jury <strong>of</strong> appeal shall comprise <strong>of</strong> observer <strong>of</strong> the zone and two other neutral persons<br />

co-opted by the observer <strong>of</strong> the tournament and the Principal and Lecturer, Physical<br />

Education <strong>of</strong> the host college shall not be the member <strong>of</strong> Jury <strong>of</strong> Appeal in the case. The<br />

Jury <strong>of</strong> Appeal shall decide the dispute, if the circumstances are beyond control, the<br />

matter can be referred to the Secretary, C.D.L.U. S.C. then the Executive Board shall<br />

decide the dispute.

18. (a) Whenever individuals or teams are suspended for misconduct or unsporting behavior in<br />

the course <strong>of</strong> play, such suspensions shall continue in force until the case is decided by<br />

the Executive Board.<br />

Note: In the case <strong>of</strong> suspension as in (a) above, the referee, Umpire, Judge or other authority<br />

concerned shall report the matter to the Secretary, <strong>CDLU</strong>SC within the 24 hours.<br />

Copies <strong>of</strong> such reports shall be sent at once to the colleges, concerned marked<br />

"immediate" for their representation to be forwarded to the <strong>CDLU</strong>SC within 4 days <strong>of</strong><br />

reports reaching them. The case shall then be decided by the Executive Board as<br />

expeditiously as possible.<br />

(b) Temporary suspensions permissible under rules <strong>of</strong> a game shall not fall within the<br />

purview <strong>of</strong> the clause 18(a).<br />

(c) When a college or its team is disqualified for a specified period for playing an<br />

ineligible or on account <strong>of</strong> the students subsequently found to be ineligible or otherwise<br />

guilty <strong>of</strong> an infringement <strong>of</strong> any <strong>of</strong> the C.D.L.U.S.C. <strong>Rule</strong>s, the defaulting player shall<br />

remain suspended during the period for which his/ her team or college is disqualified,<br />

he/she shall not be eligible to play for the period <strong>of</strong> suspension or disqualification on<br />

behalf <strong>of</strong> any affiliated college. Other players, however as are not at fault, shall not be<br />

debarred from playing on behalf <strong>of</strong> a college or colleges to which they might migrate or<br />

join during the period <strong>of</strong> disqualification <strong>of</strong> their old college.<br />

19.(a) Any college team that walks out <strong>of</strong> the field <strong>of</strong> play during the course <strong>of</strong> a<br />

tournament/fixtures shall normally be disqualified and the match awarded to the<br />

opponent team.<br />

(b) A team walking <strong>of</strong>f the field <strong>of</strong> play as a protest against the judgment <strong>of</strong> a<br />

Referee, Umpire or Judge shall be deemed to have lost the match and may in addition<br />

be disqualified for a further period <strong>of</strong> one year.<br />

20. In the event <strong>of</strong> a team not turning up for a tournament/fixture the team shall pay a fine <strong>of</strong><br />

Rs.500/- to the C.D.L.U.S.C. The withdrawal in writing has to be prior to the last date<br />

<strong>of</strong> entry or drawing <strong>of</strong> fixtures.<br />

21. In case <strong>of</strong> bonafide complaints, the <strong>CDLU</strong>SC shall have the authority to call for or look<br />

into relevant papers or record <strong>of</strong> the college/colleges concerned for purpose <strong>of</strong><br />

investigation.<br />

22. Whenever any disciplinary action is taken against individual colleges by the <strong>CDLU</strong>SC, it<br />

shall be notified to all the college.<br />

APPOINTMENT OF REFEREES, COACHES<br />

23. The Executive board and the Secretary shall make all arrangements, including the<br />

appointment <strong>of</strong> referees/umpires/ judges etc.in connection with the matches to be played<br />

at the headquarters <strong>of</strong> the <strong>CDLU</strong>SC or elsewhere and incur expenditure in that behalf.<br />

24. Number <strong>of</strong> <strong>of</strong>ficials shall be appointed according to the concerned federations, <strong>Rule</strong> Book.<br />

For tournaments, which are conducted only by the C.D.L. University, the number <strong>of</strong> the<br />

<strong>of</strong>ficials shall be decided by the Secretary, <strong>CDLU</strong>SC. A tentative list <strong>of</strong> number <strong>of</strong>

<strong>of</strong>ficials to be appointed for tournament is given in the Hand Book <strong>of</strong> Information. On<br />

page 43 & 44<br />

25. The referee/judge/umpire etc. appointed for conduct <strong>of</strong> tournament/fixture should be<br />

instructed to report any serious cases <strong>of</strong> breach <strong>of</strong> rules to the Secretary, <strong>CDLU</strong>SC who<br />

shall lay the same before the Executive Board for consideration and decision.<br />

Traveling, Supervision and Other Expenses<br />

26. (a) The President, Secretary and members <strong>of</strong> the Executive Board can travel by their own<br />

car/hired taxi for the meetings, efficient conduct <strong>of</strong> tournaments with the sanction <strong>of</strong> the<br />

President.<br />

The other persons traveling for <strong>CDLU</strong>SC business shall be paid TA/DA in<br />

accordance with the current University <strong>Rule</strong>s. In case such a person is entitled for own<br />

vehicle/hired taxi then prior approval <strong>of</strong> the President, <strong>CDLU</strong>SC should be obtained.<br />

(b) Members <strong>of</strong> the staff <strong>of</strong> the <strong>Sports</strong> Department, traveling on <strong>CDLU</strong>SC business shall<br />

be paid TA/DA in accordance with the current university rules.<br />

(c) The Secretary, <strong>CDLU</strong>SC is entitled to sanction journeys for his staff and others for<br />

the efficient conduct <strong>of</strong> the tournaments (inter-college and inter-university) but the<br />

approval <strong>of</strong> the President, <strong>CDLU</strong>SC is necessary in the case <strong>of</strong> Secretary, <strong>CDLU</strong>SC.<br />

(d) Actual local conveyance for both ways for supervision <strong>of</strong> the matches or for<br />

arrangements connected with the organization <strong>of</strong> the matches in the university/interuniversity<br />

tournaments, to attend various meetings connected with <strong>CDLU</strong>SC business<br />

may be paid out <strong>of</strong> <strong>CDLU</strong>SC funds, wherever necessary and expedient, according to<br />

the rates approved by the University.<br />

27. (a) A Referee/Umpire/Judge and other <strong>of</strong>ficials like scorer and time-keeper etc. traveling<br />

for the supervision <strong>of</strong> university matches shall be entitled to<br />

(i) Actual rail/bus fare (up to 1 st class rail fares in the case <strong>of</strong> travel by rail and up to<br />

deluxe fares for journeys performed by bus) plus local conveyance according to<br />

entitlement. In case <strong>of</strong> travel by 1 st class rail/deluxe bus ticket number/ticket is<br />

essential.

(ii) Daily allowance according to entitlement, subject to a minimum <strong>of</strong> Rs. 120/- per<br />

day. A person not in service will be paid DA @ Rs. 120/- per day.<br />

(b)The following supervision fee for Referee/Umpire/Judge shall be paid for the intercollege<br />

tournaments <strong>of</strong> the C.D.L. University:-<br />

(i) Table-Tennis, Badminton, @ Rs. 100/- per match,<br />

Water -polo and S<strong>of</strong>tball. each <strong>of</strong>ficial<br />

(ii) Hockey, Football, Kabaddi, Chess, @ Rs. 150/- per match,<br />

Basketball, volleyball, Kho-Kho, each <strong>of</strong>ficial<br />

Cross-country, korfball, handball, And Squash.<br />

(iii) Cricket, Wrestling, Boxing, Gymnastics, @ Rs. 300/- per day<br />

Weight lifting, power-lifting and best Physique, each <strong>of</strong>ficial<br />

Athletics, Swimming, Judo, Relay Races,<br />

Archery and Shooting.<br />

(iv) Linemen, Scorer, Timekeeper and Table <strong>of</strong>ficials @ Rs. 70/- per match,<br />

each <strong>of</strong>ficial<br />

28. (a) A local Referee/Umpire/Judge shall be paid supervision fee as in Clause 27(b) above<br />

and conveyance charges according to the University rules for both ways.<br />

(b) Class IV employees Peon and Groundmen on duty. @ Rs. 50/- per day.<br />

Note (i) For Inter-varsity tournaments, the University will collect/pay from/to other<br />

universities <strong>of</strong>ficiating fees as per AIU rates. The appointment <strong>of</strong> number <strong>of</strong> <strong>of</strong>ficials<br />

shall be as per Federation rules <strong>of</strong> the concerned game.<br />

(ii) The weighing- in and on the spot drawing <strong>of</strong> fixtures is part <strong>of</strong> the competition. In<br />

such games/events the <strong>of</strong>ficials deputed for weighing- in and fixtures prior to<br />

competition days will be paid <strong>of</strong>ficiating charges as per existing rates.<br />

29. (a) All the expenses for organizing inter-college competitions in wrestling, boxing, weight<br />

lifting, power lifting, best physique, archery, gymnastics, athletics, shooting, cross<br />

country, Judo, relay races, swimming and water polo etc. etc. shall be borne by the<br />

<strong>CDLU</strong> <strong>Sports</strong> <strong>Council</strong> under the following heads, with the approval <strong>of</strong> the Executive<br />

Board.<br />

(i) Tentage, shyamyana and sitting arrangements;<br />

(ii) Light, sound and mike arrangements;<br />

(iii) Photography and video etc.,<br />

(iv) Refreshment to guests, invitees, <strong>of</strong>ficials, Managers and Coaches;<br />

(v) Expenses on transportation, invitation cards;<br />

(vi) Medals, mementos, badges, flowers etc.<br />

(vii) Medical aid/assistance;<br />

(viii) Engagement <strong>of</strong> temporary laborers;<br />

ix) Expenses on opening, closing ceremonies and cultural activities;<br />

(x) Expenses on gates, banners, advertisement etc. and<br />

(xi) On any other item <strong>of</strong> direct or indirect benefit <strong>of</strong> students/ participants as<br />

may be approved by the Executive Board, <strong>CDLU</strong>SC.

Note: (a) While organizing A.I.I.U. Tournaments the <strong>CDLU</strong>SC in addition to above mentioned<br />

heads can give at home to the participating teams and incur expenses on any other heads<br />

not covered in these rules subject to the approval <strong>of</strong> the Executive Board, <strong>CDLU</strong>SC.<br />

(b) Expenses for organizing zonal/inter-zonal games/tournaments shall be borne by the<br />

organizing college, However, financial assistance shall be paid to the colleges for<br />

organizing zonal/and inter-zonal tournaments @ Rs. 1000/- and Rs. 1500/-, respectively.<br />

(c) In case following tournaments are conducted by any affiliated college(s) the grant-inaid<br />

for different games for conduct <strong>of</strong> the tournaments shall be as follows. The expenses will<br />

be incurred under different heads mentioned in 29A. However, TA/DA and <strong>of</strong>ficiating <strong>of</strong><br />

technical <strong>of</strong>ficials will be borne by <strong>CDLU</strong>SC:<br />

Water polo and Boxing<br />

Wt. Lifting (M&W),Power lifting(M&W)<br />

And Best Physique<br />

Note: (a) A utilization certificate be submitted by the organizing college duly countersigned by<br />

Bursar and Principal for 29(b) and (c) [format is given at Annexure -C].<br />

(b) In case separate tournaments are organized for each section the amount <strong>of</strong> financial<br />

assistance shall be equally divided.<br />

30. Referee/Umpire fees for all the semifinals, final and 3 rd place matches and for league<br />

matches and also any other matches played by special arrangements at the headquarter <strong>of</strong><br />

<strong>CDLU</strong>SC or elsewhere, shall be borne by <strong>CDLU</strong> <strong>Sports</strong> <strong>Council</strong>. For the preliminary<br />

matches upto semifinal stage the <strong>of</strong>ficiating charges shall be borne by the colleges<br />

concerned.<br />

31. (a) At the coaching camps, to be organized by the <strong>CDLU</strong> <strong>Sports</strong> council all the campers<br />

shall be paid @ Rs. 130/- per head per day to meet their food expenditure etc. If<br />

arrangements for meal etc. are not possible, cash payment will be made to the campers.<br />

(b) The TA <strong>of</strong> the students from college to venue <strong>of</strong> the camp shall be paid by the college<br />

concerned. If the camp is organized at a place other than <strong>Sirsa</strong> and the boys/girls are<br />

called to report at certain place for further inter-varsity participation, the TA from the<br />

coaching camp place to the reporting place shall be borne by <strong>CDLU</strong> <strong>Sports</strong> <strong>Council</strong>. The<br />

return journey from C.D.L.U. <strong>Sirsa</strong> to college shall be paid by the concerned college.

(c) Cash payment can be made as diet charges to the players in the coaching camps<br />

excepting when special camps are organized during the autumn break/summer vacation,<br />

when boarding arrangements will be made by the organizer viz. <strong>CDLU</strong> <strong>Sports</strong> <strong>Council</strong>.<br />

32. The team traveling for inter-university and other fixtures will be paid as under by the<br />

<strong>CDLU</strong> <strong>Sports</strong> council:<br />

32.(a) University teams participating in the inter-varsity, fixtures will be paid DA@ Rs. 150/-<br />

per head per day (@ Rs. 200/- per head per day for metropolitan cities) on competitions<br />

and halting days). Full DA will be paid for the day <strong>of</strong> departure and arrival. Local<br />

conveyance charges will be paid @ Rs.3/- per K.M. to the players. For the journey days<br />

DA @ Rs.150/- be paid to the players. The teams participating in other tournaments or<br />

fixtures within or outside Haryana State will also paid DA and other charges at the same<br />

rates. The team or an individual athlete, after winning 1 st or 2 nd or 3 rd position at AIIU<br />

tournaments can be given special refreshment @ Rs. 50/- per head in addition to their usual<br />

DA.<br />

(b) 2 nd class Railway fare (concessional, if available) with reservation charges/actual bus fair<br />

be paid to the players <strong>of</strong> the participating teams traveling either for inter- varsity fixtures or<br />

for other tournaments/fixtures. However Secretary <strong>CDLU</strong>SC is authorized to approve the<br />

journey by bus up to 400 K.Ms distance for the convenience <strong>of</strong> the teams.<br />

(c)The Manager/Coaches accompanying the University teams for inter-university fixtures be<br />

paid 1 st class railway fare (concessional, if available)/actual bus fare each way and daily<br />

allowance <strong>of</strong> Rs.150/- per head per day (unless he/she is otherwise entitled to higher scale<br />

<strong>of</strong> TA/DA according to the University <strong>Rule</strong>s). Managers/Coaches accompanying the<br />

University teams for other tournaments and fixtures be paid TA/DA according to the<br />

current TA rules <strong>of</strong> the University.<br />

(d) An attendant or servant accompanying a team shall be paid 2 nd class railway fare with<br />

reservation charges/ bus fare and DA @ Rs. 120/- per day, unless he is otherwise entitled to<br />

a higher scale <strong>of</strong> TA/DA. The Secretary is authorized to send an attendant with a team on<br />

the recommendation <strong>of</strong> the club.<br />

(e) Medical charges upto Rs. 500/- be paid to the team participating in the inter-university<br />

and other tournaments or fixtures on the prescription <strong>of</strong> University Health Center/meet<br />

Doctor. However, in emergent situation actual expenses incurred may be paid on approval<br />

<strong>of</strong> the Executive Board, <strong>CDLU</strong>SC.<br />

(f) Refreshment may be provided to the members <strong>of</strong> <strong>CDLU</strong>SC, Executive Board, selection<br />

Committees, Managers, Coaches, Technical <strong>of</strong>ficials and guests at the time <strong>of</strong><br />

meetings/annual athletic meet or other tournaments <strong>of</strong> the University and Interuniversity<br />

tournaments organized by <strong>CDLU</strong>SC @ Rs.15/- on the opening, closing and competition<br />

days.<br />

Note : In special circumstances refreshment @ Rs.30/- per head may be served to the members<br />

with the prior approval <strong>of</strong> Executive Board for attending meetings <strong>of</strong> General Body/Executive<br />

Board/or other committees constituted by the <strong>CDLU</strong>SC or Executive Board. For selection <strong>of</strong><br />

teams etc. members <strong>of</strong> the club committees shall be paid TA/DA permissible to them under the<br />

university rules.<br />

33. Secretary, <strong>CDLU</strong>SC shall depute <strong>of</strong>ficial <strong>of</strong> the <strong>Sports</strong> Department/Manager or Coach

accompanying the University team for getting reservations in the railways, for each team<br />

participating in the inter-varsity tournaments. The TA/DA/local conveyance <strong>of</strong> the <strong>of</strong>ficials<br />

deputed for this purpose shall be paid out <strong>of</strong> the <strong>CDLU</strong>SC Funds.<br />

34. Observers appointed to make observation at various central/ zonal/inter-zonal tournaments<br />

shall be paid TA/DA as per <strong>CDLU</strong>SC rules plus observer fee @ Rs. 250/- per day, for the<br />

actual day <strong>of</strong> visit subject to the maximum for three days in continuity.<br />

35. A coach employed to impart coaching to various university teams shall be paid TA/DA as<br />

per <strong>CDLU</strong>SC rules plus Rs. 150/- per day during the coaching camp as coaching fee. NIS<br />

trained persons/Physical Education teachers will be employed for coaching. However, in case<br />

<strong>of</strong> non-availability <strong>of</strong> such persons, the Secretary, <strong>CDLU</strong>SC, shall make alternate suitable<br />

arrangements. The Secretary, <strong>CDLU</strong>SC may appoint more than one Coach on the<br />

recommendations and justification <strong>of</strong> the selection committee.<br />

36 (a) Track marking fee @ Rs.150/- for a day will be paid to person(s) (other than university<br />

Athletic Coach) appointed to mark the track at the time <strong>of</strong> athletic trials, annual athletic<br />

meet and relay races competitions.<br />

(b) The ground man on coaching camp duty will be paid Rs.50/ per day. No compensatory<br />

leave will be allowed for this period and he will also do his other allotted work.<br />

CLUB FUNCTIONS<br />

37. When a university sports club is started in any <strong>of</strong> the game or sports that comprise the<br />

C.D.L.U. <strong>Sports</strong> tournament, it shall conform to the following rules and regulations.<br />

The Club Committee shall consist <strong>of</strong> 4 members including, Chairman. Secretary,<br />

<strong>CDLU</strong>SC shall be Ex-<strong>of</strong>ficio member <strong>of</strong> each club committee in addition to above 4<br />

members. The University coach shall be one <strong>of</strong> the members <strong>of</strong> the selection<br />

committee in his game.<br />

38. (a) The selection <strong>of</strong> university team shall be done by the Club Committee itself and<br />

the whole committee is finally responsible for the selection <strong>of</strong> the team. The<br />

President, <strong>CDLU</strong>SC can co-opt one or more person(s) as member(s) <strong>of</strong> the committee<br />

if any <strong>of</strong> the member(s) fail to report.<br />

(b) Each club shall propose a selection criterion/fix qualifying standards prior to<br />

selection <strong>of</strong> the team. This criterion will consist <strong>of</strong> evaluation <strong>of</strong> strength, endurance,<br />

skill, agility etc etc as per requirement <strong>of</strong> the game. The tests to be used and scoring<br />

method should be clearly specified. The final selection <strong>of</strong> the team will be based upon<br />

this criterion.<br />

39.(a) Second team may also be selected, so far as this is practicable, and arrangements<br />

made to give them some practice matches, and at least one worthwhile main match <strong>of</strong><br />

contest in the year, if time permits.<br />

(b) The Selection Committee may recommend to the President, <strong>CDLU</strong>SC for dropping<br />

<strong>of</strong> sub standard/undisciplined team from participating in inter-varsity fixtures.<br />

Normally such recommendation shall be approved by the President, <strong>CDLU</strong>SC.<br />

40. The Executive Board <strong>of</strong> the <strong>CDLU</strong>SC shall exercise general supervision over the<br />

<strong>CDLU</strong>, <strong>Sports</strong>- Clubs.


41.(a) Date <strong>of</strong> the coaching camps shall be recommended by the concerned club<br />

committee, Secretary, <strong>CDLU</strong>SC shall fix up the dates keeping in view the dates for<br />

inter-university matches. Normally, the coaching camps shall be <strong>of</strong> 7 days duration but<br />

it can be extended up to10 days by the Secretary, <strong>CDLU</strong>SC in consultation with the<br />

president, and more than 10 days with the approval <strong>of</strong> the Executive Board, <strong>CDLU</strong>SC.<br />

Trials and selection matches must be properly arranged and notified in advance<br />

and each member must be given adequate and equal chance <strong>of</strong> display his game in his<br />

regular position first and then in other position with consent.<br />

UNIFORMS AND FLAGS<br />

42. (a) In all the tournaments/events competitors must wear proper uniforms made up <strong>of</strong> the<br />

Registered Colors <strong>of</strong> the College, which they represent.<br />

(b) Small ribbons or chevrons <strong>of</strong> college coolers shall not be accepted under this rule.<br />

(c) All the colleges are required to define clearly the colours to be used by their teams as<br />

also to state in what manner the colours are combined in the college uniform.<br />

(d) In the case <strong>of</strong> a possible confusion in colours between teams from different colleges in a<br />

match or fixture, the Org. Secretary is authorized to bring about such modification in the<br />

uniforms as will facilitate the referee, umpire and Judge etc. to conduct the tournament.<br />

(e) All these colours and combinations shall be permanent and kept on record in the<br />

Secretary's <strong>of</strong>fice.<br />

(f) Blue, Green and white is the colour <strong>of</strong> the University team, and as such, no college shall<br />

adopt this combination.<br />

(g) All colleges should submit their college flag (4' x 6) to the <strong>of</strong>fice <strong>of</strong> Secretary so that the<br />

same can be displaced during various meets.<br />

43. The uniforms <strong>of</strong> the University team shall be purchased by the Secretary CDULSC<br />

(through purshase committee), out <strong>of</strong> <strong>CDLU</strong>SC funds. As far as possible the purchase<br />

should be made from one place so as to ensure uniformity <strong>of</strong> colours, material, etc. etc.<br />

44. Free <strong>of</strong> cost un-returnable uniforms as per <strong>Rule</strong> 74(a) and (b) shall be provided to all, the<br />

team members participating in inter university tournaments. Cost <strong>of</strong> uniform (game wise)<br />

to be provided to each team is given in <strong>Rule</strong> 73.<br />

TROPHIES/CERTIFICATES<br />

45.(a) All the trophies/shields are the property <strong>of</strong> the C.D.L. University <strong>Sports</strong> <strong>Council</strong> and as<br />

such, any trophy not in actual use shall be kept in the custody <strong>of</strong> the Secretary, <strong>CDLU</strong>SC.<br />

(b) Colleges receiving the running trophies shall hold themselves responsible for the safety<br />

and care <strong>of</strong> the trophies they receive. Any damage to or loss <strong>of</strong> a<br />

trophy/trophies/shield/shields shall be made good by the college concerned.<br />

(c) It shall be incumbent on the college/colleges holding the individual trophies to return<br />

them to the Secretary, <strong>CDLU</strong>SC before the 15 th November, each year, so that they may<br />

be cleaned, polished and engraved in good time for redistribution.<br />

(d) Donations <strong>of</strong> shields/trophies may be accepted with the approval <strong>of</strong> the Executive<br />

Board, provided the amount <strong>of</strong> donation shall not be less than Rs. 5100/-.<br />

Shields/trophies shall, however, be got prepared by the C.D.L. University <strong>Sports</strong> <strong>Council</strong>


keeping in view the wishes <strong>of</strong> the donor.<br />

(e) Sketch <strong>of</strong> the Shield/Trophy along with the name <strong>of</strong> the donor -shall be published in the<br />

Hand Book <strong>of</strong> Information <strong>of</strong> <strong>CDLU</strong>SC.<br />

(f) Role <strong>of</strong> honors for winning a Trophy successfully for three years be awarded to the<br />

college with the approval <strong>of</strong> the Executive Board, <strong>CDLU</strong>SC.<br />

(g) The procedure for award <strong>of</strong> general championship trophy shall be as follows:<br />

1 st place 5 points<br />

2 nd place 3 points<br />

3 rd place 1 point<br />

In case there is a tie, the winners shall be the college who wins more 1 st places in the<br />

inter-college tournaments. If the tie still remains, the team winning more number <strong>of</strong> land<br />

places shall be the champion. If the tie still remains the trophy shall be shared between the<br />

teams.<br />

46. Certificate <strong>of</strong> merit, signed by the Secretary and President, <strong>CDLU</strong>SC along with medals<br />

shall be awarded to the 1 st , 2 nd and 3 rd position holders. The number <strong>of</strong> Certificates/Medals<br />

will be as per AIU <strong>Rule</strong>s<br />

Note; As far as possible the medals should be given immediately after the completion <strong>of</strong> the<br />

tournament events, the certificates however be awarded at the annual prize distribution<br />

function. The certificates <strong>of</strong> merit, referred to above in the rule, shall strictly be awarded<br />

to these participants who have actually played in the tournament. In all the games<br />

certificates will be awarded to the teams/player winning 1 st , 2 nd and 3 rd position.<br />

Certificates <strong>of</strong> merit shall also be awarded to the Best Athletes, Best Swimmer, and Mr.<br />

University.<br />

RULES FOR THE AWARD OF UNIVERSITY COLOUR<br />

(I)Team Games:<br />

47. The team should have played at least two matches against two different teams in an interuniversity<br />

tournaments during the session. However, particular case on the<br />

recommendation <strong>of</strong> the Manager <strong>of</strong> concerned game may also be considered for the award<br />

<strong>of</strong> University colour on the basis <strong>of</strong> performance and achievement at other levels with<br />

creditable performance.<br />

Except in very exceptional cases <strong>of</strong> extraordinary performance no one shall be<br />

awarded the colour in the first year <strong>of</strong> ones membership <strong>of</strong> the club and/or class <strong>of</strong> the<br />

couse for his first degree.<br />

a) First preference will be given to the Captain <strong>of</strong> the team, provided he/she has<br />

represented the University for more than one year.<br />

(b) To an outstanding player <strong>of</strong> the team i.e. who has/have been selected for Combined<br />

Universities teams.<br />

(c) Maximum number <strong>of</strong> colours to be awarded to a team shall be as under:<br />

i) Winner <strong>of</strong> All India Inter-varsity whole team.<br />

ii) Runner-up <strong>of</strong> All India Inter-varsity 75% <strong>of</strong> the total team.<br />

iii) 3 rd Position in All India Inter-varsity up to 60% <strong>of</strong> the total team.


iv) Zonal winner in the Inter-varsity up to 40% <strong>of</strong> the total team.<br />

v) The behavior/character <strong>of</strong> the players during the selection <strong>of</strong> university team,<br />

inter-college/inter-varsity tournament. University coaching camps shall be taken<br />

into consideration for the award <strong>of</strong> university colours.<br />

Individual Event: All those who brings 1 st , 2 nd and 3 rd position in the All India Inter-<br />

GENERAL RULES<br />

varsity competition.<br />

48. No matter pertaining to the C.D.L. University <strong>Sports</strong> <strong>Council</strong> shall be published unless<br />

authorized or done <strong>of</strong>ficially.<br />

49. No <strong>of</strong>ficial communication from colleges/institutions shall be entertained unless it comes<br />

from or through the Principal/Head <strong>of</strong> the Institution concerned.<br />

50. As far as possible, staff members with knowledge <strong>of</strong> games should be appointed as Incharge<br />

<strong>of</strong> college clubs or teams.<br />

51. The <strong>CDLU</strong> <strong>Sports</strong> <strong>Council</strong> shall not be responsible for postal delays in the delivery <strong>of</strong><br />

letters, money orders or cheques etc. on either side.<br />

52. No team can be called C.D.L. University team, unless it owes its existence to the<br />

<strong>CDLU</strong>SC or any body authorized by it. In the case <strong>of</strong> any infringement <strong>of</strong> this regulation,<br />

the <strong>CDLU</strong>SC shall take whatever action it deems necessary.<br />

53. All students <strong>of</strong> the affiliated colleges shall be required to give their loyalties, in so far as<br />

games and sports are concerned first <strong>of</strong> all to their own colleges, and then to <strong>CDLU</strong>SC<br />

and <strong>Sports</strong> clubs, before any outside interests or activities can be considered.<br />

54. The accounts <strong>of</strong> the C.D.L. University <strong>Sports</strong> <strong>Council</strong> shall be kept in the State Bank <strong>of</strong><br />

India, or any other scheduled Bank as desired by the <strong>CDLU</strong> <strong>Sports</strong> <strong>Council</strong>.<br />

55. The annual reports and audited accounts <strong>of</strong> the <strong>CDLU</strong>SC shall be ready each year by the<br />

30 th June or as soon thereafter as possible for consideration by the Executive Board in<br />

the first instance and then for circulation in time for the annual meeting.<br />

56. The Secretary, <strong>CDLU</strong>SC is authorized to send any team two days earlier then the scheduled<br />

fixture to help the team in acclimatization if the tournament is held on hill-stations or in a<br />

region with varying temperature conditions. However, the return journey must start within<br />

24 hours after the fixtures/tournament has been played.<br />

57. The organizing Secretary <strong>of</strong> various inter-college tournaments shall send a copy <strong>of</strong> the<br />

organizing secretary's report on the Pr<strong>of</strong>orma given at Annexure-B within seven days <strong>of</strong><br />

completion <strong>of</strong> the tournament along with protest/complaints, if any, to the Secretary,<br />

<strong>CDLU</strong>SC.<br />

58. (a) The President/Secretary/Member <strong>of</strong> the Executive Board, <strong>CDLU</strong>SC should visit<br />

different centers before the tournament to approve the grounds and pay surprise visit<br />

during the tournaments.

(b) Besides the above, if any college wishes to have its grounds or those <strong>of</strong> another college<br />

approved or re-approved for the tournament, the Executive Board may depute the<br />

Secretary, <strong>CDLU</strong>SC to visit them and report on their condition, before deciding the<br />

matter<br />

59. Prizes in the shape <strong>of</strong> cash/kind may be awarded by the Executive Board, <strong>CDLU</strong>SC to the<br />

outstanding sportsmen/ sportswomen.<br />

60. Rupee 50/- shall be charged for issuing <strong>of</strong> Duplicate Certificate <strong>of</strong> inter-college/inter-<br />

university tournaments.<br />

61. Role <strong>of</strong> honors record shall be maintained and the names and the distinctions <strong>of</strong> the players<br />

should be embossed and the same be kept in the <strong>of</strong>fice <strong>of</strong> the Secretary, <strong>CDLU</strong>SC.<br />

62. The President, <strong>CDLU</strong>SC is empowered to write-<strong>of</strong>f unserviceable items/lost items costing<br />

up to Rs. 2500/- in a year.<br />

63. The concerned coach shall be fully responsible for the layout <strong>of</strong> field/Arena for inter<br />

college tournament at the head quarter.<br />

64. A doctor along with first-aid box and medicines must be available on the playfield when<br />

the tournament is in progress.<br />

65 Photographs <strong>of</strong> the captains <strong>of</strong> the university teams, the students having bettered the<br />

Previous University/Inter-varsity records and the students/teams which secured 1 st , 2 nd and<br />

3 rd positions in the inter-university championship shall be published in the "<strong>Sports</strong><br />

Souvenir".<br />

INTER UNIVERSITY TOURNAMENTS<br />

66. Prior approval <strong>of</strong> the Executive Board is essential for organizing any inter-university<br />

tournament(s).<br />

67. (i) Captain shall be decided amongst the players selected to represent the University team.<br />

First preference will be given to player having maximum representation <strong>of</strong> C.D.L.<br />

University in the inter-university championship in the concerned game.<br />

(ii) In case <strong>of</strong> tie, position achieved shall be taken into consideration.<br />

(iii) If still the tie persists seniority <strong>of</strong> class shall be taken into consideration.<br />

(iv) If tie, still persists the player who is senior in age shall be the captain <strong>of</strong> the University<br />

team.<br />

(v) Second best in the merit shall be the Secretary <strong>of</strong> the University team.<br />

68. Manager and Coach <strong>of</strong> University teams shall be appointed by the Secretary, <strong>CDLU</strong>SC.<br />

However, preference will be given to the concerned club members. A student who has<br />

played for universities in the past, but is not eligible to play now, can accompany the

university team as Manager or Coach in exceptional circumstances with the permission<br />

<strong>of</strong> the president on the recommendations <strong>of</strong> the Secretary.<br />

69. Every effort shall be made to get the railway concession in fare if the team is traveling<br />

by train. For this purpose the concession forms may be checked properly by the<br />

concerned Manager/ Coach before leaving the station.<br />

70. (a) Every case <strong>of</strong> misbehavior by any member <strong>of</strong> a University team, whether on or <strong>of</strong>f the<br />

field <strong>of</strong> play, shall be reported by the club/ Manager concerned to the Secretary,<br />

<strong>CDLU</strong>SC together with the full facts <strong>of</strong> the case. The action taken by the club<br />

committee/ Manager, with remarks that may be considered necessary be submitted to<br />

the Secretary for further action <strong>of</strong> the Executive Board <strong>of</strong> the <strong>CDLU</strong>SC.<br />

(b) Every Manager/Coach accompanying the university team either for inter-university<br />

fixtures or for any other tournament or fixture, shall submit the report relating to the<br />

performance <strong>of</strong> the university team, behavior <strong>of</strong> the players during the time <strong>of</strong><br />

tournament/fixture to the Secretary, <strong>CDLU</strong>SC for consideration in the Executive Board.<br />

He will also recommend the names <strong>of</strong> the outstanding players for the award <strong>of</strong> the<br />

university colour in order <strong>of</strong> preference.<br />

(c) (i) Keeping <strong>of</strong> unspent balance <strong>of</strong> advance for more than 15 days will amount to temporary<br />

embezzlement. Therefore, the accounts <strong>of</strong> advance shall be submitted to the asst-<br />

Secretary, <strong>CDLU</strong>SC immediately on return from the tournament/fixture.<br />

(ii) In case unspent amount is not deposited within 15 days 12% interest will be charged. If<br />

after 45 days the unspent amount is still not deposited than 18% interest will be<br />

charged.<br />

(d) Participating certificate from the Organizing university/Body/ Association is required.<br />

The receipt <strong>of</strong> the Payment if any, made to the organizers may also be submitted.<br />

(e) The Assistant Secretary shall help the Secretary in managing the affairs <strong>of</strong> the <strong>CDLU</strong>SC<br />

and shall perform such duties as assigned by the Secretary, <strong>CDLU</strong>SC from time to time.<br />

(f) No women team will be sent to Inter-varsity tournament without a lady Manager. It will<br />

be responsibility <strong>of</strong> each club to provide a Manger for participation in Inter-varsity<br />

tournaments.<br />

(g) It will be responsibility <strong>of</strong> the Principals whose girls constitute the teams to provide a<br />

Lady Manager to accompany the teams.<br />

NUMBER OF PLAYERS FOR COACHING CAMP AND INTER UNIVERSITY<br />

PARTICIPATION<br />

71. COACHING CAMP<br />

(a) In case <strong>of</strong> team games the players attending coaching camp will be twice the actual<br />

number <strong>of</strong> players playing a match at a time plus two for example<br />

Football : 11 x 2 + 2 = 24<br />

Note : (i) The dress articles to be purchased for different games will be decided by the<br />

per requirement <strong>of</strong> the game and position <strong>of</strong> the players. Separate dress can be<br />

arranged for men and women teams according to the need <strong>of</strong> the game and<br />

women team members. Special dresses can be procured as per need <strong>of</strong> the games<br />

and its rules and regulations. The total cost <strong>of</strong> the dress will however be within the<br />

sanctioned limits.<br />

(ii) In addition to above dresses each player will also be issued tracksuits. The<br />

Manager and Coach will also be given tracksuits. Manager/Coach will only be<br />

entitled to one-track suit in a year irrespective <strong>of</strong> the fact that they may have<br />

accompanied more than one team in inter-university fixtures.<br />

(iii)The ground man working in the sports <strong>of</strong>fice or associated with the activities <strong>of</strong><br />

the directorate will also be given uniform up to Rs. 500/- every year.<br />

PART-B<br />

RULES FOR THE CONDUCT OF TOURNAMENTS<br />

(A). ARCHERY (MEN & WOMEN)<br />

1. The competition shall be conducted according to the rules as adopted by Archery<br />

Federation <strong>of</strong> India unless otherwise modified in these rules.<br />

2. A separate competition shall be held for men and women section in Indian round Fita<br />

and Olympic rounds.<br />

3. In each section each team consist <strong>of</strong> 4 archers. Not more than 4 merit certificates will be<br />

awarded in each section in Indian round and FITA round.<br />

4. The score <strong>of</strong> best three archers in each category shall be counted towards championship.<br />

The team securing maximum number <strong>of</strong> points will be declared winners.<br />

5. In each competition separate individual positions will be awarded at different distances.<br />

6. An archer shall bring his/her own Bow and Arrow.<br />

(B). ATHLETICS (MEN & WOMEN)<br />

1. The competition shall be conducted according to the rules <strong>of</strong> the Amateur Athletic<br />

Federation <strong>of</strong> India, unless otherwise, modified in these rules.<br />

2. The number <strong>of</strong> entries per college for 20 KM, 5 KM walk and Half Marathon shall be<br />

not more than three. However, in other events two competitors shall be allowed to enter<br />

in each event. For relay races (women) only one entry with two reserves shall be<br />

accepted.<br />

3. Once the detail entry is received no change shall be permitted.<br />

4. The following events shall be conducted in the inter-college athletic meet.<br />

MEN<br />

Track events: 100, 200, 400, 800, 1500, 5000 and 10000 mtrs; 110 & 400 Mtrs.<br />

Hurdles, 20 KM walk, Half Marathon.<br />

Field events: (Jumps):- Long jump, high jump, triple jump and pole vault.<br />

WOMEN<br />

(Throws):- Shot-put, Hammer throw, discus throw & Javelin throw.<br />

Decathlon<br />

Track events: 4x100 & 4x400 mtrs. Relay races, 100, 200, 400, 800, 1500, 5000 and<br />

10000 Mtrs., 100 and 400 mtrs. Hurdles, Half marathon, 5 KM walk.<br />

Field events: (Jumps):- Long jump, high jump, and triple jump.<br />

(Throws):- Shot-put, Discus throw, Javelin throw, hammer throw.<br />

5. Unless unavoidable the competition shall be conducted for a period <strong>of</strong> three consecutive

6. Points and certificates: In each event, except for relay races the winning college shall be<br />

awarded 5 points for the 1 st place, 3 points for the 2 nd place and I point for the 3 rd place.<br />

In relay races these points will be doubled.<br />

7. Merit certificate shall be awarded up to first three positions in each event.<br />

8. Championship: There will be a separate championship each for men and women section.<br />

The college securing highest total number <strong>of</strong> points shall be declared as the champion<br />

college in their respective section.<br />

9. In case <strong>of</strong> tie the college winning greater number <strong>of</strong> 1 st place shall be adjudged as the<br />

champion college.<br />

10. Individual best athlete: Individual best athlete shall be adjudged separately each for men<br />

and women section. The athlete securing the highest number or points shall be declared<br />

as best athlete. In case <strong>of</strong> tie the athlete securing maximum number <strong>of</strong> 1 st places shall be<br />

declared as best athlete. In case tie still remains, the athlete securing maximum number<br />

or points in the decathlon table event will be declared as best athlete.<br />

(C). BADMINTON (MEN & WOMEN)<br />

1. The competition shall be conducted under the rules adopted by the Badminton<br />

Association <strong>of</strong> India, unless otherwise modified i n these rules.<br />

2. The tournament for men and women sections shall be conducted according to the<br />

following pattern:<br />

Men = 3 singles and 2 doubles Women = 2 singles and 1 double<br />

3. A tie for men section shall be decided by the combined results <strong>of</strong> 3 singles and 2<br />

doubles whereas a tie for women section shall be decided by the combined results <strong>of</strong> 2<br />

singles and 1 double. The result <strong>of</strong> a tie, however, can be declared when either <strong>of</strong> the<br />

competing teams wins three matches for men and two matches for women section.<br />

4. The order <strong>of</strong> events shall be as follows:<br />

Men: First Singles Second Singles First Doubles<br />

Third Dingles Second Doubles<br />

Women: First Singles Second Singles Doubles<br />

5. A college participating in the tournament shall bear their own share <strong>of</strong> costs <strong>of</strong><br />

shuttlecocks for each match.<br />

6. Chinamex / Yonex Shuttlecocks will be used during tournaments.<br />

7. Merit certificates shall be awarded to 6 players for men section and 4 players in women<br />

section.<br />

(D). BASKETBALL (MEN & WOMEN)<br />

1. The tournament shall be conducted according to the rules <strong>of</strong> the Basketball Federation<br />

<strong>of</strong> India, unless otherwise modified in these rules.<br />

2. Only rubber basketball shall be used in the competition.<br />

3. If there is a tie between two or more than two teams in the matches played on league<br />

basis, the following procedure shall be adopted to decide the tie<br />

a) Dual Tie: The team, which has beaten the other team in the league matches, shall be<br />

the winner.<br />

b) Tie between more than two teams: The tie between more than two teams shall be

decided on the basis <strong>of</strong>: Points Scored/Points Against<br />

The team securing the greater quotient shall be the winner and so on. While deciding<br />

the tie between three or more than three teams, only the points secured for and against<br />

in the matches played between the teams in tie shall be counted.<br />

c) If the tie between two teams or more than two teams still persists, it shall be decided<br />

by the procedure given below:<br />

i) Team having minimum number <strong>of</strong> player fouls shall be declared as winner;<br />

ii) Even after following the (i) above, if the tie persists the team having minimum<br />

technical fouls shall be declared as winner; and<br />

iii) Even after following the procedure (i) and (ii) above, if the tie persists draw <strong>of</strong><br />

lots shall decide the winner.<br />

d) If there is a tie in a match player on knockout basis, extra time <strong>of</strong> 5 minutes shall<br />

continue to be given till the tie is decided.<br />

4. Ordinarily no team shall be called upon to play more than one match a day, if however,<br />

under unavoidable circumstances, a tem is called upon to play two matches in a day, there<br />

shall be at least 6 hours gap between the conclusion <strong>of</strong> the first match and the beginning<br />

<strong>of</strong> the second match.<br />

5. The tournaments will be organized on 2-zone basis then up to zonal semifinals stage it<br />

will be played on knockout basis. The 4-teams qualifying from 2 zones shall play interzonal<br />

tournament on league basis.<br />

6. The number <strong>of</strong> players representing a college shall not be more than 12 and not more than<br />

12 merit certificates shall be awarded to a team.<br />

7. The participating teams shall bring their own balls.<br />

(E). BOXING<br />

1. The competition shall be conducted according to the rules as adopted by the Amateur<br />

Boxing Federation <strong>of</strong> India, unless otherwise modified in these rules.<br />

2. Weighing-in and medical examination shall be conducted everyday before the<br />

commencement <strong>of</strong> the competition. No weight shedding shall be allowed after the<br />

weighing in has started. Also no alterations or additions shall be allowed after the Draws<br />

have been made<br />

3. The competition shall be conducted for the following weight classes<br />

Light Fly Weight. Up to 48 Kg.<br />

Fly Weight. Up to 51 Kg.<br />

Bantam Weight. Up to 54 Kg.<br />

Feather Weight. Up to 57 Kg.

4. Each college is entitled to enter one competitor and one reserve in each weight class but<br />

only one boxer shall be allowed to compete.<br />

5. To hold competition in a particular weight class, there must be at least two competitors.<br />

6. A competitor shall be eligible to compete only in his own wt. Class.<br />

7. In all matters pertaining to bouts, the decisions <strong>of</strong> the Referee shall be final; unless<br />

decided otherwise by the Jury <strong>of</strong> appeal.<br />

8. For deciding championship federation's rules will be applied.<br />

9. In each weight category the losers <strong>of</strong> semifinalists will be awarded 3rd places.<br />

(F). CHESS<br />

1. <strong>Rule</strong>s <strong>of</strong> the Chess Federation <strong>of</strong> India shall apply to the inter-college chess tournament<br />

unless otherwise modified in these rules.<br />

2. The tournament will be played according to the Swiss Method (nine rounds).<br />

3. The chess clocks shall be used if available.<br />

4. A team may consist <strong>of</strong> a maximum <strong>of</strong> six players (including two reserve players) but<br />

only four players shall be allowed to participate each playing against the other <strong>of</strong> the<br />

same status in order <strong>of</strong> ranking. There shall be no restriction to including women players<br />

in the chess team.<br />

5. Each college shall clearly state the ranking order <strong>of</strong> its team while sending the entry.<br />

The reserve shall be ranked at the bottom.<br />

6. In the event <strong>of</strong> inability <strong>of</strong> a playing member to participate, the ranking order shall be<br />

changed in such a way that only the player following him in the ladder takes his place<br />

and so on. No player shall be replaced during the course <strong>of</strong> the tournament.<br />

7. Each team is required to play through the entire tournament. However, if a team is<br />

forced by circumstances beyond its control to withdraw from the tournament, the<br />

treatment <strong>of</strong> any un-played matches, for the purpose <strong>of</strong> scoring, shall be settled by the<br />

Chief Arbiter and the Organizers.<br />

8. The first session <strong>of</strong> play shall be six hours with two time controls: 40 moves in the first

two hours, then 20 moves in one hour, with accumulation <strong>of</strong> time before the first<br />

adjustment.<br />

9. The final positions <strong>of</strong> the teams shall be established by the number <strong>of</strong> game points<br />

scored by each team.<br />

10. The position <strong>of</strong> teams, which finish with the same number <strong>of</strong> game points, shall be<br />

determined by the application <strong>of</strong> the following tie-breaking procedures, in sequence<br />

from (a) to (b) to (c) to (d) to the extent required:<br />

(a) By the sum <strong>of</strong> the game scores <strong>of</strong> all the teams opponents; (b) By the sum <strong>of</strong> match<br />

points won; (c) By the results <strong>of</strong> the matches between the tied teams;<br />

(d) By the sum <strong>of</strong> the game scores <strong>of</strong> all the teams opponents, excluding the<br />

opponents who scored the highest number <strong>of</strong> game points and the opponents who<br />

scored the lowest number <strong>of</strong> game points.<br />

11. Not more than six merit certificates shall be awarded to a team.<br />

(G). CRICKET (MEN & WOMEN)<br />

1. The matches shall be played according to the rules adopted from time to time by the<br />

Board <strong>of</strong> Control for Cricket in India unless otherwise modified in these rules.<br />

2. One day matches will be played <strong>of</strong> 45 Over.<br />

3. Each bowler is allowed to bowl maximum <strong>of</strong> nine Over.<br />

4. The matches shall be <strong>of</strong> duration <strong>of</strong> six hours as per details given below:<br />

a) First Session 9.30am to 12.30pm<br />

Lunch<br />

12.30pm to 1.15 pm<br />

b)<br />

Second Session 1.15 pm to 4.15 pin<br />

There will be one break for drinks in each session.<br />

5. If the scores at the end <strong>of</strong> stipulated overs are equal, then the team losing lesser number<br />

<strong>of</strong> wickets shall be declared as winner. In case, at that stage, the position is equal, the<br />

position at the 30 overs stage will decide the winner. If the position remains undecided<br />

after following the above procedure, the rule <strong>of</strong> lowering from 30 overs shall be applied<br />

as per the rules <strong>of</strong> Deodhar Trophy tournament to decide the winner.<br />

6. During the tournament Delhi King/S.G./Sonex Super balls shall be used.<br />

7. The team shall consist <strong>of</strong> not more than 16 plays. Not more than 16 certificates shall be<br />

awarded to a team.<br />

(H). CROSS-COUNTRY (MEN & WOMEN)<br />

1. The championship shall be conducted according to the rules as adopted by the Amateur<br />

Federation <strong>of</strong> India, unless otherwise modified in these rules.<br />

2. The distance for men section shall be 12.5 KMs and for women section 5 KMs.<br />

3. (a)A maximum <strong>of</strong> 9 entries for men and 6 entries for women shall be allowed and all <strong>of</strong><br />

them shall be permitted to run. For calculating the championship, however, only first 6<br />

for men and first 4 for women shall be counted.


(b) Individual entries shall be permitted.<br />

(c)Team entries shall be counted only if a minimum <strong>of</strong> 6 for men and a minimum <strong>of</strong> 4 for<br />

women begin the race even though it is not necessary that all the 6 for men and all the 4<br />

for women should complete the race for counting championship.<br />

4. The organizers shall show the route to the athletes at least a day before for all races held<br />

outside the stadium.<br />

5. Competitors may compete bare foot or with footwear on one or both feet. The purpose<br />

<strong>of</strong> shoes for competition is to give protection and stability to the feet and firm grip on<br />

the ground. Such shoes, however, must not be constructed so as to give the competitor<br />

any additional assistance, and no spring or device <strong>of</strong> any kind may be incorporated in<br />

the shoes. A shoes strap over the instep is permitted.<br />

6. (a) For deciding the team championship, points shall be awarded to the competitorss up to<br />

6th position for men section and 4th position for women section in the following order:<br />

1 st position - 1 point<br />

2 nd position - 2 points<br />

3 rd position - 3 points and so on.<br />

(b) The college winning the minimum number <strong>of</strong> points shall be declared as Champion.<br />

(I). FOOTBALL (MEN)<br />

1. Matches shall be played according to the rules <strong>of</strong> the All India Football Federation, unless<br />

otherwise modified in these rules.<br />

2. In matches played on knockout basis, if a game ends in a draw, 15 minutes extra timeeach<br />

way shall be a part <strong>of</strong> the normal period <strong>of</strong> play. After the normal period <strong>of</strong> play<br />

(including 15 minutes extra time each way) is over, each shall take 5-penalty kicks team,<br />

one each alternatively. The team scoring the greater number <strong>of</strong> goals shall be declared as<br />

winner. If the result is not declared yet, the 6 th ,7 th , 8 th and so on players, alternatively<br />

from each side will take the kicks till the result is decided provided that equal number <strong>of</strong><br />

kicks shall have been awarded to each side. Which side shall take the first kick shall be<br />

decided by the spin <strong>of</strong> a coin. Before the penalty kick begins, each captain shall nominate<br />

five players to take the penalty kick on behalf <strong>of</strong> his team. No substitution shall be<br />

allowed during the tiebreaker rule.<br />

3. Unless unavoidable, no team shall be called upon to play two matches in a day. If under<br />

compelling circumstances a team has to play two matches in a day, there shall be at least<br />

6 hours gap between the end <strong>of</strong> the first match and the commencement <strong>of</strong> the second<br />

match. As far as possible, no team shall be forced to play matches on more than four<br />

consecutive days and there shall be one day gap between the zonal final and semifinal<br />

matches.<br />

4. No player shall be permitted to participate in the tournament without football shoes.<br />

5. In matches played on league basis, if there is a tie, the tie will be decided on the basis <strong>of</strong><br />

goals differences: goals for - goals against. If the goal difference between two colleges<br />

in a tie is the same, the tie will be decided by taking into consideration the highest<br />

aggregate <strong>of</strong> goals scored by a particular college. For example, 'x' scores 15 goals for<br />

and l0 against and if 'y' scores 12 goals for and 7 goals against then 'x' shall be decided<br />

winner on the basis <strong>of</strong> the maximum aggregate goals scored for. If the goal difference is<br />

the same between more than two colleges, the tie shall be decided by draw <strong>of</strong> the lots.

6. In case <strong>of</strong> Four Zone tournament, up to the zonal final stage, the tournament will be<br />

played on knockout basis. At the inter-zonal stage, the tournament shall be played on<br />

league basis.<br />

7. Each college shall submit a list <strong>of</strong> players not exceeding 16 including reserves. Not<br />

more than 16 merit certificates shall be awarded to a team.<br />

8. In league matches, the winner team will score 3 points and the looser team 0. In case <strong>of</strong><br />

draw each team will score 1 point each.<br />

(J). GYMNASTICS (MEN)<br />

The inter-college gymnastics programme shall consist <strong>of</strong> the following competitions:<br />

(i) Team competition<br />

1. Team competition shall consist <strong>of</strong> 12 exercises i.e. six compulsory exercises and<br />

six option exercises (one compulsory and one optional exercise on each<br />

apparatus)<br />

Note'- A gymnast obtaining 50% marks in the compulsory set <strong>of</strong> exercises shall qualify to<br />

participate in the optional sets <strong>of</strong> exercises.<br />

2. Team championship as well individual all around championship will be<br />

declared in this competition.<br />

(ii) Individual Event Final (App. Championship)<br />

The best eight gymnasts on each apparatus from competition 1 (team competition) will<br />

again compete in optional exercise to decide the first three positions on each apparatus.<br />

Note: In this competition only standard equipment should be used. Team<br />

Championship:<br />

Each college team will consist <strong>of</strong> six gymnasts who will participate in all exercises in<br />

team competition. The result <strong>of</strong> the competition will be decided by taking the total<br />

scores <strong>of</strong> the best five gymnasts on each event.<br />

Once the entry has been made no change in the composition <strong>of</strong> the team is permitted. A<br />

college, which cannot enter a complete team <strong>of</strong> six gymnasts, may enter competitors<br />

individually. For carrying out the exercise, the individual gymnasts will be formed into<br />

one or several groups or will be attached to another team. Their order <strong>of</strong> use <strong>of</strong><br />

apparatus will be decided by the Jury.<br />

1. Individual All Around Championship :<br />

Individual all around championship will be decided by taking the total scores obtained in<br />

compulsory and optional exercises on all apparatus in competition 1(team competition).<br />

2. Individual Event Final (Individual Apparatus Championship):<br />

The best eight gymnasts on each apparatus, from competition one (team competition)<br />

will be selected to compete for apparatus championship.<br />

They will perform only optional exercise. Evaluation will be done out <strong>of</strong> maximum<br />

10.00 points.<br />

Competition <strong>Rule</strong>s: Each gymnast must execute the whole competition programme<br />

before he is eligible to secure any position in any apparatus. Entries to the tournaments<br />

are to be made on prescribed forms provided in good time by the organizing college.<br />

The competitors and the judges must devote themselves entirely and exclusively to the<br />

competition. They must accept other tasks only after having completed all the liabilities<br />

related to the competition.<br />

Measurement and Dimensions <strong>of</strong> the Apparatus

Horizonal Bar: Bar to be polished steel 26-27 mm in diameter; length <strong>of</strong> the bar 2.40 m.,<br />

height from one ground must be within 2.50 m. to 2.70 m.<br />

Pommelled Horse : Length <strong>of</strong> the horse 1.60 ms; breadth 36-37 cms; distance between the<br />

pommels 40-45 cms; height <strong>of</strong> horse to top <strong>of</strong> pommels 1.20 ms; height <strong>of</strong> pommels from the<br />

saddle 12 cms.<br />

Vaulting Horse : Height <strong>of</strong> the horse 135 cms; Length <strong>of</strong> the horse 160 cms.<br />

Rings : Height <strong>of</strong> supporting frame 5.50 ms., height <strong>of</strong> rings from ground 2.50 cms. To 2.70<br />

ms. Interior diameter <strong>of</strong> ring 18 cms; thickness <strong>of</strong> the rings 28 mms; the suspending ropes may<br />

end in belts or movable straps to which the rings are attached. Special arrangements will<br />

prevent the ropes from twisting. Distance between the ropes will be 50 cms.<br />

Beat Board : Height in from 20 to 22 cms; length 120 cms; width 60.00 cms. The beat boards<br />

must be so constructed that it is <strong>of</strong> maximum spring ness. The board will be slopped but the<br />

surface must not be slippery.<br />

Floor Exercises (Free Hand) : The floor will have the minimum dimensions <strong>of</strong> 12x 12 ms.<br />

Distinctly marked on the floor by means <strong>of</strong> white lines. It will comprise a floor, measuring at<br />

least 14x14 ms., the space available for gymnast being marked as above.<br />

The whole space will be covered with a s<strong>of</strong>t carpet <strong>of</strong> 5 mm thickness.<br />

Parallel Bars : Height <strong>of</strong> bars 1.70 ms; length 3.50 ms; the inside measurement between the<br />

bars may vary 40-50. The bars must be oval in shape.<br />

Description <strong>of</strong> Exercises : Horizontal Bar: To be swinging work without pause.<br />

Parallel Bar: To be a combination <strong>of</strong> swinging, strength and holds.<br />

Rings : To be a combination <strong>of</strong> strength and holds without movement <strong>of</strong> rings.<br />

POMMELLED HORSE<br />

Combination, with work on both sides, swinging without pause or hold. At least, one part<br />

<strong>of</strong> the exercise to be executed from the opposite side to the main performance (Scissors<br />

and Circles <strong>of</strong> one and both legs).<br />

FLOOR EXERCISES (Free Hand): Exercises to consist <strong>of</strong> consecutive movement<br />

combining poses, balancing and turning exercise with great vitality.<br />

Long Horse: Vaults, which are listed in the code <strong>of</strong> points for men by F.I.C. may be<br />

performed or any other vault with hands support (one hand or both hands) may be<br />

performed.<br />

Judges: The organizing secretary shall appoint six judges and one superior judge for<br />

each event for the duration <strong>of</strong> the competition.<br />

MEN : The judging panel at the apparatus will be composed as follows:<br />

If the possibilities allow in agreement with the participating teams, a TA (Technical<br />

Assistance) can also be used.<br />

JURY: The organizing college will constitute the jury for deciding protests and issue not<br />

specially covered under these rules. Superior judge <strong>of</strong> the event under protest should be<br />

included in the jury for deciding protests.<br />

Special Instructions: Each college team participating in the competition should have a leader<br />

from amongst them or separate one, whose duty will be confined to introducing his team to<br />

the superior judge and to leading them to the different apparatuses. Before the exercises

commence, he must ensure that the apparatus is properly placed and test its fitness. At the<br />

commencements <strong>of</strong> the exercise on the rings and on the horizontal bar, the leader may<br />

properly assist a gymnast. During the performance, he must remain near the apparatus to<br />

prevent the occurrence <strong>of</strong> any accident but he shall not give assistance in the performance <strong>of</strong><br />

any exercise.<br />

His work as a leader will not be remunerated. He is the intermediary between the<br />

superior judge and his team. Each team must arrive and leave in good order. All the judges<br />

and the teams taking part must be on the scene at the appointed hour and in place, which have<br />

been designated. The individual event final (apparatus championship) will have only optional<br />

exercise, whereas the team competition will be divided in two parts which are as under.<br />

The first part comprises the compulsory exercises, the second one the optional exercise<br />

on all events. The sequence <strong>of</strong> events will follow the order laid down in the programme. All<br />

apparatuses may be in use at the same time and order <strong>of</strong> the use <strong>of</strong> apparatus will remain the<br />

same for all the teams. Any competitor leaving his teams or competition place without the<br />

prior permission <strong>of</strong> the superior judge will be penalized 0.30 point. Substitution <strong>of</strong> competitors<br />

within a team during the competition is not allowed. Any case <strong>of</strong> illness or accident must be<br />

reported immediately by the team leader and confirmed by the doctor on duty. In order to<br />

allow an indisposed gymnast to recover the team may cease work for a maximum period <strong>of</strong> 3<br />

minutes. If after this lapse <strong>of</strong> time the competitor has not recovered, the team must resume the<br />

competition and the injured competitors will be eliminated from the competition.<br />

Only one chance will be given to perform compulsory exercise on each apparatus<br />

including vaulting horse and floor exercises.<br />

The optional exercises may also not be repeated on all events including vaulting horse.<br />

The horizontal bar and parallel bars exercises may be reversed wholly or in part. The floor<br />

exercise and pommel led horse exercise may be reversed wholly only.<br />

A competitor can perform any vault on horse in optional competition but it must not be<br />

the same as the compulsory vault. For the parallel bars the use <strong>of</strong> beat board is permitted. All<br />

competitors <strong>of</strong> one team must be uniformly dressed. On the side horse, the rings, parallel bars<br />

and horizontal bar the competitors must compete in long pants with long footwear (socks and<br />

gym. Shoes or only socks). In floor exercise and long horse vault the gymnast can appear in<br />

long pants and with footwear, or in short pant with or without footwear. The wearing <strong>of</strong> long or<br />

short pant is, for these exercises, left to the discretion <strong>of</strong> the team or the individual gymnast<br />

provided the colour <strong>of</strong> the uniform is the same. Wearing <strong>of</strong> shirts (jersey) is compulsory in all<br />

cases.<br />

JUDGING:<br />

The judges may consult among themselves for the first exercise (performance) in order to<br />

obtain a common starting point. Thereafter they will work independently without any further<br />

mutual consultation apart from in exceptional cases (accident etc.). If the marks awarded by a<br />

judge or judges are not according to rules and regulations, the superior judge has right to call<br />

the judge or the judges concerned.<br />

The final scores awarded to a gymnast will be announced or flashed by the superior<br />

judges before the next competitor starts his exercise.<br />

MARKING<br />

Men: Marking system has been changed by F.I.G. - Now the 10 marks will be divided as<br />

follows: Division <strong>of</strong> 10 marks for marking the exercises<br />

In case <strong>of</strong> protests on matter excluding the marking and judgment the decision <strong>of</strong> the jury<br />

shall be final and there should be no right <strong>of</strong> appeal against it. After the announcement <strong>of</strong> the<br />

result, the score sheet shall be handed over to the organizing secretary.<br />

Championships:<br />

Should there be any tie for championship it shall be broken as given below:<br />

a) Team (General): The number <strong>of</strong> first higher places secured by the team.<br />

b) Individual (General): The more number <strong>of</strong> first places secured in other works.<br />

c) Individual (Event) The more number <strong>of</strong> first places secured in other events. If the tie<br />

remains still unresolved, the championship shall be decided by the spin <strong>of</strong> a coin.<br />

General Notes to the Compulsory Exercises for the Inter-College Gymnastics<br />

Championship<br />

1. Execution should be made and judged as per the rules <strong>of</strong> the (FIG) International<br />

Gymnastics Federation.<br />

2. The hold parts should be held for 2 seconds on all the apparatuses.<br />

3. Partly or wholly, the series <strong>of</strong> the exercises may be reversed as per rules.<br />

While judging the compulsory series execution <strong>of</strong> all the elements should be observed<br />

with special attention. The points allotted for the element missed or avoided shall be<br />

deduced from the total award. Besides the factors <strong>of</strong> proper execution, positions,<br />

continuity and command shall be the guiding factor.<br />

While judging the optional series, the difficulty <strong>of</strong> elements, its composition should be<br />

the additional criteria to those <strong>of</strong> proper execution, positions, continuity and command.<br />

GYMNASTICS (WOMEN)

The Inter-college gymnastics programme for women shall consist <strong>of</strong> the following<br />

compete in optional exercise to decide the first three positions on each apparatus.<br />

Each college may enter one team <strong>of</strong> six women gymnasts who will participate in all<br />

exercises in team competition. The result <strong>of</strong> the competition will be decided by taking the<br />

a) 0.10 points, for scores between 9.500-10.000 points.<br />

b) 0.20 points, for scores between 9.000- 9.475 points.<br />

c) 0.30 points, in all other cases.<br />

Uniform <strong>of</strong> a Gymnast:<br />

Each women gymnast must compete in proper gymnastics<br />

costume. All the gymnasts <strong>of</strong> a team must appear in a uniform dress.<br />

General Notes:<br />

Any gymnast may repeat an exercise, which she thinks she has missed or carried<br />

out badly. She must immediately announce her intention to the Chief Judge before the<br />

judges have completed their marking. The repetition <strong>of</strong> the exercise must be executed<br />

after a convenient rest time before the team passes to the next apparatus. Only the<br />

repetition will be taken into account. Each competitor has the right to make two attempts<br />

at the vaults <strong>of</strong> the long horse.-both compulsory and optional, the best to count. The<br />

freestanding exercises may not be repeated. All competitors <strong>of</strong> one team must be<br />

uniformly dressed. This dress may be modified from one event to another, but without<br />

loss <strong>of</strong> time so as not to hold up the misruling <strong>of</strong> the competition. Work without shoes or<br />

without vests and socks are not allowed on the floor and long horse exercises. The<br />

competitors may, on all other apparatuses, work without shoes wearing stockings.<br />

Championship:<br />

Should there be any tie for championship, it shall be broken as given below:<br />

(a) Team (General) The number <strong>of</strong> first higher places secured by the team.<br />

(b) Individual (General) The more number <strong>of</strong> first places secured in other events.<br />

(c) Individual (Event) The more number <strong>of</strong> first places secured in other events.<br />

If the tie remains still unresolved, the championship shall be decided as per rule No. VIII<br />

(8) <strong>of</strong> this <strong>book</strong>let.<br />

Note: Performance <strong>of</strong> first six competitors shall be recorded for award <strong>of</strong> points for the<br />

championship.<br />

(K). HANDBALL (MEN & WOMEN)<br />

1. The Inter-college handball (M&W) tournament shall be conducted according to the rules<br />

as adopted by the Amateur Handball Federation <strong>of</strong> India unless otherwise modified in<br />

these rules.<br />

2. The tournament shall be played for 2 halves <strong>of</strong> 30 minutes each with an interval <strong>of</strong> 10<br />

minutes.<br />

3. If a match ends in a draw after having been played for the normal period, an extra time<br />

<strong>of</strong> 5 minutes each way (with no interval) is given after 5 minutes from the end <strong>of</strong> the<br />

normal period. If a match still ends in a draw, another extra time <strong>of</strong> 5 minutes each way<br />

(with no interval) shall be given. There shall be an interval <strong>of</strong> five minutes between the<br />

first extra time and the second extra time as well.<br />

If a tie is not decided even after the second extra time, the match will be decided by the<br />

spin <strong>of</strong> a coin, However, if two teams score the same nun - ibex <strong>of</strong> points in the matches<br />

played on league system, the tie shall be decided by goals-for goals against.<br />

5. Each team shall consist <strong>of</strong> not more than 12 players (10 court players + two goal keepers).<br />

A team while playing must use a goalkeeper without interruption. Not more than 7<br />

players i.e. six court players plus one goal keeper will be, present on the court at any one<br />

time.

6. Only the substitutes, not more than 4 teams <strong>of</strong>ficials and suspended player(s), if any, are<br />

allowed to stay in the substitution area. One <strong>of</strong> the <strong>of</strong>ficials <strong>of</strong> each participating team in a<br />

match must be listed on the scoring sheet as being the only responsible person to speak to<br />

the game <strong>of</strong>ficials.<br />

7. The tournament up to the semifinal stage will be played on knockout basis. From the<br />

semifinal stage, league system shall apply. The tournaments shall be organized on two<br />

zone basis.<br />

8. Not more than 12 certificates shall be awarded to a team entitled for such an award.<br />

(L). HOCKEY (MEN & WOMEN)<br />

1. Matches shall be played according to the rules in force and as modified from time to time<br />

by the Indian Hockey Federation, unless otherwise modified in these rules.<br />

2. If any match played on knockout basis ends in a draw, it shall be played to the finish and<br />

the procedure shall be as follows: after the normal playing period <strong>of</strong> 70 minutes, extra<br />

time <strong>of</strong> 7.5 minutes each way shall be played. If at the end <strong>of</strong> 1 5 minutes <strong>of</strong> extra time<br />

the tie is not decided, the penalty stroke rule as prescribed by the IHF shall be applied to<br />

decide the tie. During this extra time the golden goal rule shall apply.<br />

3. No team shall be forced to play on more than four consecutive days. If under some<br />

compelling circumstances, attain is asked to play two matches a day, there shall be at<br />

least six hours gap between the closing time <strong>of</strong> the first match and the time <strong>of</strong><br />

commencement <strong>of</strong> the second match. Under no circumstances shall a team be forced to<br />

play two matches a day on four consecutive days.<br />

4. (a) The tournament in men section shall be held on two-zone basis. Two teams from each<br />

zone will qualify for Inter zonal matches which shall be played on league basis.<br />

(b) The tournament in women section shall be held at a single venue and will be played<br />

on knockout basis, with the best four teams playing league matches.<br />

5. Each college shall submit a list <strong>of</strong> players not exceeding sixteen who may participate in<br />

the tournament, and not more than 16 merit certificates shall be awarded to a team.<br />

(M). JUDO (MEN & WOMEN)<br />

1. The inter-college Judo (M&W) competitions shall be conducted in accordance with the<br />

rules <strong>of</strong> Judo Federation <strong>of</strong> India as adopted by AIU, unless otherwise modified in these<br />

rules.<br />

2. In each weight category a college can enter one player with one reserve. A player can<br />

play in one or more than one weight category provided the second weight category is the<br />

open weight.<br />

3. Minimum weight for men player who wants to compete in open weight category shall be<br />

85 Kg. or above.<br />

4. Minimum weight for women player who wants to compete in open weight category shall<br />

be 65 Kg. or above.<br />

5. The matches will be conducted on knockout cum double repechage with no cross play.<br />

6. The men bouts will be <strong>of</strong> five minutes and women that <strong>of</strong> four minutes.<br />

7. No competition shall be held if less than four competitors participate in the competition.

2. A team shall consist <strong>of</strong> maximum number <strong>of</strong> twelve players and not more than twelve<br />

certificates shall be awarded.<br />

3. Total points for minus the total points against in the league matches shall decide the tie.<br />

Should the tie still persists it shall be decided by the spin <strong>of</strong> a coin.<br />

(O). KHO-KHO (MEN & WOMEN)<br />

1. The rules as adopted by the Kho-kho Federation <strong>of</strong> India shall apply to the inter-college<br />

Kho- kho tournament unless otherwise modified in these rules.<br />

2. A team shall consist <strong>of</strong> maximum <strong>of</strong> 12 players and not more than 12 merit certificates<br />

shall be awarded.<br />

(P). KABADDI (HARYANA STYLE)<br />

1. The inter-college Kabaddi (HS) tournament will be run in accordance with the rules <strong>of</strong><br />

Kabaddi (circle style) Federation <strong>of</strong> India unless otherwise modified in these rules.<br />

2. The team shall consist <strong>of</strong> 10 players with two reserves.<br />

3. The games shall be played into two halves <strong>of</strong> 20 minutes each with a five minutes<br />

interval.<br />

4. In case the game draws, five minutes extra time each way shall be played.<br />

5. A raider can raid for 30 seconds. If during this time he fails to score any point, the point<br />

shall be awarded to the opponent.<br />

6. The team winning the toss shall have choice either <strong>of</strong> side or for raid. No player can raid<br />

twice consequently for his team.<br />

7. Oiling or greasing <strong>of</strong> the body or long finger or tall nails are not permitted.<br />

(Q). KORFBALL

1. The inter-college Korfball championship will be organized in accordance with the rules<br />

adopted by the Korfball Federation <strong>of</strong> India, unless otherwise modified in these rules.<br />

2. Korfball is a mixed team game where male and female both play an equal role together.<br />

A team consists <strong>of</strong> a maximum <strong>of</strong> 16 players (8 males and 8 females), 4 males and 4<br />

females will actually play at a time.<br />

3. The duration <strong>of</strong> the game is 20 minutes each way with interval <strong>of</strong> 5 to 15 minutes (to be<br />

decided by the referee in consultation with both the captains).<br />

4. The court is <strong>of</strong> the size <strong>of</strong> 40x20 meters (Indoor) and 60x30 meters (out door) and is<br />

divided by two equal halves. Further, each side <strong>of</strong> the court is divided into two divisions<br />

(defense and <strong>of</strong>fence) and in each division two males and two females are set.<br />

5. To get a score the ball must drop through the basket. After securing two consecutive<br />

goals, players change their positions from defense to <strong>of</strong>fence and vice-versa. The<br />

positions are also interchanged after expiry <strong>of</strong> 10 minutes time if no goal is scored during<br />

that period.<br />

6. Additional playing conditions and regulations provided by the Federation:<br />

i) Running with the ball and dribbling are not allowed.<br />

ii) Kicking, hitting or punching the ball is not allowed.<br />

iii) There is no room for solo play. Teamwork is the most important ingredient.<br />

iv) Blocking, tackling and holding are prohibited.<br />

(V) One man may guard one man and one woman may guard one woman, no two<br />

against one person. Guarding a player <strong>of</strong> the opposite sex is not allowed.<br />

vi) A player is not permitted to score when guarded. He must dodge to unguarded<br />

positions or pass.<br />

vii) During the game, substitution <strong>of</strong> players (male to male and female to female) is<br />

permissible only on two occasions. First is a substitution <strong>of</strong> general nature but the<br />

second substitution is only made in case <strong>of</strong> injury or illness <strong>of</strong> a player. Player so<br />

substituted shall not take the field for the remaining duration <strong>of</strong> a match.<br />

7. Merit certificates shall be awarded to not more than 16 players <strong>of</strong> a team.<br />

(R). SOFTBALL (MEN & WOMEN)<br />

1. The inter-college s<strong>of</strong>tball (M&W) tournament shall be conducted according to the rules<br />

as adopted by the S<strong>of</strong>tball Association <strong>of</strong> India unless otherwise modified in these rules.<br />

2. Only the s<strong>of</strong>tball ball and s<strong>of</strong>tball bat <strong>of</strong> the size and quality prescribed by the S<strong>of</strong>tball<br />

Association <strong>of</strong> India shall be used in the competition.<br />

3. All league and knockout matches shall be five innings while the final match <strong>of</strong> seven<br />

innings.<br />

Five innings game will be considered regulation game after 3rd innings and seven<br />

innings game will be considered regulations game after 5th innings. To decide the game<br />

after regulation game, difference <strong>of</strong> 10 Home runes shall count.<br />

4. In case <strong>of</strong> a tie in league game <strong>of</strong> two or more teams, the count <strong>of</strong> average home runs<br />

gained and lost will apply:<br />

i) No. <strong>of</strong> home runs gained divided by innings player.<br />

ii) No. <strong>of</strong> home runs lost divided by innings played.

The team securing the greeted quotient shall I be the winner, by extra inning(s) shall be<br />

played in knockout matches till the tie is decided.<br />

5. Ordinarily no team shall be called upon to play more than two matches a day. If,<br />

however, under unavoidable circumstances, a team can be called upon to play third<br />

match in a day, there shall be at least two hours2E gaps between the second and the third<br />

matches.<br />

6 The team shall consist <strong>of</strong> not more than 15 players and not more than 15 merit<br />

certificates shall be awarded.<br />

(S). SQUASH RACKETS<br />

1, <strong>Rule</strong>s <strong>of</strong> the Squash rackets Federation <strong>of</strong> India shall apply to the inter-college squash<br />

rackets tournament, unless otherwise modified in these rules.<br />

2. The tournament shall be played on knockout basis.<br />

3. A team may consist <strong>of</strong> maximum 6 players but only five players shall be allowed to<br />

participate each playing against the other <strong>of</strong> the same status in order <strong>of</strong> ranking.<br />

4. Each college shall clearly state the ranking order <strong>of</strong> its team while sending the entry. The<br />

reserves shall be ranked at the bottom.<br />

5. In the event <strong>of</strong> inability <strong>of</strong> a playing member to participate, the ranking order shall be<br />

changed in such a way that only the player following him in the ladder takes his place<br />

and subsequently the ranking status <strong>of</strong> the other players shall be affected in the same<br />

way.<br />

6. Each game shall be decided as the best <strong>of</strong> the five sets.<br />

7. The cost <strong>of</strong> squash balls in a match shall be borne by the respective participating<br />

colleges. Quality and make <strong>of</strong> the balls shall, however, be settled by the organizers.<br />

8. Not more than six merit certificates shall be awarded to a team.<br />

(T). RELAY RACES (MEN)<br />

1. The relay race competition shall consist <strong>of</strong> following races: 4x100 mtrs; 4x200 mtrs;<br />

4x400 mtrs; 4x800 mtrs; 4x1600 mtrs and Medlay Relay.<br />

2. In medley relay the first and the last runner will run 200 mtrs. Second runner 400mtrs.<br />

and third runner 800 mfrs. Substitutes are allowed from the names <strong>of</strong> the players given in<br />

the eligibility Pr<strong>of</strong>orma.<br />

3. Each Manager <strong>of</strong> the team must submit the list <strong>of</strong> athletes actually taking part in the<br />

competition before the race starts so that the certificates can be prepared accordingly.<br />

4. The rules and regulations shall be as adopted by Amateur Athletic Federation <strong>of</strong> India.<br />

5. The team winning will get 10 points, runners-up 6 points and 3 rd place 2 points.<br />

(U). SWIMMING (MEN & WOMEN)

1. The competitions shall be conducted according to the rules <strong>of</strong> the Swimming Federation<br />

<strong>of</strong> India, unless otherwise modified in these rules.<br />

2. The tournament shall be conducted in the following events as indicated for men (M) and<br />

women (W). Distance given is in meters.<br />

Free style; 50(M&W), 100(M&W), 200(M&W), 400(M&W), 800(W), &1500(M)<br />

Back stroke: (100M&W) & (200(M&W); Breast stroke: 100(M&W) & 200(M&W),<br />

Butterfly stroke: 100(M&W) & 200(M&W);<br />

Individual Medley Relay: 200(M&W) & 400(M&W);<br />

Free style Relay: 4x100(M&W) & 4x200(M&W) Medley Relay: 4x100(M&W).<br />

3. Each college shall be permitted to enter a maximum <strong>of</strong> two swimmers for each<br />

individual event.<br />

4. For each Relay event, each college may enter only one team with one substitute<br />

swimmer. All swimmers entered for individual events can be used in relays.<br />

5. The composition <strong>of</strong> a relay team may be changed between heats and finals <strong>of</strong> that event.<br />

6. The names <strong>of</strong> swimmers actually swimming on a relay must be submitted at least an<br />

hour before the start <strong>of</strong> the session in which the event is to take place, in the order in<br />

which they are to swim. In Medley Relay the names must be submitted as per their<br />

respective strokes.<br />

7. The competition shall be conducted over a period <strong>of</strong> three days. The heats shall be<br />

conducted in the morning session and the finals <strong>of</strong> these events should be finalized in the<br />

evening session on the same day.<br />

8. Eight best swimmers shall be advanced to the finals on the basis <strong>of</strong> their timings in the<br />

heats and shall be allotted lanes as per rules.<br />

9. There shall be minimum 3 swimmers/teams for relay for conduct <strong>of</strong> any event/heat/final.<br />

10. The swimmer scoring maximum individual points shall be declared Best Swimmer and<br />

will be awarded a certificate.<br />

(V). DIVING<br />

1. For each diving event, each college may enter a maximum <strong>of</strong> two competitors with the<br />

total number not exceeding 4 men and 4 women divers (in both High Board and Spring<br />

Board).<br />

2. The high board diving competition should [preferably be conducted from 10 Mtrs.<br />

Spring Board and the spring board competition from -3 Mtrs. Spring Board.<br />

Only the dives prescribed by the FINA shall be executed and no other dives may be<br />

permitted.<br />

(W). WATERPOLO<br />

1. A college water-polo team shall consist <strong>of</strong> thirteen players (7 playing and 6 reserves) and


not more than 13 certificates shall be awarded to any winning team.<br />

2. There must be a minimum <strong>of</strong> 4 teams for conduct <strong>of</strong> this tournament.<br />

3. The tournament shall be conducted along with swimming competitions.<br />

GENERAL RULES:<br />

a) The awards <strong>of</strong> points for the first three places for individual events in swimming diving<br />

shall be5,3,and1 and for Relay Races 10, 6 and 2.<br />

b) Certificates shall be awarded for first three places in all events.<br />

c) For the purpose <strong>of</strong> individual/team championship, points shall be counted separately for<br />

swimming and diving. Trophy shall be awarded only to the swimming championship.<br />

(points earned by water polo and diving teams will not be counted towards swimming.)<br />

d) The trunks/costume shall be in good moral taste, non-transparent with drawers/slips<br />

underneath and suitable for the individual sports discipline. The referee <strong>of</strong> a competition<br />

has the authority to exclude any competitor whose costume does not comply with this rule.<br />

(X). TABLE TENNIS (MEN & WOMEN)<br />

1. The rules for Table Tennis Federation <strong>of</strong> India shall apply to the inter-college<br />

tournaments, unless otherwise modified in these rules.<br />

2. The tournament shall be played in Swathing Cup lines. The order <strong>of</strong> the play shall be as<br />

follows<br />

shall be NITTAKU.<br />

(Y). TENNIS<br />

1. The rules <strong>of</strong> the All India Tennis Association shall apply to the inert-college tournament,<br />

unless otherwise modified in these rules.<br />

2. The tournament shall be played on Davis Cup lines i.e. each rubber consisting <strong>of</strong> one

doubles match and four singles matches (only two players representing each college team<br />

in singles, but making four matches by playing against each player in turn.) Each match<br />

shall be played as the best <strong>of</strong> three sets. The first two singles and the doubles matches<br />

should be played on the first day.<br />

3. Where the two single players on one side are numbered A, B and the single players on<br />

the other side are numbered X and Y the order <strong>of</strong> a play in a tie shall be<br />

5. Colleges participating in the tournament shall bear half <strong>of</strong> their own share <strong>of</strong> the cost <strong>of</strong><br />

balls. The COSCO or NIVIA balls shall be used during the tournament.<br />

6. Not more than 4 merit certificates shall be awarded to a team.<br />

(Z). VOLLEYBALL (MEN & WOMEN)<br />

1. The rules as adopted by the Volleyball Federation <strong>of</strong> India shall be followed, unless<br />

otherwise modified in these rules.<br />

2. The zonal tournament up to the semifinal stage will be played on knockout basis. From<br />

the semifinal stage, league system shall apply. The tournament shall be conducted on<br />

two zone basis.<br />

3. Inter-zonal matches for men shall be played on league basis. In case <strong>of</strong> a tie, the match<br />

will be decided as follows<br />

<strong>of</strong> five sets. Ordinarily, no college shall be called upon to play two matches a day. In<br />

exceptional circumstances, however, if a college is called upon to play two matches a<br />

day, there shall be at least a gap <strong>of</strong> six hours between the two matches.<br />

5. A team shall consist <strong>of</strong> maximum 12 players and not more than 12 merit certificates shall<br />

be awarded to a team.<br />

(AA). WRESTLING (Men and Women)<br />

1. The rules, as adopted by Wrestling Federation <strong>of</strong> India shall be followed unless<br />

otherwise modified in these rules (according to latest AIU rules).<br />

2. The inter-college wrestling tournament shall be conducted on Knock- out basis. The<br />

7. As per FILA rules, coaching during the bout is permissible.<br />

8. The competition shall be held if there are minimum three wrestlers in a particular weight<br />

9. No wrestler will be allowed to compete unless he is wearing proper wrestling costume<br />
