Attendance at a nursery class within a primary or infants school does not<br />

guarantee a place in the school’s reception class. If you choose for your child to<br />

attend a non maintained nursery which is registered as an education provider<br />

by the LA, the Authority will fund your child’s placement on a part time basis<br />

(minimum of 10 hours over four or five days per week). The level of funding will<br />

be comparable with that of a four year old in a maintained provision and this<br />

currently equates to £397 per term following a childs third birthday. Where a<br />

child attends a Private Day Nursery, parents will be responsible for any additional<br />

payments over and above the funding allocated by the LA.<br />

Priority admission to LA provision may be granted in the following circumstances<br />

(subject to review):-<br />

Full-time priority (for four year olds)<br />

The following categories should be eligible for full-time placement (unless the<br />

agencies involved specifically recommend otherwise).<br />

• Children who are looked after by the Authority<br />

• Children recommended on specific medical or social grounds by appropriate<br />

agencies and children identified as having ALN at the time that the application<br />

for admission is made<br />

• Children of invalid or disabled parents, or where there is no other suitable<br />

person at home to care for them<br />

• Children from homes where the father or mother is the sole parent resident at<br />

home and is in permanent or temporary full-time employment of more than<br />

30 hours per week or is undertaking a full time course of education or training.<br />

Single parents will be asked to produce documentary evidence to confirm<br />

relevant details of employment, education and/or training<br />

• Children brought up by grandparents<br />

• Children who are on the Child Protection Register<br />

• “Traveller” children (as long as they do not displace another child attending<br />

part-time)<br />

Part-time priority<br />

• Children who are looked after by the Authority; (see page 9)<br />

• Children from homes where the father or mother is the single parent resident<br />

at home<br />

• Children who are receiving speech therapy, supported by documentary<br />

evidence from an appropriate agency<br />

(<strong>Torfaen</strong>’s nursery policy is currently subject to review)<br />

Criteria for awarding nursery places<br />

• Full-time priority pupils residing in catchment in order of date of birth<br />

• Part-time priority pupils residing in catchment in order of date of birth<br />

• Part-time non-priority pupils residing in catchment in order of date of birth<br />

• Full-time priority pupils residing out of catchment in order of date of birth<br />

• Part-time priority pupils residing out of catchment in order of date of birth<br />

• Part-time non-priority pupils residing out of catchment in order of date of birth<br />

• Late applicants<br />

Details of nursery provision can be obtained from Headteachers of Nursery<br />

<strong>Schools</strong> or Primary <strong>Schools</strong> having Nursery Units. <strong>Schools</strong> with a Nursery Unit<br />

attached are indicated with an asterisk () in the <strong>Schools</strong>’ Directory, commencing<br />

on page 54.<br />

Details of voluntary and private providers can be obtained from leaders/<br />

managers of the playgroup and Private Nurseries. Details are on page 50 and 51.<br />
