Attendance at a nursery class within a primary or infants school does not
guarantee a place in the school’s reception class. If you choose for your child to
attend a non maintained nursery which is registered as an education provider
by the LA, the Authority will fund your child’s placement on a part time basis
(minimum of 10 hours over four or five days per week). The level of funding will
be comparable with that of a four year old in a maintained provision and this
currently equates to £397 per term following a childs third birthday. Where a
child attends a Private Day Nursery, parents will be responsible for any additional
payments over and above the funding allocated by the LA.
Priority admission to LA provision may be granted in the following circumstances
(subject to review):-
Full-time priority (for four year olds)
The following categories should be eligible for full-time placement (unless the
agencies involved specifically recommend otherwise).
• Children who are looked after by the Authority
• Children recommended on specific medical or social grounds by appropriate
agencies and children identified as having ALN at the time that the application
for admission is made
• Children of invalid or disabled parents, or where there is no other suitable
person at home to care for them
• Children from homes where the father or mother is the sole parent resident at
home and is in permanent or temporary full-time employment of more than
30 hours per week or is undertaking a full time course of education or training.
Single parents will be asked to produce documentary evidence to confirm
relevant details of employment, education and/or training
• Children brought up by grandparents
• Children who are on the Child Protection Register
• “Traveller” children (as long as they do not displace another child attending
part-time)
Part-time priority
• Children who are looked after by the Authority; (see page 9)
• Children from homes where the father or mother is the single parent resident
at home
• Children who are receiving speech therapy, supported by documentary
evidence from an appropriate agency
(Torfaen’s nursery policy is currently subject to review)
Criteria for awarding nursery places
• Full-time priority pupils residing in catchment in order of date of birth
• Part-time priority pupils residing in catchment in order of date of birth
• Part-time non-priority pupils residing in catchment in order of date of birth
• Full-time priority pupils residing out of catchment in order of date of birth
• Part-time priority pupils residing out of catchment in order of date of birth
• Part-time non-priority pupils residing out of catchment in order of date of birth
• Late applicants
Details of nursery provision can be obtained from Headteachers of Nursery
Schools or Primary Schools having Nursery Units. Schools with a Nursery Unit
attached are indicated with an asterisk () in the Schools’ Directory, commencing
on page 54.
Details of voluntary and private providers can be obtained from leaders/
managers of the playgroup and Private Nurseries. Details are on page 50 and 51.
