Cutter Juniper tows in disabled stern trawler<br />

BOSTON — <strong>The</strong> 225-foot Coast<br />

Guard cutter Juniper towed a New Bedford,<br />

Mass., fishing vessel to safety late<br />

last week, after it became disabled<br />

approximately 70 <strong>mil</strong>es east of<br />

Chatham, Mass., on March 11.<br />

<strong>The</strong> five-member crew of the 70foot<br />

stern trawler Sea Siren was not in<br />

danger.<br />

After receiving the call from the<br />

stern trawler around 4:20 p.m., Coast<br />

Guard Sector Southeastern New England<br />

directed the Coast Guard cutter<br />

Juniper, homeported at Naval Station<br />

<strong>Newport</strong>, to assist Sea Siren’s crew.<br />

“Communicating with the disabled<br />

vessel was difficult due to how far offshore<br />

they were,” said Petty Officer 1st<br />

Class Nicholas Sawka, the operations<br />

unit controller at Sector Southeastern<br />

New England. “Luckily, the crew was<br />

able to use their satellite phone to let us<br />

know they were having engine problems.”<br />

<strong>The</strong> cutter, which was about 80 <strong>mil</strong>es<br />

from the Sea Siren, arrived on scene<br />

CNW students float new ideas<br />

in national security approach<br />

College of Naval Warfare (CNW) students<br />

presented proposed future grand strategies for<br />

the United States to a panel of national security<br />

leaders at the Naval War College on March 10.<br />

As the capstone to the National Security<br />

Decision Making (NSDM) course, 19 student<br />

seminars each conducted an analysis of the<br />

future security environment, developed new<br />

national security and national <strong>mil</strong>itary strategies,<br />

and identified new concepts and capabilities<br />

to be developed as part of that <strong>mil</strong>itary<br />

strategy.<br />

“<strong>The</strong> exercise provides students an excellent<br />

opportunity to practice peer leadership and<br />

generate cutting-edge national security ideas,”<br />

said NSDM Chair Joan Johnson-Freese.<br />

Overall, the CNW seminars developed strategies<br />

in line with the likely direction of the new<br />

Obama administration. Most groups saw<br />

future challenges increasingly coming from<br />

transnational issues like failed states, terrorism,<br />

crime, or environmental degradation, rather<br />

than traditional wars between nation states.<br />

To deal with these challenges, most seminars<br />

proposed greater international cooperation<br />

between the U.S. and other global powers.<br />

While few recommended major changes in<br />

the <strong>mil</strong>itary’s current force structure, most did<br />

propose expanding U.S. capabilities for counterinsurgency<br />

and security cooperation. Many<br />

also addressed the need to improve interagency<br />

coordination.<br />

Seminars developed a wide range of concepts,<br />

from focused research and development<br />

on robotics and unmanned vehicles, to new<br />

programs to improve the cultural and regional<br />

knowledge of U.S. service members.<br />

After initial rounds of judging by NWC faculty,<br />

two seminars delivered their presentations<br />

to a distinguished panel on March 10.<br />

<strong>The</strong> panel included Dr. David Chu, who<br />

recently retired as Undersecretary of Defense<br />

for Manpower and Readiness; Ambassador<br />

Larry Dinger, currently the American charge<br />

d’affaires in Burma; and Rear Adm. James P.<br />

Wisecup, President of the Naval War College.<br />

<strong>The</strong>y appreciated the innovative ideas developed<br />

by the NSDM seminars and offered<br />

thoughtful commentary on the possibilities of<br />

implementing them.<br />

Daignault, a crewman aboard the<br />

Juniper. “<strong>The</strong> boat was dead in the<br />

water and taking waves broadside.”<br />

<strong>The</strong> cutter crew launched a tow line<br />

to the Sea Siren using a line throwing<br />

gun and the fishing boat’s crew pulled<br />

the line onto their boat and connected<br />

the tow.<br />

planned to tow the Sea Siren into New<br />

Bedford.<br />

<strong>The</strong> Juniper, a ocean going buoy tender,<br />

is one of three Coast Guard vessels<br />

under the Department of Homeland<br />

Security at Pier 2. <strong>The</strong> others are the<br />

cutters Willow (WLB-202) and the Ida<br />

Lewis (WLM-551), both buoy tenders.<br />

Last week I was part of a team giving speeches to a deployed<br />

squadron that was about to head home. <strong>The</strong> chaplain prepared<br />

his “Ten Commandments of Homecoming” brief. <strong>The</strong> lady from<br />

fa<strong>mil</strong>y services dropped by to remind everybody not to take over<br />

the checkbook.<br />

Me, I was busy forgetting<br />

important stuff I<br />

wanted to tell these service<br />

members.<br />

I hate that. I love<br />

speaking with the service<br />

members, but I hate<br />

not being able to tell<br />

them every single thing<br />

they need to know. <strong>The</strong>se guys get the basics of homecoming<br />

from the command. <strong>The</strong>y really do. For example, we always<br />

remember to tell the service member to get involved with the<br />

fa<strong>mil</strong>y again. To give it time. To wait to reassert their authority<br />

over teenagers.<br />

But the official folks forget to tell the service members that if<br />

they plan to do this deployment thing more than once in their<br />

lives, they gotta learn the emotional subtleties, too. Because it is<br />

all about the subtleties. We never do remember to tell them<br />

about the subtle stuff like “Gaposis.”<br />

Yeah, Gaposis. It’s a technical term that I just invented. Gaposis<br />

refers to the barely perceptible gaps in fa<strong>mil</strong>y life that open<br />

the first few days in which someone comes home from deployment.<br />

Here is how it usually works. A guy gets home and the first day<br />

is all about him. We fa<strong>mil</strong>y members have to kiss him, feed him,<br />

pat him, celebrate him, talk him up, call his mom. <strong>The</strong>n we<br />

notice that the poor guy is exhausted and suffering from the<br />

time zone change so we put him to bed.<br />

That’s all well and good. Very, very, verrrrrrrry good. But the<br />

next day no one tells the service member that all that coddling<br />

will start winding down before he actually has the energy to get<br />

<strong>The</strong> <strong>Newport</strong> Officers’ Spouses’ Club will hold a March welcome<br />

coffee and dessert social tonight at 7 p.m. in the Rotunda<br />

Spouses’ Club gives scholarships<br />

<strong>Newport</strong> Officer’s Spouses’ Club said the application deadline<br />

for the NOSC Scholarship 2009 is quickly approaching.<br />

<strong>The</strong> merit-based scholarships are open to high school students<br />

who are dependents of active duty, retired, or deceased<br />

<strong>mil</strong>itary members, as well as the dependents of Coast Guard,<br />

National Guard and reservists on active duty status, both enlisted<br />

and officer ranks.<br />

Scholarship selection will be based upon academic achievement,<br />

extra-curricular activities, community involvement,<br />

experience, and volunteerism, achievements and recognitions,<br />

an essay, and letters of recommendation.<br />

If the service member hasn’t<br />

been warned to watch out for<br />

gaposis, he probably won’t<br />

automatically jump up to get<br />

the phone. He knows the call<br />

is not for him. He hasn’t been<br />

home in seven or eight<br />

months. He hasn’t placed any<br />

calls. If his work was calling,<br />

they’d use the cell phone. It<br />

makes sense for him to let<br />

someone else get the phone.<br />

Still, there is a pronounced<br />

pause. Because this is gaposis.<br />

It is the fa<strong>mil</strong>y silently creating<br />

a space for the service member<br />

to take back his place as a genuine,<br />

all-purpose, 100 percent<br />

phone-answering member of<br />

the fa<strong>mil</strong>y.<br />

Or when a preschooler needs<br />

to be put to bed. Or someone<br />

needs to be driven to Sarah’s<br />

house. A gap opens up in<br />

which everyone is waiting for<br />

the service member to jump in<br />

and do—-no matter how tired<br />

he is. Female service members<br />

report that they don’t even get<br />

the benefit of the gaposis—their<br />

fa<strong>mil</strong>ies expect that they<br />

will have already jumped in<br />

and done.<br />

<strong>The</strong> problem with gaposis is<br />

that it is full of opportunities<br />

for our service members-male<br />

and female— to feel dumb.<br />

After months away from the<br />

fa<strong>mil</strong>y,<br />

they don’t know why the toddler<br />

is crying or how to fix it.<br />

<strong>The</strong>y don’t know that the<br />

preschooler now hates to get<br />

his hair washed so you have to<br />

use the SpongeBob visor.<br />

<strong>The</strong>y could not find Sarah’s<br />

house if it was lit up with<br />

Christmas lights in July. No<br />

wonder our returnees want to<br />

ignore the gaposis.<br />

Someone should tell them<br />

that they can’t. <strong>The</strong>y can’t<br />

afford not to jump on the<br />

gaposis. To ask how. To wonder<br />

why. To feel dumb. That is<br />

part of the price of deployment.<br />

Service members have<br />

to be willing to jump back on<br />

the fa<strong>mil</strong>y merry-go-round in<br />

these low key ways. Gaposis is<br />

subtle. We fa<strong>mil</strong>y members<br />

know it is subtle and lasts for<br />

such a short time. So our service<br />

members have to be<br />

ready. <strong>The</strong>y have to pay attention.<br />

<strong>The</strong>y have to leap wildly,<br />

clumsily, thoroughly on every<br />

gaposis that comes their way.<br />

Groton submarine wins Ney food service award<br />

<strong>US</strong>S Providence (SSN 719) was<br />

named the submarine recipient<br />

of the 2009 Captain<br />

Edward F. Ney Award for Food<br />

Service Excellence in a message<br />

released Feb. 20 by Secretary<br />

of the <strong>Navy</strong>, Donald C.<br />

Winter.<br />

This is the first time Providence<br />

and most of the culinary<br />

<strong>Navy</strong>-wide news<br />

specialists on board have won<br />

the award, which was established<br />

in 1958 by the Secretary<br />

of the <strong>Navy</strong> and the International<br />

Food Service Executives<br />

Association (IFSEA) to improve<br />

and recognize the quality of<br />

food service in the <strong>Navy</strong>.<br />

“This award is the greatest<br />

accolade for a culinary specialist<br />

WASHINGTON (DVIDS) — As President Barack Obama considers<br />

deploying National Guard troops to the U.S.-Mexico border<br />

to control escalating violence, Arizona’s governor has<br />

requested about 250 more National Guard troops on its border<br />

with Mexico, and the Texas governor is considering a si<strong>mil</strong>ar<br />

action.<br />

“We’re going to examine whether, and if, National Guard<br />

deployments would make sense and in what circumstances they<br />

would make sense as part of this overall review of our border situation,”<br />

Obama told reporters yesterday, according to media<br />

reports. <strong>The</strong> White House does not release transcripts of media<br />

roundtable sessions.<br />

While emphasizing that he does not want to “<strong>mil</strong>itarize” the<br />

border, Obama called it “unacceptable if you’ve got drug gangs<br />

crossing our borders and killing our citizens.”<br />

<strong>Navy</strong> announces more changes<br />

to Physical Readiness Program<br />

MILLINGTON, Tenn. (NNS) — <strong>The</strong> <strong>Navy</strong> announced additional<br />

changes to the Physical Readiness Program (PRP) March 11,<br />

which remains focused on performance and enhances the culture<br />

of fitness for Sailors.<br />

“<strong>The</strong>se changes underscore the importance of all our Sailors<br />

remaining fit and able to meet the demands of <strong>Navy</strong> service. I<br />

see this as an opportunity for us to build upon the finest <strong>Navy</strong> in<br />

the world by creating a <strong>Navy</strong> that is better, stronger and more<br />

capable,” said Vice Adm. Mark Ferguson, chief of naval personnel.<br />

According to NAVADMIN 073/09, effective immediately,<br />

active-duty Sailors with three or more physical fitness assessment<br />

(PFA) failures in the last four years may not transfer, reenlist<br />

or extend without a waiver from <strong>Navy</strong> Personnel Command.<br />

Effective Oct. 1, Physical Readiness Information Management<br />

System (PRIMS) data will be reviewed as part of the advancement<br />

and promotion process. According to the current policy,<br />

Sailors who failed their most recent PFA cannot be advanced or<br />

promoted until they are within PFA standards. This has been<br />

enforced at the command level, but the new change will allow<br />

equal enforcement across the fleet.<br />

involving a U.S. ocean surveillance ship is serious enough to<br />

merit face-to-face discussions between U.S. and Chinese officials,<br />
