Mrs. González de Frutos has served as President of Unespa, the Spanish Insurance Business
Association, since 2003. She is a graduate in Law from the Autonomous University in
Madrid, Class of 1979, and a State-Qualified Insurance Inspector. Between January,
1997, and November, 2002, Mrs. González de Frutos was Director-General for Insurance.
Some of the other responsibilities she has held in her career, always closely tied to the
insurance sector, include the position of Operations Director at the Insurance Compensation
Consortium. In addition, she is Vice-president of the Spanish Confederation of
Employers’ Organizations (CEOE), founded in 1977, which is the major representative institution of the
Spanish business community. She is also a member of the Advisor Board of CNMV, the Comisión Nacional
del Mercado de Valores, which supervises and inspects the Spanish Stock Markets and the activities of all
the participants in those markets.

KAILIN TUAN
Dr. Tuan initiated the first and by far the most successful effort to provide the actuarial,
managerial, and technical education required to develop a thriving insurance industry
and a sound social insurance system in the People’s Republic of China. In 1979,
recognizing that for more than a quarter century the insurance industry and the
education of insurance practitioners had been disrupted in China, Dr. Tuan resolved
to assist China’s redevelopment by initiating efforts on several fronts, including the
establishment of the university programs to teach the actuarial and insurance knowledge
and skills necessary for a modern economy. As a result of his vision, resourcefulness, diplomacy, and
persistency, these and related topics are taught in many of China’s universities. In addition, Dr. Tuan has
played a significant role in the development of programs that enhance contacts and the transfer of
knowledge between officials, academicians, insurance practitioners and others in the West and in China.
Finally, developments in China have inspired others in the region and as a consequence, actuarial, and
insurance education has spread rapidly to other countries. Dr. Tuan has engaged in a wide variety of activities
that have helped to build bridges between China and the West.
