FOREWORD<br />

The designati<strong>on</strong> by the United Nati<strong>on</strong>s General Assembly of 2008 as Internati<strong>on</strong>al Year of<br />

Languages, for which UNESCO was lead agency, dem<strong>on</strong>strated the increasing recogniti<strong>on</strong> of the<br />

importance of languages in achieving the internati<strong>on</strong>ally agreed development goals, in building inclusive<br />

knowledge societies and maintaining a culturally diverse world. Or, as the slogan for the<br />

Internati<strong>on</strong>al Year put it: ‘Languages Matter!’<br />

Through language people build, understand and express their emoti<strong>on</strong>s, intenti<strong>on</strong>s and<br />

values; c<strong>on</strong>firm social relati<strong>on</strong>s; and transmit cultural and social expressi<strong>on</strong>s and practices. Thus, language<br />

is a determining factor of cultural identity for diverse groups and individuals. It is an inherent<br />

part of who we are.<br />

UNESCO’s Member States have repeatedly made the important c<strong>on</strong>necti<strong>on</strong> between linguistic<br />

diversity and cultural diversity and the role they play in promoting sustainable development. This<br />

is evident in the legal instruments underpinning UNESCO’s strategy to safeguard cultural diversity.<br />

Principal am<strong>on</strong>g these are the 1960 C<strong>on</strong>venti<strong>on</strong> against Discriminati<strong>on</strong> in Educati<strong>on</strong>, the 2001 UNES-<br />

CO Universal Declarati<strong>on</strong> <strong>on</strong> Cultural Diversity and its acti<strong>on</strong> plan, the 2003 C<strong>on</strong>venti<strong>on</strong> for the<br />

Safeguarding of Intangible Cultural <strong>Heritage</strong>, the 2003 Recommendati<strong>on</strong> c<strong>on</strong>cerning the Promoti<strong>on</strong><br />

and Use of Multilingualism and Universal Access to Cyberspace, and the 2005 C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> the<br />

Protecti<strong>on</strong> and Promoti<strong>on</strong> of the Diversity of Cultural Expressi<strong>on</strong>s.<br />

Globalizati<strong>on</strong> processes are having a palpable impact <strong>on</strong> the use, knowledge and preservati<strong>on</strong><br />

of languages. On the <strong>on</strong>e hand, globalizati<strong>on</strong> has the potential to revitalize languages and foster their<br />

use in society by:<br />

• c<strong>on</strong>necting instituti<strong>on</strong>s around the world that are working with endangered language communities`<br />

to promote the revitalizati<strong>on</strong>, maintenance, and perpetuati<strong>on</strong> of their languages;<br />

• providing access to informati<strong>on</strong> and communicati<strong>on</strong> res<strong>our</strong>ces that can be utilised to assist<br />

communities in preserving their linguistic diversity;<br />

• c<strong>on</strong>necting endangered language communities from various regi<strong>on</strong>s of the world so as to<br />

raise awareness, increase advocacy efforts, and share best practises.<br />

But globalizati<strong>on</strong> also harb<strong>our</strong>s the risk of greater uniformity, which endangers languages,<br />

particularly when emphasis is placed <strong>on</strong> acquiring the main internati<strong>on</strong>al languages at the expense<br />

of regi<strong>on</strong>al and local languages, especially in educati<strong>on</strong> systems, the media and public life in general.<br />

Given current trends, experts estimate that within a few generati<strong>on</strong>s, more than 50 percent of<br />

the estimated 7,000 languages spoken in the world today may disappear. The c<strong>on</strong>sequences of this<br />

would be tragic.
