effects-based approach <strong>to</strong> operations<br />

Operations that are planned, executed, assessed and adapted <strong>to</strong> influence or<br />

change system behavior or capabilities in order <strong>to</strong> achieve desired outcomes.<br />

Also called EBAO. (Note: Sometimes colloquially but incorrectly referred <strong>to</strong> as<br />

“effects-based operations,” or EBO) (AFDD 2)<br />

electronic warfare operations<br />

The integrated planning, employment, and assessment <strong>of</strong> military capabilities <strong>to</strong><br />

achieve desired effects across <strong>the</strong> electromagnetic domain in support <strong>of</strong><br />

operational objectives. Also called EW Ops. (AFDD 3-13)<br />

emerging target<br />

A potential target, which, upon initial detection, meets sufficient criteria <strong>to</strong> be<br />

considered and fur<strong>the</strong>r developed. The criticality and time sensitivity <strong>of</strong> <strong>the</strong><br />

potential target is initially undetermined. (AFDD 3-60)<br />

end state<br />

The set <strong>of</strong> conditions that needs <strong>to</strong> be achieved <strong>to</strong> resolve <strong>the</strong> situation or<br />

conflict on satisfac<strong>to</strong>ry terms, as defined by appropriate authority. (AFDD 2)<br />

enemy<br />

An adversary who opposes one‟s will through use <strong>of</strong> force. (AFDD 2)<br />

expeditionary combat support<br />

A subset <strong>of</strong> agile combat support that responds quickly, is highly mobile,<br />

technologically superior, robust, flexible, and fully integrated with operations.<br />

Expeditionary combat support is <strong>the</strong> deployed agile combat support capability <strong>to</strong><br />

provide persistent and effective support for <strong>the</strong> applications <strong>of</strong> air and space<br />

power on a global basis. Also known as ECS. (AFDD 4-0)<br />

force development<br />

A deliberate process <strong>of</strong> preparing <strong>Air</strong>men through <strong>the</strong> continuum <strong>of</strong> learning with<br />

<strong>the</strong> required competencies <strong>to</strong> meet <strong>the</strong> challenges <strong>of</strong> current and future<br />

operating environments. (AFDD 1-1)<br />

force health protection<br />

A comprehensive threat-based program directed at preventing and managing<br />

health-related actions against <strong>Air</strong> <strong>Force</strong> uncommitted combat power. (AFDD 4-<br />

02)<br />

force protection<br />

Preventive measures taken <strong>to</strong> mitigate hostile actions against <strong>Department</strong> <strong>of</strong><br />

<strong>Defense</strong> personnel (<strong>to</strong> include family members), resources, facilities, and critical<br />

information. <strong>Force</strong> protection does not include actions <strong>to</strong> defeat <strong>the</strong> enemy or<br />
